This paper takes precautions proposals against prospective disasters from the space weather maximum in 2013. A geomagnetic space storm sparked by a solar maximum like the one that flared toward earth is bound to strike again and could wreak havoc across the modern world. The purpose of the study is that the disaster reduction and safety service implementation study on the ultimate space weather systems by the information systems of the space weather. The process methods of the study are that an implementation of preparation for the smart IT and GIS based disaster management systems of the solar maximum deal with analysis on the flare, solar proton event, and geomagnetic storm from space blasters, These approach and methods for the solar maximin display national policy implementation of the pattern of the radio wave disasters from the protection and preparation methods. This research can provide affective methods for the saving lives and property protections that implementation of the disaster prediction and disaster prevention systems adapts the smart IT systems and converged decision making support systems using uGIS methodology.
Globally, abnormal climate phenomena have led to an increase in rainfall intensity, consequently causing a rise in flooding-related damages. Agricultural areas, in particular, experience significant annual losses every year due to a lack of research on flooding in these regions. This study presents a comprehensive analysis of the flood event that occurred on July 16, 2017, in the agricultural area situated in Sindaedong, Heungdeok-gu, Cheongju-si. To achieve this, the EPA (United States Environmental Protection Agency) Storm Water Management Model (SWMM) was employed to generate runoff data by rainfall information. The produced runoff data facilitated the identification of flood occurrence points, and the analysis results exhibited a strong correlation with inundation trace maps provided by the Ministry of the Interior and Safety (MOIS). The detailed output of the SWMM model enabled the extraction of time-specific runoff information at each inundation point, allowing for a detailed understanding of the inundation status in the agricultural area over different time frames. This research underscores the significance of utilizing the SWMM model to simulate inundation in agricultural areas, thereby validating the efficacy of flood alerts and risk management plans. In particular, the integration of rainfall data and the SWMM model in flood prediction methodologies is expected to enhance the formulation of preventative measures and response strategies against flood damages in agricultural areas.

This study collected the latest 30-year (1976~2005) continuous rainfall data hourly recorded at 61 meterological observatories in Korea, and the continuous rainfall data was divided into individual rainfall events. In addition, distribution charts of average rainfall event-depth were created to facilitate the application to the overflow risk-based design of detention storage basin. This study shows that 4 hour is appropriate for SST (storm separation time) to separate individual rainfall events from the continuous rainfall data, and the one-parameter exponential distribution is suitable for the frequency distribution of rainfall event depths for the domestic rainfall data. The analysis of the domestic rainfall data using SST of 4 hour showed that the individual rainfall event was 1380 to 2031 times, the average rainfall event-depth was 19.1 to 32.4mm, and ranged between 0.877 and 0.926. Distribution charts of average rainfall event-depth were created for 4hour and 6 hour of SST, respectively. The inland Gyeongsangbuk-do, Western coastal area and inland of Jeollabuk-do had relatively lower average rainfall event-depth, whereas Southern coastal area, such as Namhae, Yeosu, and Jeju-do had relatively higher average rainfall event-depth.

In recent, the series of extreme storm events were occurred by those continuous typhoons and the severe flood damages due to the loss of life and the destruction of property were involved. In this study, we call Mega flood for the Extreme flood occurred by these successive storm events and so we can have a hypothetical Mega flood by assuming that a extreme event can be successively occurred with a certain time interval. Inter Event Time Definition (IETD) method was used to determine the time interval between continuous events in order to simulate Mega flood. Therefore, the continuous extreme rainfall events are determined with IETD then Mega flood is simulated by the consecutive events : (1) consecutive occurrence of two historical extreme events, (2) consecutive occurrence of two design events obtained by the frequency analysis based on the historical data. We have shown that Mega floods by continuous extreme rainfall events were increased by 6-17% when we compared to typical flood by a single event. We can expect that flood damage caused by Mega flood leads to much greater than damage driven by a single rainfall event. The second increase in the flood caused by heavy rain is not much compared to the first flood caused by heavy rain. But Continuous heavy rain brings the two times of flood damage. Therefore, flood damage caused by the virtual Mega flood of is judged to be very large. Here we used the hypothetical rainfall events which can occur Mega floods and this could be used for preparing for unexpected flood disaster by simulating Mega floods defined in this study.

