Policy Suggestions for Fostering Teacher ICT Competencies in Developing Countries: An ODA Project Case in Peru

  • Many developing countries consider ICT as a key enabler to improve their educational systems and teachers are viewed as change agents. This paper aims to present policy suggestions concerning how to foster teachers' ICT competencies in developing countries based on the outcomes of an ODA project case in Peru. This study was conducted through three stages: Literature survey, site visit, and policy suggestions. To draw relevant policy suggestions, we employed the framework of the 'macro-meso-micro' level of teacher professional development. The following policy suggestions are discussed: (a) macro level: to develop the national framework of teacher ICT competencies and competency-based teacher training, (b) meso-level: to promote teacher communities of practices and school-based research programs, and (c) micro-level: to redesign teacher professional development programs to help teachers better understand the complex relationships between content, pedagogy, and technology, beyond learning about basic ICT literacy skills. This study contributes to the understanding of how ODA projects can approach the issue of teacher ICT capacity building at multiple levels.

Policy Suggestions on the Smart Factory Based on the Survey Results from Smart Factory Suppliers (스마트공장 공급기업 설문조사를 바탕으로 한 스마트공장 정책 제언)

  • Purpose: This paper treats the survey result from the suppliers of smart factories. Based on the survey results, it is provided suggestions about government policies of the smart factory. Methods: For providing political suggestions, the survey of smart factory is conducted. The survey results are analyzed by the correlation and association methods based on the stratification. Results: The survey results are analyzed for extracting policy-level suggestions. Multiple policy-level suggestions are identified and presented in the conclusion. Conclusion: Six policy-level suggestions are presented for enhancing the management efficiency of suppliers of smart factory.

  • This paper is concerned with characteristics of Internet retailing and manufacturer's product development strategy using Internet retailing. First, this paper reviews the current status of Internet retailing companies and explains some barriers to taking advantage of Internet retailing. Second, this paper gives a few suggestions for manufacturer's strategy for product innovation and development which is based on Internet retailing.   • Secondary schools in Korea have been faced with several critical problems in their science education. Among them the most fundamental are the problems which involve the development and operation of science curricula. This study had, therefore, its objective to develop the suggestions for sabstantial science curricula of secondary schools. Actually the objectives are trifold as following specific description. ${\circ}$Analysis of the rationale and theory of science curricula. ${\circ}$Status survey of secondary science curricula and identification of the problems in development and operation of the curriculum in foreign and Korean secondary schools. ${\circ}$Development of suggestions for substantial science curriculam of secondary school. In order to attain these objectives the methods of literauare survey. questionaire and interview were used. Through these methods several problems are found and identified. The major findings and problems identified in this study are: ${\circ}$aims, goals, and objectives of science education are not dfferentiated. ${\circ}$the curricula show discipline-centered seleetion and organization of the content:neglect the relationship of science-technology-society and life-world context. ${\circ}$shortage of weekly instructional hours for science subjects. Other findings and problems are described and the descriptions of the suggestions for substantial curricula are followed at the end of this paper.

Education and Professional Development of Mathematics Teachers in Korea

  • It is undeniable that teachers play the principal roles in education. This is why education and professional development of teachers are so important. Some of recent works have made this fact clearer. In America, in particular, many reports and research papers have recently been published on these problems. In this paper, we first introduce briefly the current system of education, employment, and professional development of mathematics teachers in Korea. And then we mention a research project on education of mathematics teachers. The final report of the project contains some suggestions for curriculums of the department for education of mathematics teachers. We describe one example of extended syllabus which implements those suggestions. The example is on Modern Algebra I.

  • Regulation for the radiopharmaceuticals should be reasonably different from that of other drugs. Radiopharmaceuticals are always used by compounding based on the doctor's order, have short half life and very low administration dose. Its pharmacological effect is not from its chemical effect but from radiation. The background for exploratory IND (Investigational New Drug) explained by the FDA was to reduce the time and resources expended on candidate products that are unlikely to suceed, new tools are needed to distinguish earlier in the process those candidates that hold promise from those that do not. In this review, basic concept for exploratory IND and RDRC guideline is summarized and various suggestions for improving and expediting procedure for new radiopharmaceutical development would be described.

A Study on the Development of a MOOC Design Model

  • The purpose of this study was to develop a MOOC design model that would improve the current practice of MOOC development in Korea by specifying easy-to-use course development procedures and guiding strategies. Following Richey and Klein (2007)'s conceptual model development procedure, the first step was to perform critical review of relevant literature and observe typical MOOC development processes. As a result, the initial model was developed. The second step was to conduct the expert review with five educational technology and MOOC researchers to secure the internal validity of the model. Based on the experts' suggestions, the model was revised and once again reviewed by the same experts. This process resulted in the development of the 2nd version of model. The third step was to carry out external validation research in order to test the effectiveness, efficiency, and usability of the model. A basic model may be confirmed or corrected based on examination of its results. Consequently, the model was elaborated as the final model. In the final model, 6 procedural phases and 9 specific steps were included. The six procedural phases are: Analysis (1st Iteration), Design, Development (Course Development), Implementation, Evaluation, and Analysis (2nd Iteration), a slight variation of ADDIE model. The specific steps include: 1) Goal Setting, 2) Environment Analysis, 3) Content Design, 4) Style Design, 5) Course Development, 6) Implementation Plan, 7) Course Implementation, 8) Summative Evaluation, and 9) Need Reflection. The study concluded with suggestions for further research and application of the MOOC design model.

  • After the conclusion of the $18^{th}$ CPCNationalCongress, the Shanghai Free Trade Zone was established, and the One Belt One Road Initiative was brought up. These measures accelerate the development of international commercial activities as related disputes grow in variety and quantity. To better settle international commercial disputes and increase the influence of China in this area, this article reviews and analyzes the development of international commercial arbitration in China. In the conclusion part, it gives suggestions for international commercial arbitration in China in order to improve and accelerate the further development of international commercial arbitration in China.

Reputation Rating Mode and Aggregating Method of Online Reputation Management System

  • With the rapid development of electronic commerce, online reputation management systems are of increasing importance in building trust and managing risk. Reputation rating mode and aggregating method are the most crucial parts of a reputation management system. In this paper, we analyze the merits and disadvantages associated with the rating mode and aggregating approach of current reputation management systems, and put forward some suggestions. These suggestions are helpful in improving current reputation management systems and developing new reputation management systems.
