국내 서비스 업체의 IT 지배구조 의사결정체계 분석에 관한 사례연구: 'A', 'B'사 비교분석 (Structure, Process, Relational Mechanism on IT Governance Activities in Korean Service Company: A Comparative Case)

  • More emphasis has recently been put on the strategic application of IT, the linkage and integration between information system, and business process for value increase of a company's business. Thus, it is high time to redefine the concept of IT governance in order to effectively manage various IT services and assets. However, less attention has been paid to the practical study of domestic firms, compared to in the academic and industrial level. In this study, the current situation of IT governance setup and various factors for future development will be examined by a case study to explore activities, types, and determinants of decision making process that companies are currently conducting regarding IT governance. For the purpose of comparative analysis, two large enterprises were chosen with similar size of sales and high investment rate for IT within the same industry, and in-depth analysis was conducted based on the interviews of the concerned parties and in-house materials, from the perspective of structure, process, and relational mechanism. By the case study on IT governance of company 'A' and 'B', decision making mechanism and factors will be analyzed, which will indicate detailed characteristics of each decision-making field and its components for general application. By doing so, it is expected to be used as reference in building IT governance that fits the environment of a firm in the future.

Future Urban Transportation Technologies for Sustainability with an Emphasis on Growing Mega Cities: A Strategic Proposal on Introducing a New Micro Electric Vehicle Segment

  • The current transportation regime is largely based on two alternatives: (1) fixed route public transit, and (2) private ownership of internal combustion engine (ICE) powered vehicles per households. This paper analyzes one possible transportation alternative, Micro Electric Vehicles or MEVs, and compares with the ICE vehicles in terms of social, economic and environmental benefits, especially emphasizing its environmental advantage over ICE vehicles for future sustainability. While some representative models of MEVs exist in a limited market capacity, but global technical standards are generally insufficient and non-homogenous across nations, which restricts the development of the proposed transportation sector. The focus of this paper is to analyze the characteristics and potential benefits of MEVs in economical and environmental perspectives, including development status and technical standards, with a particular focus in the E.U., the U.S., Japan, and Korea. Based on the data of analysis, this paper aims to derive and propose a cooperative and adaptive global policy framework designed to speed up adoption and expansion of the global MEV market, including passenger and utility vehicles. We propose MEV to be a new mobility segment in the global transportation market because of their advantage in environmental impact, sustainability, overall cost of ownership, and safety.

  • Globalization of economy brings both opportunities and threats especially for companies in developing countries such as Korea. Globalization is an opportunity because it may expand the size of market for the company where globalization brings a threat for developing global competitiveness. If the company has already built competitive advantage in its business domain, the company can easily transfer market growth to profit improvement. However, if the company has not developed competitive advantage, globalization of economy will give a serious threat for the survivor of the company. The company might lose its own domestic market share. For the less famous brand of product or company name, international expansion is a challenging strategy. The study evaluated organizational performance of companies that try international expansion by utilizing Miles and Snow's strategy typology. We clustered organizations based on their strategy typology (prospector, analyzer, defender, and reactor) in view of the level of product diversification, new product development instances, level of localization, and autonomy of foreign subsidiary. With the strategy typology, we evaluated international strategy in view of product competitiveness, marketing strategy, human resource strategy, and organizational strategy. The regression result demonstrates that the performance of the company is significantly higher when the company employs prospector strategy. We also found out that product quality and emphasis for developed countries in international expansion are the most important factors for success.

A Comparative Analysis of Healthcare-Associated Infection Policy in South Korea and Its Implications in Coronavirus Disease 2019

  • Background: Infection prevention and control (IPC) to manage healthcare-associated infection (HCAI) has emerged as one of the most significant public health issues in Korea. The purpose of this study is to draw implications in IPC policies by analyzing the context, process, and major actors in policy development and comparatively analyzing IPC policy contents of Korea with three other countries. Additionally, IPC policies were analyzed in the context of coronavirus disease 2019 (COVID-19) to provide implications for future pandemics and HCAI events. Methods: This study incorporates a qualitative approach based on document and content analysis, applying codes and thematic categorization. IPC policy contents are comparatively analyzed by adopting the concept model, developed by the World Health Organization, which consists of core components of IPC structure at the national and facility level. Results: National IPC policies were developed within a complex social and political context, through the involvement of various stakeholders. IPC policies in Korea place a high emphasis on establishing IPC programs and built environments in healthcare facilities, whereas there were potentials for improvement in policies involving patients and promoting a safety culture. IPC policies, which currently focus on general hospitals and certain functions of hospitals, should further be expanded to target all healthcare facilities and functions, to ensure more efficient and sustainable IPC responses in the current and future disease outbreaks. Conclusion: IPC is a complex policy arena and lessons learned from the analysis of existing policies in the context of COVID-19 should provide valuable strategic implications for future policies.

