  • The aim of this study was to investigate how implementation of direct nutrition education differs between nutrition teachers and dietitians in Gyeonggi Area. In this study, we collected data from 107 nutrition teachers and 129 dietitians in 2012. Among those who have answered they implemented direct nutrition education for the last one year, 36% were nutrition teachers and 10% were dietitians (p < 0.05). Among subjects who implemented direct education, a significantly greater percentage of nutrition teachers used a class as an education time to conduct creative hands-on-activity compare to dietitians (p < 0.05). However, for most dietitians, school meal time was more commonly used for direct nutrition education. When asked to make a suggestion regarding improvement for school nutrition education, the highest rate of people chose simplification of school administrative work (4.68 points) was needed. Developing nutrition education (4.55 points) showed the next highest rate. The rest of the answers were the following order; regular training of teaching methods (4.50 points), increasing awareness of school teachers (4.50 points), improving school facilities and financial support (4.47 points), preparing teaching plan (4.46 points), providing incentive for direct education (4.26 points), organizing regular class for nutrition education (4.17 points), and placing nutrition teachers (4.16 points). • GIS has been rapidly developed since 1995 when the Ministry of Construction and Transportation started the First National GIS Construction Project and built large scale topographic map at local governments level. From that time local governments have been built several application system such as road management system, waterworks management system, sewer management system, underground facilities management system, and urban planning information system, etc. However, the construction of GIS application system at different department level brings the problem of data sharing and overlapping database construction. To overcome this environment Enterprise GIS concepts has been introduced. In case of Seoul Metropolitan government Spatial Data Warehouse have been constructed. However, Seoul Metropolitan government still have the problem of inactive use of GIS system and adaption to the rapidly changing information environment. This study aims to present Strategic plan to uggrade Enterprise GIS concenpt from data centric to service centric architecture at local government level.

  • The introduction of Strategic Environmental Assessment (SEA) has strengthened and extended the value of Environmental Impact Assessment (EIA) as a fundamental tool for sustainable development. In particular, SEA helps to overcome the limitation of project EIA as a stand alone approach that is applied relatively late in the decision making cycle. SEA is applied to proposals of policy, plan, and/or programme when major alternatives are open. In Korea, similar to SEA, the Prior Environmental Review System (PERS) was introduced to overcome the limitations of the EIA, by checking the environmental impacts on major policy and administrative actions in the early stage of decision making process. SEA appears in various national, regional and international laws. SEA is addressed specifically in the UNECE SEA protocol to the Espoo Convention on Environmental Impact Assessment in a transboundary context, as well as the European Commission SEA Directive (2001/42/EC). SEA is a valuable tool for integrating sustainability decisions into country's policies, plans and programmes. This paper reviews the policy direction for implementation of the SEA and efficient Environmental Assessment (EA) through integration of the PERS and the EIA.

  • The photovoltaic (PV) industry, which occupies about 80% share of domestic new and renewable energy (NRE) sales, has played an important role in the development of the Korean NRE industry. This was made possible by the government's implementation of the 3rd Basic New and Renewable Energy Plan, which promoted strategic PV R&D, infrastructure building, and a variety of PV deployment programs. For instance, 'One Million Green Homes', 'Feed in Tariff', and 'Renewable Portfolio Standards' programs contributed greatly to the dissemination of PV systems in the country. Furthermore, these programs were supported with more than 380 billion Won over 6 year period (2007~2012). The strategic PV R&D contributed to the fast follow-up in commercial technologies. Because of the recent, sharp decline in PV prices caused by oversupply and economic crisis in European countries, both foreign and domestic PV companies are going through painful restructuring. Under these circumstances, the Korean PV industry needs to find a new strategy for making a breakthrough, and in this sense a proactive role of the Korean government is desperately needed.

  • Infrastructure asset management can be defined as the long term and cost effective management strategy to meet the required service level. In most developed countries, the major motivations of the introduction of asset management are increment in number of assets, extension of maintenance field, accounting approaches of public facilities, performance-based FM(Facility Management), limitations of public funds and public-private partnership, life cycle cost approach, and the development of information technology. This paper discusses the strategic and stepwise methods of introducing infrastructure asset management. Strategic approaches are suggested to develop the practical methods of condition and value assessment of assets, and long-term capital investment plan for optimized decision making(ODM). Required systematic processes are analyzed in terms of resource and technical limitations and detailed implementation plan for each development phases are suggested.

  • Since the beginning of 2000, the ubiquitous technology rapidly has been at center of public concerns, and application of the ubiquitous technology is expanding in Korea with U-City as the center. U-City is currently planned and built by local governments, but the applicable range of the ubiquitous technology should be expanded in the future to build U-Territory and U-Land projects. As a part of this, U-forest should also be implemented, and that now is the time to gain support in policy and systematic initiative. Therefore, this study defines U-Forest concept to implement valuable national resources, healthy land environment, and pleasant green space by using ubiquitous technology as an effective way to produce, manage, use, and distribute the forest. In order to establish strategy for U-Forest, it has considered basic forest plan, k-Forest, and FGIS projects, and has drawn a service model pertaining to them. Also, it has proposed the need to establish the basic plan for U-Forest, and suggested details to include in the plan.

  • The purpose of this study is to get a politic advanced idea to operate a pro-environment based u-city through the overcome problems on the construction policy for the even areal distribution, and the development for the model structure of the high level. Advanced pro-environmental ubiquitous urban construction becomes an example of the practical level linked by the national agenda as uKorea policy. The Idea of the national land informal ion systems transforms to enhance or to guide the national strategic industry to implement balanced development as grand objectives of the national land due to the factor that 'the economic development 5 years plan' altered to 'the national land 5 years plan'. Therefore, ubiquitous echo city construct ion becomes realized as static spatial informal ion construct ion and dynamic mobile based ubiquitous lives operable by the information infrastructure and IT839 policy items operation. For the synergy effects through this task, it requires a strong empowerment of the information industries and a new growing core engine of the national economy through the policy of the mutual satisfaction on the spat io-temporal information and the pro-environment information systems.

  • Despite the increasing interest in web contents and the rapid growth of CMS(Content Management System) market, the studies on the evaluation criteria for determining the purchase of the CMS solution are very rare. We introduce previous researches on the evaluation models of IT solution, and develop new criteria for evaluating CMS solutions. We calculate the relative importance of the evaluation criteria using scores from the IT experts based on the "Pair-wise Comparison" using the AHP. Based on the analyses of IT specialists′ responses, the results of the study show that, among the ten criteria, "the function of content management", "the contribution to the company′s business process" and "the fit with Information Strategic Plan" are the three most important ones over the remaining others. The developed model and criteria for the evaluation of the CMS solutions are expected to contribute on effective purchasing decision of the solutions and their successful implementation.
