  • In order to draw some strategic implications for the sustainable growth of emerging technologies this paper attempts to dynamics underlying the 'hype cycle' ever occurring in course of coevolution of technology and society. Particularly, a series of basic questions in the context of sustainability are explored to answer by simulating the hype system structure: What makes hype cycle occur? how to enhance the tapering level at the final stage of coevolution? what are the key policy leverages and when is the right time for the policy intervention? This study perhaps give some insights not necessarily to the academics but also to the practitioners and policy makers.

  • Strategic decision on the execution of national security improvement project is greatly important for the present and future national security. Though, the importance of strategic decision, decision making process has been executed under one-way thinking framework. This research provides a decision-making tool with make-or-buy approach for the national security improvement policy execution methods: foreign purchase and military R&D project, and, via simulation, confirms dynamic change of military capability index respect to change in ratio of foreign purchase and military R&D. A result shows that current ratio of foreign purchases and military R&D is insufficient for national security improvement policy goal. Applying the model from this research provides an appropriate ratio for short term and long term defense strategy and policy goal, and consequent result of increase in national security capability. Thus, this research model can be effectively utilized for national security improvement project.

  • During the last decade, Health Impact Assessment (HIA) has been discussed worldwide as being an important tool for the development of healthy public policy. HIA has been advanced as a means of bringing potential health impacts to the attention of policy makers, particularly in sectors where health impacts may not otherwise be considered. HIA, a systematic assessment of potential health impacts of proposed public polices, programs, and projects, offers a means to advance population health by bringing public health research to bear on questions of public policy. In Korea, health-related items under current EIA (Environmental Impact Assessment) system can only be found in the categories of hygiene and public health. However, environment and public health are not adequately connected and also health is underestimated even though health is an important objective component for the implementation of Environmental Assessments (EA). As a result, health is not well integrated within criteria for investigating the impacts on environment. This study examines linkages for HIA from the related and relatively well-developed field of Prior Environmental Review System (PERS) which is similar to SEA and EIA in Korea.

  • Since the business scales of retailing companies become to be very large and the number of items dealt increases explosively, automation of inventory management becomes one of the most important issues to solve in retailing industry. In order to accomplish this automation of inventory management, there must be a great need to a method which can perform real-time decision making on inventory control in an automatic fashion, while communicating with inventory information systems like POS system and automatic warehousing system. But even in this circumstance, there are also many obstructions to such automation like varying demands, limited capacity of warehouse and exhibition room, need for strategic consideration on inventory control, etc., in a real sense. Due to these reasons, it seems very difficult that most large-scaled retailing companies get fully automated inventory management system. To overcome those difficulties and reflect them into inventory control, we propose a automated inventory control methodology for retailing industry based on neural network and policy model. Especially, policy model is devised to deal with dynamic varying demands and using this model, strategic goals on inventory can be considered into inventory control mechanism. Our proposed approach is implemented in workstation and its performance is also empirically verified also against to real case of one of the major retailing firm in Korea.

  • The introduction of Strategic Environmental Assessment (SEA) has strengthened and extended the value of Environmental Impact Assessment (EIA) as a fundamental tool for sustainable development. In particular, SEA helps to overcome the limitation of project EIA as a stand alone approach that is applied relatively late in the decision making cycle. SEA is applied to proposals of policy, plan, and/or programme when major alternatives are open. In Korea, similar to SEA, the Prior Environmental Review System (PERS) was introduced to overcome the limitations of the EIA, by checking the environmental impacts on major policy and administrative actions in the early stage of decision making process. SEA appears in various national, regional and international laws. SEA is addressed specifically in the UNECE SEA protocol to the Espoo Convention on Environmental Impact Assessment in a transboundary context, as well as the European Commission SEA Directive (2001/42/EC). SEA is a valuable tool for integrating sustainability decisions into country's policies, plans and programmes. This paper reviews the policy direction for implementation of the SEA and efficient Environmental Assessment (EA) through integration of the PERS and the EIA.

  • With the constant growth of R&D investment, it has been increasingly necessary to evaluate the effectiveness of R&D performance and there is a high emphasis on ensuring the accountability and effectiveness of R&D programs. The evaluation of performance of a firm is especially necessary in times of economic downturn to justify R&D investment. However, there is a marked shortage of clear guidelines as to where and how particular metrics are used to measure the output and outcome of R&D activity in firms. Many firms have difficulties in selecting appropriate indicators for their R&D and financial performances. To fill this gap, this article discusses and presents the findings from the literature in such a way that they become useful for researchers or managers who are in charge of measuring the R&D and business performances arising from innovation activities. Finally, based on the findings about metrics of R&D performance, this article proposes the hypothetical framework to investigate the relationship between technology forecasting, strategic technology planning, and business performance. The framework of this article will assist policy makers, universities, research institutes/national laboratories, and companies to enhance their decision making process in technology development.

  • All cities have constructed city branding strategically to intensify their competitiveness in global arena. Seoul Metropolitan has launched city brand in policy-level since 2003 and they have struggled to utilize city branding until now. This study explores the changes in Seoul's city brand in order to suggest a future direction for such efforts. The research is grounded in various domestic and foreign theories and case studies are considered from previous studies related to the place marketing, city marketing, and city branding. Relevant data were collected and analyzed, indicating that an unsure city brand requires strategic governance among stakeholders and civic consensus.

  • The purpose of this study is to analyze bibliographic information of Busan and other cities' reports for urban development initiative and identify the strategic fields for future smart city plan. Text mining method is used in this study to extract keywords and identify the characteristics and patterns of information in urban development reports. As a result, in earlier stage, Busan city focused on service creation for industrial development but there are lack of discussions on the linkage of information systems with ICT technology. However, recent urban planning in Busan contained various contents related to integrated connections of infrastructure, ICT system, and operation management of city in the specific fields of traffic, tourism, welfare, port/logistics, culture/MICE. This results of study is expected to provide policy implications for planning the future urban initiatives of smart city development.

  • This paper aims to set the priorities for the cybersecurity strategy of Cambodian government. To this end, we built a AHP research model by adopting 4 factors from the ITU national interests model and selecting 7 strategies from best practices of 8 countries leading the cyber security. Using a questionnaire, 19 experts evaluated Cambodia's cybersecurity strategy priorities. The key policy factors were evaluated in the order of homeland defense, economic welfare, value promotion and favorable world order. Their strategic alternatives were identified in the order of legislation, capacity building, and cyber attack prevention for critical infrastructure. This study will contribute to setting the strategic priorities and feasible action plans to strengthen Cambodia's cybersecurity capabilities.

  • It is well observed in the satellite telecommunication policy of several States that legal constraints imposed upon the service coverage of satellite telecommunication as well as broadcasting are to be relaxed in a progressive way. Major aspects of such policy change lie in the adoption of policy refusing traditional concept of national frontier. In the case of direct broadcasting satellite service, while a debate upon the legal issues regarding the spill-over effect of that service is no more major concern of the States, many multinational enterprises are looking for strategic alliance for regional or global DBS project. On the other hand, an implementation plan for connecting the world through global mobile personal communication satellite system is being pursued by several joint effort of multinational firms. Legal issues arise regarding the regulatory competence of each State, Especially, a controversial issue is concerning the sovereign right well recognized upon the regulation of telecommunication. This study is focusing upon the evolution of such policy change for the purpose of allowing us to expect future develpment of worldwide satellite telecommunication policy environment.
