  • Double-effect absorption chiller-heaters have been widely installed in large buildings and are also becoming popular in mid-sized commercial buildings. While much emphasis is Put on designing energy saving and efficient chiller-heaters, careful attention must also be given to the design of control systems for these devices. Currently, these devices are controlled by their own built-in controllers, such as relay based sequence controller or microprocessor based controller. But, because large buildings require multiple chiller-heaters, a centralized supervision and control system is necessary for the efficient monitoring, control, and operations management of these devices We have developed man-machine interface software that allows the implementation of such a system.   • This research proposed the Direct Construction System for construction corporations as a strategy intended to perform cause analysis of construction technician shortage matter and solve resulting problems, and in view of the outcomes from the application of this system to the projects and workshops, it was verified that unsteady employment, lack of career prospect, and conditions of work environment can be resolved. In addition, from corporations' perspective, it is considered that by clarifying the abovementioned three problems, fundamental complications of construction administration, quality control, safety supervision, and cost management were settled, concluding forthcoming advancement of domestic construction business quality fell far behind developed counties.

  • Marine environment is subject serious destruction because of frequent accidents during exploration of marine resources and overseas transport. Also, as many industrial enterprises discharge high volume of wastes and contamination, marine pollution has become a serious threat to people (especially in China). China is quickly becoming a world economic leader of the 21st century. Rapid industrialization and social changes have raised the standard of living of millions of the Chinese, mainly in the areas of East and South East coast. The process of industrialization, however, is often followed by deterioration of the marine environment and rarely turned around until a country has increased its standard of living. Solving these array of problems will take decades and currently the government is addressing minor specific issues only. Fortunately, the Chinese government has enacted a number of marine pollution control laws. On 25 December 1999, the 13th Session of the Ninth Standing Commettee of the National People's Congress passed the amended the Marine Environment Protection Law of the People's Republic of China. This Law establishes rights and responsibilities of the relevant departments concerning marine environment management and provides for two new chapters on "Marine Environment Supervision" and "Marine Ecological Protection", along with "Supervision of Pollution Prevention for Marine Construction Projects", "Marine Ecological Protection" and "Marine Environment Pollution Prevention for Marine Construction Projects". Also, the Law was amended with provisions for integrated pollution discharge control system and oil spillage emergency response plan and enhanced legal responsibilities. Chinese government recognizes that international and national experience can be useful for China to prevent further ecological degradation of the marine environment.

발주처의 관점에서 바라본 토목사업 CM 제도 활성화 방안 (Strategy Improvement of Construction Management in the Owner's View Point)

  • 국내 대다수의 토목 CM을 포함해 특히 도로부문 CM은 근 10여 년 간 다양한 시범 사업을 수행하고 있으나, 현재 건설시장의 안착에 상당한 어려움을 겪고 있으며 감독, 감리, CM이 과도기적으로 운영되는 여건 속에서 다양한 문제점에 노출되어 있다. 이러한 상황 속에서 부실시공 및 안전문제 등으로 대변되어 온 건설 산업에 대한 부정적인 시각을 극복하고 건설 산업 전반에 걸친 비용절감 및 품질향상을 이룩하여야 하는 당면과제는 필수적이다. 이를 위해 각 주체와 효율적으로 융화될 수 있는 CM의 정착은 매우 중요하다고 볼 수 있으며, 현재까지 다양한 분야에서 토목 CM의 정착화 방안에 대한 검증을 추진 중에 있다. 하지만 아직까지 수행성과에 대한 정확한 측정이 이루어지지 않고 있는 실정이며, 발주자를 위해 CM에 대한 객관적인 이해를 돕는 문헌이 매우 부족하다고 판단된다. 본 연구는 이러한 문제를 해결하고 발주처의 관점에서 바라본 CM 제도 활성화를 추진하기 위해 현재 수행되고 있는 다양한 CM의 업무 및 제도분석을 실시하였으며, 이를 통해 빈번하게 발생되는 문제점의 해결방안을 다각도로 제시하였다. 또한 발주처를 대상으로 설문조사를 실시하여 발주처의 관점에서 바라본 CM 제도 활성화 방안을 다양한 측면에서 제시 하였다. 이를 통해 얻어진 연구 결과는 향후 CM의 제도적 정립에 있어 중요한 기여를 할 것으로 판단된다.

