최저기준 미달 주거가 아동의 학업성취에 미치는 영향 (Effects of Living in Sub-Standard Housing Conditions on School Achievement)

  • 본 연구는 한국복지패널 1차년도의 아동부가조사를 활용하여 소득빈곤(최저생계비)과 주거빈곤(최저주거기준)의 관계와 차이를 확인하고 나아가 최저기준미달 주거가 아동의 학업성취에 독립적인 영향을 미치는지 분석하였다. 연구 결과는 다음과 같다. 첫째, 소득빈곤과 주거빈곤은 통계적으로 유의미한 상관이 있으나 그 상관의 정도는 낮았다. 둘째, 주거만 빈곤한 층은 소득과 주거가 모두 빈곤한 층, 혹은 소득만 빈곤한 층과 가구특성에 차이가 있었다. 셋째, 소득 빈곤여부와 아동의 성별, 자존감, 학교생활적응, 가족구조, 모교육수준, 사교육비, 부모양육행동을 통제한 상태에서 최저기준 미달 주거는 아동의 학업성취에 부정적인 영향을 미치고 있었다. 본 연구 결과는 건강한 아동발달을 위해 주거에 대한 정부의 적극적인 개입이 필요함을 보여준다. 결론에서 주거정책에 대한 논의를 전개하였다.

축분 가스화를 통한 연료가스 생산 공정의 경제적, 환경적 지속가능성 평가 (Economic and Environmental Sustainability Assessment of Livestock Manure Gasification for Fuel Gas Production)

  • 본 연구는 가축분뇨를 가스화 하여 연료 가스를 생산하는 공정의 경제성과 탄소배출 관점에서의 지속가능성을 평가하였다. 본 연구에서 고려한 가스화 공정은 가스화 시설, 연료가스 정제 시설 및 생산 가스를 수요처를 수송하기 위한 파이프 라인의 설치까지 전체 시설을 고려하여 해당 기술의 현실적인 타당성을 평가하였다. 해당 연구는 실험 결과를 반영하는 ASPEN PLUS 시뮬레이션을 토대로 도출되었다. 경제성 및 CO2 전 주기 평가 결과, 축분 가스화를 통해 얻어진 연로가스는 발열량은 낮지만, 높은 수소 함량으로 천연가스와 가격적으로 경쟁력이 있다는 결과를 확인하였다. 특히, 탄소 배출 측면에서 높은 수소 함량으로 연료를 연소하였을 때 발열량당 배출되는 이산화탄소의 양이 천연가스에 비해 낮아 탄소 배출량 감축에 기여할 수 있다는 점을 확인하였다. 또한 다양한 시나리오 분석을 통해 외부 요인 및 정책적 요인에 따른 경제성을 확인하였고, 재무 재표 분석을 통해 해당 기술을 실질적인 사업화 가능성을 평가하였다.

국내외 가축분뇨 퇴액비 이용 분야 암모니아 배출량 인벤토리 비교 연구 (A comparative study on ammonia emission inventory in livestock manure compost application through a foreign case study)

  • 국내 발생 암모니아 중 가축분뇨의 기여율이 높은 것은 자명한 사실이다. 암모니아 배출량 산정 과정의 정확도와 신뢰도 향상을 위해서는, 가축분뇨 발생량의 정확한 집계, 가축분뇨의 퇴비화 및 액비화 과정에서 단계별 암모니아 전환량과 발생량 산출, 퇴액비의 저장 및 운송과정에서의 암모니아 발생량 산정 그리고 토양 살포 과정과 방법에 따른 암모니아 발생량 비교 연구가 반드시 수행되어야 할 것이다. 미국과 유럽과 비교해 볼 때, 특히 국내 배출계수가 상대적으로 매우 획일적이고 시공간적으로 세분화되지 못해 국내 실정을 충분히 반영하지 못하고 있다. 암모니아 배출계수 산정의 정확도와 전문성을 향상 시킬 수 있는 방안으로, 퇴액비의 특성, 토양의 특성 그리고 기후 특성의 복합적인 고려가 가능한 챔버시스템을 활용할 수 있을 것이다. 국내외 암모니아 배출과 관련한 자료의 검토와 비교를 통해 현재 국내 시스템의 부족한 점과 나아가야할 방향을 확인할 수 있었으며, 암모니아 배출유량 산정이 가능한 챔버 시스템을 제언하였다. 향후 누락배출원의 신규 배출계수 산정과 같은 실질적인 정책과의 연계를 위해서는 실내의 챔버 시스템에서 더 나아가 현장에서의 mesocosom 시스템의 방법론 구축 또한 필요할 것으로 판단된다.

