The Heterogeneity of Job Creation and Destruction in Transition and Non-transition Developing Countries: The Effects of Firm Size, Age and Ownership

  • This paper investigates how firm age, size and ownership are related with job creation and destruction, and how these patterns differ across transition and non-transition economies. The analysis finds that age is inversely related with gross job creation and net job creation in the two samples. This finding is consistent with the theory of the learning effect. The relationship between age and job destruction is indifferent in non-transition economies. On the contrary, old firms in transition economies destroy more jobs than young ones. The paper further establishes an inverse relationship between size and gross job creation in the two groups. However, there is divergence between the two samples; small firms in non-transition economies also exhibit a higher gross job destruction rate. Consequently large firms have a higher net job creation rate. In transition economies, small and large firms exhibit similar rates of job destruction. But small firms retain a higher net job creation rate. A more intriguing finding is that state owned firms do not underperform domestic private ones. This means these countries may be using soft budget constraint which allows state owned firms to overstaff. Finally, crowding out of SMEs by foreign owned firms is not evident in transition economies.

Dynamic Cell Reconfiguration Framework for Energy Conservation in Cellular Wireless Networks

  • Several energy saving techniques in cellular wireless networks such as active base station (BS) selection, transmit power budget adaptation and user association have been studied independently or only part of these aspects have been considered together in literature. In this paper, we jointly tackle these three problems and propose an integrated framework, called dynamic cell reconfiguration (DCR). It manages three techniques operating on different time scales for ultimate energy conservation while guaranteeing the quality of service (QoS) level of users. Extensive simulations under various configurations, including the real dataset of BS topology and utilization, demonstrate that the proposed DCR can achieve the performance close to an optimal exhaustive search. Compared to the conventional static scheme where all BSs are always turned on with their maximum transmit powers, DCR can significantly reduce energy consumption, e.g., more than 30% and 50% savings in uniform and non-uniform traffic distribution, respectively.

  • The size of semiconductor devices has been scaled down to improve packing density and output performance. However, there is uncontrollable spreading of the dopants that comprise the well, punch-stop, and channel-stop when using high-temperature annealing processes, such as rapid thermal annealing (RTA). In this context, low-temperature deuterium annealing (LTDA) performed at a low temperature of 300℃ is proposed to reduce the thermal budget during CMOS fabrication. The LTDA effectively eliminates the interface trap in the gate dielectric layer, thereby improving the electrical characteristics of devices, such as threshold voltage (VTH), subthreshold swing (SS), on-state current (ION), and off-state current (IOFF). Moreover, the LTDA is perfectly compatible with CMOS processes.

Rent-seeking for Budgetary Allocations in Korean Fisheries (수산예산의 배분변화에 관한 분석- 지대추구이론을 중심으로 -)

  • In this paper I tried quantitative measures of the rent-seeking for budgetary allocations in Korean fisheries. There is a great deal of ignorance about the level of rent-seeking that takes place as a consequence of government expenditures and the potential for influencing their allocation, and so the attempt by Kats and Rosenberg(1989) to measure this in terms of the extent of annual changes in these allocations was a significant step forward. The opportunity to concentrate net public expenditure benefits within the fiscal function of the state gives rise to rent-seeking by special interest taxpayer-citizens through government budget allocations, special interest groups and coalitions of special interest groups. There are several important implications of budgetary rent-seeking. Budgetary rent-seeking is composed of 'income' and substitution effects, the budgetary 'income' effect is the general increase in government expenditures from one period to another. According to result of this analysis, average expenditures were 17.0% of total fisheries budget in 1966-2005. Therefore, distribution of fisheries budget should be converted by indirect support systems to reduce these rent-seeking behaviors.

  • Purpose: The forecasting is the likelihood scientifically proved judgment about the prospects, the possible conditions of this or that phenomenon in the future and (or) about the alternative ways and the means of their realization. To adapt the instruments of budgeting for the analysis cash flow of company. Research design, data and methodology: The creates the budget of cash flow were carried out on the basis of data of the report for the 2017 of corporations POSCO and in the first half of the 2018 Daewoo Shipbuilding & Marine Engineering of South Korea. Results: The simultaneous use of budgeting techniques and the simple financial analysis allows to systematize the transactions, to identify the main problem areas in the movement cash flows. Therefore, working capital analysis is to determine the limits of their fluctuations in view of the changes in the business processes. Conclusions: In the pedagogical context solved the features of budgeting in the part evaluation current assets, its financing, its elements: the cash, the debtor. In the process of budgeting of cash flow, in credit budget, in financial budget we can see the main indicators: the current assets, the functioning capital, the optimum number of debtors, the optimum amount of cash and another.

