The encoding schemes of special characters in science & technology information services are always serious matters. Therefore, this paper draw up a general plan for encoding scheme of special characters related in some way. For this work, I have made an investigation into encoding cases of KISTI'S YesKisti service. And I have reviewed the important issues and standardization trends. Finally, this study proposes some requisites and problems for encoding scheme standard of special characters in science & technology information services.

In this paper, we studied the optimal method of improving performance for aircraft having various variants within the same type. The study defined configuration of an entire fleet of aircraft being subject to a performance improvement program. And selected the most complicated aircraft configuration among them as a Standard Aircraft for modification by according to the proposed Aircraft Selection Process for developing an optimal Aircraft Performance Improvement Process. Based on the selected the Standard Aircraft, drew a system integration design result and carried out Evaluation Test and obtained Airworthiness Certification. Created the database with the design data of the Standard Aircraft, Evaluation Test, and Airworthiness Certification results, and applied it to variants of aircraft to complete the performance improvement program with optimized schedules and costs. By applying the proposed method to IFF performance improvement program, drew optimal system integration design and completed the program with minimized schedule.

Recently EAI WG of IETF has published standards for multilingual support in the local part of the e-mail address. Between 2009 and 2010, EAI WG published RFC documents, called the EAI standard, extension to the existing mail-related RFC documents, and EAI has been implemented and tested. In the course of reviewing the results, this yielded a proposal to modify the EAI standard. As a result, EAI WG has published modified RFC documents, called the EAI bis standard. SMTPUTF8 mail server described in this paper has been implemented according to the EAI bis standard. In addition, it has the ability to support two different standards to support the multilingual domain part of the e-mail address, IDNA and EAI bis. Futhermore, SMTPUTF8 mail server can encode in punycode the local part of the e-mail address. Finally, interoperability testing shows that SMTPUTF8 mail server is well-implemented according to the EAI bis standard.

This research has designed and implemented the standard conformance test system for e-Business solutions that supports the ebXML, which is currently being focused on as the leading electronic commerce framework. The adoption of standards such as ebXML is probably the best way to achieve interoperability among electronic commerce systems, and more and more e-Business solutions around the world are supporting ebXML. This research primarily discusses the concept and needs for the standard conformance tests on e-Business solutions. The standard conformance test system is developed based on the detailed specifications of the ebXML framework. This system was used to test commercial e-Business solutions supporting ebXML. The system implemented in this research will provide a significant basis for the standard conformance certification of e-Business solutions, and could also provide clear decision criteria for e-Business solutions currently in market, thus activate the overall e-Business market.

Purpose: This study tests the validity of a standard evaluation tool of ambulance ride practices with new evaluation items and supports its application by 119 preceptors. Methods: We tested the validity of standard evaluation items collected from 19 on-site professionals assessing ambulance ride practices. New evaluation items, 'understanding of emergency rescue equipment' and 'ability to communicate', were added as additional criteria. The modified Delphi technique was used to test the three evaluation areas and ten evaluation items. We used the analytic hierarchy process to analyze the weighting value of the reconstructed evaluation tool model. Results: All three evaluation areas and 10 evaluation items within the standard evaluation tools used for ambulance ride practices corresponded with the consistency index, degree of convergence, and agreement in the modified Delphi panel. Conclusion: These results provide evidence of the consistency and usefulness behind preceptors' use of this standard evaluation tool in ambulance ride practice.

Objective: This study introduces exposure concentrations of time-weighted average standard (TWA) evaluation and short-time exposure standard (STEL) evaluation for trichloroethylene in the cleaning process. Methods: Trichloroethylene measurement was conducted according to the KOSHA Guide (A-24-2019) method. It was carried out twice. Results: As a result of the first measurement, TWA concentration exceeded 4 times the exposure standard and STEL concentration exceeded 16 times, but the inaccuracy and breakthrough of the collection time could not be considered, so the second measurement was conducted. The second measurement result was lower than the first measurement result, but exceeded the exposure standards (TWA, STEL). Conclusions: We were able to confirm that the exposure level of workers in the cleaning process using trichloroethylene exceeded the exposure standard. And it is also considered necessary to grasp the approximate concentration using a detector tube in the preliminary survey.

In this paper we are able to define a standard fractional vector cross product(SFVCP) of two vectors in a Euclidean 3-space where it satisfies all the conditions of geometrical reality. For γ = 1 this definition satisfies the conditions of standard vector cross product(SVCP). The formulae for euclidean norm and fractional triple vector cross product of two vectors with standard fractional vector cross product are presented. Fractional curl and divergence of an electromagnetic vector field are presented using the new definition. All the properties are further supported with particular cases at γ = 0, γ = 1 and examples on standard orthogonal basis in R³. This concept has application in electrodynamics, elastodynamics, fluid flow etc.

Recently the Government has classified the construction specifications into three types such as national standard specifications, owner's standard specifications and project specifications, by the revision of the Law of Construction Technology Management. And the Government provided that project owner shall use the project specifications that are written by excerption from, revision of, and supplement to the national standard specifications or the owner's standard specitications etc.. The present study suggests the writing way of national standard specifications, owner's standard specifications and project specifications in these situations.

There are now many different commercial weather sensors suitable for smart farms, and various smart farm devices are being developed and distributed by companies participating in the government-led smart farm expansion project. However, most do not comply with standard specifications and are therefore limited to use in smart farms. This paper proposed the connecting structure of operating non-standard node devices in smart farms following standard specifications supporting smart greenhouse. This connecting structure was proposed as both a virtual node module method and a virtual node wrapper method. In addition, the SoftFarm2.0 system was experimentally operated to analyze the performance of the implementation of the two methods. SoftFarm2.0 system complies with the standard specifications and supports non-standard smart farm devices. According to the analysis results, both methods do not significantly affect performance in the operation of the smart farm. Therefore, it would be good to select and implement the method suitable for each non-standard smart farm device considering environmental constraints such as power, space, distance of communication between the gateway and the node of the smart farm, and software openness. This will greatly contribute to the spread of smart farms by maximizing deployment cost savings.

Recently, the comparative gap of technology and product has been decreased in the global market, and the globalization has been extended rapidly. Industries try to get de facto standard as the global standard. De facto standard has become a standard not because it has been approved by a standards organization but because it is widely used and recognized by the industry as being standard. Advanced countries already have their own organizations under the government, and they cooperate tightly with companies. As a result, we also try to have the organization and build the good relationship between companies and the government to get de facto standard in the global market.
