국가 공공조달을 위한 조달업체 평가관리 시스템에 대한 연구 (A Study on Supplier Relationship Management System for National Public Procurement)

  • 최근 전자상거래가 활성화되고 국가 공공조달 분야 또한 전산화하면서 국가 공공조달을 위한 조달업체 관리 및 평가 시스템에 대한 필요성이 커지고 있다. 민간 기업들은 공급망 전반적인 프로세스를 자동화하고 외부 파트너인 공급사와의 관계를 전략적으로 평가 관리하여 공급망 전체 효율을 높이고자 SRM(supplier relationship management) 시스템을 구축운영하고 있다. 최근 조달청은 국가 공공 조달의 경쟁력을 강화하고 공공조달의 공정성을 확보하고자 SRM 개념을 도입하고 있다. 이를 위해 조달업체 평가 관리와 수요기관이 투명한 조달업체 선정을 할 수 있도록 하는 구매의사결정 지원 프로세스 수립이 필요하다. 본 논문에서는 민간 기업에서 활용하고 있는 SRM 시스템을 공공조달에 적용하여, 공정하고 객관적인 공공조달을 위해 조달업체 평가에 필요한 평가지표와 평가모델을 제시하고 이를 공공조달에서 전략적으로 활용하는 방안을 제시한다.

An Agent Gaming and Genetic Algorithm Hybrid Method for Factory Location Setting and Factory/Supplier Selection Problems

  • This paper first presents two supply chain design problems: 1) a factory location setting and factory selection problem, and 2) a factory location setting and factory/supplier selection problem. The first involves a number of location known retailers choosing one factory to supply their demands from a number of factories whose locations are to be determined. The goal is to minimize the transportation and manufacturing cost to satisfy the demands. The problem is then augmented into the second problem, where the procurement cost of the raw materials from a chosen material supplier (from a number of suppliers) is considered for each factory. Economic beneficial is taken into account in the cost evaluation. Therefore, the partner selections will influence the cost of the supply chain significantly. To solve these problems, an agent gaming and genetic algorithm hybrid method (AGGAHM) is proposed. The AGGAHM consecutively and alternatively enable and disable the advancement of agent gaming and the evolution of genetic computation. Computation results on solving a number of examples by the AGGAHM were compared with those from methods of a general genetic algorithm and a mutual frozen genetic algorithm. Results showed that the AGGAHM outperforms the methods solely using genetic algorithms. In addition, various parameter settings are tested and discussed to facilitate the supply chain designs.

The roles of electronic marketplace for buyer-supplier relationship: collaborative system architecture

  • As the most widely used media of BtoB e-business, the e-Marketplace (EM) can play an important role in the age of c-commerce (collaborative commerce). In supply chain management (SCM) area, the relationship-based collaboration among partners has shown great efficiency. Although the collaboration is important in both areas of EM and SCM there has been a critical difference in the selection of trade partners between them. In this paper, the EM's collaborative stages for integration with its customer system are reviewed and a system architecture is proposed for EM's electronic functional role within the perspective of collaborative commerce and buyer-supplier relationship. The relationship-based BtoB commerce through EM is reviewed to explain that it can be more beneficial than the commerce based on the price competitive selection of trade partners. With the proposed system architecture, an EM can be the functional medium for the collaborative IOIS system architecture.

공급망의 사회적 자본 특성이 친환경 공급망관리 프로젝트 성과에 미치는 영향 (The Effects of Supply Network's Social Capitals on Sustainable Supply Network Management Project and Its Performance)

  • The successful implementation of green supply chain management(GSCM) practices requires a level of cooperation that can be difficult to conduct. Despite this challenge, limited scholarly attention has been paid to exploring how the implementation of GSCM practices can be effectively facilitated and enhanced through accumulated social capital with suppliers. Based on social capital theory, this study postulates that supplier network characteristics derived from social capital with key suppliers can be critical antecedents of GSCM, which in turn enhances the firm's environmental performance. To test hypotheses, data were collected from 330 firms in 15 countries, and structural equation modeling was employed. Results show that GSCM improves environmental performance, and structural and cognitive social capitals of the supplier network act as antecedents and lead to GSCM implementation.

