USN's Efforts to Rebuild its Combat Power in an Era of Great Power Competition (강대국 간의 경쟁시대와 미 해군의 증강 노력)

  • The purpose of this paper is to look at USN's efforts to rebuild its combat power in the face of a reemergence of great powers competition, and to propose some recommendations for the ROKN. In addition to the plan to augment its fleet towards a 355-ships capacity, the USN is pursuing to improve exponentially combat lethality(quality) of its existing fleet by means of innovative science and technology. In other words, the USN is putting its utmost efforts to improve readiness of current forces, to modernize maintenance facilities such as naval shipyards, and simultaneously to invest in innovative weapons system R&D for the future. After all, the USN seems to pursue innovations in advanced military Science & Technology as the best way to ensure continued supremacy in the coming strategic competition between great powers. However, it is to be seen whether the USN can smoothly continue these efforts to rebuild combat strength vis-a-vis its new competition peers, namely China and Russian navy, due to the stringent fiscal constraints, originating, among others, from the 2011 Budget Control Act effective yet. Then, it seems to be China's unilateral and assertive behaviors to expand its maritime jurisdiction in the South China Sea that drives the USN's rebuild-up efforts of the future. Now, some changes began to be perceived in the basic framework of the hitherto regional maritime security, in the name of declining sea control of the USN as well as withering maritime order based on international law and norms. However, the ROK-US alliance system is the most excellent security mechanism upon which the ROK, as a trading power, depends for its survival and prosperity. In addition, as denuclearization of North Korea seems to take significant time and efforts to accomplish in the years to come, nuclear umbrella and extended deterrence by the US is still noting but indispensible for the security of the ROK. In this connection, the naval cooperation between ROKN and USN should be seen and strengthened as the most important deterrents to North Korean nuclear and missile threats, as well as to potential maritime provocation by neighboring countries. Based on these observations, this paper argues that the ROK Navy should try to expand its own deterrent capability by pursuing selective technological innovation in order to prevent this country's destiny from being dictated by other powers. In doing so, however, it may be too risky for the ROK to pursue the emerging, disruptive innovative technologies such as rail gun, hypersonic weapon... etc., due to enormous budget, time, and very thin chance of success. This paper recommends, therefore, to carefully select and extensively invest on the most cost-effective technological innovations, suitable in the operational environments of the ROK. In particular, this paper stresses the following six areas as most potential naval innovations for the ROK Navy: long range precision strike; air and missile defense at sea; ASW with various unmanned maritime system (UMS) such as USV, UUV based on advanced hydraulic acoustic sensor (Sonar) technology; network; digitalization for the use of AI and big data; and nuclear-powered attack submarines as a strategic deterrent.

A Study on Landscape Characteristics of Flower-viewing Sites through Historical Literatures in the Late Joseon Dynasty (문헌을 통해 본 조선후기 꽃놀이 명소의 경관 특성)

  • This study targets flower-viewing sites appearing in "Kyungdojapji" and talks about the seasonal customs and tourist attractions of the later Chosun; Pilundae, Bukdun, Outside of Dongdaemun, Cheonyunjeong and near Seodaemun etc. Through related poetry, paintings and maps, it looks into what scenic elements each attraction was made of and how the elements were felt by visitors. It sub-divided and analyzed scenic features into objective objects, subjective emotions and experienced behaviors. As a result, representative objective objects were flowers and there were also scenes where people enjoyed poem-writing meetings along with drinking-related physical elements such as liquor, liquor glasses, liquor bottles etc. Through drawing out scenes, where users gave meaning to objective objects, it tried to interpret what space meant to them, through which the meaning of flower-viewing attractions is first and foremost a space to enjoy artistic taste. Each space is used as the center of cultural creation such as literary people gathering, viewing flowers, drinking and having poetry-writing meetings. Second, as shown in scenes viewers depicted in each space, visitors were confirmed to enjoy scenes through multi-sensory appreciation. By this, flower-viewing attractions were confirmed to be not just flower-viewing but also venues of sensory experience. This study, which drew out the scenic features of traditional flower-viewing attractions, is expected to be basic material in tracing the flower-viewing enjoyed by our ancestors as a pastime and its spatial meaning and in planning Korea-unique flower-viewing attractions.