Many rainfall-runoff model, which is applied discharge calculation for effective water-resource planning and management needs topographic and parameter of basin character. But it is very difficult to apply real a phase. Accordingly in this study filling up these problems. Applying GIS(geographic information system) through environment creating input data or concerning with GIS and rainfall runoff model. We built environment that analyze hydrograph showing discharge variation by time. GIS software for constructing input data is used by ArcView. For analysis of hydrograph in Basin, TOPMODEL applied topographic index. Besides for estimate of appliance to rainfall-runoff model, simple storm event and complex storm event are applied rainfall data which was before.
The objective of this study was to analyze the flood stage considering the uncertainty caused by the river roughness coefficients and discharge. The methodology of this study involved the GLUE (Generalized Likelihood Uncertainty Estimation) to quantify the uncertainty bounds applying three different storm events. The uncertainty range of the roughness was 0.025~0.040. In case of discharge, the uncertainty stemmed from parameters in stage-discharge rating curve, if h represents stage for discharge Q, which can be written as $Q=A(h-B)^C$. Parameters in rating curve (A, B and C) were estimated by non-linear regression model and assumed by t distribution. The range of parameters in rating curve was 5.138~18.442 for A, -0.524~0.104 for B and 2.427~2.924 for C. By sampling 10,000 parameter sets, Monte Carlo simulations were performed. The simulated stage value was represented by 95% confidence interval. In storm event 1~3, the average bound was 0.39 m, 0.83 m and 0.96 m, respectively. The peak bound was 0.52 m, 1.36 m and 1.75 m, respectively. The recurrence year of each storm event applying the frequency analysis was 1-year, 10-year and 25-year, respectively.
Halo coronal mass ejections (CMEs) originating from solar activities give rise to geomagnetic storms when they reach the Earth. Variations in the geomagnetic field during a geomagnetic storm can damage satellites, communication systems, electrical power grids, and power systems, and induce currents. Therefore, automated techniques for detecting and analyzing halo CMEs have been eliciting increasing attention for the monitoring and prediction of the space weather environment. In this study, we developed an algorithm to sense and detect halo CMEs using large angle and spectrometric coronagraph (LASCO) C3 coronagraph images from the solar and heliospheric observatory (SOHO) satellite. In addition, we developed an image processing technique to derive the morphological and dynamical characteristics of halo CMEs, namely, the source location, width, actual CME speed, and arrival time at a 21.5 solar radius. The proposed halo CME automatic analysis model was validated using a model of the past three halo CME events. As a result, a solar event that occurred at 03:38 UT on Mar. 23, 2014 was predicted to arrive at Earth at 23:00 UT on Mar. 25, whereas the actual arrival time was at 04:30 UT on Mar. 26, which is a difference of 5 hr and 30 min. In addition, a solar event that occurred at 12:55 UT on Apr. 18, 2014 was estimated to arrive at Earth at 16:00 UT on Apr. 20, which is 4 hr ahead of the actual arrival time of 20:00 UT on the same day. However, the estimation error was reduced significantly compared to the ENLIL model. As a further study, the model will be applied to many more events for validation and testing, and after such tests are completed, on-line service will be provided at the Korean Space Weather Center to detect halo CMEs and derive the model parameters.

In result, the implementation of the communication disaster management systems deals with the smart IT converged GIS analysis on the flare, solar proton event, geomagnetic storm to the effects of the geomagneticsphere, ionosphere and troposphere from solar maximum. This research can provide affective methods for the saving lives and property protections that implementation of the disaster prediction and disaster prevention systems adapts smart IT systems and converged high tech information systems using decision making support systems of the GIS methodology.
Udo Rhodolith Beach is a small-scale, mixed sand-and-gravel beach embayed on the N-S trending rocky coast of Udo, Jeju Island, South Korea. This study analyzes the short-term topographic changes of the beach during the extreme storm conditions of four typhoons from 2016 to 2020: Chaba (2016), Soulik (2018), Lingling (2019), and Maysak (2020). The analysis uses the topographic data of terrestrial LiDAR scanning and drone photogrammetry, aided by weather and oceanographic datasets of wind, wave, current and tide. The analysis suggests two contrasting features of alongshore topographic change depending on the typhoon pathway, although the intensity and duration of the storm conditions differed in each case. During the Soulik and Lingling events, which moved northward following the western sea of the Jeju Island, the northern part of the beach accreted while the southern part eroded. In contrast, the Chaba and Maysak events passed over the eastern sea of Jeju Island. The central part of the beach was then significantly eroded while sediments accumulated mainly at the northern and southern ends of the beach. Based on the wave and current measurements in the nearshore zone and computer simulations of the wave field, it was inferred that the observed topographic change of the beach after the storm events is related to the directions of the wind-driven current and wave propagation in the nearshore zone. The dominant direction of water movement was southeastward and northeastward when the typhoon pathway lay to the east or west of Jeju Island, respectively. As these enhanced waves and currents approached obliquely to the N-S trending coastline, the beach sediments were reworked and transported southward or northward mainly by longshore currents, which likely acts as a major control mechanism regarding alongshore topographic change with respect to Udo Rhodolith Beach. In contrast to the topographic change, the subaerial volume of the beach overall increased after all storms except for Maysak. The volume increase was attributed to the enhanced transport of onshore sediment under the combined effect of storm-induced long periodic waves and a strong residual component of the near-bottom current. In the Maysak event, the raised sea level during the spring tide probably enhanced the backshore erosion by storm waves, eventually causing sediment loss to the inland area.

This study proposed a methodology for evaluating the radar rainfall data, whose basic idea is similar to the analysis of variance in statistics. This method enables us to represent separately the error from the bias and that from the data variability. The proposed method was then applied to two storm events for its evaluation. As results, the error from the bias was found to comprises most of the raw radar data error, which becomes significantly decreased in the quality improved cases. On the other hand, the error from the data variability was rather increased due to the quality improvement procedure. The proposed methodology was found to be effective for evaluating the data quality of a storm event for steps of quality improvement, but has a limitation for comparing qualities of storm events. This limitation should be implemented for its general application.
