최근 정보통신 산업은 급속한 기술의 발전과 제품생명주기의 단축 및 다양한 기술들간의 융합 등 급속한 환경의 변화를 겪고 있다. 정보통신 분야의 대표적 국제 표준화 기구인 ITU-T는 이러한 환경의 변화에 대응하여 기존의 관료적이고 비효율적인 부분을 제거하고 보다 효율적인 표준화 추진을 위하여 개혁작업을 추진하고 있다. 본 고에서는 정보통신 환경에 대응한 ITU-T의 표준화 작업방법의 변화를 살펴보고, 이를 통하여 보다 효율적 국제 표준화 추진을 위한 향후 표준화 정책 방향을 제시해 보고자 한다.

세계가 하나의 경제로 통합화되고 있는 상황에서 우리나라가 선진국과의 경쟁에서 경쟁력을 유지하기 위해서는, 기술 개발을 통한 필수특허 창출은 물론이고 이를 국제표준에 반영하는 노력을 기울여야 한다. 특히, 기술개발과 연계한 효율적인 표준화도 중요하지만, 중장기 기술 기획 시 표준화를 고려한 기획의 중요성이 커지고 있다. 따라서 본 논문에서는 국내 정보통신 관련 기술기획 및 표준화 기획 분야의 사례를 분석하여 기술기획에 기반한 효과적인 표준화 기획 체계를 제시하여 국내 개발기술의 국제 표준화를 촉진하고 표준화 활동의 초석을 마련하는 것을 목적으로 한다.

The standardization of food ingredients in the procurement system is essential to maintain the quality of food services. Currently, school food services in Korea do not have such a standardized system, which results in inconsistency of the procurement procedure of food ingredients. This study examined how school foodservice nutritionists perceive the standardization of food ingredients in the procurement system. In particular, this study investigated school foodservice nutritionists' perception on the appropriateness, convenience, and necessity of newly proposed standardized procurement system consisting of a classification and attribute system. A total of 311 nutritionists from 123 elementary schools, 99 middle schools, and 84 high schools were surveyed via both online and offline from June 16-24, 2016. The major findings of the study are as follows. First, three quarters of the nutritionists perceived the newly proposed standardized procurement system to be necessary, while approximately sixty percent of the respondents reported that the newly proposed standardized procurement system is convenient. More than half of the respondents perceived the newly proposed standardized procurement system to be appropriate. The results suggest that the new standardized system directs a better way in terms of the classification and attribute systems of food ingredients. This study suggests that the standardization of food ingredients should be implemented at the operation of school food services.

이러닝 표준은 국가 주도의 정책 사업(사이버가정학습 & 디지털교과서)에 적용함으로써 엄청난 예산 절감 효과를 거둔 바 있으며, 중복 개발 방지를 통한 CO2 발생 감소에도 기여할 수 있어 최근 주목받고 있는 그린 패러다임에도 부합하는 분야이다. 특히, 21세기로 접어들어 융합 즉, 컨버전스가 화두로 떠오르며, 그 자체로써 교육과 기술의 융합인 이러닝 표준화 분야는 지속적인 성장이 이루어질 것으로 전망되고 있다. 따라서 본 연구는 이러닝 표준화 분야의 전문가들을 대상으로 델파이 조사를 실시하여 중장기(5개년) 로드맵을 개발함으로써, 향후 표준화 정책 추진을 위한 방향성 도출과 더불어 국제 표준에 대한 전략적인 대응 방안을 마련하고자 하는 목적으로 추진하였다. 아울러, 표준화에 대한 인식 제고를 통해 저변 확대 및 보급 활성화 기반을 조성하는데 기여하고자 하였다.

Nowadays, for the competitive power of an enterprise, there are many attempts to implement information system that could support business innovation by business process re-engineering. However, there is no effort to standardize the core business processes of enterprise based on standards of data, documents. These facts make it difficult to introduce and implement enterprise information system designed by business processes of the higher level. Therefore, standardization of business process by analyzing the functionality and relationships among them are important and necessary. The results of our research are summarized as process-driven standardization (standardization of core business processes) and development of a repository. In process-driven standardization, we proposed the reference model by analyzing the business processes of the leading enterprises for core business processes. The reference model focuses on core business processes, such as sales management, procurement management, production management, logistics management, and customer support in manufacturing industry. We developed a knowledge-based system as a repository for a integrated management system of business process. And this repository was built up web-based system for the purpose of both reference and management.

