Implication Measures between Strategic Environmental Impact Assessment and Sustainable Development Indicators (전략환경영향평가와 지속가능한 발전 지표의 연계방안)

  • In 2015, Summits of State and Government at United Nations General Assembly agreed to set the world on a path towards Sustainable Development(SD) through the adoption of the 2030 Agenda. 2030 Agenda adopts 17 Sustainable Development Gooals(SDG) to achieve 3 pillars of social security, economic efficiency and environmental integrity. Sustainable Development Indicators(SDI) which are suggested by UN SDSN(United Nations Sustainable Development Solutions Network), have been developed for measuring SDG implementation, by which Sustainability Assessment(SA) can be accomplished to check through more holistic approaches to poverty alleviation, social inclusion and environmental management. In Korea, Strategic Environmental Impact Assessment(SEIA) has been applied to PPP(policy, plan, program) by 'Ministry of Environment', whereas 'National Land Planning Assessment(NLPA) which is one sort of SEA has been implemented to evaluate PPP of Ministry of Land, Infrastructure and Transport'. Although SEIA and NLPA have been utilized as decision-making support tools for stakeholders including high authorities, the reference criteria of these institutions are not considered as convincible and communicable. Evaluation criteria of alternatives which are core principles for SEIA and NLPA seem so ambiguous and unscientific. Through incorporation of SDI into SEIA, a convenient, quick and credible diagnosis of the key dimensions of SD comprising social equity, economic development and environmental management, can help develop a shared understanding of priorities of implementation of SDG.

Study on the Certificate System of the EIA Project Manager through Collaborative University Curriculum in Korea (한국에서 대학교과과정과 연계된 환경영향평가사 자격부여에 관한 연구)

  • The study is intended to develop the measures to introduce the Environmental Impact Assessment (EIA) project manager (Environmental Assessor), who will be responsible for leading the EIA task. This role requires a quality standard of expertise in the area of natural science, social science, knowledge and technology on environment design mechanism, and the integrated approaches that combine the relevant policies and systems. To facilitate the system, the certificate will be given to the person who is well acquainted with the knowledge on EIA with relevant experiences, thereby authorizing them to coordinate the assessment task for reliable outcome. Hence, the need for introducing the system is very crucial. The EIA project manager, as a guide for an EIA project team, shall be the person who has a comprehensive understanding of the project, the knowledge about the principal for implementation of EIA and the expertise in structuring the management system, with a skill to maintain the good relationship with the people engaged in the project. To that end, it is highly recommended to set up such a certificate system to be incorporated in the college curriculum.

A Study on the Application of the Strategic Environmental Assessment(SEA) Model(II): with reference to Suwon Urban Comprehensive Plan (전략환경평가 모형의 적용에 관한 연구(II): 수원 도시기본계획 평가를 사례로)

  • In this study, for the effective environmental investigation at the level of planning, environmental assessment model to be integrated with urban comprehensive plans was developed. This model was applied to the Suwon City urban comprehensive plan and was tested to derive the future application program and the adaptability to the current research issues. The results of this study can be summarized as follows: First, we defined basic items for environmental assessment as to be used in the developed SEA model. We also defined three ranges and twelve items for the environmental assessments, which can be used in the assessment of the urban comprehensive plan through the expert advices. Second, we performed the case study by applying the developed SEA model to the Suwon City urban comprehensive assessment, and investigated the environmental impacts through an expert inquiry at the "phase 5" of the model. The results of the case study showed that Suwon City urban comprehensive plan contained partially discrepancies at the goal of the planning. The spatial strategy for leisure, park and open space, and green belt was analysed not to be effective in energy use. The case study also indicated that the environments of Suwon City are expected to be much worse in each sectional plan, if the City was to implement the present five sectional plans for life boundary and distribution of population, land use plan, transportation plan, industrial development plan, and life environmental plan. Third, according to the result of the case study, an mitigation plan for urban comprehensive plan of Suwon City was proposed as the following four stages; modification of planning goal, modification of site alternatives, modification of planning contents, and proposal of mitigation measures.

