Real-time Aerial Monitoring System (RAMS) is to perform the rapid mapping in an emergency situation so that the geoinformation such as orthophoto and/or Digital Elevation Model is constructed in near real time. In this system, the GPS/INS plays an very important role in providing the position as well as the attitude information. Therefore, in this study, the performance of an IMU sensor which is supposed to be installed on board the RAMS is evaluated. And the integration algorithm of GPS/INS are tested with simulated dataset to find out which is more appropriate in real time mapping. According to the static and kinematic results, the sensor shows the position error of 3$\sim$4m and 2$\sim$3m, respectively. Also, it was verified that the sensor performs better on the attitude when the magnetic field sensor are used in the Aerospace mode. In the comparison of EKF and UKF, the overall performances shows not much differences in straight as well as in curved trajectory. However, the calculation time in EKF was appeared about 25 times faster than that of UKF, thus EKF seems to be the better selection in RAMS.

With the introduction of the maritime safety supervisor system in Korea following the passenger vessel Sewol accident, the safety control system for coastal vessels has been reinforced. A maritime safety supervisor performs marine accident prevention activities by offering periodical or occasional guidance and supervision. When a deficiency is found during guidance or supervision sessions, an order for improvement is issued to rectify the problem by such measures as supplementation or replacement of vessel facilities, improvement of work hours and working conditions for employees, educational and training programs for executives and employees, or the improvement of other affairs relating to maritime safety control. However the present order for navigation suspension by a maritime safety supervisor is limited solely to supplementation or replacement. For this reason, orders for navigation suspension against other facilities is impossible, even if a serious deficiency that could lead to a marine accident such as poor cargo loading conditions or unqualified crew is identified. Therefore, the order for vessel navigation suspension to secure seaworthiness should be expanded to include cargo loading/unloading operations, certificates and documentation, maritime safety management systems, and human elements including emergency drills and working conditions, in addition to the supplementation or replacement of vessel facilities that exists.
Background: Traumatic diaphragmatic rupture is not common, but it requires swiftly performing an emergency operation. This study was conducted to evaluate the prognostic factors for mortality after surgically treating traumatic diaphragmatic rupture. Material and Method: From Jan 2001 to Dec. 2008, we experienced 37 cases of multiple traumas with diaphragmatic injuries that were confirmed by surgical procedures. We evaluated various factors, including the type of injury, the associated injuries, the preoperative vital signs, the ISS, the time until surgery and the rupture size. Result: There were 30 patients with blunt trauma and 7 patients with penetrating trauma. Thirty-four patients had associated injuries and the mean ISS was 20.8. Postoperative complications occurred in 11 patients and hospital mortalities occurred in 6 patients. The prognostic factors that had an influence on the postoperative mortalities were the preoperative intubation state, the patient who exhibited hypotension and a high ISS. Conclusion: Traumatic diaphragmatic rupture is just one part of multiple traumas. The postoperative mortalities might depend on not only on the diaphragmatic rupture itself, but also on the severity of the associated injuries.

A remote monitoring panel and control system was developed to control various valves and access control chambers, including gas shutoff valves used in CBR(Chemical, Biological and Radiological) facilities. The remote monitoring panel consisted of a main panel installed in the NBC (Nuclear, Biological and Chemical) control room and auxiliary panel installed in the clean room, and the size was divided into pure control and control including CCTV. This system can be monitored and controlled remotely according to the situation where an explosion door and gas barrier door can occur during war and during normal times. This system is divided into normal mode and war mode. In particular, it periodically senses the operation status of various valves, sensors, and filters in the CBR facilities to determine if each apparatus and equipment is in normal operation, and remotely alerts situation workers when repair or replacement is necessary. Damage due to the abnormal operation of each device in the situation can be prevented. This enables control of the blower, supply and exhaust damper, emergency generator, and coolant pump according to the state of shutoff valve and positive pressure valve in the occurrence of NBC, and prevents damage caused by abrupt inflow of conventional weapons and nuclear explosions.
This study looks at plans for the efficient functions of the current terror response system in Korea. The results are derived from by comparing and analyzing American, British, German, Japanese, and Korean terror response systems. It focuses especially on addressing some problems with Korea's terror response system and how to operate it effectively. The study will systematically compare and analyze each nation's terror countermeasure studying organizational, functional, and legal aspects as standards. This study shows that there is not an exclusive terror response center in Korea compared with other nations such as America, the United Kingdom, Germany, and Japan. Also it is difficult to expect effective and vigorous operations due to weak cooperation across the relevant organizations. The presidential directive of the state's anti-terrorism action guidelines is legally ineffective. This means that on legal grounds, it is difficult to take actions to prevent the terrorism. Therefore, keys to counteracting terrorism derived from this study are summarized below. In the first place, an integrated terror response system should be set up for expansion of information sharing which leads to emergence effect. In the second place, the superior legislative systems should be made for the cleardefinition and extent of what the terror is, rigid enforcement of investigation, immigration, and keeping an eye on the funds raised by terrorists and tracking down the terrorists, the plan for eco-terrorism. In the third place, to augment security of vital facilities and peoples' awareness of terrorism safety should be emphasized and a cooperative system between civil and government organizations need to be built. In the fourth place, system for crisis management must be provided in an effort to maximize management system of terrorism and unify a decentralized emergency countermeasures effectively.

