A Data Quality Improvement Method in Integrations of Distributed Data: National Science & Technology Information Services (분산 데이터의 통합시 데이터의 품질향상 방안: 국가과학기술종합정보시스템)

  • A currently domestic governmental R&D business is early to 100. And this is each managed individually in 15 professional organizations of research and management by characteristics of a business. For this Reason, A redundant investment issue regarding national R&D occurs, and an issue regarding efficiency of R&D investment by insufficiency of systematic R&D research project and result management is continuously raised. Ministry of Education Science and Technology establishing National Science & Technology Information Service(NTIS) in order to solve these issues. NTIS is the national R&D Portal System which can support efficiency of research and development to result utilization in planning of national research and development. As data of the same meaning are named particularly in each organizations, and that made to different data types, It is an issue to be difficult to achieve high level qualify, accuracy of integrated data in case of integration of distributed data like NTIS In this paper We consider integrated DB constructions and Information Linking of R&D Participants/Projects/Results information in a NTIS system for data qualify Improvement, and then We analyze the cause of the data quality problem, and we propose the improvement plan for data quality elevation of NTIS system.

A Comparative Study on Effective Factors Related to Home Nursing Care in Hospital and Community-based Care in Korea (한국 가정간호사업의 유형별 비교분석)

  • This study was designed to examine Home Nursing Care in Hospital-based and Community-based programs. This study investigates actual conditions of nursing needs and demands of clients and their family and the state of home nursing services. We hope that this study will improve upon the current home nursing care system. In Korea Home-Nursing Care programs are still developing and only now becoming a part of the health care delivery system. The data was collected by a questionaire the clients developed and modified through literature review by this writer and through 10 nurses who are members of 4 hospital and 3 community- based agencies. In this study 173 clients were selected. The study lasted from Oct. 1997 to March of 1998. The results show that the average age was 64.3, years older than most women clients (63.0%), the average age of a caregiver was 50.9 years old and most were female(77%). Two types of agency clients with a significant difference between social conditions [25.7%] used some form of insurance; 54.3% had the spouse pay expenses; pay 58.5% son and daughters of Hospital-based agencies: patients of social workers were 24.0%, the highest in the community agency. The condition of patients was 63.2% of the foley and nelaton catheter insertion at hospital based agencies. The range of nursing services offered is one of the highest among the 34 kinds of servies including nasogastric tube management basic nursing, ROM exercise, bladder irrigation, wound and sore dressing. For an effective care service factors that disturb each program such as a non-cooperatative family as well as patients themselves need to be lessened. Further more, the following must be emphasized, supportive counsel 27.0%, steady care for patient, 13.3%maintain a sense of security(11.7%), dressing sores and nutrition(10.0%). Although there were a large number of home nursing care services in the community, policy changes have gathered momentum. Fortunately, the scope and level at legal support will be increased in the future. The program should intergrate and link the district or community together. A project to develop a community based home nursing system as soon as possible should be developed. In conclusion, home nursing care nurses training curriculum should be strengthened.

  • As climate change is becoming the main issue, various efforts are focused on saving building energy consumption both at home and abroad. In particular, it is very important to save energy by maintenance, repair and rehabilitation of existing multi-family housing complex, because energy consumption in residential buildings is not only forming a great part of gross energy consumption in Korea but the number of deteriorated complexes is also sharply increasing. However, energy saving is not considered as a main factor in decision making on rehabilitation project. Also, any supporting tool is not appropriately prepared in existing process. As the first step for development of decision support system on rehabilitation, this paper developed a breakdown structure, which makes clusters of multi-family housing complexes. Decision tree, one of data mining methods, was used to make clusters based on the characteristics and energy consumption data of multi-family housing complexes. Energy saving and CO2 reduction will be maximized by considering energy consumption during rehabilitation process of multi-family housing complex, based on these results and following research.