  • 환경영향평가는 대규모 개발사업을 대상으로, 계획 확정후 사업 실시단계에서 개발사업 시행에 따른 환경영향 저감방안을 중점 검토하는 제도인데, 사전환경성검토는 행정계획과 환경상 민감지역의 소규모 개발사업을 대상으로, 계획 확정 이전단계에서 환경적 측면에서 입지나 개발의 적정성 타당성을 사전에 검토하는 제도이다. 사전환경성검토는 2006년 6월부터 대상 행정계획을 구체적 개발사업의 상위 행정계획으로 확대하고, 계획의 적정성, 입지의 타당성을 미리 검토할 수 있도록 하고, 검토과정에서 주민, 전문가, 시민단체 등 이해관계자의 의견수렴을 거치도록 하는 전략환경평가 체제로 개편됨으로써, 환경갈등이나 사회 경제적 문제를 예방할 수 있는 기반을 보다 강화하였다. 환경부 주관의 사전환경성검토가 전략환경평가를 강화하는 동안 건설교통부가 중장기기본계획에 대한 전략환경평가를 시행하기 시작하였다. 우리나라의 전략환경평가는 건설교통부와 환경부가 전략환경평가를 별도로 운영하는 데 따른 비효율성, 국토계획과 환경계획의 연계성 부족, 선거공약으로 제안된 대규모 개발계획 등에 대한 객관적 환경평가의 어려움 등의 문제를 가지고 있다. 따라서 본 연구는 전략환경평가제도의 정립을 위해, 환경정책패러다임의 변천, 환경영향평가와 사전환경성검토의 발전, 전략환경평가의 현황과 선거공약으로 제안된 대규모 개발계획에 대한 전략환경평가의 한계 등을 고찰한 후, 전략환경평가제도의 발전방향과 개발계획과 환경계획의 연계통합방안을 모색하고자 한다.

  • 정부는 지구온난화로 인해 기후변화에 대응하고 세계적 경제위기를 극복하기 위해, 저탄소녹색성장기본법(2010년 1월)을 제정하여 저탄소 녹색성장을 추진하고 있다. 저탄소 녹색성장은 신재생에너지, 탄소배출권 거래제도, 5+2 광역권개발정책, 저탄소 녹색도시 등으로 요약할 수 있다. 본 연구의 목적은 저탄소 녹색도시계획 및 이에 대한 전략환경평가의 동향을 고찰하고, 저탄소 녹색도시계획에 대한 전략환경평가의 방향을 제시하는 데 있다. 저탄소 녹색도시 조성 관련 연구를 고찰한 후, 환경부의 사전환경성검토 업무매뉴얼의 도시계획의 환경성제고 방안과 국토해양부의 전략환경평가 업무처리규정, 도시계획수립지침, 저탄소 녹색도시 조성을 위한 도시계획수립지침(2009), 저탄소 녹색도시계획 표준모델(2010), 녹색도시개발계획 등을 포함하면서 개정된 도시개발업무지침(2011)이 도시계획에 제대로 반영되는지를 검토하고, 외국의 기후변화에 대응하는 전략환경평가를 고찰한 결과는 다음과 같다. 첫째, 기후변화 대응 도시계획의 내용은 저감방안과 적응방안 두 가지로 나눌 수 있는 데, 저감방안은 경제적 및 기술적으로 한계가 있으므로, 향후 전략환경평가는 저감방안과 함께 적응방안을 강조할 필요가 있다. 둘째, 기후변화 대응(저감과 적응)을 위해 전략환경평가의 목표와 지표를 설정한다. 셋째, 국토해양부의 상위계획(광역도시계획과 도시기본계획)에 대한 전략환경평가와 환경부의 하위계획(도시관리계획)에 대한 전략환경평가의 긴밀한 연계가 필수적이다. 넷째, 전략환경평가는 도시기본계획 수립 후에 이뤄지는 독립된 과정이라기보다는 도시기본계획 수립과정에서 중요한 부분으로 인식하는 것이 중요하다. 장기적으로는 도시기본계획과 도시환경계획을 연계시키는 것이 바람직하다.

A Preliminary Study on the Status and Improvement of the Environmental Assessment of Coastal Erosion in Korea (해안침식 환경평가 현황 및 개선방안 연구)

  • The present study is a preliminary attempt to effectively incorporate the environmental issue of coastal erosion into the environmental assessment process of Korea. We assess the status of the environmental assessment on coastal erosion for the previous development plans and provide potential directions for the improvement. The considerable project plans should be screened for the impact of coastal erosion, which occupies about 20% of the total project plans reviewed, and the ratio increased with project scale. In addition to screening process, most process including scoping, baseline study, impact assessment, and follow-up need to be improved. The potential directions of improvement are provided in terms of appropriate guideline development, employment of cumulative impact assessment, follow-up improvement and rearrangement of the preparation regulation of environmental assessment. Emphasis is given for follow-up process to review post-monitoring period, to employ science compensation, and to consider the establishment of relevant institution. Final suggestion is made for the establishments of comprehensive national plan to manage coastal erosion and streamlined environmental process from strategic to project levels based on the national plan.

