This study aims to explore the critical success factors of the Water Public-Private Partnership (PPP) Projects in developing country with evidence from Indonesia. We all know that water is a basic need and therefore it becomes very important for the governments especially in the developing countries to develop and formulate a comprehensive water policy to deliver and manage the water services in the most appropriate manner as well tackle several challenges such as budget and project efficiency. In this context, PPP is a promising scheme to address the water problems, hence it becomes important to reveal the success factors of water PPP projects. An Analytic Hierarchy Process (AHP) questionnaire built from delphi methods is used to capture the perception of the relevant stakeholders in relation to the success factors. The results of this study show the most critical success factors in PPP water projects is the support and acceptance of the stakeholders from the community, whereas the private and public entities are the the second and third important factors. These findings contribute to the success of the PPP stakeholders by enhancing the policy-making decision process and by executing the water policies to support the development of PPP in the Water Sector.

With the passing of Special Act on Promotion and Support for Urban Regeneration (will be hereafter referred to as the Urban Regeneration Special Act) in December 2013, urban regeneration projects have begun in full scale. 13 regions including Jongno District, Seoul were selected as the urban regeneration leading area in 2014 and 33 regions as urban regeneration general regions in 2015 to push ahead a nationwide urban regeneration front supported by government funds. However, it is not clear if these urban regeneration projects will be revitalized by the sole means of government's financial support. Above all, cooperation among all interested parties including the central government that is propelling urban regeneration, local governments, state corporations, private entities, and citizens is urgent. In an urban regeneration project, delegation between state and private entities is absolutely crucial. The central government and the pertinent local government must provide their support by forming new policies and repairing old institutions that are right for urban regeneration, securing the necessary subsidy, and outsourcing government-owned land development. A state corporation must play its part in every aspect that requires public character such as an overall project management of an urban regeneration project, cooperation with the local government, and infrastructure installation. The private stakeholder must share his private capital and know-hows as a construction investor and a development businessman to make possible a successful urban regeneration project. In order for these public and private entities to cooperate with one another, it is necessary to reestablish the role of a public developer and contemplate running an urban regeneration project that permeates public character through a public developer.

본 연구는 보건복지부, 여성가족부, 문화체육관광부 지원사업을 중심으로 국내 아동·청소년 대상 심리·정서 관련 국가사업 실태를 조사하고, 아동·청소년 대상 미술치료 관련 사업의 현황을 살펴, 개선방안을 모색하는데 목적이 있다. 본 연구를 통해 살펴본 결과 첫째, 국내 공공영역에서 실시되는 정신건강증진사업은 주로 산하기관에 위탁하여 진행되고 있으며, 심리·정서의 진단과 중재, 치료적 개입뿐만 아니라 돌봄 및 예방 차원으로 추진되고 있다. 둘째, 심리·정서 지원사업은 독서, 놀이, 원예, 예술 등 다양한 접근 방법이 시도되고 있으며, 예술 프로그램의 한 분야로 미술치료가 적극 활용되고 있다. 본 연구 통해 살펴본 국가 주도 심리지원 사업실태에 관한 제언은 다음과 같다. 미술치료에 관한 국가사업의 지속적이고 안정적인 추진을 위해서는 타 부처와 연계 및 협력과 함께 효율적인 복지 제공 및 공동 목표의 활용이 무엇보다 중요한 개선방안의 전략이 될 것이다. 본 연구를 통하여 국가정책 사업의 실태를 점검하고, 구체적 실효성의 전략을 모색하는 기회가 되길 바란다.

The existence of material price volatility in construction projects puts forward substantial risks for all parties involved. Depending on the parties involved in the project, type of contracts, and state of the market various risk management strategies are practiced by contracting parties to manage project risks related to price volatility. Unfortunately, in many cases companies fail to select an adequate approach to better manage volatilities of material prices due to the lack of a decision support system to aid in the selection of an appropriate strategy based on the project characteristics. The aim of this study is to identify critical project factors and align them to documented strategies to manage price volatility based on an extensive literature review and industry interviews. This study found Integrated Project Delivery (IPD) as the ideal strategy with respect to project duration; quantitative risk management methods with respect to the cost; and Price Adjustment Clauses (PAC) with respect to the risk allocation, as the top price volatility management strategies.

A high-performing Earned Value Management System (EVMS) can influence project success and help stakeholders meet project objectives. Although EVMS processes are well-supported by technical guidelines and standards, project managers often face challenges related to the project culture, team, resources, and business practices that make up the project environment within which an EVMS is being used. A comprehensive literature review revealed a lack of a data-driven and consistent assessment frameworks that can gauge the environment surrounding EVMS implementation. This paper will discuss the EVMS environment of construction and environmental projects, and examine its impact on cost performance. The authors used a multi-method approach to identify 27 environment factors that make up the EVMS environment, assessing them on 18 construction and environmental projects worth over $2 billion of total cost. Research methods employed include: (1) a literature review of more than 300 references; (2) a survey of 294 respondents; and (3) remote research charrettes with more than 60 participating expert practitioners. Culture (one of the identified environment categories) was found to be relatively more important in terms of its impact on the EVMS environment, followed by people, practices, and resources. These exploratory results show statistically significant differences in cost performance between completed projects with either a good or poor environment, for the sample projects. Key environment factors are outlined, and guidance is provided to practitioners around how to set up an effective EVMS environment in a construction or environmental project to inform decision-making and support achieving the project cost objectives successfully.

