As the value of lifelong learning becomes important, states are making efforts to build a system of lifelong learning. According to this tendency, this paper intends to compare the participation rate of lifelong learning, learning outcomes, learning support infrastructure, support of learning expenses, and recognition of lifelong learning. For the comparative pedagogical approach, Bray and Thomas' cubes such as geographical / regional level, non - geographical demographic statistics, social and educational aspects were utilized. The participation rate of lifelong learning in Korea is 34.4% in 2017, which is lower than the OECD average of 46%. The competency scores of Korean adults were lower than the OECD national averages of the PIAAC survey which measured adult competence, language ability, numeracy, and computer-based problem solving ability. In order to recognize prior learning, EU countries have developed EQFs to evaluate all non-formal and informal learning outcomes, while Korea recognizes qualification as a credit banking credit under the academic credit banking system. International comparisons of lifelong learning can be used as an important tool for diagnosing the actual conditions of lifelong learning in a country and establishing future lifelong learning policies. Therefore, it is necessary to maintain that the comparative pedagogical approach of lifelong learning differs according to the historical context, socioeconomic characteristics, and population dynamics, including the formation process and characteristics of modern countries.

The purpose of this study is to find ways to improve the evaluation system of school library operation whose participation rate is getting lower. We conducted analyzing the current status of operating evaluation of school libraries through literature search. In doing so, questionnaire method was conducted to inquire the recognition of the 205 staff members of school libraries. The outcome of the survey shows that the participation rate of operating evaluation of school libraries decreased from 22.2% in 2009 to 7.2% in 2017. The validity of the quantitative evaluation method was significantly low at 2.84 and the validity of the qualitative evaluation method was 2.97. The average score of the validity index for 'Establishing the annual operation plan' was the highest at 3.90, and that of 'Community service' was the lowest at 2.27. The biggest reason for not participating in the evaluation was due to the staff's high workload. There is a need to seek ways to improve the evaluation index and ways to participate since the result shows very low awareness of the school library evaluation. Through this study, it is expected that the school library evaluation will become the foundation for effective revitalization of school library operation.

In this study, development directions for smooth introduction of transferring non-specialized libraries to specialized libraries are suggested based on the analysis conducted on non-specialized library librarians and users to investigate and analyze the comparative requirements for specializing libraries, specialization topics, demand for spaces and programs for specialization and view of important factors of each area when operating specialized libraries in future. As a result, first, when introducing a specialized library, it is necessary to derive a specialized topic that can identify and provide the characteristics of the region and the status of existing library. And a demand analysis. Based on this, the subject should be selected through the demand survey of the local residents. Second, from the stand point of targeted subjects of specialized service, it is necessary to provide tailored services by understanding the service range for each age group based on local population distribution and library user analysis. Third, experience-type, lecture-type and view-type can be suggested for specialized programs, considering the characteristics of the specialized subject field. It is ideal to operate combination of the three based on the subject filed details. Also, the characteristics of the subject and the types of program should be considered for specialized spaces. Finally, in order to systematically operate and promote specialized libraries, allocating dedicated personnel, linking with other institutions and strategies of promotion and marketing should be considered.
Currently, companies are focusing on how they make their members have change-oriented organizational citizen behavior in the era of fierce competition due to the 4th industrial revolution. Therefore, this study verified how the flexible culture of adhocracy-clan plays a role in positive psychological capital and change-oriented organizational citizen behavior. A survey was conducted for employees in companies located in Daejeon-si, Sejong-si, Chungcheongnam-do, and Chungcheongbuk-do, and 394 valid questionnaires were used for analysis. The concrete analysis results are obtained from the study as follows. First, among the flexible cultures of adhocracy-clan, the innovation culture was found to have a significant effect on change-oriented organizational citizenship behavior while relationship culture was found to not directly affect change-oriented organizational citizenship behavior. Second, the flexible cultures of adhocracy-clan, the innovation culture was found to have a significant effect on the positive psychological capital. Third, the positive psychological capital was found to have a significant effect on the change-oriented organizational citizenship behavior. Fourth, the positive psychological capital was found to play a mediating role in the relation between the recognition of flexible cultures of adhocracy-clan and the change-oriented organizational citizenship behavior. Therefore, it can be said to find out the fact that the change-oriented organizational citizen behavior can appear under the fierce competition as nowadays only when the organization should establish the organization culture of innovation-relation or the members are in the positive psychological state. We expect that the future study on the type of subculture and new organizational citizen behavior will be made in the manner of classifying the unit of organizational culture into a headquarter or team for measurement.

This study investigated perceptions and opinions on medical personnel related to dental hygienists. The subjects of this study were 25 students, including dentistry students, dental hygiene students, dental technology students, and nursing students. The survey items consisted of general information, the pros and cons of medical hygienists and their reasons, the scope of legal work, medical practice, and the professionalism of dental hygienists. Frequency analysis and 𝑥2-tests were used for the analysis method. As a result of the study, the pros and cons of the dental hygienist's medicalization were 56.2% in favor and 40% in opposition. There were significant differences in the opinions of the dental hygienists involved with medical hygiene by 90% and 25% in nursing students. In addition, there was a significant difference in the perception of the legal work of dental hygienists and the rate of recognition of medical activities among the departments. In conclusion, it is expected that understanding and support for dental hygienists will be achieved only if proper knowledge and education about dental hygienists are made available in other departments.