Study on the Improvement of the Environmental Assessment system -Comparison of Environmental Impact Assessment System among Different Countries- (환경평가제도개선에 관한 연구 -국내외 환경평가제도의 비교 고찰-)

  • Over the past three decades, Korea has undertaken a series of reforms to improve development policy, plans and programs, including measures to mainstream the environment across all major sectors. Despite of these efforts, there has been still the lack of capacity to fully assess the environmental impacts as well as sustainable implications of development projects and strategies. At the level of regional and sectoral development plans, the development of strategic environmental assessment SEA systems continues to remain at a relatively early stage in the region with fewer examples of fully operational processes or effective practice. This study shows a further information to our understanding of the EIA and SEA systems and their implementation in Korea. It affords a number of insights into strengths and weaknesses of the current action in different countries, and identifies an agenda of needs and options for capacity building for implementing the EIA enactment.

Development of Strategic Environment Assessment Model in Urban Development Plan - In case of Metropolitan Plan - (도시개발 행정계획의 전략환경평가 모델개발 - 광역도시계획에의 사례적용 -)

  • It is essential to consider strategies, spatial planning, and reflection of sustainability for the creation of sound urban spaces. To this end, there is a need for plans that can secure better sustainability through strategic environmental assessment (SEA) of plans. This study examined the literature and available precedent to develop a SEA model for administrative plans for urban development including metropolitan plans, urban master plans and urban management plans. In the course of development of the model, environmental issues associated with the urban plans were analyzed by classifying them into ten categories, including "spatial planning," "conservation planning," "greenbelt systems," "habitats." and etc. according to their rank. Furthermore, those issues were reflected on the development of environmental evaluation indices for the plans. Overall and detailed environmental indices that can be applied to the administrative plans for urban development including metropolitan plans, urban master plans and urban management plans were devised for five stages: (1) Establishment of development goals and strategy, (2) Analysis of current status and characteristics, (3) Conceptualization of spatial structure, (4) Planning for each department, and (5) Execution and management. Sub plans are more detailed and concrete. Criteria based on the evaluation indices, when performing evaluations on plans based on each environmental assessment index in reference to experts and the literature, were used to forecast their effects, i.e. whether they had a positive, negative, or no effect or relationship, or whether their effects was uncertain. Based on the forecasts, this study then presents means to establish more improvable plans. Furthermore, by synthesis of the effects according to each index and integration of the process, plans were analyzed overall. This study reflects the characteristics of the present time period based on issues in the SEA process and techniques in upper level administrative plans being newly established, and presents them according to the stage of each plan. Furthermore, by forecasting the effect of plans by stage, this study presents proposals for improvement, and in this aspect, can be meaningful in promoting plan improvements through SEA.

  • It is well known there are a lot of undeveloped energy resource in the Arctic circle. As global warming enables the use of Arctic sea routes, the interest in Arctic resource development is increasing. Recently, polar neighbors and developed countries are actively promoting construction project in Arctic circle. However, the issue of environmental pollution caused by Arctic resource development has been raised. Today, environmental issues have a significant impact on the success of the project as well as on the costs of Arctic development projects. Therefore, it is necessary to secure a technology related to energy resource development and transportation for the Arctic resource project. In addition, the establishment of strategy for environmental impact assessment (EIA) is important. This paper shows the characteristics and procedures of EIA for developing Arctic resources, and reviews how to construct the systematically management of the necessary information. This system consists of a database required for environmental impact assessment and its application. The system is expected to be utilized for strategic development projects in the Arctic.

  • As a global effort to conservate the environment, life cycle assessment(LCA) which considers the environmental impact through the life cycle of a product, from acquiring of resources to scrapping, has been actively applied. The LCA is a tool to calculate quantitatively the environmental impacts caused by products or services through their life cycles. Eco-efficiency need that express value of environmental impact provision EMU and develops in two forms according to use target of Eco-efficiency as a tool that environmental impact of EMU. It is a strategic instrument which assists stakeholders to understand which products, processes or services to target with future investments and which are not by comparing economic and ecological values. The results stand for aggregated information on economical value and environmental impact. Also, In this method, it is important to derive EPI(Environmental Performance Index) and SPI(Service Performance Index) from the sources available. The following is used as one of Eco-efficiency tools to achieve the target performance of processes, products and services for designer or projector. According to the eco-efficiency methodology for EMU developed in this study, the user definition and the DB design were carried out as a basic design of eco-efficiency S/W.
