An Analysis of the State Library Services in the United States (미국 주 도서관 서비스의 분석)

  • The purpose of this study was to investigate the state library services in the United States in order to consider what services are needed for regional libraries in Korea. The data were collected from library statistics and library web pages. The analyses particularly focused on examining the residental service and library service of state libraries. The analyses revealed that the state libraries provide funds, services, and training to local libraries, but the service levels are varied among states. State libraries provide state historical information and genealogy information to residential users, and focus on the information needs for handicapped people. Based upon the analysis of U.S. state libraries, Korea regional libraries would provide services different from local public libraries. Also, regional libraries would be operated based upon the regional characteristics.

Staff Motivation, Self-efficacy and Job Performance of Library Personnel in Public Libraries in Kwara State, Nigeria

  • A person's job performance is the result of their efforts, influenced by their skills, personality, and perceptions of their role. Job performance is the execution of statutory obligations or functions based on the area of expertise of library personnel that are directed toward achieving the library's goals. The purpose of this study was to investigate the impact of staff motivation and self-efficacy on the job performance of library personnel in Kwara State, Nigeria. The descriptive survey approach of correlational type was used in this investigation. To cover all the library personnel at the participating public libraries in Kwara State, Nigeria, total enumeration or census survey methodologies were used. Eight objectives are used to steer this investigation. The findings demonstrated a significant correlation between staff motivation and job performance, while self-efficacy and job performance have a significant negative relationship. The authors recommend that library personnel who receive training, particularly training focused on providing them with development chances, may perceive that the organization values them as individuals, which increases their sense of self-worth and, as a result, helps them create stronger job performance.

  • Considering the need for quality health information and resultant health care services in any society, this study was carried out to look into the status of library and information resources and services provided by medical libraries in Enugu State, Nigeria. The main objective of the study was to find out the information resources and services available for medical library users towards quality health care provision. Five (5) medical libraries of major teaching hospitals were used for the study with 980 registered users as the study population from where 245 users were sampled. Observation checklist was used to collect data on resources while questionnaire was used to collect data from the respondents on the services provided. The Medical Library Association Standard guided the analysis of data from observation while frequency counts and mean scores were used to analyze data from the questionnaire. Major findings showed that even though some of the required resources and services are available and provided the medical libraries, most of the required resources and services are not adequately provided by these libraries.

Integration of Information and Communication Technology (ICT) to the Library and Information Science Curriculum: The Practicum in Library Schools in Rivers State

  • The study investigated the Integration of Information and Communication Technology (ICT) to the Library and Information Science Curriculum: The Practicum in Library Schools in Rivers State. Descriptive survey design was used with a population 374 comprising 21 LIS educators and 353 Four Hundred Level Library and Information Science Students from University of Port Harcourt, Rivers State University, Port Harcourt, and Ignatius Ajuru University of Education Port Harcourt. Census sampling technique was used to select the LIS educators and purposive sampling technique was used to the select the Four Hundred Level LIS students. Questionnaire and checklist were used for data collection. 90% and 97% responses were found valid for analysis for LIS Educators and LIS students respectively. The study was analyzed using mean rating, standard deviation and simple percentage. The study revealed that ICT courses were integrated into LIS curriculum in Library schools in Rivers State but LIS educators lacked the ICT skills to teach ICT practicum consequently, the students were not properly taught ICT practicum. However, students had positive perception of ICT practicum. Notwithstanding, lack of ICT skills, poor policy implementation, lack of state-of-the-art infrastructure and nonchalant attitudes of staff towards the adoption of ICT constituted the challenges faced in the implementation of ICT practicum. The study therefore, recommended that the management of library schools in Rivers State should implement ICT practicum by hiring competent staff maybe from computers science department to teach the practicum for the interim. Subsequently, recruitment of librarians should include strictly ICT compliant.

