We propose a multi-strategic concept-spotting approach for robust spoken language understanding of conversational Korean in a hostile recognition environment such as in-car navigation and telebanking services. Our concept-spotting method adopts a partial semantic understanding strategy within a given specific domain since the method tries to directly extract predefined meaning representation slot values from spoken language inputs. In spite of partial understanding, we can efficiently acquire the necessary information to compose interesting applications because the meaning representation slots are properly designed for specific domain-oriented understanding tasks. We also propose a multi-strategic method based on this concept-spotting approach such as a voting method. We present experiments conducted to verify the feasibility of these methods using a variety of spoken Korean data.

In this study, several factors which can have an effect on soil during strategic environmental assessment (SEA) are analyzed against a total of 86 administrative plans and development basic plans of the SEA. Other factors which could have influences on soil are also analyzed after examining contents and rules required for preparing the SEA statement. Then, we propose assessment factors on soils during the SEA procedure. We think that this study could give baseline data to set up assessment items, criteria, and techniques that are highly necessitated in preparation of the SEA statement in the near future.
ODA projects such as multi-purpose dam, industrial complex, road construction etc. have resulted in environmental damage and resident relocation including destruction of site of living. Even the grandiose developments as ODA projects have made clear the value clashes between development and environmental conservation, and have brought about conflicts between public interests and public environmental right, and the discordance between public interests and private property rights in the recipient country. This study summarizes and analyses the Korea's ODA projects and will suggest the public participation and governance system based on Saemaul Movement, Strategic Environmental Assessment and Environmental Impact Assessment based on the guideline of OECD DAC, and emphasize Strategic Environmental Assessment and Social Impact Assessment in the procedure of ODA projects. In the future the ODA project should be implemented for the overcome of poverty and response to climate change based on the experience and trial and errors of Korea's compact growth and past ODA projects.
The study was focused on setting priority for future core technologies in agricultural mechanization using AHP (Analytic Hierarchy Process). A total of 23 technologies was selected by specialists. Evaluation criteria for the priority setting were decided as 'technology', 'marketability', and 'publicity'. Thirteen specialists in agricultural mechanization answered the questionnaire for AHP. As the results, 'technology' was decided as the most important evaluation criterion. 'feasibility' in 'technology' criterion, 'market growth' in 'marketability' criterion, and 'impact to other industry' in 'publicity' criterion were decided as sub-criteria in each criterion. The most important technology was 'Development of portable safety evaluation system for fresh and convenient agricultural products'.
The objective of this study was to set priority for future core technologies in agricultural and environmental science using analytic hierarchy process(AHP). Forty-six technologies were derived by specialist meetings. Evaluation criteria, for setting the priority were decided as 'technology', 'marketability', and 'public'. Eighteen specialists in agricultural and environmental science answered to the questionnaire for AHP. As the results, 'technology' was decided as the most important evaluation criterion. The 'Feasibility' in 'technology' criterion, 'Market Growth' in 'marketability' criterion, and 'Impact to other industry' in 'public' criterion were decided as sub-criteria in each criterion. The most important technology was 'Risk assessment of toxic heavy metals and establishment of accreditation criteria for environmentally friendly agricultural products.

This paper suggests a dynamic balanced scorecard (DBSC) model employing the concept of system dynamics (SD), which could overcome the limitations inherent in the conventional balanced scorecard (BSC) and facilitate strategic learning process in organizations. The BSC has been a successful framework for measuring an organization's performance in various Perspectives through translating an organization's vision and strategy into an interrelated set of key performance indicators and specific actions. The BSC, while having significant strengths over traditional performance measurement methods, however, has its own limitations, due to its static nature, such as overlooking two-way causation between performance Indicators and neglecting the impact of delayed feedback flowing from the adoption of new strategies or policy changes. To overcome these limitations, we employs SD, a methodology for understanding complex systems where dynamic feedback among the interrelated system components significantly impact on the system outcomes. The SD simulation model in the form of DBSC we suggest in this paper would serve as a useful strategic learning tool for facilitating an organization's communication process through various scenario analyses as well as predicting the dynamic behavior pattern of their key performance measures over a future time frame. For the demonstration purpose, we apply the DBSC model to Korea Coal Corporation (KoCoal ) BSC case.