폭력을 경험한 119구급대원의 대처에 대한 인식유형 (Types of perception of coping behaviors of 119 emergency medical technicians who have experienced violence)

  • Purpose: The purpose of this study was to provide basic data for developing strategic programs based on the types of perception to aid in the coping strategy of 119 emergency medical technicians who experienced have violence. Methods: The subjects were 119 emergency medical technicians working out of hospitals in Korea. Data were collected from March 10, 2019, to June 30, 2019. Q samples of 37 statements and P samples of 36 persons were taken using PC QUANL software. Results: As a result of the study, four types of coping with violence experiences were identified; these four types explained 53.79% of all variables from the examination. The types were labeled as the cooperation seeking and manual emphasis type, emotional suppression and stability seeking type, active response and business continuation type, communication empathy and recovery effort type. Conclusion: The Fire Department requires institutional measures to lower violence during field activities, and it will be necessary to develop a policy according to the type of perception of coping behaviors.

Evaluating the Competitiveness of Cargo Airports using Best-Worst Method

  • The global economy and the air transport business have been affected since the spread of the COVID-19 pandemic. As countries tighten restrictions on international movements, the growing emphasis on air cargo puts pressure on airports to maintain and upgrade their cargo policies, facilities, and operations. Hence, ensuring the competitiveness of cargo airports becomes pivotal for airports survival under the volatile global demand. The study aims to evaluate the importance of the competitiveness factors for cargo airports and identify areas for further improvement. The study applies the Best-Worst Method (BWM) to assess the cargo airports' competitiveness factors: 'Transport Capacity,' 'Airport Operations and Facility Capacity,' 'Economic Growth,' 'Financial Performance,' and 'Airport Brand Value.' The selected airports include Heathrow Airport, Aéroport de Paris-Charles de Gaulle, Hong Kong International Airport, and Incheon International Airport. The results identify 'Transport Capacity' as the most significant competitiveness factor, and Hong Kong International Airport the best performing cargo airport. This research forms a reference framework for evaluating cargo airports' competitive position, which may help identify airports' relative strengths and weaknesses. Moreover, this framework can also serve as a tool facilitating the strategic design of airports that may accommodate both air cargo and passenger demand flexibly under the demand uncertainty.

해안침식 환경평가 현황 및 개선방안 연구 (A Preliminary Study on the Status and Improvement of the Environmental Assessment of Coastal Erosion in Korea)

  • 본 연구는 우리나라 환경평가제도에서 해안침식 문제를 합리적으로 다루기 위한 시도의 일환으로 기존 환경평가서를 대상으로 해안침식 환경평가 현황을 조사 분석하였으며 이를 토대로 기술적 제도적 개선방안을 제시하였다. 해안침식 검토가 필요한 개발계획은 전체 검토사업 중 약 20%를 차지하였으며 사업규모가 클수록 그 비율은 증가하였다. 환경평가 대상사업 중 해안침식 검토가 필요한 사업에 대한 재정비와 함께 현재 검토가 이루어지고 있는 사업에 대해서도 항목설정, 영향예측, 및 사후관리 등 전반적인 개선이 필요한 것으로 나타났다. 본 연구에서는 현황에 대한 개선방안으로 작성규정 재정비, 관련 가이드라인 개발, 누적영향평가 실시 등을 제시하였다. 또한 해안침식 영향평가의 과학적 불확실성을 감안할 때 사후관리가 주요한 과정으로 인식되어야 하며 해안침식과 관련하여 사후관리 기간의 재검토, 과학적 보상방안 도입 및 사후관리 기관의 설치 등의 제도적 개선방안을 제시하였다. 더불어 연안토사의 효율적 관리를 위한 국가종합정책의 개발이 필요하며, 전략 환경평가를 통한 이들 정책 및 계획의 합리성을 검토하고 사업환경평가를 통하여 일관성이 유지되는 과정이 구축되어야 한다.

