A Study on Collusion Effects for Bid Award in Public Construction Works (공공 건설공사 담합이 낙찰에 미치는 영향 분석 연구)

  • To estimate collusion effects on bid award in Public Construction works, this paper uses Logit Model, which is a choice variable model. Price, design, competition, and other factors are included, with a special focus on collusion, as independent variables in the model. The empirical results are as follows. First, collusion has little effects on bid award, but great impacts on bidding behavior. Secondly, the score of design is the most important and significant factors among all variables. Thirdly, competition has also significant effects on bid award. Finally it is analyzed that institutional framework and characteristics of public work have some effects on bidding award.

  • The contract price of successful bidders in domestic public work projects has dropped significantly under lowest bidding process. Furthermore, compared to the U.S. and Japan, the bids are substantially lower. The increasing trend for domestic construction companies to bid projects without considering markup or expected profit, with the purpose of gaining experience for future similar work, has contributed to the overall dumping in bid prices. The government has implemented controls in hopes of reducing the price dropping trend but these have yet to work in the market. This study determines the level of significance of the contract price of the successful bidder in domestic public works projects and identifies factors that cause bid-dropping by comparing to those of the US and Japan. By mirroring advance countries' rules and regulations to prevent an abnormally low bidder, recommendation are provided to keep unrealistically low bidders from winning the work.

  • The purpose of this study is to propose a rational and scientific damage calculation model in relation to damages caused by bid rigging in construction projects. Previous studies and precedents in relation to calculating damages from bid rigging suggest that the main issue was the lack of consideration in standards for deciding successful bids, selection of inadequate standard comparative markets, insufficiency in analyzing the appropriateness of competitive bid price influence factors, and absence of calculation model verification. In order to improve on these issues, a damage calculation method on alternative tenders for construction projects was proposed. For this calculation model, first, a standard market adequate to the successful bid selection standards was determined, second, an appropriate factor was selected by analyzing the correlation between competitive bid price influence factors, and third, a regression analysis was conducted on the selected factor. Lastly, this was demonstrated through verification of appropriateness, significance & normality of the proposed model and application of actual bid rigging cases. Through the proposed calculation model, this study seeks to serve as a base to prevent opportunity damages for parties involved in related court cases by early resolution of disputes and relief from issues of unfair damage burdens on a particular party.

  • Since the advance of WWW, internet related fields have been growing very rapidly. Especially, the development of electronic commerce ares have changed even or life style. This paper is about the design and implementation of an internet auction system, which is considered as on of the most attractive internet services. An internet auction system has more complex processes compared with other electronic commerce systems. In auction systems, bids and a successful bid are required in trading all goods. In this paper, I designed and implemented all processes of an internet auction system, in which a bid tracing systems is included for the first time. The bid tracing system is implemented using only HTTP in maintain compatibility in WWW environment. I also used th JAVA blocking concept to simulate two-way communication. The proposed system is implemented on Windows NT environment using JAVA, ASP, and the Oracle database.

  • In respond to the demand of an open, fair, transparent, and efficient environment for procurement, many governments have incorporated the use of internet in their procurement systems with online procurement (e-procurement). Given the different policies and laws which have to be complied with, the practice of government e-procurement system varies from one country to another. Thus, experiences in running e-procurement will vary as well. The achievements and obstacles of one country's experience will be a constructive reference for other countries in establishing e-procurement system. In this regard, government e-procurement system practices in two Southeast Asia countries i.e., Thailand and Indonesia particularly in public works are consecutively presented and finally compared in this paper. The government of Thailand has applied Online Auctions (e-Auctions) as the national procurement practice since 2005 and performed the e-Auctions in two types: Reverse Auction and Sealed Bid Auction. Contrary to the common practice of e-procurement, the Thai government, with some rationales, runs the bid documents obtaining manually as well as qualification and technical documents submission and holding the e-Auctions at bidding office. Whereas Indonesian government runs Online Sealed Bid Bidding (e-Procurement) and most of the bidding stages are performed electronically except bid evaluation for both technical and financial. The advantages and drawbacks of these two e-procurement practices are discussed as well as improvements that have to be made for successful of e-procurement.

A Comparative Study on the Determinants of Bid Price Ratio Apartments and Factories in the Seoul Metropolitan Area (수도권 아파트와 공장 경매낙찰가율 결정요인에 관한 비교 연구)

  • Investment demand for factory facilities has increased due to the balloon effect caused by housing price regulation. This study investigated the impact of the real estate market and macroeconomic factors on the bid price ratio of apartment auctions and factory auctions, focusing on the metropolitan area. To this end, we reviewed theories and previous studies on real estate auctions, and examined how macroeconomic variables affect bid price ratio of apartments and factories using the panel vector autoregressive model. It was found that the increase in the apartment bid price ratio increases as the participation in apartment auctions increases. However, as the factory bid price ratio increases, the factory bid price ratio does not increase, it was confirmed that the positive (+) relationship between the successful bid price ratio and the bid price ratioe does not exist, unlike previous studies. Based on the analysis results, it is suggested that the real estate market and macroeconomic factors should be considered for the stable operation of the related relevant auction system. This study has limitations in that it is limited to the metropolitan area. In the future, research that expands the scope of research to the whole country and provinces should be conducted.

Automatic Reserve Price Generation for an Internet Auction System Using Moving Average (이동 평균을 이용한 인터넷 경매 시스템의 낙찰 예정가 자동생성)

  • It is very important that sellers provide reasonable reserve prices for auction items in internet auction systems. Recently, an agent has been proposed to generate reserve prices automatically based on the case similarity of information retrieval theory. However, one of its drawbacks is that the recent trend of auction prices is not reflected in the generated reserve prices, because it suggests the bid price of the most similar item from the past auction data. In this paper, in order to overcome the problem, we propose a new method that generates reserve prices based on the moving average of time series analysis, in which more weight is provided to the recent bid prices. Through performance experiments, we show that the successful bid rate can be increased by preventing sellers from making unreasonable reserve prices.

However, one problem of the previous approaches is that the recent trend of auction prices is not well reflected on the generated reserve prices, because it simply provides the bid price of the most similar item or an average price of some similar items using the past auction data. In this paper. in order to overcome the problem. we propose a method that generates reserve prices based on the moving average. the exponential smoothing, and the least square of time series analysis. Through performance experiments. we show that the successful bid rate of the new method can be increased by preventing sellers from making unreasonable reserve prices compared with the previous methods.

  • The purpose of this study is to verify the effect of the converted accident ratio on the contract of construction work. For doing the objective, this research analyzed the bid system and the converted accident ratio computation system in force. Additionally, we estimated what risk grades influence a successful bid of constuctin work. As a result of this study, we have recognized that the converted accident ratio scarcely has an effect on PQ process.

  • The research is to develop U-IT Technology Transfer Re-auction System Model for technology transfer enable transactions of buyer-oriented. The buyer sends condition technology parts and data informations to provider. The First step, The buyer sends condition technology parts and data informations to provider. The Second step, the buyer's technology and conditions in the First step will be transferred to the DB of a provider who can provide that technology. The Third step, a provider can bid after inputting the conditions. The Fourth step, the buyer decides the ranking of successful bids in condition-optimized auction process. The Fifth step, the buyer invites a provider to be a successful bidder. The last step, if there's no successful bid within the period, the sale considered failed. The buyer-oriented re-auction system is that the deal will become extinct automatically when its sale failed more than two times.