Implementation of ISO45001 Considering Strengthened Demands for OHSMS in South Korea: Based on Comparing Surveys Conducted in 2004 and 2018

  • Background: According to the previous studies, the work-related accident rate decreased in Korea after the introduction of occupational health and safety management system (OHSMS), but there were several disasters in Korea such as subway worker's death at Guui station in 2016 and the Taean thermal power plant accident in 2018, which escalated the social demand for safety. In 2018, OHSMS became an international standard, as ISO45001 was announced. Methods: A survey was conducted to research the implementation status of OHSMS and changes in people's perception, and the results were compared with those of a past survey. Results: Enhanced social demand and various stakeholders' (not only buyer) needs, and social responsibility are perceived as the motivation for the introduction of OHSMS rather than legal compliance or customer demand. In the questionnaire about problems with the implementation of OHSMS, the factors with higher response rate in 2018 than 2004 were "excessive cost" and "complicated documentation management." In the questionnaire about how to promote OHSMS in organizations, most people answered "reduction of workers' compensation insurance rate" in 2004, but most people answered "exemption from health and safety supervision" in 2018. Conclusion: For the effective implementation of ISO45001, emphasis is placed on social demand, training to recognize health and safety as a part of management, and the reduction of certification and consulting costs to promote the introduction of OHSMS. Incentives such as insurance premium cuts and exemptions from health and safety supervision are needed.

미국 치과위생사의 전문직화 경향 (The trend toward professionalization of American dental hygienists)

  • Objectives: This study presents the basic data necessary to explore the methods used of Korean dental hygienists to resolve oral health inequalities in Korea via reviewing the professionalization trend of American dental hygienists. Methods: The supervision levels of American dental hygienists, and system of dental therapists were analyzed using the data published by the relevant associations. Results: In America, dental hygienists help address oral health inequalities. However, due to limitations in the supervision levels and scope of practice of dental hygienists, the autonomy of dental hygienists was expanded, and mid-level practitioner were employed. The autonomy for dental hygiene practice was higher in public than in private in America. Some states have introduced dental therapists as mid-level practitioners. Their practice settings have limitations such as serving low-income, uninsured, and underserved patients or serving in a dental health professional shortage area. Conclusions: It is necessary to expand the autonomy of dental hygienists based on their profession. In particular, it is suggested that they start with the low-risk level practices. Further, it is necessary to introduce a dental hygiene specialist system specialized for fields with high social demands.

The enterprise culture factor who causes an effect in the duty form factor or duty satisfaction clearness or example by leadership and belief, duty affirmation appeared with the factor. Fifth. The enterprise culture factor who causes an effect in the service environment factor of duty satisfaction appeared with the all feeling factor of system. Conclusion the enterprise culture appeared with the fact that it causes an effect duty satisfactorily.

  • The idea of expert control is to incoporate a rule based expert system in a feedback control system. In this paper, we present some heuristic rules about input requlation and supervision and turning for D.C servo motor speed control in variable. The expert auto-turning PID controller which heuristic rules are used as an element of the feedback control system is implemented with the numerical algorithms and heuristic logics. The accurate control function is confirmed by computer simulation.

  • 본 논문은 배전선로의 정상 및 비 정상상태의 전류를 감시하기 위해 싱글 칩 마이크로세서를 이용하여 저가격의 Data Logger를 구현하였다. 수집된 데이터는 내장된 A/D변환기에 의해 디지털화된 후 RAM Card에 저장된다. 저장된 데이터는 직렬 통신 및 별동의 RAM Card Driver를 통해 병렬로 퍼스널 컴퓨터로 전송할 수 있도록 하였다. 수집된 데이터는 퍼스널 컴퓨터상에 디스플레이가 되도록 하였으며 분석할 수 있도록 하였다.

  • An electric power system sometimes fails because of disturbances that occur unexpectedly, such as the uncontrolled loss of load that developed from cascading blackout. Which make stability through a little of under voltage load shedding should work. The development of phasor measurement unit(PMU) makes network supervision possible. The information obtained from PMU is synchronized by global positioning system(GPS). There are many real-time algorithms which are monitoring the voltage stability. This paper presents the study on the VILS(Voltage Instability Load Shedding) using PMU data. This algorithm computes Voltage Stability Margin Index(VSMI) continuously to track the voltage stability margin at local bus level. The VSMI is expressed as active and reactive power. The VSMI is used as an criterion for load shedding. In order to examine the algorithm is effective, applied to KEPCO system.
