A Study on risk management measurers about High-rise APT (고층아파트 위험관리 방안)

  • This paper studied the potential risk of high-rise apartment by analysis of the loss ratio of housing fire insurance, statistics related high-rise apartment fire, and the insured amount of housing fire insurance, and, found that it is so high and need the improvement of risk management measures for high-rise apartment. Accordingly, the study recommend the composit risk management measures including preventing of fire expanding for higher stories, a shelter for people of hire-rise apartment, and sprinkler protection, etc. Also as risk transfer measures, the composit risk measures for high-rise apartment includes the full insurance of housing fire insurance, third party property liability insurance, and development of endorsement for special risk such as a typhoon, liability etc.

Growth, Fruit Quality, and Cracking of 'Campbell Early' Grapevine Grown under a Rain-shelter System in Sandy Loam Soils as Affected by Intervals and Amounts of Irrigation

  • A study was conducted to evaluate the effects of irrigation (amount, interval) on tree growth, fruit quality, and cracking of organic 'Campbell Early' grapevine in 2012 and 2013. Three irrigation treatments were applied using a sprinkler system from mid-June to mid-August in 2012 and 2013, as follows: 10 mm was applied daily (10 mm-IR), 20 mm was applied every two days (20 mm-IR), and 30 mm was applied every five days (30 mm-IR). Soil electrical conductivity (EC) and temperature were found to be greatest in the 10 mm-IR treatment in both years. Soil moisture content ranged between 20-40% in the 10 mm-IR, between 20-60% in the 20 mm-IR, and between 20-70% in the 30 mm-IR treatment plots. The total number of leaves per shoot and shoot growth were found to be greatest in the 20 mm-IR and 30 mm-IR treatments, respectively. Cluster and berry weights, and cluster and berry sizes were not consistently affected by the treatments. The 10 mm-IR treatment resulted in an increase in fruit SSC, SSC/acidity ratio, and berry skin pigmentation ($b^*$; blue). Approximately 5% of fruit cracking was observed on average over both years in the 10 mm-IR-treated fruit, while the 30 mm-IR treatment resulted in nearly 18% of cracking in 2012. Average marketable fruit yield per year over two years was greatest for the 10 mm-IR treatment ($24.4t{\cdot}ha^{-1}$) followed by the 30 mm-IR treatment ($22.7t{\cdot}ha^{-1}$) and lastly the 20 mm-IR treatment ($22.2t{\cdot}ha^{-1}$). Thus, the 10 mm-IR treatment represents a suitable irrigation regimen for controlling leaf and shoot growth of vines grown under a rain-shelter system in sandy loam soils, while improving fruit sugar contents and skin color and limiting fruit cracking.

  • Studies have been carried out to determine the effect of sprinklers on fires typical of a number of occupancies including simulated of office furniture, supermarkets, carpet displays, libraries, video stores and liquor stores. After surveys of actual fire loads, the experiments were conducted in a specially designed sprinklered fire-calorimeter with a collecting hood 6 m x6 m leading to a vertical duct 1 m in diameter. Details of the rig are given elsewhere [1]. Only well ventilated fires were studied. Rate of heat release and production of various toxic chemicals were monitored during the tests. Both sprinklered and unsprinklered fires were used. The results were used to establish the unsprinklered burning behaviour and the fire-control effects of sprinklers. Before sprinkler operation, the rate of fire growth could be modelled as 12_fires as given in NFPA 92B (1991 Edition) [2]. It was found that operation of sprirnklers controlled but did not extinguish the fires. This was expected as parts of the fire load were shielded from the spray. Also there were significant increases in the concentration of carbon monoxide when the sprinklers operated. Sprinklers had little effect on the concentrations of other toxic products measured. The results from the tests were extrapolated to large single storey buildings for the same occupancy classes and the results used to compare the required and the available escape times for different occupancies, particularly whether the use of sprinklers would improve the chances of escape from those premises. It was found that in most of the cases studied, adequate escape times will be available without any special measures. For very rapid fire growths, however, special measures, such as availability of trained staff may be needed. Standard response sprinklers will have little impact.