Analysis and Recognition of Behavioral Response of Selected Insects in Toxic Chemicals for Water Quality Monitoring (수질 모니터링을 위한 유해 물질 유입에 따른 생물체의 행동 반응 분석 및 인식)

  • In this paper, Using an automatic tracking system, behavior of an aquatic insect, Chironomus sp. (Chironomidae), was observed in semi-natural conditions in response to sub-lethal treament of a carbamate insecticide, carbofuran. The fourth instar larvae were placed in an observation cage $(6cm\times{7cm}\times{2.5cm)}$ at temperature of $18^\circ{C}$ and the light condition of 10 time (light) : 14 time (dark). The tracking system was devised to detect the instant, partial movement of the insect body. Individual movement was traced after the treatment of carbofuran (0.1ppm) for four days 2days : before treatment, 2 days : after treatment). Along with the other irregular behaviors, "ventilation activity", appearing as a shape of "compressed zig-zag", was more frequently observed after the treatment of the insecticide. The activity of the test individuals was also generally depressed after the chemical treatment. In order to detect behavioral changes of the treated specimens, wavelet analysis was implemented to characterize different movement patterns. The extracted parameters based on Discrete Wavelet Transforms (DWT) were subsequently provided to artificial neural networks to be trained to represent different patterns of the movement tracks before and after treatments of the insecticide. This combined model of wavelets and artificial neural networks was able to point out the occurrence of characteristic movement patterns, and could be an alternative tool for automatically detecting presences of toxic chemicals for water quality monitoring. quality monitoring.

Finding the First K Shortest Loopless Paths in a Transportation Network (교통망에 적합한 K 비루프 경로 탐색 알고리즘)

  • The K-shortest path algorithms are largely classified into two groups: oneis for finding loopless path (simple path), another loop paths. In terms of cimputational complexities, in general the loop-paths-finding ones are considered more efficient and easier to be handled than the loopless-paths-finding. The entire path deletion methods have been known as the best efficient algorithms among the proposed K-shortest path algorithms. These algorithms exploit the K-th network transformation to prevent the same path, which was already selected as the (K-1)th path, from being redetected. Nevertheless, these algorithms have a critical limitationto be applied in the practical traffic networks because the loops, in which the same modes and links can be unlimitedly repeated, are not preventable. This research develops a way to be able to selectively control loop-paths by applying link-label. This research takes an advantage of the link-based shortest path algorithms that since the algorithms can take care of two links simultaneouslyin the searching process, the generation of loops can be controlled in the concatenation process of the searched link and the preceded link. In concatenation of two links, since the precede link can be treated a sub-shortest to this link from the origination, whether both the node and the link of the searched link were already existed or not can be evaluated. Terefore, both the node-loopless path, in which the same node is not appeared, and the link-loopless, in which the same link is not appeared, can be separately controlled. Especially, the concept of the link-loopless path is expended to take into consideration reasonable route choice behaviors such as U-Turn, P-Turn, and Turn-Penalty, which are frequently witnessed in urban traffic network with intersections. The applicability of the proposed method is verified through case studies.

A Qualitative Study on Coping strategies of Older adults with Depression: Focused on the Experience of Coping with Depression in Older Adults Living in Seoul (노인의 우울 대처 전략에 관한 질적 연구: 서울시 거주 도시 노인의 우울 대처 경험을 중심으로)

  • The purpose of this study is to explore qualitatively what kind of coping strategy the Korean older adults use when they are depressed and why. Participants were users, older than 60, of an elderly welfare center in Seoul, and answers of 34 respondents who experienced depression were included in the analysis. The collected data were analyzed through content analysis. The results of the analysis showed that strategies to cope with depression used by participants were composed of 6 domains and 11 sub-domains: health behavior (medical approach / exercise and diet), family and social contact (social interaction / going out and going on a trip / communication with family), Religious activities (Religious activities), lifelong education (hobbies / educational activities), productive activities (labor), health risk behaviors (drinking and gambling / resignation). The depression coping strategies of the older adults and their characteristics are as follows. First, older adults used diverse problem-focused coping strategies to cope with depression. Second, older adults considered various coping strategies together and used them simultaneously. Third, the facility space for older adults functions as a shelter. Fourth, although there were cases where medical approach was used, the intention to reuse was very low. Through this study, the following suggestions were made to help older adults cope with depression more successfully. First, access to various coping strategies should be promoted. Second, more places where older adults can spend their time comfortably need to be provided. Third, resistance to mental health care should be resolved.

Interpretation of Construction Procedure and Physicochemical Characteristics for Soil Layers from Sowangneung (Small Royal Tomb) of Ssangneung (Twin Tombs) in Iksan, Korea (익산 쌍릉 소왕릉 봉분 토층의 물리화학적 특성과 조영과정 해석)

  • The Iksan Ssangneung (twin tombs), a pair of tombs comprising the Daewangneung (large royal tomb) and the Sowangneung (small royal tomb), were constructed in the typical style of stone tunnel and chamber tombs in the Baekje Kingdom during the Sabi period (538 to 660 AD) of ancient Korea. Soil layers exposed during excavation of Sowangneung in a trench east of the tomb are: the bottommost layer, the ground level layer, the Panchuk (rammed earth) layer of the Baekje, the layer created by a grave robbery, and soil recovered during the Japanese colonial period. Soil samples were obtained by segmenting an easy stratigraphic horizon into sub categorized soil layers, and their material properties were analyzed; they are composed mainly of sandy loam based on the particle size distributions. In the site foundation, loamy sand is packed in the bottommost layer, and sandy loam with high sand and silty sand fills most of the overlying layer. The central and topmost portion of the Baekje layer is composed of loam with high clay content. All soil layers show geochemical behaviors similar to those of the bottommost layer. X-ray diffraction analysis verified kaolinite in all layers, also observed in soil layers displaying high crystallinity. Kaolinite and halloysite were identified by scanning electron microscopy. Thus, we conclude that the Baekje layer of the Sowangneung is composed of sandy loam containing kaolin procured from near the site. An impermeable middle to upper layer was created using viscous loam. The top of the tomb was closed tightly.

