We derive priority decision making on healthcare service technology standardization in the home network through the decision support process with industry professionals. We configured a research group with 4 industrial areas including Industry, Academic, Research Institution and Medical Institution. And we also applied AHP methodology for the priority decision making. The research group decides an evaluation criteria which are consisted of marketability, technology, ripple effect, strategy for national policies in order to make a priority for healthcare service on a home network. And it is also decided 7 fields and 24 sub-fields, technically. In order to make a priority for the standardization, we use an AHP methodology, that is more objective and feasible, as a decision tool. After two-phase survey that consists of paper survey and face to face meeting, we get a conclusion that home healthcare content is at the top and then wireless home network follows it.

평화 통일을 유도하기 위한 최우선 정책은 북한의 인터넷 개방유도이다. 남북한 ICT산업 교류협력을 위하여 인터넷 개방을 유도하기 위하여 북한의 ICT 일반표준, 인터넷 현황과 산업현황, 실현가능성 등을 분석하여 준비 과제를 도출하였다. 남북한 ICT산업 교류협력을 위한 우선과제는 낙후되어 있는 북한의 기술수준을 선진화하기 위한 노력이 필요하다. 이에 한국의 첨단 정보화 인프라를 적극 제공하여 기술격차를 줄이는 것이 선행되어야 한다. 따라서 본 연구에서는 남북 ICT산업의 국가기술규격 및 표준화를 통한 북한 인터넷 개방유도에 대하여 연구하였다.

To maximize effectiveness of standardization activities, it is essential to set priorities for determined standardization work items in the next generation internet protocol television (NG-IPTV) technologies. In this study, the analytic hierarchy process(AHP) is employed and applied to ranking of NG-IPTV standardization work items as a multi-criteria decision making tool which involves comprehensive surveys. Survey results are analyzed and we identified a useful three level segmentation of standardization strategic plan which shows standardization work item priorities.

The Korean government has been trying to create new economic value-added and jobs by the openness and utilization of open government data. However, most of open government data has poor utilization rate. Although open government data standardization is a major cause of those inactivation, it is not sufficient to conduct empirical research on open government data itself. Based on this trend, this paper aims to find the priority area for opening data and suggests a realistic directions of standardization of open government data. Text mining and social network analysis approaches are used to analyze open government data and standardization. This research suggests the guides to open government data managers in practical view from selection of data to standardization direction. In addition, this research has academic implications to the knowledge management systems in terms of suggesting standardization direction by using various techniques.

Many of urban parks which have been designated for urban planning regulation are not well developed because the priority of investment is inferior to that of other public facilities. Park development is an urgent urban policy and it is hard to decide priority among parks. Therefore, it is necessary to evaluate the priority of park development. Thus the Analytic Hierarchy Process has been introduced because it is suitable for achieving objectivity by collecting the professional opinions. The goals of park development are evaluated by AHP method and the priorities among goals are conservation of natural environment, satisfying the residents' residents' needs, population density, regional pollution, land acquisition cost, ratio of greeneries and facilities within park areas. Priority of park development is decided by the standardization of each individual inventory data and considering of the professional opinions. Among the multi-attribute judgement methods, AHP method may be the most widely used. Despite the critical evaluations of the AHP, such as limitation of the nine-point scale and the rank reversal problem, application of AHP to decide the priority of park development is suitable for actual circumstances.

본 논문에서는 ITS 분야의 한국의 표준화 역량을 점검하였으며, 아시안 국가들의 ITS 표준화 참여 및 서비스 현황과 한국과의 협력 희망정도를 조사 분석하였다. 그 결과 한국은 ITS 표준화 분야에서 국제적인 역량을 인정받고 있으며, 싱가포르를 제외한 아세안 대부분의 국가들은 ITS 표준화 참여도와 서비스 도입이 미진한 것으로 파악되었다. 또한 아세안 대부분의 나라들이 한국과 ITS 표준화 협력을 희망하고 있으며, 우선적으로 ITS 표준화의 기반인 ITS 시스템 아키텍처 구축을 선호하는 것으로 파악되었다. 또한 표준화 도입 서비스분야로는 아세안 국가 간 물류운송 효율성 제고 등을 고려하여 화물 운송 분야가 우선 적용 서비스 분야로 제시되었다.

