Framework for Continuous Assessment and Improvement of Occupational Health and Safety Issues in Construction Companies

  • Background: Construction industry is among the most hazardous industries, and needs a comprehensive and simple-to-administer tool to continuously assess and promote its health and safety performance. Methods: Through the study of various standard systems (mainly Health, Safety, and Environment Management System; Occupational Health and Safety Assessment Series 180001; and British Standard, occupational health and safety management systems-Guide 8800), seven main elements were determined for the desired framework, and then, by reviewing literature, factors affecting these main elements were determined. The relative importance of each element and its related factors was calculated at organizational and project levels. The provided framework was then implemented in three construction companies, and results were compared together. Results: The results of the study show that the relative importance of the main elements and their related factors differ between organizational and project levels: leadership and commitment are the most important elements at the organization level, whereas risk assessment and management are most important at the project level. Conclusion: The present study demonstrated that the framework is easy to administer, and by interpreting the results, the main factors leading to the present condition of companies can be determined.

  • This paper introduces oneM2M global IoT standard middleware platform based smart city service data model support and FIWARENGSI interworking for Orion Broker. Also, service data models implementation using flexContainer resource types and FIWARENGSI interworking using the Interworking Framework (TS-0033) from oneM2M Release 3 are also illustrated. In this system, data model element level access (e.g. for subscription/notification feature) is enabled, which is enhancement compared to contentInstance resource type before, and service agnostic FIWARE NGSI interworking is provided over the Interworking Framework for smart city platform data interworking.

Estimation of Appropriate Wage by Development of Wage Survey Framework for Forest Workers (산림사업 작업자 임금실태조사 프레임워크 개발을 통한 적정 노임단가 추정)

  • Forest projects often apply construction industry labor rates, without considering the demanding work conditions and labor intensity unique to forest operations, resulting in workplace issues. This study aims to analyze forest operations' characteristics and wage survey methods in other fields to establish a framework for surveying the wages of forest workers. The developed framework was tested through direct surveys conducted with all forest operation companies. Survey items included actual wages by occupation, identification and removal of outliers using quartile deviation, and occupation-based wage calculation. Results revealed that the appropriate wages for 2022 were as follows: KRW 163,376 for general workers, KRW 221,407 for special workers, KRW 250,045 for work leaders, and KRW 239,863 for wood cutters. These figures were 16.27% higher than those derived from the standard construction wage survey. The developed framework was validated by comparing the appropriate wages with both the standard construction wage survey and the forestry workers' wage. The results indicated that the wages calculated using the developed framework were 4.5% more similar to the forestry workers' wage compared with those from the standard construction wage survey. Consequently, the standard construction wage survey was deemed unsuitable for forest projects. To ensure efficient forest operations, it is imperative to conduct wage surveys using the developed framework over multiple years to accumulate sufficient data.

A Study on the Enterprise Application Framework for Developing Efficient RFID Applications (효율적인 RFID 애플리케이션 개발을 위한 엔터프라이즈 애플리케이션 프레임워크에 관한 연구)

  • The information flow through RFID techniques such as, standardized EPC and EPCglobal network suggests new change in the method of cooperating and sharing information in the supply chain. Common function should be prepared for communication, security techniques, and business processes based on the EPCglobal standard to introduce efficient RFID techniques. And the standard architecture which can deal with the RFID environment flexibly is quite necessary. Therefore, this paper suggests Enterprise Application Framework (EAF) for developing efficient and secure RFID applications. EAF offers essential services to develop RFID enterprise systems : a communication environment which uses various standard communication protocols, a security function based on PKI, and abstract business services for flexible introduction of RFID businesses. It simplifies the RFID business integration, minimizes the development complexity, and thus EAF is expected to reduce the cost of RFID application development. EAF guarantees constructing secure RFID applications due to PKI-based security mechanism.

Developing a Health Informatics Conceptual Framework for Representing Clinical Findings in Traditional East Asian Medicine (한의학 임상소견 표현을 위한 개념적 프레임워크 개발 연구)

  • Objective: The propose of this study is to build a conceptual framework for representing clinical findings in Traditional East Asian Medicine(TEAM). As the existing standard models have been developed without considering features of Traditional Medicine, in this study we introduced unique characteristics for the TEAM. Method: This study was composed of three steps. First, we analyzed whether the existing clinical information models are suitable for representing clinical findings. Second, we analyzed ISO/TS 22789 model which is a ISO medical informatics standard, to find out the problem by applying clinical findings of TEAM into the model. Finally, we defined semantic links and a concept hierarchy in our model based on the analyzed results. The model includes the concepts for clinical findings and terms, and the semantic links can be regarded as relations between concepts, so that the representating clinical findings are completed by connecting concepts with other concepts. Results: Our framework was developed by removing unnecessary semantic links, and adding some necessary ones based on ISO/TS 22789 model. The ISO/TS 22789 model has a simple concept hierarchy, but in this study we subdivided the hierarchy and also considered interoperability with other terminological systems and standard models. Conclusions: This research needs more discussions, but is meaningful as proposing a way how to develop Traditional Medicine terminological systems. This study shows the limitations of existing models in describing clinical findings for TEAM, and what should be considered to represent Traditional Medicine knowledge, and propose a solution to improve the problem.