Development and Validation of Attitude Toward Unification of Korea (ATU-K) Scale (통일에 대한 태도 척도 개발 및 타당화 연구)

  • The present study was conducted to develop and validate a psychological scale that measures individuals' attitude toward unification of Korea (ATU-K). Building on major theoretical perspectives on the structure of attitude and the attitude-behavior link, we specified two sub-components each representing the cognitive and the affective dimension of people's attitude toward unification. In a survey that involved a stratified sample of Korean adults (N = 1,500), we found strong evidence showing the construct validity of the ATU-K scale. We also found evidence for the convergent and discriminant validity of the scale. In a second survey involving another stratified sample of 1,500 Korean adults, we found the utility of the ATU-K scale in predicting people's intention to engage in unification-oriented behaviors (personal/collective). We also found that the ATU-K scale fares better in predicting the intention vis-a-vis the other measures of unification-related beliefs reported in previous research. We discuss implications of our findings and directions for future research.

Elastic Wave Characteristics According to Cementation of Dissolved Salt (용해된 소금의 고결화에 따른 탄성파 특성)

  • Salt, one of the most common soluble materials in engineering soil, may have an effect on mechanical behaviors of soils under its cementation process. In order to investigate this natural phenomenon, non-soluble material by using glass beads is mixed with salt electrolyte and cemented by using oven to evaporate water. Three different sizes of glass bead particles, 0.26, 0.5, and 1.29 mm, with different salt concentration, 0, 0.1, 0.2, 0.5, 1.0, and 2.0M, are explored by using P- and S-waves, excited by bender elements and piezo disk elemets, respectively. The velocities of the P-wave and S-wave of the particulate medium cemented by salt show three stages with the degree of saturation: 1) S-wave velocities increase while P-wave velocities reduce with degree of saturation changing from 100% to 90%; 2) Both velocities are stable with degree of saturation varying from 90% to 10%; 3) The velocities change enormously when the specimens are nearly dry with degree of saturation from 10% to 0%. Besides, the resonance frequencies of S-wave show similar stages to the S-wave velocities. This study demonstrates meaningful trends of elastic wave characteristics of geo-materials according to the cementation of dissolved salt.

Dissolution Monitoring of Geo-Soluble Mixtures (지반 소실 혼합재의 용해과정 모니터링)

  • Dissolution of some of geo-materials may yield the loss of the soil strength and the settlement of earth structures. The goal of this study is to monitor the several physical behaviors of soluble mixtures during dissolution. Sand-salt mixtures are used to monitor the meso to macro response including the settlements and shear waves. The mixtures of photoelastic and ice disks are used to monitor micro to meso behavior of soluble mixture including the void ratio, force chain, coordination number and horizontal force changes. In the sand-salt mixtures, shear waves are measured by using bender elements in conventional oedometer cells. In the photoelastic disk - ice disk mixtures, micro to meso response are measured by digital images and load cells. The shear wave velocity decreases at the initial stage of the dissolution, and then increases and approaches to asymptotic value. The larger dissoluble particle and the more random packing produces the severe horizontal fore change. After dissolution, the void increases and the coordination number decreases. This study demonstrates that the particle level behavior such as the changes of the force chain, void ratio, and coordination number affects the global behavior such as the change of the shear wave velocity and horizontal force of the system.

Compressibility and Stiffness Characteristics of Vanishing Mixtures (지반 소실 혼합재의 압축성 및 강성 특성)

  • Soils naturally contain grains of different minerals which may be dissolved under chemical or physical processes. The dissolution leads changes in microstructure of particulate media, such as an increase in local void or permeability, which affects the strength and deformation of soils. This study focuses on the small strain stiffness characteristics of vanishing mixtures, which consist of sand and salt particles at different volume fractions. Experiments are carried out in a conventional oedometer cell (Ko-loading) integrated with bender elements for the measurement of shear waves. Dissolutions of particles are implemented by saturating the mixtures at various confining stresses. Axial deformation and shear waves are recorded after each loading stage and during dissolution process. Experimental results show that after dissolution, the vertical strain and the void ratio increase, while the shear wave velocity and small strain shear modulus decrease. The decrease of the velocity results from the void ratio increase and particle contact decrease. The process monitoring during dissolution of the particles shows that the vertical strain dramatically increases at the beginning of the saturation process and converges after vanishing process finishes, and that the shear wave velocity decreases at the beginning and increases due to the particle reorientation. Specimens prepared by sand and salt particles are proved to be able to provide a valuable insight in macro structural behaviors of the vanishings mixtures.
