This study is written to bring the proposal forward for the direction of south korean naval force. The political situation and the circumstance of the world, especially in the area of Pacific Ocean, are changing very rapidly. North Korea has been always the conventional existing intimidator for South Korea since the 6·25-War. Additionally, the strengthening movements of the national defense, which is easily noticed from China and Russia, is also an other part of intimidating countries against South Korea. Those three mentioned countries are continually developing the asymmetrical warfare systems, for example a strategic nuclear weapon. Since the Obama Administration, the Asia-Pacific Rebalancing-Strategy has been changed as an East Asian foreign policy. Nowadays, Trump Administration renamed the 'United States Pacific-Command' to 'United States Indo-Pacific Command'. The purpose of this is not only letting India to participate in american alliance, but also reducing an economic burden, which is often mentioned in USA. West Germany was located in the very similar geopolitical position during the Cold War just like South Korea these days. And that's why the strategy of West German Navy is worthy of notice for south korean naval force to decide its suitable strategy. Most of all, the two most important things to refer to this study are the plan to expand naval air force and the realistic political stand for us to take it. In conclusion, I laid an emphasis on maintenance of 'green-water-navy'. instead of selecting the strategy as a 'blue-water-navy'. The reason I would like to say, is that south korean navy is not available to hold the unnecessary war potential, just like Aircraft-Carrier. However, this is not meaning to let the expansion of naval force carelessly. We must search the best solution in order to maintain the firm peace within the situation. To fulfill this concept, it is mostly very important to maintain the stream of laying down a keel of destroyers, submarines and air-defense-missile, as well as the hight-tech software system, taking a survey of 4th industrial revolution. Research and development for the best solution of future aircraft by south korean navy is likewise necessary. Besides, we must also set the international diplomatic flexibly. As well as maintaining the relationship with US Forces, it is also very important to improve the relationship with other potential allied nation.
The aim of this study is to assess the influence of effluent discharge from a sewage treatment plant by evaluating oxidative stress and histopathological alterations in freshwater crucian carp Carassius auratus collected from the Eungcheon stream, located in Korea. Catalase activity in the gills, liver, and kidneys of C. auratus was collected from mixing zones; the downstream site was notably higher of fish than that of the upstream site. In addition, the activity of glutathione-S-transferase in the gills and liver was significantly higher in samples from the mixing zone than in those from the upstream site (p < 0.05). In addition, significantly elevated lipid peroxidation levels were observed in fish livers sampled from the mixing zone than in those from the upstream site (p < 0.05). Significant histopathological alternations were also observed in C. auratus, with the order of magnitude changes being liver > kidney > gills. These findings suggest that the liver is most affected by effluent discharge. The degree of tissue changes (DTC) indicate that the highest level occurred in samples from the mixing zone (30.98 ± 5.40) followed by those from the downstream site (19.28 ± 4.31) and was the lowest in samples from the upstream site (4.83 ± 2.67). These findings indicate that fish collected from the mixing zone are most affected by effluent discharge and both oxidative stress and histopathological indices are useful tools for monitoring contaminated rivers and streams.

