건설현장 물체에 맞음 사고 저감을 위한 줄걸이 작업 전문 자격제도 도입에 관한 연구 (A Study on the Introduction of a Rigging and Slinging Certificate System to Reduce a Struck by Object Accidents)

  • According to 'The Analysis of Industrial Accidents in 2016' by Ministry of Employment and Labor, the number of deaths caused by accidents in the construction field is 391, accounting for 47% of 826 industrial fatalities in all industries. The breakdown of the 391 fatalities of the construction industry shows that 'struck by an object' accident had 30 fatalities, the 3rd in frequency following falling (235) and crashing (32) accidents. This study aims to explore ways to reduce the 'struck by an object' accident with emphasis on safety education and certificate system for rigging and slinging works. This study reviews literature on rigging and slinging works and analyzes 'struck by an object' accidents. The rules and regulation on the rigging and slinging works are also reviewed both for Korea and other countries with best practices in construction safety such as Singapore, Japan, U.K., and U.S. The rigging and slinging certificate systems of those countries are also reviewed to find any advantage in the construction safety management. In addition, a pilot rigging and slinging certificate system was executed in one of domestic construction site followed by two surveys: one on the riggers who participated in the pilot operation and the other on general managers in domestic construction sites. Based on the analysis of the 'struck by an object' accidents and pilot operation, this study proposes a rigging and slinging certificate system to reduce accidents, enhancing safety condition of construction sites. The certificate system was proposed in a way to accommodate working practice of construction sites. Depending on rigging careers and a crane load capacity, riggers are eligible to apply either basic or master certificate which makes difference in the level of rigging works. The safety condition of rigging and slinging work could be substantially enhanced if workers, managers, supervisors, administrators, and policy makers work together consistently.

안강망어선에서 조업하는 선원의 위험도 평가 (Risk evaluation of fisher's safety on stow net fishing vessel)

  • Stow net fishery is one of the fishery with high fishing work accidents in southwestern sea of Korea. We conducted to serve as basic data for improving the healthy and safe working environment of fisher using risk assessment process (ISO45001) with fishermen's occupational accidents of the National Federation of Fisheries Cooperative (NFFC) from 2016 to 2018. The average occurrence rate of victim in this fishery was 9.04%, 16.7 times more than such rate in all industries. In addition, the average fatality rate was found to have a very serious level management to 31.06‱, 27.7 times more than such rate in all industries. The safety hazards of stow net fishery was more likely to occur by other general industrial groups, with more severe consequences after the accident. According to 4M analysis, 58.6% of all accidents were caused by human factors, 24.0% by environmental factors, 16.0% by mechanical factors, and 1.5% by managerial factors, respectively. The occurrence frequency by accident type was the highest in 187 cases (32.2%) for struck by object, 158 cases (27.2%) for slipping, and 94 cases (16.2%) for being in contact with machinery. Severity is the highest for others such as diseases etc., in the order of being struck by object, being in contact with machinery, falling from above slipping, collapsing, bumping, and burning. Being struck by object, being in contact with machinery, and slipping are high-risk groups, falling from above others, bumping, and burning are medium-risk groups based on the risk assessment using the occurrence frequency and severity of accident. The obtained results are expected to contribute to the safe operation environment subsidy for fishing crews on the stow net fishing vessel.

임업 안전사고 심층분석을 통한 재해 저감 방안에 관한 연구 (Study on risk reduction method in forestry using in-depth analysis)

  • Safety and welfare of forestry is very poor because of poor working environment, decreasing workforce and budget, and aging. These have brought many accidents and casualties. The accident rate in the field of forestry were about 2.83 times higher than average of an entire industry and mortality rate were 1.84 times higher than it. The most reason among the mortality accident was caught in, under or between objects and struck by objects. In analysis of 60 serious accident cases, the number of occurrence s of caught in, under or between objects and struck by objects were the highest. We suggest education, engineering, environment, and enforcement methods which is first aid education and emergency response system, equipment of combined IoT technologies and sensors, and certification and career program on the basis of the results.

Sled를 이용한 한국형 고속전철 승객안전도 평가 기술개발 (Development of Evaluation Technique for Occupant Safety in KHST by Sled Test)

  • This paper uses a dynamic sled test approach to understand the effects of impact speed on the risk of occupant in KHST. The sled impact tests simulate a predefined accident scenarios. This study shows the effect of relative velocity between occupant and struck vehicle while occupant is impacted to a front seat's seatback. Although, base on the current accident scenarios, KHST is performed well enough to protect average adult male occupants. However, Results from the tests indicate small size occupant or higher impact speed may cause sever neck and femur injuries.

