산전 지역의 거점 확산형 주거환경개선사업에 대한 주민의견 조사 (The Survey on Residents' Opinion of the Stronghold Diffusion Residential Environment Improvement Plan in San-Jun)

  • The stronghold diffusion style method is resident participation style residential environment improvement plan that first of all, the general public constructs base facilities which the temporary occupancy public housings, commonness use facilities, roads, etc. And then with using the public housing of the stronghold sector, the resident oneself improves the house with independence or commonness. As a result induction of the voluntary participation of economic situation and the resident where the improvement will is reflected and introduction of versatile maintenance method through stronghold development with participation of the general public, this study tries to present the residential improvement method of diffusion style. San-Jun was selected in the subject of investigation area in stronghold diffusion style residential environmental improvement plan area. Investigation contents population register quality and quality of present house, the degree which is a house environmental improvement plan, about residential improvement the fact etc. Because unsatisfactorily in compliance with the deterioration and spatial narrow of the house, The above of half is an improvement intention. Hereafter residential improvement, According to the condition which is economic, residential improvement will change. The plan will be able to augment the economic enemy capability of the resident should grope and the residents oneself creates the environment will be able to improve the house. Also with creating, activating a resident organization, through autonomous decision-making process, the residential improvement could be advanced continuously.

지속적인 도농교류의 조건에 관한 관찰 - 일본의 세타가야구(世田谷區)와 가와바촌(川場村) 사례를 중심으로 - (A Study on the condition for the Sustainable Exchanges Between Cities and Rural Areas - Focused on the case of Setagaya Ward and Gawaba Village in Japan -)

  • This study aims at providing necessary resources in developing the sustainable project of the exchanges between cities and rural areas in Korea. And so I investigated and analyzed the model of the Setagaya Ward and the Gawaba Village in Japan, which has successively continued the exchanges between city and rural areas for thirty years, with the documentation, field work, interviews and field investigation. The two local autonomous entities have promoted the project of the exchanges between cities and rural areas by keeping in touch with a making the second home and linking agriculture with sightseeing. They passed an agreement of mutual help and established regulations to push forward the agreement in order to carry out the agreement. And they have operated a section which will do nothing but focus on this, established a management company which takes charge of the stronghold facilities of the exchange between city and rural areas, operated a caucus to examine the project steadily and to develop new programs, and made a publicity work continually for thirty years. In conclusion, I think we should promote the joint capital stronghold facilities of the exchange between city and rural areas which is based upon the agreements. And we should promote the infrastructure like a management company which takes charge of the facilities and build the proper foundation which can develop the various programs for the exchange between city and rural areas and operate them.

농촌지역의 인구감소와 학교시설 재편성에 대한 사례 연구 (A Case Study on the Decrease in Population and the Reorganization of School Facilities in the Rural Area)

  • This study is to clarify the actual conditions of school Facilities in the Rural Area. The aim of this thesis is to present the direction for Reorganization of school facilities. Research area was Uiseong, Gyeongbuk, the number of students decreased rapidly. And elementary, middle and high school facilities were surveyed. The results are as the follows; 1) After consider living zone, commuting distance, opinions of residents, it is advisable that the small size school(the number of students under 60) will be combined stronghold school. 2) In the case of relocation, first of all, should consider the characteristic of living zone, exchanging training programs between elementary and middle schools. 3) The closed school facilities will be used consistently as public facilities with priority consideration of environmental characteristic and users' demand.