A Study on the Major Standards and Actual Conditions of Evacuation Safety in Child Care Facility (보육시설의 피난안전 관련 주요 기준 분석 및 실태조사에 관한 연구)

  • Recently, the number of child care facility and social demand for high quality child care service increase suddenly. Especially, social atmosphere about fire safety is more sensitive in Korea. The majority of the residents in a child care facility are composed of early childhood having difficulty to evacuate, and therefore the number of stories of a building and the appropriateness of a evacuation equipment play an important role in the evacuation safety. In this study, problems and improvements for the evacuation safety are dealt with the present conditions of child care facilities, the comparative analysis between domestic and foreign standards, the research on the actual condition of evacuation equipments, and so on. The study brings to a conclusion that it is necessary to systematize the regulations regarding fire safety, to connect fire-fighting facilities for design standards and operations of emergency preparation equipments, to improve the regulations for fire protection system such as the sprinkler system, and to restrict the facilities having fire hazards.

  • This study analyzed the working conditions of the fire protection system in the Goyang Bus Terminal fire based on the fire investigation results. The results were as follows. First, extinguishing using an indoor fire hydrant was not attempted immediately after the fire burned the ceiling urethane foam. Second, a sprinkler alarm valve was turn off and did not work in the repair work space of the 1st basement. On the other hand, the sprinklers in the $2^{nd}$ basement, $1^{st}$ floor, $2^{nd}$ floor, and $3^{rd}$ floor worked and prevented the fire from moving to stories other than the $1^{st}$ basement. Third, although an exit light worked normally, it was not installed in the exit from the waiting room in the $2^{nd}$ floor to the bus stop. This resulted in many casualties. Fourth, although a fire receiver sent an electrical signal to the fan controller of the smoke control system, it was treated manually in the fan controller and the fan in the $2^{nd}$ floor did not work.

Performance-based Fire Protection Design of Domestic Super High-rise Buildings - Evaluation by ASET and RSET -

  • The Performance-based fire protection design required to construct super high-rise building is the active measure for the evaluation of fire risks and the establishment of fire protection systems on the basis of engineering analysis, which is more efficient and proper than existing prescriptive-based design. This study applied time-line analysis of RSET is required safe egress time and ASET is available safe egress time with the fire and evacuation simulation to analyze. The result of this study showed the sprinkler system increased ASET and fire detection and alarm system reduced RSET efficiently. Reduced evacuation time influences to secure the life safety. Also it is essential to maintain the fire suppression system and fire detection & alarm system properly. Database of fire movement and evacuation action program are useful for the performance-based design.

Construction and basic performance test of an ICT-based irrigation monitoring system for rice cultivation in UAE desert soil

  • An irrigation monitoring system is an efficient approach to save water and to provide effective irrigation scheduling for rice cultivation in desert soils. This research aimed to design, fabricate, and evaluate the basic performance of an irrigation monitoring system based on information and communication technology (ICT) for rice cultivation under drip and micro-sprinkler irrigation in desert soils using a Raspberry Pi. A data acquisition system was installed and tested inside a rice cultivating net house at the United Arab Emirates University, Al-Foah, Al-Ain. The Raspberry Pi operating system was used to control the irrigation and to monitor the soil water content, ambient temperature, humidity, and light intensity inside the net house. Soil water content sensors were placed in the desert soil at depths of 10, 20, 30, 40, and 50 cm. A sensor-based automatic irrigation logic circuit was used to control the actuators and to manage the crop irrigation operations depending on the soil water content requirements. A developed webserver was used to store the sensor data and update the actuator status by communicating via the Pi-embedded Wi-Fi network. The maximum and minimum average soil water contents, ambient temperatures, humidity levels, and light intensity values were monitored as 33.91 ± 2 to 26.95 ± 1%, 45 ± 3 to 24 ± 3℃, 58 ± 2 to 50 ± 4%, and 7160-90 lx, respectively, during the experimental period. The ICT-based monitoring system ensured precise irrigation scheduling and better performance to provide an adequate water supply and information about the ambient environment.