급성메탄올중독사고, 왜 발생했으며, 그 대책은 무엇인가? (What Caused Acute Methanol Poisoning and What is the Countermeasure?)

  • Objectives: Acute methanol poisonings known to be typical occupational diseases occurring in developing countries broke out in sub-contract manufacturers in the early 2016. The present paper attempted to identify underlying causes which hide under apparent findings, and suggest alternative policies to prevent recurrence of similar intoxication Methods: We evaluated occupational health and safety characteristics of workers in micro-enterprises similar to workplaces with methanol poisoning by in depth-interview of employers, workers, and labor inspectors, and literature review. Results: The common findings of workplaces with methanol poisoning were addressed; First, the victims were illegal agency workers. Second, the workplaces were sub-contract micro-manufacturers with less than 5 employees. Investigators found that local ventilations did not work, while most of workers did not wear any proper personal respiratory protective equipment in the workplace. In addition, periodic environmental monitoring and medical check-ups were not done. However, these apparent findings do not appear to be root causes of methanol poisoning. Our in depth-analysis clarified a root cause; micro-enterprises with less than 5 employees are exempted with essential regulations of OSH Act, and employers do not know about OSH Act. Conclusions: We suggest occupational health policies to prevent recurrence of similar intoxication; First, government should introduce programs so that all employers should know about employers' responsibilities in OSH Act from the start of business. Second, even manufacturers with less than 5 employees should not be exempted with essential regulations of OSH Act. Finally, employers should take responsibilities for health and safety of all the workers including agency workers working in workplaces.

온실가스·에너지 목표관리제 및 배출권거래제 대상 기업의 명세서를 이용한 온실가스 감축 실적 분석 (Analysis of CO2 Reduction effected by GHG·Energy Target Management System (TMS) and Korea Emissions Trading Scheme (ETS))

  • There are two main policies to meet the national goal of reducing Greenhouse Gases (GHGs) emissions in Korea towards Paris Agreement. From 2012 to 2014, Target Management System (TMS) was operated and the Emissions Trading Scheme (ETS) has been established since 2015. To compare the impact of TMS and ETS on reducing GHGs, we collected annual GHGs emission reports submitted by individual business entities, and normalized them using a z-variant normalized function. In order to evaluate the impact of those policies, we calculated the amount of GHGs emissions of 73 business entities from 15 business sectors. Those entities emitted $508million\;CO_2eq$, which is 74% of total national GHGs emissions in 2014. The main results of analysis indicate that accumulated GHGs emissions during the period 2012 to 2014 affected by TMS was higher than the national goal of GHGs emission reduction, and only the GHGs emissions in 2014 were in the range of allowed GHGs emissions, set by the Government. In 2015, when ETS initiated, total GHGs emission trading was $4.84million\;tCO_2eq$, which is only 0.9% of total allowance in 2015. However, more than 50% of business entities, who got the allowance of GHGs emission given by the Government, met the goal of GHGs emissions. Particularly, 27 of 73 business entities reduced GHGs more under the ETS rather than the TMS. Even though we analyzed only 4 years' data to demonstrate the impact of TMS and ETS, it is expected to commit the national goal of GHGs reduction target by TMS and ETS.

Critical Success Factors of TQM Implementation in Vietnamese Supporting Industries

  • The objective of this study is to prioritize the Total Quality Management (TQM) factors based on fuzzy Analytical Hierarchy Process (AHP) method in Vietnamese supporting industries. Through an in-depth literature review, eight criteria were identified. These criteria were then divided into 32 sub-criteria. The fuzzy AHP is used to determine the percent weightings of eight categories of performance criteria that were identified via a review of the quality-management literature. These criteria include management commitment, role of the quality department, training and education, continuous improvement, quality policies, quality data and reporting, communication to improve quality, and customer satisfaction orientation. An empirical analysis of the criteria of each stage using the fuzzy AHP methodology and the expert opinion of quality management are used to evaluate the percent weightings of the criteria and sub-criteria that are synonymous with TQM implementation. The results showed that management commitment is the most critical factor; among sub-criteria, supports and responsibilities of top management is the most important. The study also identified the rank order of critical success factors of TQM. The findings suggest a generic hierarchy model for organizations to prioritize the critical factors and formulate strategies for implementing TQM in supporting industries, as well as other industries in Vietnam.

