  • Water supply facilities are recently getting larger according as domestic waterworks become multi regional water supply system. Large water supply facilities generally consist of the intake pumping station, water treatment station and water supply & distribution facilities. Although pumping stations and pipeline systems are used to pump up water, it often happens pipeline damage and flooding accident by the water hammer. As a result of this study, a pumping station is guaranteed by the computer simulation and field test analysis. Therefore these are contributed safety operation in pumping station through adjustment of the pumping station safety plan, air valve and valve closing time.

  • As accident rate have been reduced into half since 2005, no train accident fatality occurred in recent year. Level crossing accident also been reduced that no more than 5 fatalities occurred every year. As a result 98% of accident fatalities occurred in station and track. So railway station safety measures are more and more important but only few research have been done on railway station safety. In this study status on safety measures on railway stations are reviewed and basic research have been done based on expert interview for the development of new safety measures.

지하철 역사에서의 계단 및 개찰구 군중흐름에 관한 연구 (The Study of Crowd Movement in Stair and Turnstile of Subway Station)

  • Most of subway stations are located underground and the number of passengers is far more than that of designed value, therefore the risk of accident is growing bigger and serious damage is expected in case of disaster. In Korea the period of evacuation study is short and numerical and experimental data of evacuation phenomena in subway station is rare. Many egress evaluation depend on foreign commercial S/Ws which are not yet proven its availability in special case such as subway station. In this paper outflow coefficients which are essential in egress evaluation are calculated at train door, stairway and turnstile at 3 most crowed subway stations. This numerical data can be used in prediction of egress evaluation and the result of other prediction methods can be verified with these experimental data.

  • In this study, the components of packaged hydrogen filling station were analyzed and risk factors were examined. Risk scenarios were constructed and quantitative risk assessments were conducted through a general risk assessment program (phast/safeti 7.2). Through the risk assessment, the range of damage according to accident scenarios and the ranking that affects the damage according to the risk factors are listed, and scope of damage and countermeasures for risk reduction are provided. The quantitative risk assessment result of the packaged hydrogen filling station through this task will be used as the basic data for improving the safety of the packaged filling system and preparing safety standards.

  • Hydrogen infrastructure is expanding. High-capacity hydrogen refueling stations offer advantages because they can refuel a variety of light and heavy-duty vehicles, and multi-port refueling technology is developing to reduce charging time for heavy-duty vehicles. In this study, we suggest directions to lower the risk by analyzing the risk factors for each process involved in the installation of a high-capacity multi-port hydrogen refueling station in Changwon city. We conducted both qualitative and quantitative risk assessments of the equipment to evaluate the station. A hazard and operability study was performed for qualitative risk assessment, and PHAST/SAFETI were used for quantitative risk assessment. Quantitative risk assessment was used to calculate the consequence analysis of the facility to ensure secure design prior to station development and to predict individual and societal risks in various scenarios. As a result, the station's risk level was determined to be as low as reasonably practicable.

  • 본 연구에서는 수소충전소에 대한 교육 및 가상체험 프로그램을 구축하였으며, 수소와 안전모듈, 수소 충전소 모듈, 가상현실 체험공간 모듈 및 전문가 그룹을 대상으로 한 사고 시나리오 모듈 4가지로 구성되었다. 본 프로그램을 통해 사용자는 수소충전소 이론과 운전상태를 간접적으로 체험하고, 수소충전소 관련 정보를 습득할 수 있다. 또한 수소충전소에서 발생이 가능한 다양한 유형의 사고 시나리오 체험과 수소충전소의 안전운전과 사고대응을 위한 emergency response plan 및 standard operating procedure를 습득하여 관련 종사자에게 실질적인 사고발생 메커니즘과 그에 따른 대응방안에 대한 교육 및 안전홍보가 가능하다. 본 연구를 통하여 개발된 버츄얼리얼리티 프로그램은 수소에너지 시장도입에 필수적인 수소충전소 기술개발 및 건설 활성화에 도움이 될 것으로 기대된다.

부천 LPG 충전소 사고 원인에 대한 연구 (Discussions on the Cause of Bucheon LPG Station Accident)

  • Cause of Bucheon LPG refueling station accident could not be clearly verified because of opposite talking of men reponsible for the accident the accident, damaged by BLEVE and fire, and no systematic fire investigation. After two and half years, recently first judgement has been carried out. But competitive arguement is going on and first leak point of massive LPG will not be clearly identified with evidences acquired by now. This accident gave us many instructions and advices. Specially, massive LPG leak can result in pool fire and safety of underground-installed storage tank is proved by no damage in the strong BLEVE.

수소 충전 시스템의 안전성 평가에 관한 연구 (A study on the safety assessment of Hydrogen refueling system)

  • Hydrogen energy is expanding in range for civil use together with development of pollution-free power sources recently, and it is judged that the use of hydrogen will increase more as a part of carbon dioxide reduction measures according to the Climatic Change Convention. Especially, it is thought that the securement of safety of the used dispenser will be the biggest obstacle in the use of high-pressure hydrogen because the hydrogen station is operated in a high pressure. This study found risks in the process and problems on operation by making use of HAZOP(6 kinds), a qualitative safety evaluation technique, and FMEA(5 kinds), a fault mode effect analysis, for the hydrogen charging system at a hydrogen gas station, derived 6 risk factors from HAZOP and 5 risk factors from FMEA, and prepared measures for it.

  • A station blackout experiment called SBO-01 was performed at the ATLAS facility. From the SBO-01 test, the station blackout scenario can be characterized into two typical phases: A first phase characterized by decay heat removal through secondary safety valves until the SG dryouts, and a second phase characterized by an energy release through a blowdown of the primary system after the SG dryouts. During the second phase, some physical phenomena of the change over a pressurizer function, i.e., the pressurizer being full before the POSRV $1^{st}$ opening and then its function being taken by the RV, and the termination of normal natural circulation flow were identified. Finally, a core heatup occurred at a low core water level, although under a significant amount of PZR inventory, whose drainage seemed to be hindered owing to the pressurizer function by the RV. The transient of SBO-01 is well reproduced in the calculation using the MARS code.

지하철정거장 화재에 대한 강구조물의 내화해석 (A Numerical Analysis of Steel Structures on a Subway Station Fire)

  • A fire disaster is very serious in the closing space like subway station. In this study, the simulation on fire diffusion is performed to get the temperature history curve, which is used for the fire resisting structural analysis. Most of subway stations are built by the reinforced concrete structure, but recently steel structures are selected for the larger space or beauty. Steel structures relatively have more weaknesses against fire, so it is necessary to develop the method for evaluating fire-resisting capacity in this kind of structures. The developed method is applied to the subway station in Daegu city. It shows that the developed method can be used to simulate the fire disaster and to get the temperature history curve and evaluate the safety of steel structures against the fire.