A Study on Environmental Impact Assessment and Improvement Measures Around Construction Waste Intermediate Processing Sites in Rural Areas (농촌지역의 건설폐기물 중간처리 사업장 주변 환경 영향 평가 및 개선방안 연구)

  • In order to analyze the impact of fine dust generated from a construction waste intermediate processing site on the surrounding areas, diverse types of samples were collected from inside the site and surrounding areas. The impact analysis results of samples are as follows. (1) Compared to the air quality management standards by the Ministry of Environment, the concentration of fine dust within the site was 30 to 46% for PM10 and 14 to 42% for PM2.5, which was not much different from the general air quality level. (2) It was found that PM10 within the site may have a partial effect on the air quality, but when the blocking facilities in the site, wheel washing facilities at vehicle entry and exit route, and sprinkler during working were maintained, the impact on the nearby area was not high. (3) In the case of PM2.5, its concentration was influenced more by the exhaust fumes from work vehicles than fine dust generated during construction waste processing. Since the PM2.5 concentrations in the site and surrounding area were not much different from the general air quality, there was little correlation with the work impact of construction waste intermediate processing sites. (4) Pb, an indicator of heavy metal components, was within 50ng/m3 in all three sites, which was 10% of the domestic management standard and equivalent to the general air quality level. The complaints from residents in nearby areas were filed using indicators based on visual and experiential information in their daily lives, so even if the survey results of environmental impact by the construction intermediate waste processing site are lower than the standard, nearby residents can feel it better than such numerical information. Therefore, specific activities to reduce find dusts should be continuously continued.

Use of Sprinkler System for Control of the Pine Needle Gall Midge, Thecodiplosis japonensis Uchida et Inouye (분무장치(噴霧裝置)를 이용(利用)한 솔잎혹파리 방제(防除)에 관(關)한 연구(硏究))

  • Experiments were conducted to evaluate the efficacy of ground and foliar sprinkling of natural water for control of the pine needle gall midge, Thecodiplosis japonensis, by disturbing the reproductive behavior of adults such as copulation and oviposition. Diurnal ground spray for whole area application and foliar spray for single tree treatment were tested at day time during the period of adult emergence. The results obtained are as follows : 1. The population density of overwintering larvae in soil was not affected by the water spray during the adult emergence period. 2. Spraying the water showed no effect on the whole period and number of adult emergence, but retarded early emergence and facilitated Late emergence. The difference in the emerging time by 50% emergence day was approximately 7 days. 3. Ground spray was significantly different from control in gall formation rates but was not sufficient for effective control. As a single-tree treatment, the foliar spray was found to be highly effective for control of the pine needle gall midge, Average gall formation of spray plots and untreated ones were 2.6% and 38%, respectively ; control value exceeded 90%. 4. Ground spray of water was not effective in reducing larvae in gall of needle. Foliar spray, however, reduced 45% of larval numbers. 5. Foliar spray accelerated shoot growth by 15%-18%. 6. Foliar spray was highly effective for the control of sucking insects, such as mites and aphids on pine trees.

A study on prediction and improvement method of fire risk for a newly built college dormitory (신축 승선생활관의 화재 위험성 예측 및 개선방안에 관한 연구)

  • As a college dormitory has the features of high dwelling density and a floating population that becomes crowded during particular times, when a disaster such as a fire occurs, it has the risk of causing much loss of life. In this study, the fire simulation program Fire Dynamics Simulator (FDS), is used to predict the risk when a fire occurs, to analyze the problem, and to suggest an improvement plan for a new cadet dormitory at an university in Korea. The research results are as follows. When a fire occurred in the ironing room inside the cadet dormitory, a smoke detector operated after 65 seconds. Thirteen seconds later, a sprinkler started to operate. The temperature and carbon monoxide density reached the limit value at 241 and 248 seconds, respectively. Because the limit visibility value was reached within 66 seconds after the occurrence of a fire, it is predicted that preparation must be finished and evacuation should begin within 1 minute after the fire occurs, in order to have no casualties. Synthesizing this dormitory fire risk prediction result, the visibility value is considered to be the most dangerous factor for personal safety. Because of this, installing a smoke extraction system is suggested to secure visibility. After the installation of a smoke extraction system, the problem of smoke diffusion in the corridors improved.
