Users Participation in IMT-2000 Standardization upon Phased Standards Strategy

  • This paper reviews the benefits of users participation in IMT-2000 standardization by the creation of users coalitions, focusing in particular on phased standards strategy necessary for the evolutionary approach from second generation to third generation systems. It first presents in detail the current status of IMT-2000 standardization progress occurring at each regional standard body including TIA of US, ETSI of Europe, TTA of Korea and ARIB of Japan. With this clear understanding of standardization situations worldwide, we may be able to come up with our standards strategies related to IPR issues and efficient standard-setting mechanism between manufacturers and service providers. In addition, this paper addresses the necessity for phased licensing of IMT-2000 service in order to avoid the high cost of new infrastructures and ensure an acceptable financial investment returns for existing cellular and PCS service providers. An author hopes that this paper can provide the adequate standardization directions of IMT-2000 to satisfy the varying regional and global market requirements.

  • Platform standardization is widely used in commercial auto industries and other industries to acquire cost reduction as well as high reliability. This paper reviews some application examples and estimates expected effect of Korean army's platform standardization for combat system and combat support system. Also, military platform standardization based on utilization of commercial vehicles has been studied with the standard vehicles used in Korean army. It is estimated that outstanding results may be achieved if a dual platform, the public and military platforms, is utilized. So, when the strategy of the military transportation system is decided, "dual use" concept is necessary and this could maximize the effect of the military strategy reinforcement.

  • The purpose of this study is to develop a mid and long-term roadmap for "Commercial and Military Collaboration Standardization(CMCS) program." We developed three layer's roadmap through systematical process. The roadmap is composed of four targets, eight projects and forty-six tasks. To evaluate the quality of the roadmap, we applied checklist method and statistical analysis. Consequently, the quality is positive and it shows that the roadmap could apply for CMCS program. In addition, it is expected to contribute to the standardization between military supplies and commercial products.

  • It is needed to search the electronic commerce standardization and to analysis its policies to meet the international situations strategically and forecast the technology surroundings for electronic commerce. This study aims at searching the current state of electronic commerce standardization and analyzing policies on electronic commerce by the driving subject, that is, government and private organization, major countries, and standard classifications of electronic commerce technologies such as e-documents, e-catalog, e-payment, and e-process. The government and private organizations get information for the current state and policies for standardization on electronic commerce and put them practical use to make policies and strategy applications.

  • Research on RSS(Really Simple Syndication) based application and services are being deployed both domestically and internationally. The RSS service in the area of science and technology should be flexible to the various sources of information as well as the various platform and environments that they are being serviced. It also requires a standardized system to meet the above needs. We have analyzed the use of RSS services overseas as well as domestic services to suggest the implementation of standard system for the syndication of science and technology information based on RSS.

  • While going through economic development for several decades, Korea has become an industrialized country, and the development of industrial technology accelerated the advent of the information opportunity era. The recent information oriented society has brought forth the development of new information communication technology that enables anybody to obtain information easily and simply, and recently power line communication technology is being developed that allows the use of the existing power line net-works as they are. Each advanced country that faced up to a riffle effect of power line communication technology that enables us to obtain information easily anywhere at anytime is engaged in fierce competition to be a leader in this technology and to preoccupy the standardization of power line communication technology. At this point, this study is to help Korea take the lead in information communication technology by proposing a direction for the standardization that Korean power line communication technology needs to head for by identifying the trend of the worldwide of power line communication technology.

  • Smart agriculture and livestock is one of convergence technology which is combined smart technology based on ICT(Information and Communication Technology) and all processes of agriculture and livestock. Sensor data technology in smart agriculture and livestock is considered with important factor as base technology for measurement and collection of environment condition, management of product quality status. In this paper, Sensor technology and standardization trend for smart agriculture and livstock is investigated. Results of this study can be used as basic data for smart agriulture and livestock standardization which is curently under proecssing at domestic and abroad.

  • The 5G MEC (Multi-access Edge Computing) technology offers network and computing functionalities that allow application services to improve in terms of network delay, bandwidth, and security, by locating the application servers closer to the users at the edge nodes within the 5G network. To offer its interoperability within various networks and user equipment, standardization of the 5G MEC technology has been advanced in ETSI, 3GPP, and ITU-T, primarily for the MEC platform, transport support, and MEC federation. This article offers a brief review of the standardization activities for 5G MEC technology and the details about the system architecture and functionalities developed accordingly.

  • This study discusses the present logistics standardization of both firms in manufacturing, resale and. wholesale, and distributing industries and logistics experts on each logistics stage: packaging, transport, storaging, freight handling machinery, and information technology. We Find out that packaging and transport are most important factors for the improvement of unit load system in Korea. Next, information technology, storage, and then freight handling machinery are ranked to establish an efficient technical system of logistics standardization

  • The development of ICT brings a big change in manufacturing industries, and new information technology such as IoT, AR, and big data was applied on manufacturing process. As a result, the concept of smart factory has been introduced as a new manufacturing paradigm. In fact advanced countries like USA, Germany, and Japan have actively introduced smart factory in their manufacturing industries such as electronic, automobile, machinery, to improve production efficiency and quality. The manufacturing environment has been changed into flexible system, so that smart factory will be leading future manufacturing industries. Thes changes have more severe influence on Korean manufacturing industries. Mny industrial companies, have a strong interest in smart factory and they, particularly big enterprises, have been adopting smart factory to increase their manufacturing efficiencies. However, Korean small and medium-sized enterprises (SMEs) have many financial and technological difficulties so that the diffusion of smart factory in Korean SMEs has not been satisfiable up to present. However, smart factory is very important for enhancing their competitiveness in global market. Therefore, this study aims at identifying the standardization strategy of smart factory in so-called Korean 'roots industry' by presuming that the standardization will activate the diffusion of smart factory among Korean SMEs. For this purpose, first, this study examines the competitiveness of SMEs, especially in 'roots industry' and identifies the necessity of diffusion of smart factory among those SMEs. Second, based on the active review on the existing literature, this study identifies four factor groups that would influence the adoption or diffusion of standardized smart factory. They are technological, organizational, industrial and policy factors. Third, using those four factors, this study made two comprehensive case analyses on the adoption and diffusion of smart factory. These two companies belong to molding sector which is one of the important six sectors in 'root industry'. Finally, based on the theoretical and empirical analyse, this study suggests four strategies for activating the standardization of smart factory; international standardization, government-leading standardization, firm-leading standardization, and non-standardization.