구미시와 의성군 소규모초등학교의 재편성 방향에 관한 기초적 연구 (A Basic Study on the Directions for Reorganization of Small Elementary School in Kumi and Uiseong)

Surbey area was Uiseong, Gyeongbuk, the number of students decreased rapidly. And elementary, middle and high school facilities were surveyed.   • This study aims at the contribution to introduction of facilities and planning for the promotion of the exchange between city and rural community and the promotion of the rural areas. In order to understand the object of the Setagaya Ward Health Village and the management and the effects of facilities, I investigated the documentation, field work and interviews with the persons related. The Setagaya Ward Health Village has been steadily managing the exchange base facilities and the special enterprises, and operating the manager and promotion committees for the projects. Consequently, many tourism facilities and new enterprises such as the Setagaya-Kawaba Corporation were established in the rural areas and they developed into an active region which has abundant jobs available and attracts about 700,000 visitors a year. In conclusion, it is important to make a main body to manage professionally the future plan of facilities which involve image of the regional future and conform to the law. And the facilities should contribute to the economic development of rural areas in consideration of the environment and culture.

부산신항 컨테이너 물동량의 효율적인 처리를 위한 부산신항복합물류단지와 서부산유통단지의 기능적 연계성에 관한 연구 (A Study on the Functional Relation between the West Busan New Port Distri-Park and the West Busan Logistics Park for Efficient Management of the Container Cargo Traffic Volume of the Busan New Port)

  • In order to deal with the increase of container cargo traffic volume more effectively, the ministry of maritime affairs & fisheries has a long-term plan to develop Gaduk Island. According to the plan, the New Port will handle 4,600,00TEUs annually. The completion of the project will enable the port of Busan to perform as a hub port in the Asia Pacific era of the year 2000 with sufficient port facilities, and this will lead to a new era of oceanic Korea. With the advent of the Pacific Rim Era of the year 2000, Busan metropolis has set a strategic development plan to establish the area as the center of logistics in the noreast Asian region as well as to become the stronghold of economic activity in Korea's southeast region. To this end, industries that will open the doors to a marine era and a new industrial complex focused on logistics are planned in the West Busan area where Gimhae International Airport and the Busan New Port meet. This paper aims to find out the functional relation and complement between the Busan New Port Distri-Park handing container cargo traffic volume and the West Busan Logistics Pa가 handling an air cargo and railroad goods. Especially, paper aims to suggest the West Busan Logistics Park as the efficient management of the container cargo traffic volume due to the Development Plan of the Busan New Port.

도섬 산지형공원의 생물서식 기능 및 친자연적 이용을 위한 개선방안 연구 - 서울시 송파구 오금공원을 사례로 - (Methods for Improving the Function of Habitat and Eco-friendly Use In Urban Area Mountain Parks - Ogeum Neighborhood Park, Seoul -)

  • 본 연구는 도심 산지형 근린공원의 생태적 이용적 측면을 향상시키기 위한 적정 공간구분을 하고, 공간별 기능에 적절한 개선방안의 목표 및 방향을 제시하고자 하였다. 연구대상지는 서울시 송파구 녹지축 선상의 거점녹지이고 산지형 근린공원인 오금공원으로 면적은 약 22ha이다. 적정 공간구분을 위한 평가체계는 총 3단계로 이루어지며, 1단계는 공간단위 구분, 2단계는 공간기능 평가, 3단계는 공간 적정기능 배분 및 개선방안 제시이었다. 공간단위는 오금공원의 산림지형을 토대로 유역권 분석을 하고 토지이용 현황을 고려하여 총 8개 지역으로 구분하였다. 공간기능 평가 단계는 생물서식 기능 항목에서 식물생태(식생유형, 층위구조, 잠재식생), 동물생태(야생조류), 수계 현황을 분석하였고, 여가휴양 및 이용 기능 항목으로 경사도, 소음, 산책로, 이용현황, 시설물 현황을 조사 분석하였다. 생물서식 기능 평가는 식생자연성, 식생다양성, 식생잠재성, 동물다양성, 동물서식 잠재성 항목으로 구분하였다. 공간별 평가점수를 등급화한 결과, 생물서식 기능 평가 점수의 최대점의 90%에 해당하는 IV, VII지역이 A등급, II, V 지역은 70%에 해당하는 B등급, I, VI 지역은 50%에 해당하는 C등급이었으며, 50%의 기준에 미치지 못하는 III, VIII 지역은 등급제외를 하였다. 여가휴양 및 이용 기능 평가는 이용잠재성, 이용선호성, 이용집중성, 이용다양성, 이용편의성 항목으로 구분하였으며, 공간별 평가점수를 등급화한 결과, 여가휴양 및 이용 기능 평가 최대점수의 90%에 해당하는 A등급은 V, VI 지역, 70%에 해당하는 B등급은 I, VII 지역, 50% 기준의 C등급은 II, IV, VIII지역이었으며, 50%의 기준에 미치지 못하는 III 지역은 등급제외를 하였다. 공간기능 평가 결과를 토대로 생물서식 기능과 여가휴양 및 이용 기능의 등급을 종합하여 적정 공간구분을 하였다. 본 연구는 공간구분 기준에 따라 생태적 공간, 친자연적 이용 공간, 이용적 공간으로 구분하였고, 생물서식 기능과 친자연적 이용을 위한 개선방안을 공간별로 제시하였다.