  • Recently, SCM(Supply Chain Management) embraces the dynamic environmental changes of the participatory bodies in supply chain. Under this dynamic SCM environment, the selection of supplier and outsourcing company is very important. In their selection, the productivity and expertise of suppliers and outsourcing companies are, of course, to be considered as important factors, but whether or nottheycanmeettheduedateisacritical factor. In particular, this is true because an order-based manufacture ought to have CTP(Capable To Promise). For this purpose, by capitalizing onthevirtualmanufactureundertheSCM, this paper has tried to suggest a new agent system for the selection of supplier and outsourcing company. While performing virtual manufacture based on the integration scheduling, this system acquires the production environment and scheduling information of both suppliers and outsourcing companies on a real-timebasis,thusmakingintegrationschedulingpossible. Also, in order to provetheviabilityofthisstudy,thispaper has selected a specific domain and applied it.

외식 업체 파트너쉽 요인이 SCM에 미치는 영향 (A Study on the Effects of the Partnership Factors of the Foodservice Industry on SCM Success)

  • Various techniques of business innovation such as MRP, ERP have been introduced, which has offered many advantages to the foodservice industry. However, these techniques optimized only a part not for the whole supply chain. For overcoming this problem, companies introduced SCM(Supply Chain Management). Since SCM research for restaurant business hasn't been widely studied, this research focuses on the relation between purchasers and suppliers in the domestic restaurant business. It divided the types of purchaser-supplier relationships in the foodservice industry and studied the influences that partnership factors have for the results. The SCM achievement was divided into asset management, job efficiency and customer satisfaction sharing, reliance/cooperation, professional technology and relation concentration. Under these factors, it looked into the difference that partnership affects SCM achievement. It made it easy to understand the importance by practically analyzing the relation of partnership factors extracted by SCM achievement and investigation suggested by the previous researches. It was found that the partnership factors such as extracted information sharing, reliance/cooperation, professional technology, and relation concentration positively affect the SCM achievement such as asset management, job efficiency and customer satisfaction.

신제품 개발을 위한 공급자 통합에 관한 연구: 영업사원의 조정 및 규제 행동의 관점으로 (Peeking Inside The Black-box of Supplier Integration for New Product Development: Salespersons' Coordinating and Regulating Behaviors)

  • Purpose: This study investigates how the salespersons behave in coordinating the multiple communication channels during supplier integration (SI) for new product development (NPD), especially when their engineers directly collaborate with the buyer. Methods: This study conducted a qualitative study to explore the dynamics of the supplier's salespersons during SI for NPD. With the support of a consumer goods manufacturer (focal firm) in South Korea, we interviewed several managers, including purchasing and engineering, from the focal firm and salespersons from eight tier-1 suppliers of the focal firm. Results: The results found that the supplier's salespersons show two different behaviors toward managing and controlling the collaboration between their engineers and the buyer: (1) Process regulating behaviors that control the flows of information or communication between the engineers and the buyer, and (2) knowledge regulating behaviors that directly and indirectly support the engineers to be equipped with accurate and complete knowledge so that they can share the right knowledge with the buyer. Conclusion: This study contributes to academia and practitioners as follows. To academia, this study fill the gap in the literature by introducing the distinct behaviors of the supplier's salesperson in SI for NPD. To practitioner, in addition, our findings present coordination mechanisms to manage and control multiple communications within an inter-organizational collaboration.

SCM관점에서의 6시그마 혁신활동 장려를 위한 협력업체 평가방안 (- A Supplier Evaluating Method to Stimulate 6 Sigma Implementation in the view of SCM -)

  • GE, as well as Motorola, TI, HP, ABB, and other companies, which have several suppliers from all of the world, adopted an innovation program called 6 Sigma, in order to make fundamental changes in the way they operated to fulfill customers' expectations and to evaluate and control their suppliers. Recently, as the 6 Sigma is being recognized as elementary and strategic means to improve the effectiveness of SCM(Supply Chain Management), there may be few business who does not operate 6 Sigma innovation program. Under such a circumstance, this study is aimed at expediting 6 Sigma pervasion by considering supplier evaluating scheme. It is recognized that this evaluating mechanism can be used as a great tool for the everlasting run of 6 Sigma in Korea.

  • On the situation cooperating with business partners on the supply chain, systematic decision making process is a critical issue for them. The two major issues of purchasing strategy such as selecting vendors and managing them are important part of their overall business activities. This study mainly focus on the former issue of the vendor selection. Through the empirical study, analytical hierarchy process (AHP) method was applied to select vendors among supplier vendors based on four selection criteria such as the level of quality, product on management ability, delivery, and price. The results of study showed the main criteria of vender selection was the ability of quality management. The vender selected based on AHP and the current selection method was different, but implicitly projected the dilemma situation between quality and price which occurs in decision making process of real life.