  • Libraries, not only research libraries but also public libraries, have been fundamentally affected by the immense spread of the Internet and the World Wide Web. Many public libraries have their Web pages, through which they are providing their new and conventional services. There are also web sites which provide library-like services. This paper shows an experimental project named Internet Public Library Asia, which provides information in multiple languages of information resources published in Chinese, Japanese and Korean languages. This paper firstly overviews how traditional public libraries have been affected by the Internet. Then, it describes a few aspects from the viewpoint of crucial library function on the Internet and also from the viewpoint of Asian resources and users. This paper secondly proposes a model to serve information about valuable resources published in multiple Asian languages, and then shows the metadata schema and a few software tools developed for IPL-Asia The name of IPL is borrowed from Internet Public Library based at University of Michigan, since it is, in part, a collaborative activity with the IPL in Michigan. The metadata schema is defined based both on Dublin Core and IEEE LOM and adapted for parallel description in the four languages, i. e. , Chinese, Japanese, Korean and English. The software tools provide functions to support collaboration among people engaged in development of metadata database and metadata editing. These tools have been developed based on the XML technologies.

A Study on the present condition of preserving and managing Public Records in Korea (한국 공공기관 기록보존․관리의 현황조사에 관한 연구)

  • This paper is a preliminary one for the paper titled "A study on the present condition of preserving and managing public records in Korea and establishment of mid-long term policies about preserving and managing public records" supported by the Joint Research Support Project, 2000-2001 of Korea Research Foundation. This article reviews the present condition of preserving and managing public records at 189 domestic public organizations such as state organizations, companiies, the libraries of universities find colleges, etc., that is, this article researches the amount of public records, facilities and equipments for preserving records, computerization, plans for microfilming records of those organizations in search of a method to preserve and manage public records of Korea in a proper way. The review delivers a synthetic analysis with 7 items including a fact that there is a very small possibility to convert the public records produced and preserved in domestic public organizations into 'information recourses' or to utilize them as administrative or historical records. Tn conclusion, it argues that making a law on preserving and managing public records should be accompanied by posting special staff and budgeting for it And more conclusive remarks regarding 6 other items are made.

The Current State and Tasks of Citizen Science in Korea (한국 시민과학의 현황과 과제)

  • The projects of citizen science which is originated from citizen data collecting action driven by governmental institutes and science associations have been implemented with different form of collaboration with scientists. The themes of citizen science has extended from the ecology to astronomy, distributed computing, and particle physics. Citizen science could contribute to the advancement of science through cost-effective science research based on citizen volunteer data collecting. In addition, citizen science enhance the public understanding of science by increasing knowledge of citizen participants. The community-led citizen science projects could raise public awareness of environmental problems and promote the participation in environmental problem-solving. Citizen science projects based on local tacit knowledge can be of benefit to the local environmental policy decision making and implementation of policy. These social values of citizen science make many countries develop promoting policies of citizen science. The korean government also has introduced some citizen science projects. However there are some obstacles, such as low participation of citizen and scientists in projects which the government has to overcome in order to promote citizen science. It is important that scientists could recognize values of citizen science through the successful government driven citizen science projects and the evaluation tool of scientific career could be modified in order to promote scientist's participation. The project management should be well planned to intensify citizen participation. The government should prepare open data policy which could support a data reliability of the community-led monitoring projects. It is also desirable that a citizen science network could be made with the purpose of sharing best practices of citizen science.

Extension of Korea Standard of the CAD Drawings in Construction CALS/EC to Adopt the Port Field (항만분야 수용을 위한 전자도면 작성표준 확장 개발)

  • While a vast number of cad drawings are produced in the life cycle of construction projects from the planning, design, and construction phases to the maintenance and control phases, the creation and distribution of non-standard drawings make it difficult for the construction parties to communicate with one another and to recycle, maintain, and control drawings by project phase. The Korea standard of CAD drawing in construction CALS/EC, which stipulates the standard for construction CAD drawings, is based on roads, rivers, and railways in line- and unit-based structures, allowing the creation of standardized CAD drawings. Such standard, however, cannot be easily applied to construction projects with multiple facilities like harbors, housing sites, or lands consisting of surface forms. In particular, port field consist of complex docks and amenities located in a certain coastal area based on multiple objectives. They also contain the concept of housing sites, like background land, and are composed of various civil engineering facilities, construction facilities, and port field, so that the existing CAD drawing standard cannot be easily implemented. Therefore, the purpose of this study is to maximize the efficiency of the information related to drawing information and to ultimately support smooth information exchanges in construction design by conducting a development research on the expansion of the CAD drawing standard that meets the needs of port field.

