Development of Standard e-Navigation Phrases

  • As the era of e-navigation begins, the significance of harmonized collection, exchange, and integration of marine information conventional "ship-to-ship" and "ship-to-shore"/"shore-to-ship" has become more significant in ensuring safety and security at sea. This research aims to provide an internationally applicable list of Standard e-Navigation Phrases (SENP ) for communication in the e-Navigation environment, along with practical approaches to this. For this purpose, the importance of standardized communication phrases specific to e-Navigation will first be illustrated. In order to approach the e-Navigation phrases in a practical and pragmatic manner, means of compiling and processing authentic VHF linguistic data accumulated from one of the Korean ports, Ulsan, will be detailed. In addition, major outcomes to be considered in designing SENP will be suggested. Finally, future actions and a joint effort for the standardization of e-Navigation phrases among stakeholders will be sought.

도시생활환경 개선을 위한 도로변 공개공지의 활용실태에 관한 연구 (A Study of Utilization of Semi-public Space of Street for the Betterment in Life Environment)

  • This study tries to promote an effective use of semi-public space of urban street in social point of view. The main results are follows. First, semi-public space is occupied by private users and it makes urban landscape unrecoverable. The real problem is that people do not know the space is for public use rather than pure private use. Second, the standard of semi-public space requirement should be changed from floor space to lot area. In addition, the standard should apply to buildings on an area less than a legal standard. Third, some ways of attaining the semi-public space in relation with adjacent lots should be introduced in the case of urban redevelopment nad living condition improvement projects.

CFD evaluation of a suitable site for a wind turbine on a trapezoid shaped hill

  • The computational fluid dynamic is used to explore new aspects of the hill flow. This analysis focuses on flow dependency and the comparison of results from measurements and simulations to show an optimization turbulent model and the possibility of replacing measurements with simulations. The first half of the paper investigates a suitable turbulence model for determining a suitable site for a wind turbine. Results of the standard k-${\varepsilon}$ model are compared precisely with the measurements taken in front of the hilltop, The Reynolds Stress Model showed exact results after 1.0 times of hill steepness but the standard k-${\varepsilon}$ model and standard k-${\omega}$ model showed greater underestimation. In addition, velocity flow over Pha Taem hill topography and the reference geometry shape were compared to find a suitable site for a turbine in case the actual hill structure was associated with the trapezoid geometric shape. Further study of geometry shaped hills and suitable sites for wind turbines will be reported elsewhere.

  • In this paper, the process of predicting efficient durability performance for vibration durability test of automobile parts using vibration test load on automobile fuel tank is presented. First of all, the common standard load that can be applied to the initial development process of the automobile was used for the fuel tank and the vulnerability of the fuel tank to the vibration fatigue load was identified through frequency response analysis. In addition, the vulnerability of the fuel tank was re-enacted through vibration durability test results, and the scale factor was applied to the standard load. In order to predict the vibration durability performance required for detailed design, vibration fatigue analysis was performed on the developed vehicle with the frequency of vibration severity equivalent to the durability test, and the vulnerability and life span of the fuel tank were identified through the process of applying weights to these selected standard loads, thereby reducing the test time of the development vehicle.

서울시 지역별 $SO_2$ 오염도 분석에 관한 연구 (A Study on the Analysis of $SO_2$ Concentration in the Metro Seoul)

  • The major purpose of this study is to delineate and assess the regional $SO_2$ levels in Seoul. This study is based on 1988 year-round data from 20 air quality continuous monitoring stations in Seoul. Statistical analyses were attempted, statistical parameters such as average concentration, standard deviation, maximum concentration, minimum concentration and monthly highest concentration were included in the analyses. In addition, Larsen's averaging time analysis was evaluated in terms of 24-hr concentration. The $SO_2$ levels in 1988 were that most stations except Daechidong, Sinlimdong, Jamsil 2, Bangidong violate the long-term standard (annual average 0.05 ppm) and the percentage of number of days within a year in which the 24-hr average concentration observed exceeds short-term standard (0.15 ppm) are; 37% at Deungchondong, 30% at Sinseoldong, mor than 20% at Ssangmundong, Myunmogdong and Oryudong.

  • The characteristics of Telecommunication Industry encompass not only hardware and software but also the service aspect of them. One way to improve the industry up to the international level in terms of hardware and software as well as service aspect is to comply with tile TL 9000 standard, which was established by QUEST Forum, the group consisted of U.S. communication industry, based on the ISO 9000 Quality Management System. In this study, design, establishment, implementation, maintenance and improvement of quality system for domestic telecommunication industry are thoroughly investigated based on TL 9000 standard, with its LCM(Life Cycle Model) model and measurements. Also, Process Approach is suggested to help the industry realize the system to meet its specific needs. In addition, specific examples with the successful certification to TL 9000 standard are presented.

ESTIMATING VARIOUS MEASURES IN NORMAL POPULATION THROUGH A SINGLE CLASS OF ESTIMATORS

  • This article coined a general class of estimators for various measures in normal population when some' a priori' or guessed value of standard deviation a is available in addition to sample information. The class of estimators is primarily defined for a function of standard deviation. An unbiased estimator and the minimum mean squared error estimator are worked out and the suggested class of estimators is compared with these classical estimators. Numerical computations in terms of percent relative efficiency and absolute relative bias established the merits of the proposed class of estimators especially for small samples. Simulation study confirms the excellence of the proposed class of estimators. The beauty of this article lies in estimation of various measures like standard deviation, variance, Fisher information, precision of sample mean, process capability index $C_{p}$, fourth moment about mean, mean deviation about mean etc. as particular cases of the proposed class of estimators.

감자 품질평가 현황과 전망 (Prospects and Status on Quality of Potato)

  • The standard of quality was required to promote the consumption of potato and produce the high quality processing products. It will contribute the stability for processing products and the marketability of potato. The quality was determined based on size of tuber and content of dry matter. Even though the criteria of potato quality was involved many characters of tubers, the most important things were grading and packing of potato to create the consumption. For processing of raw materials, the standard of tubers had create between producer and processor according to size of tuber and content of dry matter. The evaluation of quality was performed over the standard to enhance the control of quality. In addition, the seed potato should be taken the evaluation to disease in the field during the period of cultivation and managed under the strict regulation in storage before release to farmer. Then, the producer of seed potato will make a good relationship to farmer with high quality tubers.

  • This paper suggests to standardize railway accident restoration types as the standardized code and to develop standard operation procedures(SOP) for the efficient railway accident management and recovery system. First of all, occurred damage types as the existing railway accident types in both domestic and foreign cases have been carefully analyzed and then reclassified. Therefore, this study suggested the combination of 3 distinct code factors: restoration class, restoration object, and restoration location to standardize them. In addition, temporary restoration SOP will play a major role in the railway accident database management system and SOP for the damage limitation and the prevention of accident spread.

GOST 암호화 알고리즘의 구현 및 분석 (Design and Analysis of the GOST Encryption Algorithm)

  • Since data security problems are very important in the information age, cryptographic algorithms for encryption and decryption have been studied for a long time. The GOST(Gosudarstvennyi Standard or Government Standard) algorithm as a data encryption algorithm with a 256-bit key is a 64-bit block algorithm developed in the former Soviet Union. In this paper, we describe how to design an encryption chip based on the GOST algorithm. In addition, the GOST algorithm is compared with the DES(Data Encryption Standard) algorithm, which has been used as a conventional data encryption algorithm, in modeling techniques and their performance. The GOST algorithm whose key size is relatively longer than that of the DES algorithm has been expanded to get better performance, modeled in VHDL, and simulated for implementation with an CPLD chip.