With the recent advancements of deep learning, companies such as smart home, healthcare, and intelligent transportation systems are utilizing its functionality to provide high-quality services for vehicle detection, emergency situation detection, and controlling energy consumption. To provide reliable services in such sensitive systems, deep learning models are required to have high accuracy. In order to develop a deep learning model for analyzing previously mentioned services, developers should utilize the state of the art deep learning models that have already been verified for higher accuracy. The developers can verify the accuracy of the referenced model by validating the model on the dataset. For this validation, the developer needs structural information to document and apply deep learning models, including metadata such as learning dataset, network architecture, and development environments. In this paper, we propose a description language that represents the network architecture of the deep learning model along with its metadata that are necessary to develop a deep learning model. Through the proposed description language, developers can easily verify the accuracy of the referenced deep learning model. Our experiments demonstrate the application scenario of a deep learning description document that focuses on the license plate recognition for the detection of illegally parked vehicles.

The Small Scale magNetospheric and Ionospheric Plasma Experiment (SNIPE)'s scientific goal is to observe spatial and temporal variations of the micro-scale plasma structures on the topside ionosphere. The four 6U CubeSats (~10 kg) will be launched into a polar orbit at ~500 km. The distances of each satellite will be controlled from 10 km to more than ~1,000 km by the formation flying algorithm. The SNIPE mission is equipped with identical scientific instruments, Solid-State Telescopes(SST), Magnetometers(Mag), and Langmuir Probes(LP). All the payloads have a high temporal resolution (sampling rates of about 10 Hz). Iridium communication modules provide an opportunity to upload emergency commands to change operational modes when geomagnetic storms occur. SNIPE's observations of the dimensions, occurrence rates, amplitudes, and spatiotemporal evolution of polar cap patches, field-aligned currents (FAC), radiation belt microbursts, and equatorial and mid-latitude plasma blobs and bubbles will determine their significance to the solar wind-magnetosphere-ionosphere interaction and quantify their impact on space weather. The formation flying CubeSat constellation, the SNIPE mission, will be launched by Soyuz-2 at Baikonur Cosmodrome in 2023.