Importance and Management of the Laboratory Notebooks in the Research Record (연구기록물 중 연구노트의 중요성과 관리 제도화)

  • The purpose of this study was to promote the understanding of laboratory notebook's record characteristics through getting a line on the importance of the notebooks which have record, information, communication, and proof functions. To improve the research ethics and cultures, this study was examined and investigated by literature references and survey results. This study analyzed the status of the notebooks in part of laboratory information system of the R&D institutes, paper notebooks for laboratory records management, and the introduction of ELN for digital record. For the notebook's institutionalization, more review is needed to the possibility of involvement in the conflict, evidential requisite and signature by inspector, the limitation of autonomous policy for the notebook's operation, the difficulty of preservation for 30 years, the introduction of ELN and utilization for the notebooks. To improve management and institutionalization for the notebooks, it is needed to the notebook's record for knowledge management and evidential values, support and budget for the notebook's management department, researcher's recognition conversion for the notebooks related to the intellectual property and technology transference, the record method train for the notebooks from the university classes, and the introduction of ELN related to the laboratory information management system or project management system.

Implications of China's Maritime Power and BRI : Future China- ROK Strategic Cooperative Partnership Relations (중국의 해양강국 및 일대일로 구상과 미래 한·중 협력 전망)

  • China's new grand strategy, the "One Belt, One Road Initiative" (also Belt Road Initiative, or BRI) has two primary components: Chinese President Xi Jinping announced the "Silk Road Economic Belt" in September 2013 during a visit to Kazakhstan, and the "21st Century Maritime Silk Route Economic Belt" in a speech to the Indonesian parliament the following month. The BRI is intended to supply China with energy and new markets, and also to integrate the countries of Central Asia, the Association of Southeast Asia Nations (ASEAN), and the Indian Ocean Region - though not Northeast Asia - into the "Chinese Dream". The project will be supported by the Asian Infrastructure Investment Bank (AIIB), due to open in 2016 with 57 founding members from all around the world, and China has already promised US$ 50 billion in seed funding. China's vision includes networks of energy pipelines, railways, sea port facilities and logistics hubs; these will have obvious commercial benefits, but also huge geopolitical significance. China seems to have two distinct aims: externally, to restore its historical sphere of influence; and internally, to cope with income inequalities by creating middle-class jobs through enhanced trade and the broader development of its economy. In South Korea, opinion on the BRI is sharply polarized. Economic and industrial interests, including Korea Railroad Corporation (KORAIL), support South Korean involvement in the BRI and closer economic interactions with China. They see how the BRI fits nicely with President Park Geun-hye's Eurasia Initiative, and anticipate significant commercial benefits for South Korea from better connections to energy-rich Russia and the consumer markets of Europe and Central Asia. They welcome the prospect of reduced trade barriers between China and South Korea, and of improved transport infrastructure, and perceive the political risks as manageable. But some ardently pro-US pundits worry that the political risks of the BRI are too high. They cast doubt on the feasibility of implementing the BRI, and warn that although it has been portrayed primarily in economic terms, it actually reveals a crucial Chinese geopolitical strategy. They are fearful of China's growing regional dominance, and worried that the BRI is ultimately a means to supplant the prevailing US-led regional security structure and restore the Middle Kingdom order, with China as the only power that matters in the region. According to this view, once China has complete control of the regional logistics hubs and sea ports, this will severely limit the autonomy of China's neighbors, including South Korea, who will have to toe the Chinese line, both economically and politically, or risk their own peace and prosperity.
