A Study on Making Map of Flood Using Digital Elevation Model (DEM) (수치표고모형 (DEM)을 이용한 침수재해 지도작성에 관한 연구)

  • Recent floodplain data are important for river master plan, storm and flood damage reduction comprehensive plan and pre-disaster impact assessment. Hazard map, base of floodplain data, is being emphasized as important method of non-structural flood prevention and consist of inundation trace map, inundation expected map and hazard information map. Inundation trace map describes distribution of area that damaged from typhoons, heavy rain and tsunamis and includes identified flood level, flood depth and flood time from flooding area. However due to lack of these data by local government, which are foundational and supposed to be well prepared nationwide, having hard time for making inundation trace map or hazard information map. To overcome this problem, time consumption and budget reduction is required through various research. From this study, DEM (Digital Elevation Model) from image material from UAVS (Unmanned Aerial Vehicle System) and numeric geographic map from National Geographic Information Institute are used for calculating flooding damaged area and compared with inundation trace map. As results, inundation trace map DEM based on image material from UAVS had better accuracy than that used DEM based on numeric geographic map. And making hazard map could be easier and more accurate by utilizing image material from UAVS than before.

Parameter Optimization of Long and Short Term Runoff Models Using Genetic Algorithm (유전자 알고리즘을 이용한 장·단기 유출모형의 매개변수 최적화)

  • In this study, parameters of long and short term runoff model were optimized using genetic algorithm as a basic research for integrated water management in a watershed. In case of Korea where drought and flood occurr frequently, the integrated water management is necessary to minimize possible damage of drought and flood. Modified TANK model was optimized as a long term runoff model and storage-function model was optimized as a short term runoff model. Besides distinguished parameters were applied to modified TANK model for supplementing defect that the model estimates less runoff in the storm period. As a result of application, simulated long and short term runoff results showed 7% and 5% improvement compared with before optimized on the average. In case of modified TANK model using distinguished parameters, the simulated runoff after optimized showed more interrelationship than before optimized. Therefore, modified TANK model can be applied for the long term water balance as an integrated water management in a watershed. In case of storage-function model, simulated runoff in the storm period showed high interrelationship with observed one. These optimized models can be applied for the runoff analysis of watershed.

  • In recent years, hazardous flash flooding has caused deaths and damage to infrastructure in Saudi Arabia. In this paper, our aim is to assess patterns and trends in climate means and extremes affecting flash flood hazards and water resources in Saudi Arabia for the purpose to improve risk assessment for forecast capacity. We would like to examine temperature, precipitation climatology and trend magnitudes at surface stations in Saudi Arabia. Based on the assessment climate patterns maps and trends are accurately used to identify synoptic situations and tele-connections associated with flash flood risk. We also study local and regional changes in hydro-meteorological extremes over recent decades through new applications of statistical methods to weather station data and remote sensing based precipitation products; and develop remote sensing based high-resolution precipitation products that can aid to develop flash flood guidance system for the flood-prone areas. A dataset of extreme events has been developed using the multi-decadal station data, the statistical analysis has been performed to identify tele-connection indices, pressure and sea surface temperature patterns most predictive to heavy rainfall. It has been combined with time trends in extreme value occurrence to improve the potential for predicting and rapidly detecting storms. A methodology and algorithms has been developed for providing a well-calibrated precipitation product that can be used in the early warning systems for elevated risk of floods.

  • 최근 세계적으로 기후변화에 따라 자연재해에 의한 피해가 대형화, 가속화 되면서 이를 예측하고 대응할 수 있는 체계적이며 국내 특성을 반영할 수 있는 피해예측 시스템의 필요성이 제기되고 있다. 국내에서는 경험적 통계기반의 강우예측에 대한 연구가 주로 진행되었으며, 강풍에 대한 연구는 부족한 상황이다. 본 연구는 기존의 연구와는 달리 모델링을 통한 예측이 아닌 실제 발생한 강풍 피해 자료를 기반으로 풍속에 따른 피해액을 예측할 수 있는 강풍 피해예측 단순회귀모형을 개발하는 것을 목적으로 한다.

Production of Flood Expectation Map in the Reclaimed Land Using 3-D Spatial Information (3차원 공간정보를 이용한 해안 매립지역 침수예상도 제작)

  • Recently, coastal damage according to the natural disaster like storm-surge, overflowing of the sea has been massively increased. In case of earth fill at the seaside, there are a lot of weak areas of the natural disaster and it has also high possibility that a large disaster happens. Thus flood expectation map in the reclaimed land using 3D spatial information was produced in this study. The area around Myungji, Kangsugu, Busan which was made with the large scale earth fils at the seaside was designated as a study area. Observation of both costal datum and ground height using the tidal date and field surveying dates was conducted. Terrain model using the GIS program was produced and than 3D building model was produced using 3D MAX. It was shown that there are possibility more than 50% if over 4.5m storm-surge is happening, as a result of calculating the virtual flooded area on the produced cartographic map.