  • Morphological evaluation of the small intestine mucosa and apoptosis activity (caspase-3) is necessary to assess the severity of damage to the small intestine. At the same time, proliferative index based on Ki-67 can be used to assess the regenerative potential of the small intestine. Fragments of small intestine of Wistar rats (n=60) of three groups: I) control (n=20); II) experimental group (n=20; local single electron irradiation at a dose of 2 Gy), III) experimental group (n=20; local single electron irradiation at a dose of 8 Gy) were studied by light microscopy using hematoxylin and eosin staining and immunohistochemical reactions with antibodies to Ki-67 and caspase-3. In all samples of the experimental groups, a decrease in all morphometric indices was observed on day 1 with a tendency to recover on day 3. Small intestinal electron irradiation led to disturbances in the histoarchitecture of varying severity, and an increase in cell apoptosis was observed (increased expression of caspase-3 and decrease in Ki-67). In addition, modulation of the PI3K/AKT and MAPK/ERK signaling pathways was detected. The most pronounced destructive changes were observed in the group of 8 Gy single electron irradiation. Local irradiation of the small intestine with electrons at a dose of 2 and 8 Gy results in a decrease in the number of enterocytes, mainly stem cells of the intestinal crypts.

  • CubeSats classified as pico-class satellite require a ground station to track the satellite, transmit a command, and receive an on-orbit data such as SOH (State-of-Health) and mission data according to the operation plan. For this, ground station system has to be properly designed to perform a communication to with the satellite with enough up- and down-link budgets. In this study, a conceptual design of the ground station has been performed for the CubeSat named as STEP Cube Lab. (Cube Laboratory for Space Technology Experimental Project). The paper includes a ground station hardware interface design, link budget analysis and a ground station software realization. In addition, the operation plan of the ground station has been established considering the STEP Cube Lab. mission requirements.

A Model for Carbon Dioxide Exchanges of Pinus densiflora Population (소나무 개체군의 이산화탄소 교환 모델)

  • The model PINUSCO2 hased of physiology was creted to simulate carbon dioxide budget in a population of red pine(pinus densiflora) which is one of the dominant species in Korea. Driving forces of PINUSCO2 are global radiation, maximum and minimum air temperatures. State variables fo the model are standing crops of leaf, branch, trunk and root of the red pine population. PINUSCO2 calculates net photosynthesis of canopy and respiration of each organ with 1 hour time step. PINUSCO2 estimated the annual gross productivity, respiration and net productivity of the red pine population as 43.99, 24.55, and 19.44 ton CO2·ha-1·yr-1, respectively, at the study sity(35°58′00"N, 128°25′35"E). PINUSCO2 showed that the red pine population grew mainly in spring and fall, and that in summer daily net population productivity frequently became negative.

A Study on the Strategies of MIS Development in Korea: MIS Survey (우리나라의 MIS현황과 개발전략에 관한 연구 : MIS서베이)

  • Despite the recent phenomenal growth in computer installations in business and increasing interests in Management Information Systems in Korea, there are basic questions remained: how are the computers utilized, what is the current state of MIS, and what are the strategies which will enhance the current state of MIS in Korea? The purpose of this paper is to answer these questions. To begin, the current state of MIS is investigated from the aspects of MIS budget, manpower, hardware, and various softwares based on the survey of 30 major industries. The results show that the overall MIS in Korea is still remained in the primitive stage despite its ultra modern computer hardwares. The obstacles that hinders the MIS evolution in Korea seems intractable for quite a long period of time. Some strategies are suggested which can partially remove two big obstacles-shortage in qualified manpower and lack of softwares that fit Korean industries.

  • In this study, a Multiple Objective Mixed Integer Programming (MOMIP) Model is developed for sewer rehabilitation planning by considering cost, inflow/infiltration. A sewer rehabilitation planning model is required to decide the economic life of the sewer by considering trade-off between cost and inflow/infiltration. And it is required to find the optimal rehabilitation timing, according to the cost effectiveness of each sewer rehabilitation within the budget. To develop such a model, a multiple objective mixed integer programming model is formulated based on network flow optimization. The network is composed of state nodes and arcs. The state nodes represent the remaining life and the arcs represent the change of the state. The model consider multiple objectives which are cost minimization and minimization of inflow/infiltration. Using the multiple objective optimization, the trade-off between the cost and inflow/infiltration is presented to the planner so that a proper sewer rehabilitation plan can be selected.
