Factors Affecting Quality Management Failure in Construction Projects

  • Identifying the root causes of substandard construction projects is crucial considering the social and economic issues structural failures can cause. To date, the focus has predominantly been on identifying and penalizing the culprits rather than uncovering the fundamental reasons. Therefore, this study aims to identify various factors that contribute to failures in construction project quality management, including aspects of substandard construction projects, and determine the relationship between these factors and substandard construction projects. Through a literature review and case analysis, 61 influential factors were identified. A survey targeting participants including structural designers, architectural designers, construction companies, CM, and researchers was conducted to gauge the consensus on these factors. A regression analysis was performed based on data from 724 survey respondents. Ultimately, based on the 17 key influencing factors identified by the regression analysis, 9 preventive measures against substandard construction projects were proposed. This study is significant as it elucidates the reasons behind construction project quality management failures that lead to substandard construction projects and establishes a framework for developing practical solutions to real-world problems rather than theoretical or abstract ones.

  • Housing development, particularly apartment buildings, has been increasingly growing due to the construction promotion policy of the government since the 1980s. However such a volume-oriented policy results in unfavorable side effect of substandard quality and early deterioration in line with the expansion in volume. As part of measures to deal with the problems, rebuilding and remodeling have surfaced as alternative recently. Remodeling is expected to create the more benefits, compared to the rebuilding, in cost, efficiency and duration. To come up with the solution to such a challenge, it's necessary to analyze the influence factors of remodeling. Hence, the study was intended to compare the remodeling in the aspect of influence factors. The results of this study is expected to the propose of effectual management factors of the remodeling construction.

Technical Proposal based Bidding System Applying the Concept of the Lowest Total Combined Bid Price for Supplying Affordable Housing (최저통합환산가격 개념을 적용한 기술제안 기반 입찰제도)

  • Recently, resettlement problems of low income groups in the urban regeneration area have been issued in Korea because they have no capability to purchase (or lease) redeveloped housing (or apartment). There are several approaches for supplying affordable housing and one of these is the bidding system which can reduce construction cost. However, the lowest bidding system has many problems such as dumping and substandard quality. In this context, this study proposed bidding system based on technical proposal applying the concept of the lowest total combined bid price for optimization of bid price, reduction of construction cost and period, and maintenance of suitable quality. This bidding system embraces the best value and cost plus time concept on the basis of an improved lowest price bidding system. It consists of the following components: work unit based, project unit based, and period reducing technical proposals. The proposed bidding system for determining bidders are designed to evaluate the adequacy of each technical proposal in the order of the combined minimum price in an effort to effectively optimize bid prices and reduce the construction periods, as well as to maintain a minimum appropriate quality.