As the information gap between rural and urban area, and between men and women has been widening, the Rural Development Administration(RDA) has initiated the women farmers information project from 2000. The aims of this project are; 1) to facilitate women farmers' computer and information application in agriculture and income generating activities, and 2) to make them to be leaders to popularize computer application in rural area and agricultural sector. For these, RDA has provided not only PC, software, computer training but also the post support of extension educator to target group. This paper focused on evaluating the effect of the project, clarifying the related variables with the effect, and providing suggestions to enhance the effect. The data were gathered from 310 target women farmers and 166 extension educators in charge of the project all over the country by mailing survey with questionnaire. The main findings of this study were as follows; 1) The level of computer application of the target group was improved drastically, 2) As their self-assessment, they could improve psychological fear on the computer, recognition about information, and attitude to seek information, 3) This project was helpful for them in terms of information gathering and farm(or income generating activities) management, 4) They tried to disseminate the benefit of computer application to neighbors, so that the neighbors' interest in computer and attendance of computer training were improved, 5) Variables such as the computer training hours, the number of interaction with extension educator, formal schooling and farming history were significantly related to the project's effect. To enhance the project's effect the following strategies should be carried out; 1) The period of the computer training course should be standardized and the subjects should attend to the computer training course for the standardized period. 2) Through continuous interaction with the subjects, the extension educator should support them to use computer well and to overcome some difficulties as a beginner. 3) In selecting the subjects, the priority should be given to the person who graduated high school at least. 4) The subjects should focus on using management software, gathering useful information for their business, and selling their products directly to the consumer. 5) So as to enhance the abilities mentioned above, RDA should strengthen learning opportunities through on-line training and providing educational software, besides of existing off-line training.

This study analyzed the impact of resilience on the job satisfaction of middle-aged employees and the meditating effect of retirement attitude. The survey was administered to 468 regular workers aged 40 or older in Seoul and the surrounding metropolitan area. This study utilized SPSS 19.0 statistical program, and multiple regression and mediated effect analyses were applied with descriptive statistics, reliability and validity of measurement tools to analyze differences between correlations and groups. First, male workers had higher self-regulation ability and job satisfaction than women. Female workers had higher old age rest than male ones. The higher the educational background, the higher the recognition of retirement as a new beginning, The longer the working years, the higher the self-regulation ability and job satisfaction. The higher the household income, the higher the positiveness. Second, the Resilience had a positive effect on job satisfaction. Third, resilience had had a negative impact on the forced frustration and a positive influence on the new beginning of retirement attitudes. Fourth, the forced frustration and new beginning showed mediating effects of resilience and job satisfaction. The study results confirmed the importance of resilience and demonstrated the need for measures to enhance resilience in order to reduce anxiety about retirement and increase job satisfaction.

This study was conducted with the aim of identifying the current status of the national authority data construction project centered on the National Library of Korea for the effective construction and utilization of national knowledge information resources. It also aimed to reveal the possibility and improvement of the national information system with the international standard identification system, and suggesting future development plans. To this end, this study conducted interviews and questionnaires with members of the Korean National Authority Data Sharing System(KNASS). The survey consisted of items related to the current status and difficulties related to the authority, the use of the KNASS, the recognition and utilization of identifiers, the awareness and utilization of the linkage with ISNI, the Importance-Performance Analysis for activating the KNASS, and the overall satisfaction and improvement direction. As a result of the analysis, it was proposed to develop rules and guidelines related to the authority works, to increase the quantity and quality of authority data, to raise understanding of the importance and establish a efficient work system, to diversify the authority service and develop a utilization model, to link the KNASS with international identifiers, and to share the necessity of the KNASS.
This study verified the moderating effect of the influence of the reference group on the effect of socio-cultural attitude toward appearance and appearance complex on semi-permanent makeup satisfaction. To this end, a survey was conducted on 210 people who had undergone semi-permanent makeup and the results were obtained. The results were analyzed through the SPSS program, and the results are as follows. The recognition of the social importance of appearance among social-cultural attitudes toward appearance had a significant effect on satisfaction with the procedure. The self-conscious appearance complex had a significant effect on the satisfaction with the procedure. Amid the unprecedented situation of COVID-19 around the world, online education has established itself as an essential element in the era of zero contact and the importance of various content and changes of the system that are appropriate for the era of the 4th industrial revolution has increased. Although universities are making their efforts to combine ICT technologies and design and achieve new systems, the recognition and atmosphere for establishing the cloud computing system are falling short. The purpose of this research importance of success factors of "Building a cloud computing system of cyber university in Korea" by classifying the work characteristics and scale, and to derive and analyze the importance cloud rankings considering the organization and individual dimension. Therefore, this study has drawn 14 major factors in the previous researches and models through the survey on experts with knowledge related to the cloud computing. The analysis was conducted to see what differences there are in factors for the successful establishment of the cloud computing system using AHP. It is expected that the factors for success presented through this study would be used as systemic strategies and tools for the purpose of drawing factors for the success of establishing the private cloud computing system for the higher education institutions and public information systems.