As a means of achieving fashion technology and scientification, this research on the standardization proposals of body type research methods has the following conclusions: 1. As human body displays different characteristics according to races, regions, sexes, and ages, clothing products (unlike other industrial goods) cannot be subject to global standardization. As a result, clothing size standardization can be desirably regionalized, for example, as Asian, European countries, etc. 2. In order to share human-body-concerned information among nations, programs for raw data exchange need to be urgently developed. 3. Top priority is databasing all raw data at home and abroad. 4. So that the findings of body type research can be practically applied to the concerned industry, industry-academy cooperation and information exchange are a must. While researchers have to heighten the precision of their studies, industrial partners ought to focus on the invaluable importance of academic research. 5. The scientific body type analysis, the basis of fashion technology, as well as the development of its application technology and software are ultimately and urgently required.

본 연구는 문화산업의 핵심 기술로서 점차 그 중요성과 비중이 커지고 있는 문화기술(CT)의 표준화와 CT 분류체계의 정립을 위한 정책적 방향과 그 우선순위를 업계에 대한 설문조사에 근거하여 설정하는 것을 목적으로 한다. 연구결과, 우선 기존 연구 및 과학기술분류체계를 포함한 관련 체계에 대한 연구를 통하여 CT와 문화산업에 대한 산업적 정의에서의 관점인 콘텐츠 가치사슬 분석에 입각한 창작/기획$\{rightarrow}$제작/표현${\rightarrow}$유통/서비스${\rightarrow}$보존/관리의 중분류와 이에 따른 세부 기술들이 소분류로 편성된 형태의 'CT 분류체계'를 제안하였다. 표준화 수요 조사결과, '제작기술' 부문이 가장 중점적으로 추진해야 할 우선순위로 파악되었다. 고안된 CT 분류체계를 반영하여 진행된 조사에서는 '제작/표현' 및 '창작/기획' 뿐 아니라 콘텐츠의 관리 측면에서의 '유통/서비스' 부문에서도 높은 응답률을 보였다. 이를 통하여 CT 분류체계 내의 세부 기술의 구체화 및 관련 효과의 계량화 그리고 정부 및 학계의 위원회 운영을 통한 산업 환경과 앞으로의 기술 체계에 대한 체계적 연구가 필요하다.

세계 각국은 지식재산권이 확보된 자국의 기술을 국제표준으로 제정하여 산업보호 및 해외시장 창출을 추구하고 있음에 따라, 우리나라도 국가 정책적 차원에서 효과적인 표준화전략을 수립하기 위해서 시장 및 이용자가 요구하는 기술 분야의 표준화 과제를 선정하고 우선순위를 정하여 선택과 집중전략을 운영하는 것이 필요하다. 표준화 분야의 우선순위를 결정하는 것은 학계, 연구계, 산업계, 정부 등의 이해관계가 존재하는 의사결정문제로 복수의 평가기준을 갖는 다기준 의사결정문제로 정의할 수 있다. 본 연구에서는 다기준 의사결정문제에 체계적인 이론과 절차를 제공하는 계층분석방법(AHP)을 이용하여 국내 민간 표준화기구인 한국정보통신기술협회에서 선정한 37개 표준화 분야에 대한 우선순위를 결정하였다.

본 논문은 U-City 도시통합관제플랫폼과 U-서비스 시스템 간 상황 이벤트 ID 체계 수립 및 상황 이벤트 별 ID 설정, 상황 이벤트 우선순위 기준 수립 및 상황 이벤트 별 우선순위 설정 등을 통해 표준화된 연동 방법을 제시하였다. 또한 제시된 상황 이벤트 ID 체계 및 우선순위 설정 기준을 적용하여, 도시통합관제플랫폼에 수신된 상황 이벤트 리스트를 우선순위 순으로 디스플레이하여 먼저 처리될 수 있도록 구현하였다. 본 논문에서 제안된 상황 이벤트 ID 체계 및 우선순위 기준을 적용하면, 사고 및 재해 발생시 신속한 응급조치 및 대응을 통해 업무 중단시간을 단축시킬 수 있게 되며, U-City 사업에서 비용절감 및 구축 기간 단축 등의 효율성을 높일 수 있을 것으로 기대된다.