공급사슬 내에서 품질지향적 기업문화가 지속가능경영성과에 미치는 영향에 관한 실증연구 (An Empirical Study on the Impact of Quality Oriented Corporate Culture on Sustainability Management Performances)

  • Purpose - Environmental issues, climatic changes, and greenhouse gases are problems to be solved at a global level. With an increased emphasis on the environmental and social responsibility of the management of companies, the manner in which companies approach quality-oriented culture and their individual sustainability management are being discussed as truly important issues to help them secure their competitiveness and growth strategies. This study proposes strategic directions to help manufacturers not only in expanding their competitive quality-oriented company culture but also in strengthening their sustainability management abilities. This study conducts a literature review and empirical research to examine how significantly the variables of a quality-oriented company culture, customer-centered management, and process-centered and supply chain management-centered cooperation affect sustainability management performance in relation to economic profitability, environmental integrity, and social responsibility. Research design, data, and methodology - To verify research models and hypotheses, the study examined 170 companies using a questionnaire survey conducted over six weeks, and involved the performance of data analysis on 146 samples. Questionnaire responses were calibrated based on a Likert scale. The study used the Smart PLS 2.0 program designed for PLS (partial least squares), an analysis instrument of SEM (structural equation modeling). The study then verified empirical research hypotheses working on reliability analysis, validity analysis, factorial analysis, and path analysis. Results - Among the nine hypotheses, four are accepted and the rest are rejected. A quality-oriented company culture focusing on customer-centered management significantly influenced the maintainability management performance of environmental integrity and social responsibility, while economic profitability was dismissed. A process-focused quality-oriented company culture was significantly concerned with economic profitability but not with environmental integrity or social responsibility. A supply-chain cooperative company culture had a significant effect on economic profitability but not on environmental integrity or social responsibility. Conclusion - This study proposes strategic directions to help manufacturers expand their competitive quality-oriented company culture as well as strengthen abilities with sustainability management. It conducts a literature review and empirical research to examine how significantly the variables of quality-oriented company culture, customer-centered management, and process-centered and supply chain management-centered cooperation affect sustainability management performance in relation to economic profitability, environmental integrity, and social responsibility. There are two main conclusions. First, companies should consider the need for social responsibility management and environmental transparent management-focused maintainability management as avenues to create new markets and business, thereby helping the companies secure a reputation for having a customer and process-centered quality-oriented company culture by creating shared values between supply chains and enabling win-win situations through cooperation. Second, we are marching towards a creative win-win era from a society of conflicts and ruptures. Companies should understand that social responsibility management and supply chain management (SCM)-focused cooperation are the foundations of sustainable development, as they try to improve their culture while pursuing both win-win relationships with interested parties and equity in various conflictive relations.

산업의 지식집약화를 위한 혁신체제 구축 방향 (Building an Innovation System for Industrial Development in a Knowledge based Economy)

  • 1990년대 들어 지식기반경제 시대의 도래와 더불어 산업의 경쟁력 제고와 지역간 균형발전을 동시에 도모하기 위한 혁신체제(innovation system)의 중요성이 북미 및 유럽을 중심으로 논의되고 있다. 이에 따라 본 연구는 이와 관련된 이론 및 정책사례를 검토하여 혁신체제의 개념 및 프레임웍을 정립하고 기업의 혁신행태, 네트워크 유형, 정책수요에 대한 설문조사 결과를 바탕으로 우리 산업에 적합한 혁신체제 구축 방향을 모색하였다. 혁신체제는 혁신주제간의 연계를 파악하기 위한 개념적 분석체계로서 산업 클러스터를 중심으로 가치사슬(Value chain)을 구성하는 기업간 혹은 기업과 지식하부구조간의 네트워크 형성을 위한 제도적 환경(framework condition)을 말한다. 본 연구는 우리 실정에 적합한 혁신체제의 구축을 위해서는 특정 산업을 중심으로 클러스터 형성과 네트워크 활성화하기 위한 3개 분야의 혁신시설 및 제도를 정비.확충하고, 이들을 지역 여건과 전략산업의 특성에 따라 우선 순위와 운영체계를 차별화시키는 것이 필요함을 제시하였다. : $\circled1$ 생산-과학기술 혹은 생산기업지원의 직접적인 연계를 담당할 시스템 연계기관의 확충, $\circled2$ 간접적인 연계 및 기업지원의 단일 창구로서 지역 플랫폼 설립, $\circled3$ 지역 여건과 산업 특성에 적합한 다양한 산업발전 전략을 수립.추진하기 위한 지역발전 기구의 설립.