  • The increase in the area of impervious water due to the recent abnormal weather conditions and rapid urbanization led to a decrease in the amount of low current, resulting in an increase in the amount of surface runoff. Increased surface runoff is causing erosion, destruction of underwater ecosystems, human and property damage in urban areas due to flooding of urban river. The damage has been increasing in Korea recently due to localized heavy rains, typhoons and floods. As a countermeasure, the Busan Metropolitan Government will proceed with the creation of the Eco-Delta City waterfront zone in Busan with the aim of creating a future-oriented waterfront city from 2012 to 2023. Therefore, the current urban river conditions and precipitation data were collected by utilizing SWMM developed by the Environment Protection Agency, and the target basin was selected to simulate flood damage. Measures to reduce flood damage in various cases were proposed using simulated data. It is a method to establish a disaster prevention plan for each case by establishing scenario for measures to reduce flood damage. Considering structural and non-structural measures by performing an analysis of the drainage door with a 30-year frequency of 80 minutes duration, the expansion effect of the drainage pump station is considered to be greater than that of the expansion of the drainage door, and 8 scenarios and corresponding alternatives were planned in combination with the pre-excluding method, which is a non-structural disaster prevention measure. As a result of the evaluation of each alternative, it was determined that 100㎥/s of the pump station expansion and the pre-excluding EL.(-)1.5m were the best alternatives.

Meteorological Disaster of Jeju Island in Chosun Dynasty and the Response Aspect of Government and Islanders (조선시대 제주도의 기상재해와 관민(官民)의 대응 양상)

  • This study examined the meteorological disaster of Jeju Island in Chosun Dynasty based on historical documents, and analyzed how its government and Jeju Islanders responded to this. Recording cases of abnormal weather days of Jeju Island in Chosun Dynasty were most in 17th Century, and then in 18th Century, 16th Century, 15th Century, and 19th Century in order. For the type of meteorological disaster, storm damage was most serious, and then flood disaster, drought disaster, and snow damage were in order. For the region, Jejumok was mostly damaged from storm and flood, and Daejeonghyeon was mostly from drought. Once meteorological disaster occurred, it was a common thing that it continued with famine. The Chosun government relieved Jeju Islanders by moving the grains of mainland into Jeju Island, and for this, installed Galdujin warehouse, Naripo warehouse, and Jemin warehouse. Also, it tried to resolve chronic famine by moving Jeju people into mainland such as Pyeong'an-do. Corresponding to severe weather, the farmers of Jeju Island implemented agricultural methods such as Dapjeon, Baryeong, molding, and wind-breaking; and the seamen conducted unique arts of navigation such as Hwanjeon, and gravel shipment.

  • The coast has been known as very vulnerable area. This area has nature disasters such as typhoon, tidal wave, flood and storm almost every year. In this study, coast vulnerable area information management system was developed to manage the coastal facilities and vulnerable area through Web GIS. This system is able to visualize the damage area and support the official work related to coast as efficient DSS(Decision Supporting System). Moreover, the foundation for domestic coast information management is expected by acquiring less cost and time. For this, GIS DB was first constructed by acquiring damage factor data such as typhoon, tidal wave, flood and storm. Then GIS analysis methods and high resolution satellite images are used to possibly present the results of retrieve as table, map, graph, inundation simulation in real time.

Estimation of Mega Flood Using Mega Rainfall Scenario (거대강우 시나리오를 이용한 거대홍수량 산정)

  • In recent years, flood due to the consecutive storm events have been occurred and property damage and casualties are in increasing trend. This study calls the consecutively occurred storm events as a mega rainfall scenario and the discharge by the scenario is defined as a mega flood discharge. A mega rainfall scenario was created on the assumption that 100-year frequency rainfall events were consecutively occurred in the Gyeongancheon stream basin. The SSARR (Streamflow Synthesis and Reservoir Regulation) model was used to estimate the mega flood discharge using the scenario in the basin. In addition, in order to perform more reasonable runoff analysis, the parameters were estimated using the SCE_UA algorithm. Also, the calibration and verification were performed using the objective functions of the weighted sum of squared of residual(WSSR), which is advantageous for the peak discharge simulation and sum of squared of residual(SSR). As a result, the mega flood discharge due to the continuous occurrence of 100-year frequency rainfall events in the Gyeongan Stream Basin was estimated to be 4,802㎥/s, and the flood discharge due to the 100-year frequency single rainfall event estimated by "the Master Plan for the Gyeongancheon Stream Improvement" (2011) was 3,810㎥/s. Therefore, the mega flood discharge was found to increase about 992㎥/s more than the single flood event. The results of this study can be used as a basic data for Comprehensive Flood Control Plan of the Gyeongan Stream basin.

도시 소하천 개발에 따른 유출 변화량의 모의기법에 관한 연구

  • The objectives of this study Is to evaluate the total runoff yield, peak flow and peak flow travel time depending on the urbanization, return period and rainfall patterns at the downstream of Manchon urban watershed in TaeGu City. SWM(Storm Water Management Model) is used for runog analysis based on 5 different steps of urbanization and 4 different types of Hufrs quartile according to 8 return periods. It is analyzed that the order of total runoff yield according to raiun patterns is Huffs 4, Huffs 2. Huffs 3 and Huffs 1 quartile, that of peak flow magnitude is Huffs 2, Huffs 1, Huffs 4 and Huffs 3 quartile at present development ratio. under the 60, 70, 80 and 90ft of urbanization to the 50% of urbanization by means of the rainfall patterns, the mean Increasing ratio of total runoff yield for each case is 4.55, 11.43, 16.07 and 20.02%, that of peak flow is 5.82, 13.61, 17.15 and 18.83%, the mean decreasing ratio of peak flow travel time Is 0.00, 2.44, 5.07 and 6.26%, the mean increasing ratio of runoff depth Is 4.51, 11.42, 16.02 and 20.05% respectively. the mean increasing ratio of total runoff yield by means of each and 19.71%. Therefore, as the result of this study. it can be used for principal data as to storm sewage treatment and flood damage protection planning in urban small watershed.
