  • Korean Ministry of National Defense has criteria for military facilities but most were made with the focus on design criteria of facilities and especially in the case of information and communication, only overall criteria with the level of conceptual design are suggested without details. By comparing the design standards of ICAN and I3A that are applied in US Department of Defense, this study will suggest the desirable design standard of Korean military on command/control facilities and general/administrative facilities.

An Assessment of Electric Shock Hazard by Safety Criteria Using Graphical Method (그래프법을 이용한 안전기준에 의한 감전위험성 평가)

  • This paper presents a graphical method for hazard assessment of electric shock by safety criteria. For the human body to be safety actual body current should not exceed safety criteria, i.e. allowable body current. The assessment method presented in this paper is based m the safety criteria of the IEEE Standard 80 as well as the IEC 479-1. The hazard can be assessed in terms of alterable touch voltages instead of alterable body current. Thus, the hazard assessment of given electric shock condition is referred to a procedure by which the actual touch voltages are compared with the allowable (safe) touch voltages. Since the IEC 479-1 safety criteria are nonlinear, the graphical method is presented for the hazard assessment. Body current and body voltage are calculated with the allowable touch voltage. A comparison of the safety criteria of two widely accepted standards, i.e. the IEEE Std 80 End the IEC 479-1 is proposed. Also Thevenin equivalent resistance is obtained from electric shock model expressed by two-port earth-grid-foot system. On the basis of calculated results, the allowable touch voltage, the body current and the body voltage we can conduct the hazard or safety assessment and estimate the severity of electric shock.

Investigation of Laws and Standards related to Safety Criteria for Commercial Kitchen Machines (주방 기기 안전 기준 관련 법령 및 규격 조사)

  • This study aims to investigate laws and standards(including technical guidelines) related to safety criteria for 22 kitchen machines frequently used in commercial kitchens. The study was based on literature survey, interviews with charge persons in kitchen machines manufacturing companies, cafeteria providing group meals and relevant association, and web surfing. The results showed that there are two types of safety criteria such as legally forced ones by laws and optional ones by national industrial standards or technical guidelines. High pressure safety control act, safety control and business of liquefied petroleum gas act and city gas business act prescribed gas use apparatus safety criteria, rational energy utilization act did those of pressure vessel such large rotary caldron, industrial health and safety act did those of food processing machinery, and electrical appliances safety control act did those of electrical kitchen appliances. Compulsory or optional standards or guidelines related to safety criteria for kitchen machines were presented by 22 kitchen machines. Safety devices shown in the laws, standards and guidelines were also summarized by kitchen machines and their risk factors.

Establishing rainfall Evacuation Criteria for residents of steep slopes (급경사지 주민대피를 위한 강우기준 설정에 관한 연구 )

  • In this study, not only the increase in rainfall for a short period of time but also the increase in rainfall for a longer duration is frequently occurring according to climate change. Changes in rainfall patterns due to climate change are increasing damage to steep slopes. The Ministry of Public Administration and Security has been operating the criteria for evacuation of residents in steep slopes since 2015. However, the damage to steep slopes due to torrential rains in 2020 has been increasing. In this study, rainfall data from areas affected by steep slopes from 1999 to 2020 were collected and compared with the existing criteria(2015) for evacuation of residents at steep slopes of the Ministry of Public Administration and Security, and the status of the issuance of resident evacuation forecast was compared. Through this study, the rainfall criteria for each region were calculated and presented by reflecting the rainfall characteristics of the steep slope destruction area due to climate change, and it is believed that it can be used as a standard rainfall to reduce human casualties in the steep slope area in the future.

  • There have always been dilemmas between development and environmental conservation throughout the world. Gradually environmental contamination threatens sustainable development and conservation. we try to study on the sustainable development with environmental conservation. One of the instruments to get this goal is Environmental Impact Statement. Environmental Impact Statement has now become a standard tool of decision making in Environmentally Sound and Sustainable Development. The objectives of this study is to explore and suggest some suggestions for improvements of EIA. 1. Identify all criteria and standards that apply to physical and social environmental components and dynamics. 2. Giving attention to the purpose of the criterion and standard, with respect to resource use and quality. 3. Demonstrate the relevance legal, technical, and scientific authority by early planning through construction, operation and maintenance phases. 4. Implement rationales and protocols for the documentation of standard analytical methods, location of sampling points and statistical analysis of data. 5. Establish precise protocols by predictions of environmental impact relevant for established criteria and standards. Reviewing these protocols with relevant legal authorities prior to their implementation is important.