Recently, river maintenance is change due to concern for the environment increases. Thus, the river restoration and river environment is best part of river maintenance. In case of Korea, existing river is improvement straightly for flood control and transportation. When the stream channel is straightly, maintain stability is important. Thus, construction of levees along the river. The various river structures for the purpose of flood control and transportation are inhibit factors of longitudinal and lateral connectivity. Connectivity is defined as the maintenance of lateral, longitudinal, and vertical pathways for biological, hydrological, and physical processes. Long-term point of view, increased connectivity is very important for a healthy ecosystem composition. As the first step of river restoration, this study described theory and concept of river continuum and the numerical model was applied to a real topography to simulate the flow analysis with or without segregated and blocked space in the Mankyung river. The results of this study can be utilized to develop the watershed connectivity assessments methods in order to the river restoration.
The purpose of this study was to evaluate the marginal adaptability of the amalgam restorations in applying the cavity varnish (Copalite$^{(R)}$) and dentin bonding agent (Scotchbond 2$^{(R)}$) under the scanning electron microscope. For this study, eighteen sound extracted human molars were selected. Class I cavities in 12 teeth and class V cavities in 6 teeth were prepared using an air turbine with No. 701 tungsten carbide bur and finished using a low speed handpiece with No. 557 fissure bur. The prepared specimens were then divided into three groups including 4 class I cavities and 2 class V cavities in each group and restored as follows ; Group I. All the prepared cavities were restored with amalgam only (Control). Group II. Two layers of Copalite$^{(R)}$ cavity varnish were applied to the cavities with a gentle stream of air after each application and cavities were restored with amalgam. Group III. The enamel cavity margins were etched with 37% phosphoric acid gel for 60 sec., rinsed for 30 sec. and dried. One layer of visible lightcured Scotchbond Dental Adhesive$^{(R)}$ was applied and immediately cured for 20 seconds with visible light-cure unit and cavities were restored with amalgam. All the specimens were cut at the neck of the teeth and the occlusal halves of specimens were sectioned buccolingually in the longitudinal axis centering the amalgam restorations, using the disk. The cut specimens were ground with sandpapers (400, 600, 800, 1000 grit), and cleaned for 5 minutes in the ultrasonic cleaner (Brason Co. U.S.A.). In the cut surfaces, the amalgam - tooth interfaces were examined under the scanning electron microscope (JSM, 35C type, JEOL). The obtained results were as follows ; 1. The amalgam-tooth interfaces were reduced more significantly in the Copalite$^{(R)}$ and Scotchbond 2$^{(R)}$ application group than in the control group. 2. In the class I cavities, the Scotchbond 2$^{(R)}$ application group showed the findings similar to the Copalite$^{(R)}$ application group in the cavity floor, and the marginal adaptability was better in the side wall than in the cavity floor. 3. In the class I cavities, the Scotchbond 2$^{(R)}$ application group showed better marginal adaptability in the occlusal margin than in the gingival margin. 4. The marginal adaptability was in the order of the Scothbond 2$^{(R)}$ application group, the Copalite$^{(R)}$ application group and the control group.

The effects of free surface and a strut on the lifting characteristics on a fin attached at the mid-chord of the strut are investigated experimentally in a circulating water channel. Variation of lift force on the fin is investigated with respect to free stream velocity(V), angle of attack of the fin(${\alpha}$) and ratio of the submergence depth of the fin to the chord of the fin(H/C). Attentions are focused on the lifting characteristics of the fin at shallow depths of submergence. Visualization of the free surface deformation along the strut and of the streamline about the fin is made in order to examine the inflow angle to the fin. Lift force on the fin alone i.e. in absence of the strut is also measured to investigate the difference in lifting characteristics of the fin caused by the strut. The results show that lift forces over the fin are largely affected by a free surface in the case of small submergence ratios(HiC<3.0). For HiC>5.0, the effects of the free surface are negligibly small. The inflow angle to the fin is significantly influenced by the strut and flow speed at the shallow depths of submergence. The deformation of the free surface is largely governed by the waves generated by the strut. However, for small submergence depths, the effects of the fin are found also significant.

In Korea most of annual rainfall is concentrated in several episodic heavy rains during the season of summer monsoon and typhoon. Because of uneven rainfall distribution many dams have been constructed in order to secure water supply in dry seasons. The Han River system has the most dams among Korean rivers, and the river is a series of dams now. Reservoirs need different strategy of water quality control from river water. Autochthonous organic matter and phosphorus should be the major target to be controlled in lakes. In this Paper some problems are discussed that makes efforts of water quality improvement ineffective in lakes of Korea, even after the substantial investment to wastewater treatment facilities.1) Phosphorus is the key factor controlling eutrophication of lakes and the reduction ofphosphors should be the major target of water treatment. However, water quality management strategy in Korea is still stream-oriented, and focused on BOD removal from sewage. Phosphorus removal efficiency remains as low as 10-30%, because biological treatment is adopted for both secondary treatment and advanced treatment. The standard for TP concentration of the sewage treatment plant effluent is 6 mgP/l in most of regions, and 2 mg/l in enforced region near metropolitan water intake point. TP in the effluents of sewage treatment plants are usually 1-2 mg/1, and most of plants meet the effluent regulation without a further phosphorus removal process. The generous TP standard for effluents discourages further efforts to improve phosphorus removal efficiency of sewage treatment. Considering that TP standard for the effluent is below 0.1 mg/l in some countries, it should be amended to below 0.1 mg/l in Korea, especially in the watershed of large lakes.2) Urban runoff and combined sewer overflow are not treated, even though their total loading into lakes can be comparable to municipal sewage discharges on dry days. Chemical coagulation and rapid settling might be the solution to urban runoff in regard of intermittent operation on only rainy days.3) Aggregated precipitation in Korea that is concentrated on several episodic heavyrains per year causes a large amount of nonpoint source pollution loading into lakes. It makes the treatment of nonpoint source discharge by methods of other countries of even rain pattern, such as retention pond or artificial wetland, impractical in Korea.4) The application rate of fertilizers in Korea is ten times as high as the average ofOECD countries. The total manure discharge from animal farming is thought to be over the capacity of soil treatment in Korea. Even though large portion of manure is composted for organic fertilizer, a lot of nutrients and organic matter emanates from organic compost. The reduction of application rate and discharge rate of phosphorus from agricultural fields should be encouraged by incentives and regulations.5) There is a lot of vegetable fields with high slopes in the upstream region of the HanRiver. Soil erosion is severe due to high slopes, and fertilizer is discharged in the form of adsorbed phosphorus on clay surface. The reduction of soil erosion in the upland area should be the major preventive policy for eutrophication. Uplands of high slope must be recovered to forest, and eroded gullies should be reformed into grass-buffered natural streams which are wider and resistant to bank erosion.

