Civil aviation cybersecurity challenges are global in nature and must be addressed using global best practices and the combined efforts of all stakeholders. This requires the development of comprehensive international strategies and detailed plans for their implementation, with appropriate resources. It is important to build such strategies on a common methodology that can be applied to civil aviation and other interrelated critical infrastructure sectors. The goal of the study was to determine the methodological basis for developing an international civil aviation cybersecurity strategy, taking into account existing experience in strategic planning at the level of international specialized organizations. The research was conducted using general scientific and theoretical research methods: observation, description, formalization, analysis, synthesis, generalization, explanation As a result of the study, it was established the specifics of the approach to formulating strategic goals in civil aviation cybersecurity programs in the documents of intergovernmental and international non-governmental organizations in the aviation sphere, generally based on a comprehensive vision of cybersecurity management. A comparative analysis of strategic priorities, objectives, and planned activities for their implementation revealed common characteristics based on a single methodological sense of cybersecurity as a symbiosis of five components: human capacity, processes, technologies, communications, and its regulatory support. It was found that additional branching and detailing of priority areas in the strategic documents of international civil aviation organizations (by the example of Cybersecurity Strategy and Cybersecurity Action Plan) does not always contribute to compliance with a unified methodological framework. It is argued that to develop an international civil aviation cybersecurity strategy, it is advisable to use the methodological basis of the Cyber Security Index.

본 연구는 최근 정보기술 변화의 대표적인 트렌드라 할 수 있는 그린&스마트IT 환경에 대응하기 위한 정부출연 연구기관의 정보전략계획의 수립을 주목적으로 하였다. 이를 위해 국내 과학기술 정보 유통 분석 분야의 대표적인 정부출연 연구기관이라 할 수 있는 K연구원을 대상으로 관련 정책동향 및 유관기관 사업추진 현황에 관한 분석 결과를 종합하여 그린&스마트IT 환경에 적합한 정보전략계획을 수립하였고, 이의 효과적인 추진을 위한 이행과제의 도출 및 중장기 로드맵을 개발하였다. 그리고 도출된 이행과제들을 대상으로 사업중요도와 실행가능도를 기준으로 한 우선순위 평가를 통해 총 12개의 중점 이행과제를 선정하였고, 개별 중점 이행과제 별로 목표시스템과 구체적인 실행계획을 개발하여 제시하였다. 본 연구의 결과를 토대로, 정부출연 연구기관의 성공적인 그린&스마트IT의 도입과 추진을 위한 올바른 방향성 수립에 관한 유용한 시사점을 제공하고자 하였다.

This paper focuses on the method of setting priorities for telecommunications standardization work areas (SWAs) and standardization work items (SWIs), detailed sub-areas of each SWA. It is based on prioritization of SWAs to make a strategic plan that usually includes prioritization, resource allocation and standardization schedules for each SWA in telecommunications field. We applied the simple Delphi technique and the Analytic Hierarchy Process (AHP) to the prioritization process. We also introduce 0-1 integer programming for resource allocation using the AHP result. We present analyzed results according to the proposed process. The result of this study will be useful input for telecommunications standardization policy making and practical implementation.

Strategic Information Systems Planning(SISP) has gained considerable interest among researchers and practitioners in recent years Which has instigated various related research. Neverthless, only 24 percent of the projects recommended as a result of SISP are ultimately performed. This statistics raise the questions for the need of SISP. This study provides the framework that may enable SISP to be more effectively utilized by studying factors for consideration from the review of pertinent literature. These factors will then be validated by case studies of domestic companies and by simultaneously inducing key characteristics and solutions of SISP. The result of the study indicate some inconsistency between literal factors and the case study. The factors added through case study were considered to be actual factors of SISP. This study emphasized the role of the senior manager, the quality of the implementation of the state plan, change management and the capability of the planning team. As a key characteristics of domestic companies considered was the general lack of ability to collect and analyze data. In addition, the domestic companies have little consideration of the organizational contingency factors.

The objective of this paper is to formulate strategies and action programs for developing sustainable agriculture in Korea. There is increasing evidence that agriculture has been preoccupied with increasing productivity much to the detriment of environmental degradation. The issue of increasing agricultural productivity so as not to undermine the environment is a difficult task. In reality, there are many definitions of sustainable agriculture and sustainable agricultural development. In this paper, sustainable agriculture is defined by its ability to ensure future supplies of agricultural products at acceptable economic and environmental costs to the society. Sustainable agriculture development refers to the optimal level of interaction among the three dimensions - the environmental, the economic and the social - through dynamic and adaptive processes of trade-off. In order to formulate the strategies for developing sustainable agriculture, three stage approaches such as strategic analysis, strategic choice, and strategic implementation are employed. The basic framework for strategies of sustainable agriculture development consists of five steps such as vision, targets, principles, action plan and policy instruments. The major action plans for activating formulated strategies are suggested as integrating agricultural and environmental policy measures, establishing the system of optimal agri-environmental resources management practices, establishing safe and high quality product system and its effective marketing system, increasing the R&D investment for developing sustainable agro-technology, developing indicators for measuring sustainable agricultural development, and taking a share in related roles for all parties including farmers, consumers, policy makers, researchers and NGOs.