A Study on Improvement of the Country-of-Origin Labeling Based on Consumer's Perception (소비자 인식을 바탕으로 한 원산지표시 개선 방안에 대한 연구)

  • The purpose of this study is to improve some problems of the country-of-origin labeling based on the perception of consumers. For this, we surveyed 636 people. The questions of the survey are largely divided into three categories; 1) criteria and subject for imposition of fine, 2) the possibility of getting consumers confused with the products using domestic regional names as domestic products, 3) criteria for the country-of-origin transplantation of agricultural products and forestry products. According to the results, more than 30.0% of consumers preferred that it is adequate for imposing fine as much as its total sales, regardless of the type of business. In addition, in the case of products using domestic regional names, consumers can be confused about the products with domestic ones, even though there is a standard for confusing country-of-origin labeling. Standard for changing the country-of-origin of agricultural, forestry products and livestock, fisheries products are not balanced. The results of this study can be used as basis data for revising the country-of-origin labeling.

  • Purpose: This study is to address the spacial composition of a standard ward and bedroom size for sake of infection control and efficient medical service. Methods: Spacial composition of a standard ward has been proposed by comparative analysis of 5 big hospitals' wards. Bedroom sizes have been explored on the ground of Health care facility regulations from Korea, USA, Australia and Canada. Of course, Literature and field survey have been conducted in order to draw out various bedroom sizes. Results: 16 basic and some other additional spaces have been proposed for the composition of hospital standard ward. Area of Single bedroom is $11.6m^2$, and that of multi-beded room is $7.4m^2$. Bed to bed Clearance is 1.5m, spacing between bedsize and hard wall is 0.9m in 1~2 beded room, 0.75m in 4-beded room. Space clearance between Foot side of bed and curtain is proposed as 0.3m and additional 0.9m is necessary for the circulation. Implications: The result of this study can be applied to the new cons.

Development of high performance hybrid fiber reinforced concrete using different fine aggregates

  • In the present experimental study, the high performance hybrid fiber reinforced concrete (HPHFRC) is prepared using the Modified Andreasen and Andersen (A&A) particle packing model. Total of 16 trial mixes of HPHFRC with Indian standard sand (SS) and natural river sand (NS) are prepared to achieve the selection criteria (flow percent>150 and compressive strength>80 MPa). Based on the flow percent and compressive strength criteria, the selected mixes evaluated to study the effect of usage of natural river sand (NS) and the expensive Indian standard sand (SS) on the mechanical, durability, and microstructure property of designed HPHFRC. It has been found that the Modified A&A model is reliable to design the mix for HPHFRC with excellent mechanical, durability, and microstructure properties. In addition to that, a moderate difference in the mechanical and durability properties of NS contained HPHFRC and SS contained HPHFRC is found. Based on the obtained results of NS contained HPHFRC, it can be concluded that the use of natural river sand (NS) can be successfully adopted for the production of HPHFRC, resulted in a reduction of the production cost without compromising the excellent performance of HPHFRC.

A Study on Evaluation Standard for Revegetation Method through Monitoring of Vegetation on the Slope of Expressway (고속도로 비탈면 식생 모니터링을 통한 녹화공법 평가기준 연구)

  • A study was conducted to present the criteria for evaluating the revegetation method of the slope of the expressway. The results of comparative analysis between 2019-2020 field survey and existing research data (2015-2016) are as follows. Soil is a very important factor at the beginning of revegetation work. However, after the plant has settled, the importance of the soil composition diminishes. Among the plants used, the number of plants sown at the beginning gradually decreases. And it changes as it competes with invading plants. Among the plants used for sowing, it was found to affect the vegetation composition in the order of exotic grass > native herb and wildflower > native tree. Plant coverage is continuously evaluated as an important factor regardless of the time. The vegetation structure on the slope will change continuously over time. New items need to be evaluated in situations where a lot of time has elapsed since the application of revegetation work. It is desirable to use the current evaluation standard only to perform the evaluation within 1 to 2 years. In the long run, it is necessary to establish a new evaluation standard that adjusts the weights of each item.

  • As the technology of Smart City and Digital Twin is developing, techniques to integrate BIM data of infrastructure facilities into GIS are becoming more critical. Hence, this study aims to manage BIM data representing bridge and tunnel structures through the Industry Foundation Classes (IFC) standard and to develop a method to link these IFC-compliant files to the GIS standard CityGML without loss of information. We analyze the criteria for creating BIM data for bridges and tunnels by reviewing the BIM guidelines set by each client. We use these criteria to suggest methods for data management based on InfraBIM as a specific IFC class standard. Furthermore, we perform model analysis to determine the necessary design and construction field-appropriate model process and Level of Detail (LOD). From the model analysis, we conclude that the classified BIM models can be used as base data to generate BIM models of bridges and tunnels for facility management.
