The Significance of the Joint Inscription of Falconry to the Representative List of the Intangible Cultural Heritage of Humanity (인류무형유산 대표목록 '매사냥' 공동등재의 특성과 의의)

  • This paper focuses on strategies and issues involving a joint inscription of an Intangible Cultural Heritage element to UNESCO through multinational cooperation and conclusive characteristics and the significance of the multinational filing. The case of "Falconry", which was jointly filed by 18 State Parties including ROK and inscribed on the Representative List of the Intangible Cultural Heritage of Humanity of UNESCO on 2010, was analyzed as the main object of discussion The issues can be summarized as follows: First; State Parties that participated at the joint nomination process got to grasp the purpose of the multinational nomination mechanism a lot better than before through drawing up the nomination forms. Especially, we learned that the inscription of the falconry eventually has to contribute to the perception of ICH in general and applying that knowledge at the submission of the multinational file was the major aspect for the inscription on the list in 2010 and the extension of the inscription 2012. Second; the very nature of prosecution of the multinational nomination, State Parties are given opportunities to communicate and cooperate over their shared ICH element, through which a mutual understanding of other cultures and the national characteristics of other countries - which means implementing the very ideology of UNESCO- to contribute to cooperation and peace among nations through multinational nominations. Third, the falconry, according to the Operational Directives of the <>, has a chance to be deemed a Best Practice case, since it continuously extends through more and more State Parties participating to the multinational file. Extension of a Representative List of the Intangible Cultural Heritage of Humanity element can help defusing the tension caused by identifying the owner of the intangible heritage and can mean more awareness of the purpose of the convention.

A Study on the Confucian Natural Legal Ideology Embodied in the Korean Constitution (유가(儒家) 자연법사상의 헌법상 전승)

  • The traditional laws of Korea have undergone various stages of development over time. This includes the voluntary standards of the clean society. Korea's traditional legal systems, ranging from those of the Goryeo(高麗) to those of the Republic of Korea, have taken Confucian Phiosophy as their major ideological bases. At the center of these Confucian ideals, particularly in regards to pre-Qin Confucian Philosophy(先秦儒家思想) from where these ideals originated, lie the core ideals which emphasize the responsibility of each individual regardless of the social status(正名), the needs for a democracy in which people are empower and guide the state(民本), the importance of reigning with benevolence, moral excellence, and rite (仁義), and the differential love centered on kinship and humanity(親親愛人). These were the ideas as set forth by Confucius(孔子), Mencius(孟子) and Xun Zi(荀子). The current laws of Korea, especially in regards to the Constitution and the Civil and Criminal Laws, include a number of provisions that contain the Confucian Ideas of Law. The Constitution, in particular, which is also supported by the judgement of the Constitution Court, reflects several core Confucian ideals including filial duty (孝) and respect for ascendants and the traditional culture. The Court also suggested the two important standards of the constitutional legitimacy of the Traditional Culture. One is 'Age Compatibility (時代 適合性)', the other is 'Manifested Universally Validity(現在的 普遍妥當性)'. So we have burdened with the reestablishment of the Universal Ethics of the Confucian Ideology.

The Critic on Mohism in the History of Korean Thoughts Centered on the Theory of Rejecting Heterodoxy (한국사상사에서의 묵가(墨家) 비판 - 벽리단론(闢異端論)의 전개 양상을 중심으로 -)