Delay on State-Funded Construction Projects (SFCPs) in Dong Thap - a province in Mekong Delta of Vietnam, as many provinces of Vietnam, have caused budget overrun through many recent years. The budget-overrun situations, in turn, have deepened the delay. Identifying critical factors affecting delay SFCPs plays a key role to mitigate negative impact of delay. 134/160 questionnaires were collected from personals working for project owners, consultants, supervisors and contractors in Dong Thap Province. Convenient sampling method was used. EFA was resulted in critical 04 factors with 20 variables caused delay in SFCPs, including: "Project technic, contractor's financial capacity and adjustment role of the government", "Regulation and Policy", "Mutual benefit support and concern between the government and residents", and "Disadvantage of construction site and weather season". Reliable measures to reduce delay on SFCPs are discussed to establish legal corridors to strictly controlling the process, consider mutual benefit between the government and its residents, and evaluating construction conditions. Those measures are considered could be applied in not only Dong Thap province, but most provinces of Vietnam as well.

As amount of information in construction industry is growing, the role of information system in project management is becoming increasingly important. With the emerging IT application to the advancing construction industry, construction project management system with advanced technology has been progressed vigorously to improve construction productivity and management efficiency. Recently, a web-based Project Management Information System (PMIS) is developed to support decision-making process by efficiently managing project related information generated from various discipline. Many firms are in the process of developing the PMIS system or already have been applied the system to various projects. However, PMIS is still in its early stage of development to be applied at industrial plant construction projects that process management is significantly emphasized for the successful execution of the project. With the complexity of the industrial plant projects, the industry practitioners need to be able to visualize the construction schedule information to manage the project efficiently. This study suggests methodologies for improving PMIS specialized for industrial plant piping construction projects to estimate the baseline schedule and performance measurement more accurately by developing a framework for the piping construction projects. By using this developed system, the researchers expect that piping construction projects will be more efficiently managed on a real-time basis through measuring progress of piping at each and every state of progress milestone and provide management with opportunities to forecast the level of efforts required to execute the remaining work scope in a timely manner

본 논문에서는 정부 기업지원 사업이 기업성장에 미치는 영향을 분석하였으며, 정부지원 활동에 성장단계를 조절 변수로 활용하여 기업의 재무적 성과 또는 비재무적 성과에 미치는 영향을 실증분석하였다. 그 결과 정부 기업 지원은 재무적 성과, 비재무적 성과, 정부지원 활용에 유의적 영향을 미쳤으며, 성장단계의 조절 효과의 경우 재무적 성과 및 비재무적 성과 모두에 정(+)의 영향을 미치는 것으로 분석 되었다. 연구결과를 종합하면, 정부 기업지원은 기업의 성과에 긍정적 영향을 미치며, 성장단계는 재무적 성과 및 비재무적 성과 모두에 정(+)의 효과가 있으며, 재무적 성과에 미치는 영향이 더욱 큰 것으로 나타났다. 이에 각 기업의 성장단계에 맞추어 정부 지원사업을 지원하여야 하며, 그중 쇠퇴기에 기업은 산업분야 및 기업분석을 통하여 기업의 상태에 맞추어 지원하는 맞춤형 지원을 수행할 필요가 있으며 정부 기업지원 사업의 효율성을 개선하는데 의미가 있을 것으로 기대된다.

Since its adoption by the transportation sector in the early 1990s, partnering has been broadly used with the traditional delivery method by many agencies with significant reported benefits. During the same era, a number of transportation agencies (DOTs) started experimenting with a wide variety of alternative project delivery methods (APDMs) aimed at improving the delivery of highway construction projects. The effect of collaborative working strategies such as partnering, together with the APDMs have become somehow interrelated posing a potential challenge on how to effectively integrate partnering as a concept in the APDMs. The salient question has been if the collaborative nature of these APDMs has affected how partnering is being used by state DOTs. Through an extensive literature review, analysis of 32 CMGC RFPs/RFQs and review of three CMGC case studies, the study found that there is limited information in state DOT documents that show procedures on the usage of partnering with CMGC projects. Majority of DOTs are relying on the inherent nature of the CMGC contract to promote healthy collaborative practices and there is the need to consider partnering during preconstruction and construction separately to cater for any personnel change over. The study also revealed that partnering may become less important at the construction phase due to overlap between partnering and CMGC practices. In support of this finding, a CMGC partnering model was developed that can be adopted by DOTs. This paper contributes to both research and practice by expanding the existing knowledge on partnering on APDMs.

This study aims to understand the current state of a community project in Seoul and to determine a revitalization plan for community projects of inhabitants initiative. Regarding the research methods, 10 apartments that participated in this activation project in Seoul were selected, 31 residents who participated in community activities were surveyed, and 20 community planners in Seoul were surveyed. The results indicate that community leaders are the most important factor in community programs. community leaders must be able to promote participation and a spirit of service; they must also be capable of managing and implementing programs. To ensure that local community resources are utilized and integrated, it was shown that consultation and human resources are of the highest necessity. Moreover, regarding community education, it was shown that for providing general opportunities and means by which community activities may be implemented, program information and space applications are crucial. Furthermore, financial support and support for public relations activities from the government are necessary. To activate apartment communities, first, community education programs for residents must be provided. Second, a system that facilitates access to and sharing of resources from areas outside the community must be established. Third, financial support should be consistent to support community activities. Finally, the promotion of community vitalization at the government level is necessary.