A well-established e-health strategy at the national level is necessary to successfully achieve the trust-and-consensus-based e-health goals by linking strategic information planning and the execution of an implementation plan. This paper provides a methodology of how to establish a national e-health strategy and the case of e-Health Information Strategic Planning (ISP) of the Ministry of Health and Welfare of Korea. The ISP is to improve the quality of care and contribute to the economic growth by integrating a variety of policies and providing affordable and competitive services.

지속가능발전목표(Sustainable Development Goals, SDGs)라는 범지구적 이슈가 등장하면서 유엔산림포럼(UN Forum on Forests, UNFF)은 산림부문의 기여 가능성을 강조하고 장기 전략을 수립하는 등 큰 진전을 보였다. 2030년까지 산림과 관련된 국제협약 및 국제회의에서 논의의 주축이 될 SDGs 이행과 관련하여 종합 정보체계를 구축하고 통합적인 조정자 역할을 하는 등 그 역할이 주목받고 있다. 따라서 본 연구에서는 최근 UNFF의 논의 동향을 검토하는 한편 UNFF에서 수립한 유엔산림전략계획(United Nations Strategic Plan for Forest, UNSPF)의 의미를 확인하였다. 이를 통해 국내에서도 지속가능발전을 위한 산림부문의 논의가 활성화되고 UNFF의 장기전략(UNSPF)과 글로벌산림목표(Global Forest Goals, GFGs)가 효과적으로 이행될 수 있도록 다음의 세 가지 정책적 제언을 제시하고자 한다. 첫째, 산림부문의 논의를 활성화하기 위하여 부문, 기관, 국가 간 협력이 무엇보다 중요하다. 둘째, 실제 임업 현장에서도 산림부문의 역할과 기여에 대한 인식과 이해가 고취되고 이를 바탕으로 한 국내정책과 목표가 수립되어야 한다. 셋째, UNSPF 이행을 점검하기 위한 UNFF 보고서를 적극적으로 활용하여 합리적 보고체계를 마련함과 동시에 다양한 목표의 국가보고 간 중복성을 검토하는 등 보다 효율적인 보고체계를 마련해야 한다.

최근 토양자원에 대한 인식은 작물생산 뿐 아니라 우리가 살아가는 환경의 질을 좌우하는데 중요한 역할을 하고 있는 것으로 변화되고 있다. 최근 연구에서는 정책계획과 개발기본계획에 대해 각 개별계획이 가지는 고유 특성을 감안하여 토양특성에 미치는 영향에 대한 검토의 필요성이 대두되고 있다. 본 연구는 국가환경정책 및 국제협약 등 상위계획에서의 토양 세부평가 항목을 추출하여 댐건설 장기계획에 적용함으로써 향후 전략환경영향평가에 합리적으로 적용할 수 있는 방법을 도출하고자 하였다. 그 결과, 토양침식, 토양영양물질, 토양오염, 토양이동, 토양생물다양성 등에 영향을 주는 것으로 나타났으며, 이들 세부 항목들은 기존 환경영향평가서상의 항목과 일정부분 중복되는 것으로 나타났다. 따라서, 향후 전략환경영향평가시 평가항목간의 합리적 연계방안에 대한 추가연구가 필요할 것으로 보인다.

In railway business plan, operations require a strategic and sustained level of planned investment to ensure assets are fit for purpose over the whole of their planned life. Therefore it is essential that operator can confidently plan and predict capital investment requirements over a number of years. This research addresses that how the London Underground apply a systematic risk based approach to their health and safety planning and investment decision making. Through this case study, we investigate the elements of management system that includes arrangements for the ongoing identification of hazards, assessment of risks and the implementation necessary control measures. Risk based business planning processes are also addressed.

대학정보시스템에 CobiT을 바탕으로 프레임워크를 적용하여 대학정보화에서도 IT 거버넌스를 수행해 나갈 수 있다. 본 논문에서는 대학 조직 차원에서 이를 전략적으로 사용하기 위한 절차로 조직적 계획 프로세스를 제시하였다. 이는 대학 조직에서 추진해야할 기본적인 계획이고, 정보화 전략에서 가장 먼저 수행한다. 그리고 조직 차원에서 프로세스를 점진적으로 수행해 갈수 있도록 4개 그룹의 11개 항목으로 제시하였다. 이러한 조직적 계획의 결과로 대학행정본부에서 전략 프로세스를 주도하게 된다. 그리고 정보화계획, 예산, 조정 및 평가까지 거시적인 전략을 수립할 수 있고, 정보시스템의 통합 구축을 위한 체계적인 사전준비 및 관리로 이어질 수 있을 것이다.
