  • Ubiquitous computing environment accelerates the advent of the IT Ecosystem. In the coming generation, a massive number of ubiquitous devices and services are converged into an ultra-large-scale system. In this context, high degrees of complexity and organization change the paradigm of knowledge and its management levels. The objective of this paper is to explore the Knowledge Management Systems in view of demands in ultra-large-scale systems. We introduce motivation for Next-Generation (NG) usage and their upcoming requirements. The possible applications will be discussed, and summary of different techniques are conducted. The tools and techniques that allow KMS to operate as "Vital Success Enabler" to achieve organizational benefits will be examined. Potential future directions for research are highlighted: these include advances in knowledge capture, storage / retrieval and sharing techniques, in particular with the surrounding role of information technology.

  • National qualification system for SW engineering is intended to be mechanisms to assure the competence of SW professionals. Qualification system for SW engineering can be categorized as national qualification, nationally certified private qualification, and private qualifications. In this paper, we present a summary report of needs analysis for new national qualification systems, based on the survey from human resource department managers of IT companies in IT service, package SW and embedded SW industry. The survey results show that SW qualification system is appropriate for evaluation and career management, but does not provide up-to-date information concerning the technology assessment and change. Based on the result form needs analysis, we suggest the SW specialist and embedded SW specialist as new licenses in national qualification system. In addition, we also propose SW quality management engineer, systems management engineer, IT Protect management engineer, network management engineer and SW architect engineer, as new nationally certified private qualifications.

  • This paper proposes a basic framework of tight management of the group membership for Internet Multicast applications. At first, this paper describes and summary requirements for group management in multicast applications. So, tile framework model is designed to support the requirements. In the framework model, the CM (Croup Manage.) plays a main .ole. The CM has the four functionality: group creation, group announce, group query, group enroll, and group notification. Consequently, the proposed framework should support the new protocol for group management.

  • Hai River Basin is one of China's major agricultural areas, with a huge rural population. Water conservancy is of great importance in this region. There are three integral elements in managing rural water resources: the consideration of current situation, the adoption of effective management measures, and the projection of future needs. In this study, we provide an in-depth investigation of current water resources situation of Hai River Basin. Five issues are analyzed: (1) the construction of conservancy projects; (2) the irrigation of farmland; (3)the safety of drinking water; (4)the protection of water environment; and (5)the model of management practice. Existing problems are diagnosed and possible solutions are discussed. Finally, a summary is made for managing water resources and meeting future needs.

  • The purpose of this Study is to present the tasks and means of improving the operational system of public culture and arts institutes in the future on the basis of the analysis of the effectiveness of operation of public culture and arts institutes. The summary of the results of analysis in this Study is as follows: Firstly, it was found that the factor variables that impart effect on the operation of public culture and arts institutes included (1) artistic value, (2) convenience and (3) organizational management, while the performance variable of public culture and arts institutes was (4) operational performance. Secondly, in the analysis of the structure that explains the operational effects of public culture and arts institutes, convenience and organizational management were found to impart effects on the operational performances. However, artistic value was found to have no effect on operational performances. Therefore, these results of analysis imply that organizational management and convenience, rather than artistic value, need to be fortified in order to elevate the operational performances of public culture and arts institutes.

  • Productivity has been a wide-ranging challenge for the construction industry, both in Australia and globally. Particularly in Western Australia's construction and resources sectors, continuously low productivity will potentially discourage future investments. The emergence of the global marketplace necessitates that the supply chain needs to focus on the concept of the holistic efficiency. The isolated geographical position of Australia only exacerbates this phenomenon. In recent years, Building Information Modelling (BIM) has been suggested as an efficient way to help productivity improve and information management throughout supply chains. This keynote talk will focus on discussing ways of implementing BIM to enhance site productivity focusing on Western Australia's construction projects. It will show new trends of its applications to accomplish an innovative way in construction project management. The talk will also give an insightful summary of integrated methods with state-of-the-art technologies backboned by the BIM cases from construction and oil and gas industry projects.

  • The government is largely responsible for preventing “the tragedy of the common property”, but fisherman's effort fer an autonomous fishery control is equally required. Especially in these days of EEZ such self- regulated fishery management system should be developed and cared for as well. This study aimed to explore a proper management system for coastal fishing ground that now requires the responsible fisheries management by investigating and analysing more drastically the managerial functions of fishery right by Eochon-Gye(the smallest unit of fisheries cooperative based on a fishing village), a typical fishery producer's organization in Korea. This study also included such contents as (1) an understanding of fishery producer's organization, (2) the utilization and management system of coastal fishing ground, (3) the actual condition of fishing right distribution in Korea, (4) the fishery right management and activity of Eochon-Gye, (5) the operation and distinctive feature of fishery right in Japan, (6) the intervention and limit of fishery producer's organization for fishing ground management function, and (7) summary and proposal. We made all Eochon-Gye of the whole country an object of this study and carried out an investigation into Eochon-Gye through a questionnaire. We extracted 359 Eochon-Gye, 20% of the total 1,719 Eochon-Gye as a random sample and investigated these regions through a questionnaire by mail. The contents of the questions consist of 40 items, including six categories about the organization of eochon-gye, and fishing ground management and activities.