  • As above, as theoretical basis of critiques against School of Mohism, the researcher summarized the positions of the elder Confucian scholars including Meng Zi. In the body of text, taking it as promises, the researcher examined the critiques against Mo Tzu and School of Mohism as well focusing on the aspects and development of the theory of rejecting heterodoxy which had been introduced and strongly argued from the end of Goryeo kingdom to the late Joseon period. The summary of the body of this text is as follows: In the old literatures prior to Goryeo Kingdom, the researcher couldn't find any cases that either the School of Mohism or Mo Tzu including the Hundred Schools of Thought had been rejected explicitly. Having reached the end of Goryeo and the beginning of Joseon period, Meng Zi's viewpoints on the theory of rejecting heterodoxy had begun to emerge and come into play with the progress of accepting Neo-Confucianism, and, these critiques against Yang Zhu and Mo Tzu being given, the scholar-literati circle had started rejecting Buddhism and Lao Tzu. Basically the contents of the critiques against the School of Mohism in the early period of Joseon were in succession to Meng Zi's theory of rejecting heterodoxy and the views and thoughts of the elder Confucian scholars including Han Yu rather than any specific critiques against Mo Tzu' ideology itself. Until entering the middle of Joseon period, the critiques against the School of Mohism had been used as a tool to promote Confucianism in an affirmative manner, while arguing strongly against the viewpoint of Han Yu in the first place. Particularly, not only the original text of the Mo Tzu's writings were directly quoted, although it was partial, but also the contents of the critiques against the School of Mohism had been developed and stretched to the extent of their entire ideological system. Having approached to the late period of Joseon, the critiques against the School of Mohism had begun to be linked to those critiques against the study of state examination or of sentence patterns including Catholic Church, furthermore the critics raised their harsh tones against the irregularities of the society at large like the issue of corruptions of the government officials of those days instead, although they still had firmly stood on the ground of the theory of rejecting heterodoxy. Those scholars that belonged to the School of Practical Learning, in particular, said in justification of the School of Mohism arguing that the major ideologies of Mo Zi had usefulness in the real world, also they even evaluated that Meng Zi ' critiques against the School of Mohism were immoderate. To sum up, characteristics of scholars in the Joseon period to understand and critique the School of Mohism are that ideologies of Mo Tzu were mostly used as a tool for the sake of critiques against heresies in other sectors of society based mainly on Meng Zi's theory of rejecting heterodoxy, rather than opposing views against the ideologies or philosophies of the School of Mohism itself. Meanwhile, however, on the plus side, the critics praised Mo Tzu's individual efforts in order to put his ideology of peace into practice apart from the ideological system of the School of Mohism. Also, having reached the late period of Joseon, the researcher was able to have discovered the fact that the writings of Mo Tzu had been used as historical materials in order to ascertain historical truths of Confucian Scriptures, rather not having it regarded as an ideology text.

  • Recently it is supposed to be a shift to regional geography. To understand the emergence of the new regional geography, It must be remarked that the progress of capitalist production and consumption change our conceptional apparatus such as representation of space. Region is one of the important mode of representations of space and time. In the Fordist capitalism of 20th century, development is regarded as diffusion of capitalist expansion of western worlds. State must support capitalist growth through regional policies which include constructing of infrastructure and regionalization of spatial division of labour. The regional development theories contributed as ideology and policy tools for state intervention. The region was simply one of the most logical classification tools of organizing geographical informations. In the theories of regional development, the concept of region was reduced to the formal unit of classification. As the transition from Fordism to flexible accumulation, the region is again acquiring its 'identity' and 'authenticity'. In this tendency of the revival of region, it is expected that good achievement could be made in the field of regional geography through relevant research methods. It is also believed one of the available means are historical approaches to the cultural and ecological regions. The historical approaches to cultural and ecological regions are not only correspondent with cultural development strategies of local governments, but also could convey regional identities through both narrativization of place and aestheticization of landscape.

Chinese Agrarian Resistance and A New Mediation of State-Society Relationship (중국 농민저항과 국가-사회 관계의 새로운 조정)

  • Public resistance is an essential factor of the democratization process. Due to this, public resistance has been recognized as an important element in discussing the democratization of China. Recently in China, and a new era of resistance especially the agrarian resistance has been being expanded. This paper identifies trends and characteristics of that. With searching changes in the relationship between the nation and the societies in China, we will check whether democratization can be built from the whole bottom of the nation's ideology or not. It is a paradox of china's economic growth that the peasant uprising increased is a factor to the growth. The farmers' smoldering discontent exploded with rage because rural communities have been forced to sacrifice during the growth. The authoritarian party-state system in China has been faced with the limits in calming the peasant revolt down with the traditional suppression and restriction. Even though the party-state system in China has accepted farmers' dissatisfaction somewhat, and it has tried to improve its image of a benevolent government and pursued buying stability strategy, the gap between urban and rural areas has been expanded in the sustainable economic development and modernization process, therefore the authorities could not soothe the farmers' sense of alienation. Accordingly, the peasant revolt has not flickered out easily, and has been getting uncontrolled across China. Resistance characteristics of Chinese farmers have also changed. In the past, they had been sporadic and indirect ways, whereas in recent years, they have changed into organized and active ways. Of course, it is generally evaluated that the party-state system has sustained a strong social control so far. Buying stability strategy has prevented farmers' complaints from spreading to a threat to its regime, because civil societies in rural areas have still weak foundations from being formed. The party-state system, because of tensions and conflicts, will control the growing powers of civil societies in rural areas with institutionalization of interaction between the nation and the societies, and they will induce street protests to legalized struggle for a while. However, the relationship between the state and the societies has already started new rearrangement, in terms of that the conflicts between the state and rural communities have continued, and the changes of resistance ways.

