Constituent Analysis of Standards and Guidelines of Library Service for People with Disability (도서관의 장애인서비스 기준 및 지침의 구성요소 도출에 관한 연구)

  • The purpose of standards and guidelines of library service for people with disability is to provide libraries, governments and other stakeholders with a framework for developing library services for people with disability. This Paper is to Identify the constituents of standards and guidelines of library service for people with disability. These constituents are developed by analysis and investigation of foreign standards and are based on many people's advice such as members of the advisory committee. Extracted constituents of standards and guidelines of library service for people with disability are as follows: physical accessibility to library building and facilities, construction of alternative formats, access to services and programs. assistance engineering devices, web accessibility and universal design, training and staff development, cooperation and networking etc. Finally, we clarified main contents of each element to be included in standard.

A Study on the Standards and Guidelines Related to Bookmobile Service (이동도서관 서비스 기준 및 지침에 관한 연구)

  • This study tried to analyze 11 standards and guidelines related to bookmobile service to provide the theoretical basis for establishing bookmobile standards or guidelines in Korea. In these standards and guidelines, there were 9 core elements about bookmobile service including administration, vehicle, staffing, collections, schedule & stops, services & programs, marketing & public relations, information & communication technology and safety, and each element had several related sub-elements. In conclusion, some suggestions were proposed to assist the establishment process of bookmobile standards or guidelines in Korea.

  • The purpose of this study is to investigate the services provided to the patient based on the guidelines and standards due to the importance of the existence and role of the hospital library. The subject of investigation is foreign hospital library. As a result of the related search terms from search engine Google, researcher selected 90 overseas hospital library sites and examined the type of service based on guidelines and standards. As a result of the survey, services were provided mainly for 'basic service' and 'health information resource service' and 'health information resource service' was provided mainly for 'providing and delivering' rather than 'education'. 'Mental and psychological healing services' were found to be insufficient overall. The suggestion for providing hospital library service is as follows. First, it is necessary to provide library name and service that specialize only in patients. Second, it is necessary to expand bibliotherapy service, which is the center of hospital library service, especially providing culture, rehabilitation and entertainment programs, which are mental and mental healing services. Third, it is necessary to arrange human resources of health librarian and volunteer based on librarian.

The Current Status and Issues of the Standards of the Public Library Service for the Disabled (공공도서관 장애인서비스 기준의 현황 및 과제)

  • The realistic guidelines of the library service for the disabled should be made in the circumstance of the growing importance of the library service for the disabled. Therefore, this study intended to draw implications through investigation of guidelines of the library service for the disabled on domestic and foreign libraries. As the results of those investigation, this research found that the legal standard and related guidelines should be amended urgently according to the current status of related library situation. The first Issue that was derived in this study is to separate consideration of the minimum standards and the detailed criteria of library service for the disabled. Secondly, the guidelines of the library service for the disabled should be linked statistics and evaluation index of government in order to be applied to the library spot realistically. To do so, this research suggested that opinions of the library for the disabled and the disabled users should be reflected through listening and communications.

  • The purpose of this study is to improve guidelines for public library services to deaf community in Korea. For this study, literature review, case study and survey were performed. Based upon the results, the mandatory and optional elements were suggested within the framework of "Standards and Guidelines for Library Services for the Disabled" developed by National Library Support Center for the Disabled in Korea in 2009. Based upon these elements, public libraries should modify and supplement the guidelines reflecting the local circumstances. Eventually, this guideline will help librarians to provide professional and effective library services to deaf people.

Trend Analysis and Revision of the University Library Standard in Korea (대학도서관기준의 동향분석과 개정안 연구)

  • The ultimate mission of the university library is to provide the various information services in support of the teaching, research, and public service missions of the university. The achievement of the mission requires the optimal development and timely revision of university library standard that can be used as an operating guidelines and assessment tools. On the basis of this justification, this study has compared the trend and feature of library standards in major countries(USA, Canada, UK, Japan, Taiwan), analysed the problems and limitations of legal and recommended standards in Korea, and suggested the revised plan of Korean university library standard focusing on collections, staffs, and facilities.

  • The success or failure of the public library system depends upon the effective management of the human resources. It means that public library's staff is the most important resource in the operation and delivery of services. In order to provide the best service to the community, therefore, it is necessary to maintain excellent staff to make effective use of the information resources of the library and to meet the demands of the community. The goal of this study is to compare and analyse the staff standards and guidelines of public libraries in international organizations(IFLA/UNESCO, ISO), major developed countries(USA, UK, Canada, Australia, Taiwan, Japan), and Korea. In addition, the implications derived from this study will be used to provide a valuable theoretical background and rationale for the future research.

  • In this study, the medical library in the hospital was investigated on the overall operation status of the service target, books, facilities, environment, staff, service, etc., and the librarian in question conducted a demand survey and recognition survey of the library, and proposed a plan to activate the medical library in the hospital in the future. As a result, first, to increase the status of the library by the medical library in the hospital performing its role and improving the quality of the library's service, it should be divided into the independent organization in the organization. Second, it is necessary to establish legal standards for collection, size, and manpower for medical libraries in hospitals. Third, in order to systematically manage medical libraries in hospitals, professional librarians should be supported and personnel should be recruited so that library-specific tasks and administrative tasks can be distinguished. Fourth, it seems that policies to support the medical library in the hospital, such as budget support at the national level, librarian specialization education, development of operation guidelines, network activation with other libraries are needed.

A Study on Services and Programs of Bookmobiles in Korea (국내 이동도서관의 서비스와 프로그램 운영에 관한 연구)

  • The purpose of this study is to investigate the current status of services and programs of bookmobiles in Korea. To do this, a questionnaire containing 22 questions on basic information, scheduling and stops of bookmobiles, services and programs of bookmobiles, promotions and needs assessment and improvement requirements was developed on the basis of 7 foreign standards and guidelines related to bookmobile services. 74 questionnaires from bookmobiles belonging to public libraries and Saemaul bookmobiles were analysed. As a result, many parts of the results including operation days per week, stops per day, operation hours per stop, visiting cycle, circulation per day, circulation period and circulation volume and promotion conformed to foreign standards and guidelines but the others did not conformed to them. Also, there were more group differences in services and programs between bookmobiles belonging to public libraries and Saemaul bookmobiles than between bookmobiles in metropolitan cities and provinces in Korea.