In order to investigate the geochemical characteristics of surface sediments in streams of Gwangju City, sediment samples from the main stream of Yeongsan river, Hwangryong river, and Gwangjucheon in the city were collected and analyzed for grain size and metal and organic carbon contents. The sediment types of the streams widely vary from pebble to mud. The metal contents in the sediments from Yeongsan river and Hwangryong river are mainly dependent on the grain size of the sediments and the geology around the streams, while the sediments in Gwangiucheon are controlled by organic matter contents from the domestic sewage. The enrichment factor (Ef) and index of geoaccumulation (Igeo) representing the degree of metal contamination in the sediments are relatively low in the mainstream of Yeongsan river and Hwangryong river. However, those of Gwangjucheon show EF values of P=8.30, Cu=5.54, Zn=14.28 and Pb=7.41 and Igeo values of P=3.78, Cu=2.79, Zn=3.66 and Pb=1.59. The heavy metal contamination is especially significant near the area where the Seobangcheon and Donggyecheon branches of Gwanjucheon, join. Therefore, it is suggested that the metallic contaminations of these small streams are significantly influenced by the domestic sewage of the city.

Up to now, various examinations based on the strength limit value of the main structural material have been done based on the elasticity response analysis. However, there is little finding about the collapse behavior and the safety when the load that exceeds the collapse of the material acts. In the present study, we investigated the collapse behavior based on the ultimate limit state calculated by FE-analysis.

We propose a simple method for tracking a nonparameterized subject contour in a single video stream with a moving camera and changing background. Then we present a method to eliminate the tracked contour object by replacing with the background scene we get from other frame. First we track the object using LOD (Level-of-Detail) canny edge maps, then we generate background of each image frame and replace the tracked object in a scene by a background image from other frame that is not occluded by the tracked object. Our tracking method is based on level-of-detail (LOD) modified Canny edge maps and graph-based routing operations on the LOD maps. We get more edge pixels along LOD hierarchy. Our accurate tracking is based on reducing effects from irrelevant edges by selecting the stronger edge pixels, thereby relying on the current frame edge pixel as much as possible. The first frame background scene is determined by camera motion, camera movement between two image frames, and other background scenes are computed from the previous background scenes. The computed background scenes are used to eliminate the tracked object from the scene. In order to remove the tracked object, we generate approximated background for the first frame. Background images for subsequent frames are based on the first frame background or previous frame images. This approach is based on computing camera motion. Our experimental results show that our method works nice for moderate camera movement with small object shape changes.

The catalytic cracking of n-octane over FER, MFI, MOR and BEA zeolites was studied by the protolytic cracking mechanism in order to understand the effect of pore structure of zeolites on their product composition and deactivation. The selectivities for $C_3$ and $C_3{^=}$ were high over the zeolites with medium pores due to additional cracking, while those for $C_4$ and $C_4{^=}$, the initial products, were high over the zeolites with large pores. MFI zeolite showed slow deactivation due to small carbon deposit, while FER zeolite with small pores deactivated rapidly with severe carbon deposit. The deactivation of BEA zeolite was slow even with a large amount of carbon deposit, but MOR zeolite showed a rapid deactivation even with a small amount of carbon deposit. The conversion measured along with the time on stream on these zeolite catalysts was simulated by a mechanism based on the simplified reaction path of n-octane cracking and the deactivation related to the pore blockage by carbon deposit.
