IMT-2000서비스 도입에 있어서 필연적으로 선행하는 기술표준 채택에 관한 문제는 본질적으로 한 국가의 정보통신 진로를 결정한다는 차원에서 중대한 사안이 아닐 수 없다. 우리나라에 있어서도 기술표준 선정과정에 있어 이러한 상황은 예외가 아니었으며, 적지 않은 논란 또한 있었던 것이 사실이다 결국 IMT-2000서비스 도입에 있어 기술표준 문제가 중요한 변수의 하나로 작용하게 되고 우리나라는 동기·비동기의 복수표준을 최종 기술표준으로 결정하게 되었다. 이와 같은 일련의 과정들이 발생하게 된 원인을 살펴보면, 사업자의 입장에서 북미식(MC) 동기방식과 유럽식(DS) 비동기방식 가운데 어느 한쪽 방식을 쉽게 채택할 수 없는 딜레마에 쳐해 있었기 때문이라고 볼 수 있다. 한편 우리나라 이동통신시장의 구조적 측면에서 원인을 살펴볼 때, 우리에게 있어 IMT-2000 기술표준 선정에 대한 사안이 그리 쉬운 과정만은 아니었음을 또한 설명할 수 있다. 결과적으로 IMT-2000 기술표준은 이동통신시장에 있어서 미시적인 측면에 있어서는 각 사업자별 시장점유율에 영향을 미쳐 개별사업자들의 이해득실과 직접적인 관련이 있으며, 거시적인 측면에 있어서는 세계시장을 상대로 접근해야 하기 때문에 국가적인 산업 경쟁력 면에서 매우 중요한 의미를 부여한다고 할 수 있다. 따라서 사업자들의 입장에서는 기술방식별로 장기적인 관점에서 경쟁우위의 사업전략을 다각도로 분석을 통해 검토할 필요가 있다고 하겠다.

This paper reviews the benefits of users participation in IMT-2000 standardization by the creation of users coalitions, focusing in particular on phased standards strategy necessary for the evolutionary approach from second generation to third generation systems. It first presents in detail the current status of IMT-2000 standardization progress occurring at each regional standard body including TIA of US, ETSI of Europe, TTA of Korea and ARIB of Japan. With this clear understanding of standardization situations worldwide, we may be able to come up with our standards strategies related to IPR issues and efficient standard-setting mechanism between manufacturers and service providers. In addition, this paper addresses the necessity for phased licensing of IMT-2000 service in order to avoid the high cost of new infrastructures and ensure an acceptable financial investment returns for existing cellular and PCS service providers. An author hopes that this paper can provide the adequate standardization directions of IMT-2000 to satisfy the varying regional and global market requirements.

Standards impact the economy in various ways. Moreover, intense competition exists between a variety of standards in this era of globalization. This paper quantifies the economic effect of multiple standards in the Information Communications and Technology (ICT) sector. Thus, it identifies and specifies which standard applies when economic gains exist. A model is developed which quantifies the magnitude of the economic effect of multiple standards as compared with a single standard or no standard. The model allows for both the micro- and macroeconomic gains from standardization to be quantified. Preliminary estimates indicate that at the macro level the multiple standards multiplier is approximately three. That is for every dollar invested, the gain is on the order of three dollars. Although not as robust. preliminary results indicated a similar economic gain at the micro level Overall, multiple standards dominate a single standard. This paper applies the model to IMT-2000, an example of multiple standards, to demonstrate this approach to quantify the standards economic effect.

이 연구는 국내 기록관리표준의 연구동향을 분석한 것으로 이를 위해 기록관리표준 관련 논문의 표제-주제어-초록의 키워드를 추출하여 상위빈도 키워드의 분석과 키워드 네트워크 분석을 수행하였다. 분석 대상 기간은 2000년부터 현재까지이며 RISS와 ScienceON 등의 국내 학술논문 검색사이트에서 총 212편의 논문을 수집하여 연구를 수행하였다. 분석 결과 2000~2010년까지는 아카이브 설계를 위한 OAIS의 연구, OAIS를 통한 디지털 기록 보존연구 ISO 표준의 분석 연구 등이 주로 진행되었고, 2011년 이후부터 지금까지는 기록경영인증, ISAD(G)의 RiC 전환 등의 연구가 진행되었음을 알 수 있었다. 이 연구는 기록관리표준 연구의 국내 연구동향을 분석함으로써 연구 흐름을 파악하는 기초자료로 활용되며, 기존 기록관리표준을 연구할 때 참고자료로 역할을 할 것으로 기대한다.
