Background : Strategic planning is an organizationwide or systemwide, ongoing look into the future usually of 2~3 years, based on objective analysis of the current environment and trends, but it can incorporate both short-term and long-term goals. The strategic planning process includes external analysis, internal analysis, issue analysis, development of mission, vision and values, and lastly development of organizational goals and objectives. As a part of the strategic quality planning process, certain service lines, important organizationwide functions, or key processes supporting these functions can be prioritized to expedite and roll out certain strategic goals. This is called strategic quality initiatives. Methods : We organized a quality improvement team, a subgroup of 21st century vision planning corps of our medical center, and pursued QI activities for improvement of healthcare environment, particularly in the admission setting. We developed a strategic quality initiative based on the results of patient satisfaction surveys, and carried out functions of self-directed work team. Results : The strategic goal was to be the benchmark for peer group hospitals in Korea for providing cost-effective best-practice. The QI team included 3 medical doctors, 1 nurse, 1 social worker, and 1 QI consultant as well as many operational members to support services and quality initiatives met every Tuesday for 18 weeks. Outcome objectives were to improve patient satisfaction score. The issues included in the objectives were comfort, temperature, noise, cleanliness of the admission wards, quality and education of patient meals, matters regarding the admission process, and an appurtenant facility such as restaurant or convenience store. Every issue was discussed and recommendations, conclusions and opportunities were implemented. Conclusions : By developing a strategic quality initiative as a part of the strategic quality planning process, and pursuing a self-directed work team, certain sen/ice lines, important organizationwide functions, or key processes supporting these functions can be improved effectively within a short period. Strategic quality initiatives serve to support, or roll out, certain strategic goals that are relevant to performance improvement and development of specific measurable outcome objectives, and associated performance measure for each initiative. Each strategic quality initiative should include a statement of intent outcome objectives, and performance measures. We will come back with follow up of the strategic quality initiative, for improvement of healthcare environment, and results of patient satisfaction re-survey.

The Purpose of this study is working out of the scientific-theoretical and practical recommendations directed on perfection of strategic planning of development of the enterprises of mining and gold mining branch. The methodological basis of research is based on the economic theory developed by a domestic and foreign science. At processing, generalisation and a writing of materials of the master's thesis following methods were applied: - supervision, - comparison, - the analysis and synthesis, - methods of an induction and deduction, - statistical groupings, - average and relative sizes, - the system approach. Finally, the theoretical and practical importance of this research consists that results of research will allow generating a basis of statement of effective system of strategic planning of a long-term sustainable development of the gold mining enterprises reducing risk of acceptance of inefficient strategic decisions. The information revolution is sweeping through the global economy. The strategic significance of the information and information technology have been some what underestimated. Now they are transforming the structure of competition. Information technology must be applied to improve and sustain an organization's competitive advantage. The successful implementation of information technology is dependent on the effectiveness of information systems planning. However, the selection of the right methodology still remains a open question. This paper describes the existing methodologies for information system planning. A complementary approach to strategic information systems planning, which was developed for a steel company, is suggested. The approach attempts to combine Business Systems Planning of IBM and Critical Success Factors Analysis for effective information systems planning. Although this approach is in the experimental stage it looks to be of benefit to large organizations which require information planning for managerial level.

본 연구는 해양 수산분야의 연구개발, 교육홍보 및 대민봉사활동을 목적으로 2006년에 발족한 호남 Sea Grant 사업단의 발전에 필요한 전략계획을 수립하기 위한 것이다. 먼저, 호남 Sea Grant 사업단의 발전계획 수립목적 및 관련 사업동향을 살펴보고, 시급하게 추진해야 할 현안과제의 사업방향 및 내용에 대해서 언급한다. 다음으로 수요자, 관련자 및 관련단체와의 협의를 통한 발전전략계획의 필요성과 국 내외의 Sea Grant 사업 관련기관과의 네트웍을 체제구축을 통한 상호 발전방향에 대해 살펴볼 것이다.

The study investigates the impact of strategic planning (SP) factors on service quality (SQ) in private universities (PUs) in Oman and how they fit together in the development of higher education institutions (HEIs). The reports of the Ministry of Higher Education (MoHE) in Oman revealed that the service quality in private universities is unsatisfactory. This study employs a quantitative method. Data were collected from a sample of 730 academics and administrators. Structural Equation Modeling (SEM) based on AMOS software was applied for data analysis. The results of the structural paths showed that, among the strategic planning factors, only environmental scanning and leadership had a direct significant impact on service quality. However, mission statement and participation had insignificant direct impact on service quality. The findings suggest that environmental scanning and leadership are critical factors in predicting service quality dimensions of private universities. The findings add to the body of knowledge particularly in the Omani context, which can be useful in the neighboring countries as well. The study combines two different popular models in addressing service quality. The study also clarified the importance of each factor of the strategic planning process, which give a comprehensive picture of the university.

