Relationship Between the Efficiency and the Redundancy in Public Administration

  • The pursuit of efficiency is taken for granted in today's public administration, and the limit of this study exists in the point that we should carefully deal with combining the redundancy scheme to the public administration. Accordingly, although this study should suggest the specific plans and backgrounds of the needs for the redundancy, it will only find out the applicability of the redundancy to the public administration for its purpose. Redundancy means the excess or superfluity in something, which means the surplusage status ranging from the wasteful and excessive supplies, insignificant additions, to the surplusage in a legal pleading. The emphasis of this study is placed on the changes in the rigidity in believing that the removal of the redundancy from the public administration is the best option in any case of the efficiency. In addition, the necessity of the overlapped organization should not be neglected by the concept of the efficiency. Indeed, it is necessary to correct the overlapped function of superfluity and ambiguity public administration, in order to remove the neglect conflicts between the organizations, to guarantee the inconsistency in the public administration and to ensure the efficiency in the public administration volunteering.

  • An Empirical study was done for finding the e-service quality of public administration focused on customer relationship management(CRM). The e-service quality of public administration was categorized as system quality, information quality, service quality, and CRM after doing a literature review in e-service quality and public administration. The validity and reliability of a questionnaire were examined through factor analysis and regression analysis was done using the customer satisfaction and efficiency improvement of public administration as dependent variables and the 7 factor scores from the factor analysis as independent variables. The results show for that 6 factors are not only very important in explaining the customer satisfaction but also partially important for efficiency improvement of public administration. In particular, CRM has significant effect on both customer satisfaction and efficiency improvement of public administration.

  • The main purpose of the study is to determine the main aspects of the introduction of modern technologies in the public administration system in the context of globalization. Public administration is inherent in all known models of representation of social systems, characteristic management and other sciences of social management. This allows using the methods and technologies of management, marketing, social partnership and others in public administration and administration at a modern level. One of the main directions of public management and administration is social engineering, aimed at the development and development of the country's social system, and the tool is appropriate technologies. Based on the results of the analysis, the key modern technologies of the public administration system were identified in the context of the impact of globalization.

  • Digital technologies in the regional sector of public administration are the basis for its reform and a potential example for the whole country on how to use the benefits of the "digital" world. The synergistic potential of social, mobile, "cloud" technologies, as well as data analysis technologies and the "Internet of Things" can collectively lead to transformational changes in public administration and in general, that is, make the use of digital technologies for the economic development of the region in the system of digitalization of public administration effective, reactive and valuable. Thus, the purpose of the study is to identify modern prospects and realities of the development of digital technologies for the economic development of the region in the system of digitalization of public administration. As a result of the study, the main mechanisms and systems of digital technologies for the economic development of the region in the system of digitalization of public administration were analyzed.

  • This study is performed the multinomial logistic regression with the officials needs level about a component of knowledge administration for drawing a demand estimation model in the knowledge administration activities. This study is not that an activity and domain of knowledge administration is to apply and to operate uniformly it in public sector, one is suggested an application with a demand diagnose of knowledge administration in order to saw a course of the knowledge administration programs to suit a function and role of public administration. A result of this study is that an activity and domain of the knowledge administration is different from a component of it namely, knowledge creating, knowledge organizing, knowledge sharing and distribution, knowledge utility, and knowledge store. And the officials individual characteristics, administration agency, a kind of business, and a function and role of work are different from demand of knowledge administration. Also, the practical use of KMS (knowledge management system) is not so high in public sector. Accordingly, the tools of knowledge administration will deliberate on a consolidation with the existing system in the device.

  • This paper tries to comprehensively investigate the problems of using methods especially statistical methods, which are currently emphasizing and controversial issues in the study of public administration, focusing on papers in Korean Public Administration Review for five years(1994 through 1998). Based upon the investigation, the purpose of the paper is to identify problems and recommend remedies in the education of statistical methods for the field of public administration.

  • The purpose of this study is to propose the reasonable method for effective public building construction process. Public building service administration is necessary to make efficient public building supply and demand program. As a result, current public building precess need four steps(organize public assets, various process, establish public building service administration, design criteria). 1. Planning phase : Participation of Private Experts is guaranteed to enhance public building's function such as welfare, entertainment. 2. Design Phase : Detailed design review makes efficient and user oriented public building. 3. Construction Phase : Public Architect solve various problems among the participator especially in case of government local building construction. In conclusion, well formulated design criteria and Public building service administration make public building efficient in various field.

Optimal Distribution of Public Health Administration between Local and Central Government (중앙-지방 정부간 보건행정기능 및 재원의 효율적 배분방안)

  • The objectives of this research are (i) to review the functional and financial distribution of public health adminstration between central and local governments, (ii) to find out, based on economic criteria, optimal distribution required to fullfil local need for public health, and finally, (iii) to suggest policy implications in health area in face of the newly arising local autonomy system in Korea. Judging from data on government expenditures and tax revenues, public health administration in Korea is highly concentrated into central government, both functionlally and financially. High dependency of public health on central government has often been critisized that local residents can not participate in the decision making process for local health problems. This study, however, shows that localization of public health administration does not necessarily result in efficient and equitable allocation of resource to satisfy local demand for public health. From this point of view, two eccnomic criteria are suggested, i.e. external effect and economies of scle, as distributive criteria of roles in public health administration between local and central government. In addition, superiority of central concentration of public health administration to localization is emphasized in that public health in a wide sense contains the nature of public good and is part of compulsory socil security system. As a consequence, planned intervention by government is desirable.

  • The main paradigm of the Korean Public Administration has been the executive-centered one. Recently, with political democratization, the role of the National Assembly in public administration has been expected higher than that of the past. This study aims to introduce the legislative-centered public administration theory, which is an alternative perspective to the dominant executive-centered public administration theory. First, it reviews the discussions of the early thoughts of the legislative-centered public administration, such as Woodrow Wilson, Willoughby, Merriam, and presents Rosenbloom's comprehensive arguments. Second, it examines historical developments of building the legislative-centered public administration in the United States. Third, it analyzes institutional developments of the National Assembly in South Korea in terms of the legislative-centered public administration system. Finally, it suggests some implications of the legislative-centered public administration theory in the Korean Public Administration.

  • This study presents the standards for desirable local transfer of public affairs by analyzing the perceptions of experts in the academia and research institutes, as well as public officials in the environmental sector in charge of environmental affairs. The results of this study tend to be partially consistent with the results of previous studies that there is a difference in perception among respondents depending on the affiliation of experts and public officials. Among the policy tasks, there was a statistically significant difference among the respondents in perception of responsible agent for carrying out sustainable land planning and management. Regarding general environmental affairs, there was a statistically significant difference among pubic officials in different affiliations in perception of responsible executive agent for natural environment, living environment, and resource circulation.