Logistics standardization not only stands for logistics industry competitiveness, but also it is core competitive power. And Logistics industry makes smooth the exchange of goods, service and information in improving economic efficiency. Logistics cooperation between Korea and China becomes important issue because it has strategic meaning for two countries' benefit. Korea and China should reform logistics standardization and cooperate each other. This study based on analysing the China's logistics standardization policy, and comparison of ywo countries' logistics standardization, explored the alternatives of its cooperation between Korea and China in the new perspective.

The standardization on superconducting application techniques has been focused only in testing method or material itself, but, recently, it is actively proceeded by superconducting technical committee(TC) of international electro technical commission(IEC). In this paper, the standardization organization and its necessary process is introduced and the standardization technique for 22.9kV, 50MVA HTS power cable is prescribed. Throughout this research, it is possible to take priorities on the standardization technique in HTS power cable application. And moreover it can also contributes to the commercialization of HTS power cable.

This paper focuses on method of setting priorities for telecommunications Standardization in which usually includes prioritization, resource allocation, standardization schedule for each SWA is based on prioritization of SWAs. We mainly used the Analytic Hierarchy Process(AHP) and a modified Delphi technique as a method for planning process. Recently, rapid technology evolution in telecommunications fields increases the necessity of developing more and more new standards. Also increased complexity of technologies makes standards more complicated, more specified and more thick than the past ones. As a result, the number of SWAa(Standardization Work Areas) and SWIs(Standardization Work Iterms) is being increased continuously. Furthermore, rapid telecommunication environment changes such as deregulation, liberalization, privatization, regionalization, and globalization surrounding telecommunications standardization grows increasingly important. To cope with these challenges and to make the more efficient use of the limited standardization resources, i.e., time, financial, personal resources, we will suggest logical and rational approach that is a backbone of strategic plan for telecommunication standardization. The telecommunication standardization planning process involves a MCDM(Multi-Criteria Decision Making) process. The Analytic Hierarchy Process(AHP) is a kind of MCDM approach. Our method is based on a combination of a modified Delphi technique and an application of AHP(spreadsheet model). Analyzed data from Delphi technique is used as inputs to AHP. In addition we also focus on the technique how to combine group judgments and to handle a large number of comparisons.

In this paper we present an integrated methodology for strategic planning in telecommunications standardization. Especially this paper focuses on the method of setting priorities for telecommunications SWAs(Standardization Work Areas) and related SWls(Standardization Work Items). To make a strategic plan for telecommunications standardization in which usually includes prioritization, resource allocation, standardization schedule for each SWA is based on prioritization of SWAs. Our methodology integrated various existing methods including the Analytic Hierarchy Process(AHP) and a modified Delphi technique. Recently, rapid technology evolution in telecommunications fields increases the necessity of developing more and more new standards. Also increased complexity of those technologies makes standards more complicated, more specified and more thick than the past ones. As a result, the number of SWAs and SWIs are being increased constantly. Furthermore, rapid telecommunication environment changes such as deregulation, liberalization, privatization, regionalization, and globalization surrounding standardization bring about new challenges and opportunities. Due to all these trends, strategic planning for telecommunications standardization grows more and more important. To cope with these challenges and also to make the more efficient use of the limited standardization resources including time, financial, human resources, we suggest more logical and rational approach that will be a backbone of strategic plan for telecommunications standardization. The result of this study will be useful input for telecommunications standardization policy making and practical implementation.

The characteristics of the intellectual property right(IPR) conflict with standardization. This is because standardization aims to achieve the common use of technology while IPRs aim to protect the proprietary right on technology. The license to use IPR should be granted so that standards can be used without an infringement. IPR policies have common characteristics in most parts of their contents and also different application methodologies. The ultimate object of IPR policy is to receive license grant. In this paper, significant typical IPR policies of main standardization organizations are comparatively analyzed. The overall objective of the IPR policy is to make strategic environment for license grant. IPR disclosure becomes the best practice to acquire license grant. With this practice, the action to licensing refusal becomes one of the main strategic factors of IPR policies.