과학기술혁신정책 분류체계 확립에 관한 연구: NIS 개념에 근거하여 (A Study on the Classification of Science and Technological Innovation Policy in Korea: Based on the NIS Concept)

  • The paper establishes a policy classification system in order to classify and evaluate the science and technological innovation policies in Korea. We rebuild an innovation system model based on the national innovation system(NIS) concept. The model consists of human capital infrastructure(HCI), institutional infrastructure(II), technological infrastructure(TI), technology market(TM), industrial organization(IO), and innovation networks(IN). We give these 6 components of the modified system 1-digit number, respectively. Then we build the sub-systems according to these components, classify the policy categories in more detail, and finally complete the 3-digit policy classification table. This policy classification table may be useful in studying the science and technological innovation policy in both theoretical and empirical aspects. For example, the table can be the tool to examine the program portfolio profile(PPP) or to implement the questionary survey on the actual policies.

The Role of Northeast Asian Cities in a Global Urban Network

  • This paper identifies five factors that limited urban network formation in Northeast Asia over the past half millennium, questions the extent to which they are being overcome in the 1990s, and sketches a network of cities that could boost regionalism. It briefly traces the historical evolution of these factors, including comparisons with European integration, while focusing primarily on the policies of the 1990s that have affected their continuing role. First is the factor of closed national markets with weak regional integration. Second is the preeminence of administrative means of integration over commercial ones. Third is the character of localism, shackled by overcentralization and weak cross-border linkages. Fourth is the limited nature of internationalism, dominated by state catch-up policies with one-sided global involvement. Fifth is a lack of regional consciousness. Just as national urban integration was essential for regional networks to form, without regional integration it is difficult to contemplate Northeast Asian cities taking their rightful place in a global urban network. After noting the failures of the 1990s, the paper points to the potential role as dragon's heads for sub-regional urban networks of potential front-line cities: Tumen, Sapporo, Irkutsk, and what I call the Amur triangle. Also of interest are how the capitals of Beijing, Moscow, Seoul, and Tokyo will adjust to a transformed urban network. After all, their current skepticism must be overcome with a program that links the benefits on all sides in order to build trust in regionalism. This requires internationalism and symbols of a balanced approach to each country's needs.

  • 본고의 목적은 국내 수송부문 에너지절약 및 에너지효율 향상 정책효과 분석 및 평가를 위한 기초 DB의 구축범위를 도출하는 것이다. 국내외 사례분석에 기초하여 도출한 대분류 항목은 에너지소비, 에너지원단위, 이산화탄소 또는 온실가스 배출량, 경제지표, 수송량/수송실적, 자동차 관련 기초자료 등이다. 전문가 의견조사에 의해 에너지 소비, 수송량/수송실적, 에너지효율/에너지원단위, 자동차, 에너지경제, 에너지환경 등 대분류 도출 하에, 하위 항목으로 세분하여, 각 구성항목에 대한 세부 분류에 대한 정보를 반영할 수 있는 분류지표로 설정하였다.

사회투자론적 관점에서 본 새 정부의 가정정책 : 분석과 과제 (The Family Policy of the Lee administration from the Social Investment Perspective : contents analysis and policy implication)

  • The purpose of this study is to analyze and assess the family policy of the Lee administration and to suggest agendas for sustainable future family policy. Traditionally, families are a unique unit of production and reproduction of family members and social laborers. In addition, families are the social safety net help people survive in a society. Therefore, family policies play an important role in contemporary society. In this context, we review the literature related to family and social policy, and the contents of Ministry for Health, Welfare and Family Affairs, which is the main authority in Korea. The results are as follow: Firstly, the Lee administration ignored the data showing that family policy should be a unique policy, and not a sub-division of welfare policy. Secondly, there is no difference between the active welfare policy of the Lee administration and policies of past administrations. Finally, this study suggests that subjects of future oriented family policy should focus on co-developing programs for the individual, family, and society, to develop problem-prevention and family needs- ordered policy, and to make integrated family policy through laws and delivery systems such as Healthy Family Centers.