The ground fault is occupying 70% among the total number of faults in ungrounded distribution power system. When the ground fault occurs in ungrounded system, the fault current is so small that it is hard to detect. But fault handling is very important because to continue power supply during fault conditions may cause the fault spreading and the distribution device in trouble. This paper presents the fault line detection method by using GPT signal detecting zero sequence voltage, and the fault section detection method by detecting whether GPT signal is disappeared or not during shifting normally open switch, which is connecting switch between distribution lines with open state in order to restore the outage area under emergency situation, and during isolating each section one by one which belongs to the fault line. This method is efficient because there is no whole power interruption during the fault section detection, and it is possible to perform both the fault section detection and the service restoration for the outage area at the same time, and it can apply to various distribution system configuration. Program for the fault restoration was developed applying proposed method, and it has been validated by applying to the pilot project of distribution automation system in Vietnam which has the ungrounded distribution system.
The purpose of this study is to progress the limitations and disadvantages of existing safety clothing by applying high technology to current safety clothing that is produced and distributed only with fluorescent fabrics and retroreflective materials. Therefore, the industrial suspender-type safety belt and engineering technology are introduced, designed, and fabricated to help save a life in an emergency. First, the suspender-type safety belt to be developed is designed to emit light by LED attached to the film, and the body of the belt-wearer is recognized from a distance through retroreflection from the flashing LED. It aims to support people's safety by preventing accidents during roadside work, rescue activities, and sports activities at night. Second, with the development of advanced devices when the user is in an unconscious state due to distress or falls into an unconscious state due to distress or accident, the tilt sensor of the control unit attached to the belt automatically detects the angle of the human body and generates light and sound. It is intended to further enhance the utilization by mounting a sensing and signaling device that generates a distress signal and shaping it in the form of a belt attached to a vest that can be easily detached from the outside of the garment. When the wearer falls due to an accident, the tilt sensor of this belt detects the angle change and then the controller generates a high-frequency sound and repeated LED blinking signals at the same time. In the case of conventional safety vests, it is almost impossible to detect that the person is wearing a vest when there is no ambient light, but in case of the safety belts in this study, the sound and light signals of the safety belt enable us to find the wearer within 100 meters even when there is no ambient light.
The Chicago Convention and Annexes have become the basis of aviation safety regulations for every contracting state. Generally, the State's aviation safety regulations refer to the Standards and Recommended Practices(SARPs) provided in the Annexes of the Chicago Convention. In order to properly reflect international aviation safety regulations, constant studies of the aviation fields are of paramount importance. This Paper is intended to identify the main differences between korean and foreign regulation and suggest a few amendment proposals on Mixed-fleet Flying(at or more two aircraft type operation) of flight crew. Comparing with these regulations, the korean regulations and implementations have some insufficiency points. I suggest some amendment proposals of korean regulations concerning Mixed-fleet Flying that flight crew operate aircraft of different types. Basically an operator shall not assign a pilot-in-command or a co-pilot to operate at the flight controls of a type of airplane during take-off and landing unless that pilot has operated the flight controls during at least three take-offs and landings within the preceding 90 days on the same type of airplane or in a flight simulator. Also, flight crew members are familiarized with the significant differences in equipment and/or procedures between concurrently operated types. An operator shall ensure that piloting technique and the ability to execute emergency procedures is checked in such a way as to demonstrate the pilot's competence on each type or variant of a type of airplane. Proficiency check shall be performed periodically. When an operator schedules flight crew on different types of airplanes with similar characteristics in terms of operating procedures, systems and handling, the State shall decide the requirements for each type of airplane can be combined. In conclusion, it is necessary for flight crew members to remain concurrently qualified to operate multiple types. The operator shall have a program to include, as a minimum, required differences training between types and qualification to maintain currency on each type. If the Operator utilizes flight crew members to concurrently operate aircraft of different types, the operator shall have qualification processes approved or accepted by the State. If applicable, the qualification curriculum as defined in the operator's Advanced Qualification Program could be applied. Flight crew members are familiarized with the significant differences in equipment and/or procedures between concurrently operated types. The difference among different types of airpcrafts decrease and standards for these airpcrafts can be applied increasingly because function and performance have been improved by aircraft manufacture company in accordance to basic aircraft system in terms of developing new aircrafts for flight standard procedure and safety of flight. Also, it becomes more necessary for flight crews to control multi aircraft types due to various aviation business and activation of leisure business. Nevertheless, in terms of flight crew training and qualification program, there are no regulations in Korea to be applied to new aircraft types differently in accordance with different levels. In addition, it has no choice different programs based on different levels because there are not provisions to restrict or limit and specific standards to operate at or more than two aircraft types for flight safety. Therefore the aviation authority introduce Flight Standardization and/or Operational Evaluation Board in order to analysis differences among aircraft types. In addition to that, the aviation authority should also improve standard flight evaluation and qualification system among different aircraft types for flight crews to apply reasonable training and qualification efficiently. For all the issue mentioned above, I have studied the ICAO SARPs and some state's regulation concerning operating aircraft of different types(Mixed-fleet flying), and suggested some proposals on the different aircraft type operation as an example of comprehensive problem solving. I hope that this paper is 1) to help understanding about the international issue, 2) to help the improvement of korean aviation regulations, 3) to help compliance with international standards and to contribute to the promotion of aviation safety, in addition.