해양관광자원을 활용한 제주 신양항 리모델링 계획 (Jeju Shinyang Fishing Port Remodeling Plan Utilizing Marine Tourism Resources)

  • 과거 어항(魚港)은 어촌의 생산 및 지역문화의 거점으로 중요한 역할을 하였으나 현대에 와서는 수산업 여건변화로 인해 그 의미가 퇴색되고 유휴공간이 되고 있다. 한편, 제주특별자치도는 2010년부터 해양관광활성화를 위한 노력을 기울이고 있다. 특히 신양항은 마리나항만 개발 예정구역으로 지정 고시되어 제주오션마리나시티 조성사업계획에 착수하였다. 그러나 이러한 해양관광을 활성화하려는 시도와는 달리 이제까지 시행된 제주도내 어항 리모델링 사업들은 대부분 노후시설을 개보수하는 토목사업 중심이었다. 또한 무분별한 개발로 지역경관을 해치는 사례들도 다수 발생하였는데, 경관은 한번 훼손되면 복구하기 힘들다는 특성이 있어 그 문제가 더욱 심각하다. 관 주도 사업의 경우에는 예산부족으로 투자가 저조하여 보강공사수준의 토목공사만 진행되거나 관리소홀이 문제되고 있으며, 민간투자 사업의 경우에는 수익금의 지역 환원이 되지 않는다는 문제가 제기되고 있다. 신양항 또한 2008년에 리모델링을 하였지만 외곽 방파제 연장공사 수준으로 마무리되어 근본적인 문제를 해결하지는 못하였고, 지역사회 활성화에 직접적인 도움이 되지 못하였다. 이러한 토목공사 중심의 개발, 공간의 관리소홀, 수익금의 지역 환원 문제를 해결하면서 마리나항 건설을 통한 해양관광 및 지역 활성화를 위해 본고에서는 첫째, 주변배후지를 연계한 개발계획을 제시하였다. 지역적 맥락을 읽고 현존하는 지형, 돌담, 길을 물리적인 계획에 활용하여 설계 및 프로그램에 반영하였다. 이를 통해 지역 경관 및 특성을 반영한 공간개발계획을 제시하고자 하였다. 둘째, 해양관광자원의 개념을 정리 및 보완하고, 계획요소를 도출하여 지역에 현존한 자원을 활용하고 새로운 해양관광자원을 도입하여 다양한 이용자의 수요를 충족하는 프로그램계획을 하였다. 셋째, 지역주민의 운영관리 참여를 통해 지속가능한 운영관리 방안을 검토하였다. 본 연구는 토목중심으로 시행되어왔던 어항 리모델링 계획을 조경적 관점에서 배후지와의 연계를 통해 통합적 계획안을 제안했다는 의의를 갖는다. 또한, 환경 사회 경제적 이슈 고려 및 지역주민의 참여 등은 이후 유사한 어항 및 수변공간 리모델링 계획 시 주안점이 될 수 있을 것으로 기대된다.