This paper proposes a synergism of neural networks (NN) and knowledge-based decision support system (KBDSS) to effectively design an intelligent strategic planning system. Since conventional KBDSS becomes inoperative partially or totally when problem deviates slightly from the expected problem-domain, a new DSS concept is needed for designing an effective strategic planning system, where strategic planning environment is usually turbulent and consistently changing. In line with this idea, this paper developes a NN-based DSS, named ConDSS, incorporating the generalization property of NN into its knowledge base. The proposed ConDSS was extensively operated in an experimentally designed environment with three models: BCG matrix, Growth/Gain matrix, and GE matrix. The results proved very promising when encountered with unforeseen situations in comparisons with conventional KBDSS.

오늘날 대학은 지식 및 정보혁명에 대응하여 새로운 가상학습모델(가상대학, E-Learning)의 도입과 같은 교육 패러다임의 변화기에 놓여 있다. 이러한 변화기에 가상대학은 분명 대학에게 새로운 기회와 위협을 주고 있다. 만일 대학이 가상학습모델의 지원을 위한 가상대학시스템을 구축하고, 이를 미래의 중요한 전략적 요소로 인식한다면 가상대학시스템은 대학의 입장에서 볼 때 중요한 전략적 정보시스템이 될 수 있다. 본 연구에서는 가상대학시스템을 대학의 중요한 전략정보시스템으로 인지하고 이에 대한 체계적인 전략계획수립을 위한 하나의 프레임웍을 제시하며, 가상대학시스템 전략수립에 있어 가장 큰 영향력을 가진 집단인 교수자의 의견과 요구사항을 분석하여 이들의 요구가 가상대학 전략수립에 어떻게 반영되어야 할 것인지를 제시하고자 한다.

This paper investigates the current feature of management strategy of hospitals in Korea, and examines the relationships between adoption of a particular strategic orientation and the hospitals environmental and organizational characteristics, strategic behaviors and management improvement activities, and financial performance. Data were collected from CEOs of 88 hospitals among 650 hospitals for a 13.5% response rate using the self-administered questionnaire by mail survey. The major findings that obtained are as follows: 1. Only 37.2% of response hospitals carried out strategic planning, Most of these hospitals established the first strategic planning in 1991(81.3%) and renovated strategic planning by 4 or 5 years(56.3%), and modified strategic planning with flexibility(59.4%). Most strategic plans were documented, but informalized(68.8%). And only 29.0% of these hospitals had independent planning division. 2. Hospital services that CEOs assessed rank ordered for their impact on profitability are as follows: i)diagnostic ultrasound facility, computerized tomography scanner, obstetric inpatient unit, therapeutic X-ray, and physical therapy at present. ii)diagnostic ultrasound facility, physical therapy, computerized tomography scanner, emergency department, and health screening at future. And the services rank ordered that CEOs hoped to introduce are as follows: emergency department, physical therapy, health screening, volunteer services, and computerized tomography scanner. 3. Using a typology developed by Miles and Snow(l978), the strategic orientation of response hospitals are shifting significantly from defenders in the past to analyzers in the present, and to prospectors in the future(p<.01). 4. With regard to hospital environmental and organizational characteristics such as ownership, physician training, location, bed size, and hospital management training career and specialty of CEOs, the four strategic orientation archetypes varied not significantly. But, hospitals with a analyser orientation in the present and a reactor orientation in the future perceived competition significantly higher than the other three archetypes(p<.05). 5. The four archetypes rank ordered in terms of appling strategic behaviors and management improvement activities are as follows: prospector, analyzer, reactor, and defender. 6. The four archetypes differed significantly in terms of their financial performance using revenue per bed(p<.05). Reactors and prospectors in terms of total revenue per bed, prospectors in terms of outpatient revenue per bed, and reactors and prospectors in terms of inpatient revenue per bed had the best performance.

이 연구는 국가기록원의 기록정보서비스 전략계획의 방향을 제안하기 위한 것이다. 이를 위해 첫째, 영국과 미국 국가보존기록관을 사례로 기록정보서비스를 위한 전략계획의 수립 구조, 주요내용, 전략의 원칙 등을 분석한 후 이를 토대로 세부 전략을 범주화하였다. 둘째, 사례 연구 및 국내 환경을 고려하여, 국가기록원 기록정보서비스의 전략목표를 제시하였고, 각 목표별로 실행전략을 제안하였다. 아울러 서비스전략을 실행할 때 고려해야 할 기본 원칙을 함께 제안하였다. 셋째, 전략 목표 및 세부전략별로 국가기록원의 서비스를 평가하고, 실행전략 수립 시 중점적으로 고려해야 할 원칙들을 제시하였다.