A Study on eGovFrame Security Analysis and Countermeasures (eGovFrame 보안 분석 및 대응 방안에 관한 연구)

  • The e-Government standard framework provides overall technologies such as reuse of common components for web environment development such as domestic government/public institutions, connection of standard modules, and resolution of dependencies. However, in a standardized development environment, there is a possibility of updating old versions according to core versions and leakage of personal and confidential information due to hacking or computer viruses. This study directly analyzes security vulnerabilities focusing on websites that operate eGovFrame in Korea. As a result of analyzing/classifying vulnerabilities at the internal programming language source code level, five items associated with representative security vulnerabilities could be extracted again. As a countermeasure against this, the security settings and functions through the 2 steps (1st and 2nd steps) and security policy will be explained. This study aims to improve the security function of the e-government framework and contribute to the vitalization of the service.

Development of a Framework for Estimating the Benefits of IT Projects : Focusing on Preliminary Feasibility Study (정보화 사업의 편익 추정 프레임워크 개발 : 정보화부문 예비타당성조사를 중심으로)

  • In order to promote the IT business efficiently, the Preliminary Feasibility Study has been conducted since 2004. It is to verify the feasibility of a large-scale IT project in advance and to determine whether to reflect the budget. It is more difficult to analyze the benefits of the IT project than other projects, because the IT project is carried out by combining tangible and intangible assets and human resources. For this reason, the Standard Guideline for Preliminary Feasibility Study in the IT field suggests a framework to support in estimating the benefits of the IT project. However, it includes the following problems : 1) level discrepancy among the benefit categories, 2) lack of types of benefit items, 3) no consideration of benefit inducing factors. So the framework is facing a low utilization. This study develops a new framework through a three-step research process. The new framework can be used not only for preliminary feasibility studies but also for estimating the benefits of general IT projects.

  • CALS is a global information strategy which may be viewed as the industrial or manufacturing lane on the Information Highway. The basic vision of CALS is to improve costs, timeliness and quality through information automation and integration. This paper present a CALS implementation framework that incorporates organizational environment, CALS standard, process innovation and information systems. The implementation framework of CALS guides an organization to gain perspective in a complex CALS area and provides insights for academicians in identifying where research needs to be performed. A case study was used to provide the insight how a CALS implemention framework is being used. The case was analyzed according to the framework we proposed.

Broadcasting and Communication Convergent Network Based on MPEG-21: Design and Implementation of Multimedia Service Framework

  • In this paper, we present a practical implementation of the MPEG-21 multimedia framework for broadcasting and communication convergent services. MPEG-21 standard technology was exploited to build a convergent service framework. Using this framework, a service model and several scenarios have been successfully designed and implemented. In addition, interoperability, which is the main objective of a multimedia framework, especially in a convergent environment consisting of heterogeneous networks and various types of devices, has been addressed in detail. The experimental results show that the implemented test bed provides a next-generation multimedia service; that is, universal multimedia access (UMA), meeting the requirements of a broadcasting and communication convergent environment.

A Study on Feature Analysis of Archival Metadata Standards in the Records Lifecycle

  • Metadata schemas are well recognized as one of the important technological components for archiving and preservation of digital resources. However, a single standard is not enough to cover the whole lifecycle for archiving and preserving digital resources. This means that we need to appropriately select metadata standards and combine them to develop metadata schemas to cover the whole lifecycle of resources (or records). Creating a unified framework to understand the features of metadata standards is necessary in order to improve metadata interoperability that covers the whole resource lifecycle. In this study, the author approached this issue from the task-centric view of metadata, proposing a Task model as a framework and analyzing the feature of archival metadata standards. The proposed model provides a new scheme to create metadata element mappings and to make metadata interoperable. From this study, the author found out that no single metadata standard can cover the whole lifecycle and also that an in-depth analysis of mappings between metadata standards in accordance with the lifecycle stages is required. The author also discovered that most metadata standards are primarily resource-centric and the different tasks in the resource lifecycle are not reflected in the design of metadata standard data models.
