A Study on Technology Entrepreneurship Policy Focused on Innovative Growth (혁신성장기반 공공 연구자 중심의 기술창업 활성화 정책연구)

  • Purpose - Research on the ability of domestic public institutions to conduct business is being conducted. Research on government support policy for public technology projects, emphasizes technology creation. Public agencies are encouraging evolutionary barriers at the stage of realistic business. This paper presents the policy possibilities by presenting policies and strategies based on corporate public policy. Research design, data, and methodology - In this study, we surveyed the actual state of public technology commercialization based on the data on state of technology commercialization of public institutions. We collected and analyzed the literature data to enhance the competitiveness of technology commercialization by identifying success cases of public technology commercialization. In Korea, there are not many research papers that provide policy alternatives for technical commercialization of public research institutes. Therefore, in this paper, we review various government policies and check the status of technology commercialization to increase its value. Results - As a result of this study, it is suggested that various policy development is necessary for the commercialization of public technology, because it is important to increase the value of technology users, suppliers, investors and customers through various network activation. In particular, it is necessary to establish differentiated Korean public technology commercialization model for the proliferation of public technology commercialization by presenting methodical model of technical commercialization. Conclusions - Through this study, it is important to raise the competitiveness of domestic public technology commercialization, to create economic value, and to improve the performance of technology commercialization. Therefore, it is necessary to contribute to the creation of research achievement, research method of excellent technology, and method of commercializing technology, and to create achievement of technical commercialization in the future. In addition, from the viewpoint of commercialization of technology, strategies for creating value through utilization of public technology should be prepared, and a plan for mutual prosperity among domestic companies should be prepared. Policy alternatives of various public technology commercialization to build national competitiveness have been developed, and various examples of performance for the performance of public technology commercialization should be derived.

Monetary Policy in Open versus Closed Economies in the Presence of Distortions: A Simple Transformation and Its Applications (왜곡이 있는 경우 개방경제와 폐쇄경제의 통화정책 비교: 간단한 변환과 적용)

  • This paper compares the monetary policy problem in open economies with that in closed economies. It is found that the monetary policy problems in open and closed economies are isomorphic even in the presence of distortions in a steady state and hence the optimal monetary policies have similar properties. On the other hand, the monetary policy maker in open economies has a distorted incentive to manipulate the terms-of-trade. Because of the additional distortion in open economies, there exist gains from international monetary policy cooperation even in the case of a unit intertemporal elasticity of substitution, in contrast to the literature that abstracts from distortions in a steady state. Also, it is found that in the presence of distortions inflation bias is decreasing in openness, which is line with empirical evidence. In addition, this paper presents a simple transformation so that methods in closed-economy models are easily applicable to open-economy models.

  • Q-Learning, a representative algorithm of reinforcement learning, experiences repeatedly until estimation values about all state-action pairs of state space converge and achieve optimal policies. When the state space is high dimensional or continuous, complex reinforcement learning tasks involve very large state space and suffer from storing all individual state values in a single table. We introduce Q-Map that is new function approximation method to get classified policies. As an agent learns on-line, Q-Map groups states of similar situations and adapts to new experiences repeatedly. State-action pairs necessary for fine control are treated in the form of rule. As a result of experiment in maze environment and mountain car problem, we can achieve classified knowledge and extract easily rules from Q-Map

A Study of Incentive Problems of Welfare State (복지국가의 인센티브 문제에 관한 연구)

  • This paper is to critically review the economic reasoning of non-sustainability of welfare state due to its intrinsic incentive problems and to see how the nordic welfare state responds to them. The welfare state as a political design of state to pursue equality has social insurance as its main economic function. It survives market failure of private insurance to contribute to human capital investment and industrial restructuring. The universal tax-financed welfare state, however, has the problem of tragedy of commons such as reduced work incentive and work ethics. But, the existing nordic welfare state overcomes it through employment-focused policy arrangements, maintenance of work ethics and benefits moral, incentive mechanism of wage-compression, public educational investment and its complementation with social security. The Nordic model shows that problems of incentive and moral are not about those of theory and reasoning, but about their reality which policies and institutions could respond to.

  • The article focuses on the need to deepen the issue of human resource management in logistics processes. It is noted that changes in market conditions and turbulence in the institutional environment require managers to form a highly effective human resources policy capable to ensure the innovative development of the enterprise. Functional strategies for human resource management in logistical processes are proposed, namely: adaptive, innovative, selective and exclusive. Innovative technologies that should be used in the adaptive human resources policy process are identified.

  • This study aims to explore the critical success factors of the Water Public-Private Partnership (PPP) Projects in developing country with evidence from Indonesia. We all know that water is a basic need and therefore it becomes very important for the governments especially in the developing countries to develop and formulate a comprehensive water policy to deliver and manage the water services in the most appropriate manner as well tackle several challenges such as budget and project efficiency. In this context, PPP is a promising scheme to address the water problems, hence it becomes important to reveal the success factors of water PPP projects. An Analytic Hierarchy Process (AHP) questionnaire built from delphi methods is used to capture the perception of the relevant stakeholders in relation to the success factors. The results of this study show the most critical success factors in PPP water projects is the support and acceptance of the stakeholders from the community, whereas the private and public entities are the the second and third important factors. These findings contribute to the success of the PPP stakeholders by enhancing the policy-making decision process and by executing the water policies to support the development of PPP in the Water Sector.

  • Neoliberalism can be seen as a path-dependent, hybrid and contradictory project that operates actually (not just ideologically) through intervention of the state that has been not weakened in its strength but different in its strategies, especially through neoliberal policies of remaking urban space. This paper seeks to characterize the development of neoliberalism and urban policies in S. Korea, by examining the trajectory of neoliberalism generated in its contextually specific way since the late 1980s, by illuminating the intersection between new neoliberal programs and the existing developmentalism of the state and changes in spatial policy with its effects, which can be divided into two phases: the first from the late 1980s to the economic crisis in 1997, and the second from the crisis to the present. This paper finally identifies several paths in which the state and the market would be interrelated, and argues that the vision of national development and spatial policy should be welfare(i.e. human)-oriented, not industry(i.e. capital)-oriented.

  • This paper explores the relatilonship between state level environmental regulations and stocking and location decisions in the U.S livestock and poultry industry (beef, chicken, dairy and hogs), Rather than conduct this analysis on a species by species basis, the overall size of the livestock industry(expressed in animal units) and the size of Industry found on large, medium and small operations by state (48) and over time (29 years), which is panel data analysis, Generally, regulations seem to be induced by the structural change of industry; when industry creates externalities, regulators try to address them with policy tools to internalize them, Written regulatory stringency may not effect behavioral change; rather the state's willingness to enforce regulations seems to have a measurable influence. However, in the presence of rapid structural change, industry location is affected by written regulatory stringency. Policy enforcement activity was shown to influence inventory decisions in general and larger operations were found to be more sensitive to willingness to enforce than smaller operations.

  • This study aims at developing a policy framework for a digital curation based on the access, co-ownership, reuse, and long-term preservation of digital information resources. To accomplish this, our study analysed a similar policy and support services of a main UK research institution and the DCC. It selected the main stages of the DCC lifecycle and developed a policy framework accordingly. Such a framework could serve as the basis for both state and individual institutions, and for developing standards and guidelines for a digital curation of digital information resources.