Assessing Multiple Hazard Recognition Abilities of Construction Equipment Operators in Dark Environments Using Virtual Reality

  • Struck-by accidents on construction sites are one of the major accidents that need to be prevented. Poor visual environments (especially, dark environments) and multiple hazards appearing simultaneously can lead to struck-by accidents due to failure of hazard recognition by construction equipment operators. Therefore, this study aimed to assess multiple hazard recognition abilities of construction equipment operators in dark environments. To this end, virtual reality-based experiments were designed and conducted to collect data on three metrics for multiple hazard recognition abilities: (i) initial recognition time (IRT); (ii) average recognition time per hazard (ART); (iii) the number of false alarms (NoFA). The effect of the number of hazards on multiple hazard recognition abilities in dark environments was analyzed using two statistical methods: (i) Friedman test; (ii) Spearman correlation analysis. The number of hazards has a significant effect on multiple hazard recognition abilities. The data groups for IRT and ART, categorized by the number of hazards, had statistically significant differences. In addition, the number of hazards have negative correlations with IRT and ART. Especially, multiple hazard recognition abilities were lowest when the number of hazards was extremely low (i.e., the number of hazards was 1). Based on these results, construction companies will be able to plan worker allocations that prevent struck-by accidents by increasing multiple hazard recognition abilities in dark environments on construction sites.

연근해 어선원 재해 현황과 저감 대책 마련을 위한 기초 연구 (A basic research on risk control measure for reducing the fishermen's occupational accident in offshore and coastal fishing vessel)

  • The aim of this study is to research attributes of fishermen's occupational accidents for investigating the measure of risk control on situational condition in the Korean offshore and coastal fishing vessel. Using data of fishermen's occupational accidents are from National federation of fisheries cooperatives for 2013. The results were as belows; Occupational accident occurrence rate was 29.5‰, slips & trips and struck by object and contact with gear were shown severe occurrence pattern. Occupational accident occurrence rate of offshore fisheries was 130.2‰, coastal was 16.9‰, specially the risk rates were severely high in several type of danish seine, stow net and offshore trap. Death rate by accidents was 10.6‰ and by fall into the water in occurrence pattern was 5.5‰.

Prevention through Design (PtD) of integrating accident precursors in BIM

  • Construction workers are engaged in many activities that may expose them to serious hazards, such as falling, unguarded machinery, or being struck by heavy construction equipment. Despite extensive research in building information modeling (BIM) for safety management, current approaches, detecting safety issues after design completion, may limit the opportunities to prevent predictable and potential accidents when decisions of building materials and systems are made. In this respect, this research proposes a proactive approach to detecting safety issues from the early design phase. This research aims to explore accident precursors and integrate them into BIM for tracking safety hazards during the design development process. Accident precursors can be identified from construction incident reports published by OSHA using a text mining technique. Through BIM-integrated accident precursors, construction safety hazards can be identified during the design phase. The results will contribute to supporting a successful transition from the design stage to the construction stage that considers a safe construction workplace. This will advance the body of knowledge about construction safety management by elucidating a hypothesis that safety hazards can be detected during the design phase involving decisions about materials, building elements, and equipment. In addition, the proactive approach will help the Architecture, Engineering and Construction (AEC) industry eliminate occupational safety hazards before near-miss situations appear on construction sites.

강조류에서 중량물 운반 부선의 예인력에 관한 연구 (A Study on the Towing Force of Heavy Loaded Barge against Strong Current)

  • 예인선 A호와 B호가 재킷을 실은 부선을 예인하기 위하여 진도 벽파항에서 출항하여 진도대교 부근 조력발전소 예정지로 운항 중 예인능력을 갑자기 상실하고 진도대교로 표류하여 바지선에 실려 있던 대형 철구조물인 일명 '재킷'이 제1진도대교 교각 및 중앙부 상판과 충돌한 사고가 발생하였다. 이 사고로 바지선에 살려 있던 조력 발전소 건설용 철구조물이 진도대교 중앙부 하단지점 바다로 추락했으며 제1진도대교 교각 1개가 일부 파손되고 상판의 바람막이도 세 군데가 구겨지는 등의 피해가 발생했다. 본 연구에서는 상기의 해양사고와 관련하여 부선의 운항경로가 갑자기 바뀌며 예인력을 상실하였던 해역의 시간대별 조류속도를 추정하고, 재킷을 실은 부선을 예인하기 위한 적정한 예인력을 산정함과 동시에 당시 기상 상황 하에서의 부선의 예인 안전성을 검토하고자 한다.

무선센서 네트워크를 이용한 건설현장 안전관리 모니터링 시스템 (WSN Safety Monitoring using RSSI-based Ranging Technique in a Construction Site)

  • 건설공사의 대형화, 고층화에 따라 건설현장에서 발생하는 안전사고가 사회적인 이슈가 되고 있다. 국제노동기구에 따르면 전 세계적으로 매년 60,000건의 건설재해가 발생하고 있으며, 이는 전체 산업재해의 17%에 해당하고 있다. 건설재해 발생 유형을 살펴보면 충돌과 추락사고가 전체 건설재해의 60% 이상을 차지하고 있다. 본 연구에서는 무선센서 네트워크를 활용하여 건설근로자와 위험 대상체간의 안전거리를 예측함으로써 추락 및 충돌사고를 예방할 수 있는 안전관리 모니터링 시스템을 개발하였다. 이를 위하여, 무선신호 강도와 노이즈 계수를 분석함으로써 안전거리를 예측하고 무선 네트워크망을 통해 건설근로자의 안전거리를 추적하고 경보음을 통한 안전관리 및 모니터링을 수행할 수 있는 기법을 제시하였다.

  • The computer simulation techniques were adopted to evaluate the effects of seating positions of passenger under various accident scenarios. The baseline of computer simulation model was tuned by the sled impact tests which conducted under the upright and standard seating positions.