Review about validity of criticism regarding Beveridge report's social security principles and assumptions (베버리지 보고서의 사회보장 원칙과 가정에 대한 비판의 타당성 검토)

  • Beveridge report has been supported by domestic and overseas since the second world war and has considerately effected on welfare policy of many countries including UK. But criticism regarding his social security's principles assumptions continuously has been proposed since the 1990s. Certainly, no one might object to the truth that there might be no possibility to come true Beveridge's principles and assumptions. However according to this studies, some of these criticisms were based on wrong understanding, interpretation or recent situation and policy which was executed differently from Beveridge's meaning. It's shown that Beveridge has been more misestimated than what he has to be suffered. Therefore from now on, it is constructive to endeavor to set up the better principles and assumption of social security which can adhere to social solidarity and universalism as well as preserve and improve welfare state' ideology and value considering transformed circumstances rather than criticize Beveridge's principles and assumptions that was suitable for that time.

  • This paper analyzed the modern trends and the present state of kitchen furniture and electric appliances depending on the advancement in IOT technology, in order to contribute to seeking a method of approaching consumers as an effective way for kitchen furniture and electric appliance companies to develop IOT products. Prior to analysis, the chronological transitions of Korean kitchen furniture and examined the effects of Korea's own emotions and characteristics on modern kitchen. For this study, the changes in Korean kitchen space were explored, based on previous studies, recent trend magazines, articles and professional books and the trends of modern kitchen furniture were observed. Also, the concept of IOT technology was considered and then the tendencies of modern IOT kitchen furniture and electric appliances were analyzed. The case study targeted the recent three-year trends of two types of domestic kitchen furniture and small-sized IOT kitchen electric appliances, which are sold, or have been introduced on foreign online stores and have been unveiled at CES Electric Appliances Exhibition. As a result of the study, it was found that many foreign countries, including the US have been developing various IOT kitchen electric appliances. The enterprise concept is to change kitchen with their IOT products, not changing future kitchen with IOT technology. This implies that approaches to product development may change. Moreover, it was recognized that for kitchen design, characteristics of product users need to be considered, according to Korean ideology.

Analysis of the Bottom-up Rural Development Project viewed from the New Institutionalism in Korea (신제도주의 관점에서의 한국 상향식 농촌지역개발사업 분석)

  • Although the bottom-up rural area development project was conceived with great expectations, the general evaluation of the project so far reveals that it does not significantly differ from projects carried out in a top-down manner. This paper examines the nature of the bottom-up rural area development project with a focus on its background, including the roles of authority and project participants. Results revealed that the project was designed to be implemented in line with the state affairs ideology of the leader in a negative position of bureaucratic society. Though the form of implementation for the project seemed bottom-up as seen in the process of the roles and authorities in supporting organizations the top-down method of implementation can be seen in the authorities and roles of the central government. It was also noticed that the private sector, designed to elicit participation of various experts, looked to be managed and controlled by public organizations. The abovementioned signifies that the Korea rural area development project has been implemented not in a bottom-up manner but rather in an ever-strong top-down manner, which means that the central government holds more responsibility for the project's results, evaluation, and discussions. Furthermore, as seen in the background of the project, policies have been implemented in a top-down manner without the confidence of the bureaucratic society. Therefore, in order to implement a proper bottom-up rural area development project, there is a need for the bureaucratic society to have confidence in the rural societies.

  • Fast industrialization caused from Descartes' dichotomy has enormously developed our world, but endangered the ecosystem. In this study, the ecosystem aesthetics is not only a critique against existing growth-ideology and technical civilization, but also the art pursuing the life as an artistic state and achieving the dream for qualitatively different new future. Lao-tzu's Natural Beauty assumes that the adaptation to natural laws can lead every purpose's achievement. Based on such theoretical alternative, the earth construction as a medium for coexisting mankind, nature and construction interacts with the other objects through the natural affinity, the energy efficiency, the material generation. The earth construction provides the images of naivety, naturalness, folk as well as emotional stability in cultural terms. This study's direction and method are as follows. First, it researches the ecosystem aesthetics from the Taoism viewpoint, the alternative for environmental healing based on theoretical reviews about the ecosystem aesthetics. Second, it researches the earth construction's ecosystem aesthetic features and construction features from the low-tech aspect in continual construction genealogy. Third, it analyzes some cases targeting domestic buildings by drawing out expression methods and features through the connectivity of earth construction and ecosystem aesthetics. The earth construction lies between the heaven and the earth, but coexists in natural cycle. The earth construction caused from ecosystem aesthetics will be a future alterative, and various studies about its features and methods should be continued.

  • New social risks is likely to emerge from instability of family structure, flexible of labor market, movement of globalization which is related with the post-industrial society and so on. Especially, a lot of women are exposure to not only old social risks but also new social risks. A breakdown of traditional family structure, flexible of labor market which is be followed by globalization, women's poverty and limited approaches at social security services are the representation risk which is confront to women. In this study, therefore, the social risk is recognized by breakdown of traditional family structure risk which comes from the social change, aging of population, the decrease of labor population and New Right ideology. The purpose of the study is to arrange the new welfare state at gender equality level by anglicizing about women's new social risks.
