  • The purpose of this study is to suggest concrete approaches of copyright application among various map price policies to establish the system of a digital map market, to revitalize its market, and to give the public better map services. To do this, we analyzed copyright law in Korea and the copyright protection of digital map in foreign countries firstly, investigated the applicability of copyright to the map market in Korea, analyzed the effect on this market, and suggested an direction of the revision for the Surveying law and the National Geographic Information (NGlS) law lastly. We drew several conclusions. Firstly, the protection of the rights of database makers is the best approach to protect digital maps in korea. Secondly, we need to adopt copyright to the Surveying law and the National Geographic Information Systems (NGlS) law. Lastly, establishing a copyright trust organization to improve the quality of digital maps and to manage various affairs is needed.

  • Until now, The our concept about a national geospatial data infrastructure have been concentrated on a field of producer. This concept is the trend which the focus have been inverted currently with the use to process data in an user viewpoint and to the compatibility of the database. But the standard of our national framework data is defective yet. Also, The law and policy are not clear and the concept recognition of users lacks. This paper is showed improvement plan of development and maintenance of the national framework data, and researched the relationship between the national framework data.

  • For development of landslide risk assessment techniques using GIS(Geographic Information System), this study classifies the category of socioeconomic factors. The landslide quantitative risk assessment performs first prediction of flow trajectory and runout distance of debris flow over natural terrain. Based on those results, it can be analyzed the factors of socioeconomic which are directly related to the magnitude of risk due to landslide hazards. Those risk assessment results can deliver factual damage situation prediction to policy making for the landslide damage mitigation. Therefore, this study is based on feature classification of the digital map ver. 2.0 provided by the National Geographic Information Institute. The category of factors can be used as useful data in preventing landslide.

  • "The project for production of medium classification landcover maps using satellite images" has been completed from 1998 until 2005 in Korea. As the 5th project was finished in 2005, medium classification landcover maps for all areas of South Korea have been produced. The products of project currently is used in lots of fields such as public governments, universities and research institutes for policy application and scientific research. But final results of the project have several problems which is insufficiency of reliability, discordance of classification codes and many others because each project was progressed year by year. In this study, problems of existing production methods about medium classification landcover maps are extracted and solution of problems is offered. Therefore, this study will make it possible to efficiently produce and update medium classification landcover maps.

  • In this study, I wished to forecast damage district by tsunami's occurrence. For this, analyzed tsunami that can happen in our country's neighborhood sea area using past data, and established tsunami's scenario by imagination with analysis result. I created 3D topographical model about study area and analyzed inundation area by achieving simulation by scenario. Also, result of simulation does overlay with digital map and manufactured imagination inundation map. This study result may offer as basic data for operation of tsunami's forecast/alarm system and making of disaster prevention policy.

  • With the development of information technology, the demand on digitalized space information is being largely expanded in our society. Especially, the recency securing of material as well as various policy alternatives like expansion on an application scope are being required in the spatial information utilization field, such as efficient use and management of the land, various spatial plans, environment and disaster management, etc. The present research aims to suggest an evaluation model by applying the system dynamics theory for dynamic analysis on utilization of this spatial information.

  • This paper present to how to make VGIS(Virtual Geographic Information System) using GIS and digital map. Because the development of the GIS has been 2-dimension in the last few years, viewpoint of the high-resolution image estimate was difficult. The geo-spatial information system has lots of errors in the policy decision and the principal decision making because it was displayed as 2 dimension map that the digital map and topographical map, geological map. agronomical map, cadastral map and underground facility map are expressed as a symbol practically in spite that it is spatial topography data. It is utilized as effective administration analyzing, all kinds of discussion, transportation and environmental effect evaluation, various kinds of building discussion and policy decision thorough researching the present condition of region as 3 dimension map using digital map and GIS when drafting and deciding all kinds of urban plaining so it is considered that errors of policy decision will be minimized.

  • Mechanization is the characteristic of the industrial era and computerization is the characteristic of the Information Era. Now we are facing on the transition from Industrial Era to information Era. Established the National Geo-spatial Data Infrastructures is the fundamental base for information society and is one part of the national basic economic development plan. From 1980's China started his successful transition from traditional methods to high-tech based mapping. China has laid out a high accuracy national GPS (global Positioning System) network, and completed the geographic information databases for scale of 1:1million and 1:250,000. Now it is working on the databases for scales of 1:50,000 and 1:10,000, the world highest level. The massive national programmed has been dubbed "Digital China," since it involves massive quantities of digitized geographical information. Simultaneity, GIS technology and the geo-spatial data have been used widely in electronic government affair, environmental protection, disaster control, ITS and etc. The users have realized the benefits more and more widely. Internet is an efficient way to distribute the geo-information, the State Bureau of Surveying and Mapping has give great effort to settle down the rules and standards to establish the clearing house. Some National Geo-standards have issued, and some of them are on the way. The GIS software is another important factor in the GIS industry. Chinese government working-out some good policy to supports the GIS software developer to have their own copyright. This paper is based on the above to introduce the status and development of Geomatics in China. in China.

  • This study aims to predict the land use demand of Seongnam-city using system dynamics and to simulate the effect of changes in family structure and land use density adjustment policy on land use demand. This study attempted to construct causal loop diagrams and an analysis model. The changes in land use demand over time were predicted through simulation results. As a result of the analysis, as of 2035, an additional supply of 2.08 km2 for residential land and 1.36 km2 for commercial land is required. Additionally, the current supply area of industrial land can meet the demand. Three policy experiments were conducted by changing the variable values in the basic model. In the first policy experiment, it was found that when the number of household members decreased sharply compared to the basic model, up to 7.99 km2 of additional residential land were required. In the second policy experiment, if the apartment floor area ratio was raised from 200% to 300%, it was possible to meet the demand for residential land with the current supply area of Seongnam-city. In the third policy experiment, it was found that even if the average number of floors in the commercial area was raised from four to five and the building-to-land ratio in the commercial area was raised from 80% to 85%, the demand for commercial land exceeded the supply area of the commercial area in Seongnam-city. This study is meaningful in that it proposes a new analytical model for land use demand prediction using system dynamics, and empirically analyzes the model by applying the actual urban planning status and statistics of Seongnam-city.

  • This research aims at developing and distributing models and indexes that can evaluate ubiquitous information projects in order to enhance the objectivity and validity of their evaluation. The research adopts a BSC(Balanced Score Card) concept with four views, economic, policy, social, and technical views. The research induces a model of pre-evaluation and a model of post-evaluation according to each view. In order to secure the validity of the models, they are revised and complemented by obtaining advice through interviews with five experts in related fields, and the validity and application possibility of the indexes are verified by surveying ten people working in those fields. Finally, investigating their weights according to the importance of each view and index, they are evaluated using an AHP (Analytic Hierarchy Process) method.