A Study on the Optimal User/Librarian Interface in Information Searching (정보탐색에 있어서 이용자/사서의 최적화 접속에 관한 연구)

  • The purpose of this study is to develop the optimal user/librarian interface in information searching. In order to achive the purpose, the 150 unskilled students as subjects have participated in the study. According to the change of the subjects' psychological information states by the access points within the library system, the subjects have been classified into the five types of model: the initial information state, the accepted identification information state, the bibliographic information state, the stack information state, and the location information state. Librarian's searching support is done for 10 minutes at the each access points. To develop the optimal user/librarian interface, the expected values of the models are calculated. The resultants are as follows: 1) The expected value of the initial information states model is 18.94: 2) The expected value of the accepted identification information model is 27.06: 3) The expected value of the bibliographic information state model is 27.06: 4) The expected value of the stack information state model is 22.38: 5) The expected value of the location information state model is 22.38. Those expected values are compared with each other. The model with the lowest expected value is chosen as the optimal user/librarian interface model. In the result, the user's initial information state model of the optimal user/librarian interface in information searching is developed. In order to search the information with the most effect, user must be interfaced with the librarian at his/her own initial information state.

The Utility of State Public Library Standards for Planning and Evaluation: A Survey of Public Library Directors' Perceptions (공공도서관 계획과 평가에 있어서 도서관기준의 유용성: 미국 공공도서관장 인식조사를 중심으로)

  • Despite the continuous development and provisions of state public library standards there has been little research about how useful they are for what aspects of public library activities The purposes of the present study are 1) to understand, from the directors points of view the utility of state standards for planning and evaluation: and 2) to explore the types of factors, related to the directors' backgrounds and/or the library planning and evaluation contexts associated with the directors perceptions. Through a self-administered mail questionnaire, 1,198 public library directors in Kansas Texas and Wisconsin were surveyed. and 737 directors replied ($61.5\%$ response rate). The directors perceived the standards useful for both planning and evaluation. Public library directors viewed the collection and service standards as more useful than administration, staffing and facilities standards. Library size and community involvement were associated with the directors perceptions, yet the directors professional background, was not significantly related to his or her perceptions. The findings suggest that public library directors perceptions of the utility of state standards need to be understood within the library condition and Its community context. and the emphasis on community based public library planning and evaluation should continue to be employed in the standards.

  • The purpose of this study presents a model of the integrated online library service with LMS (Learning Management System). The new library service is called 'Library on Blackboard' which was developed and implemented by Murray State University Libraries in Murray, Kentucky, USA. This user-centered service with applied information technology has the potential to enhance the quality of the library performance in university libraries. The introduction of the Learning Management System in South Korea has a potential to enhance the education environment and promote new library services. With the emergence of new information technologies and growing popularity in online classes and distance education programs, the importance and usage of Learning Management Systems in higher education has increased.

Meanwhile, the workout and unlimited competitions have resulted in the crisis on the state of our libraries. The crisis on the state of cur libraries has led to that of our discipline. In this paper, I study the causes of crises in our discipline and libmies. I suggest some methods to cure the illnesses.

A Dialectical Study of the Book Selection Theory (도서선택론의 변증법적 연구)

  • The purpose of this study is to promote understanding of the book selection theory by researching dialectically of its development process centering on the BSTv(value theory) and BSTd(demand theory). The results of this study are summarized as follows 1. In the period of enlightenment and education, the book selection theory of public libraries was the thesis state of BSTv(d). 2. Antithesis state of BSTv(d), that is, BSTd was raised to real central theory of book selection in the early 20th century. 3. In the 1930-40's, BSTv and BSTd were transformed into balance state or coexistence relations(BSTb $[v(d){\cdot}d(v)$]. 4. After World War II, BSTn(library needs theory) and BSTo(library objective theory) were evoked, and opposed to the existing selection theories. Now, they are developing into BSTbl$[n(d)\cdot\;o(v)\;or\;n(d){\cdot}v(o)]$.
