본 연구는 최근 타 정책자금 융자제도 현황 및 국민체육진흥기금 융자사업의 운용실태를 좀 더 심도 있게 분석하고, 이를 토대로 스포츠산업 융자제도의 지원효과를 극대화하기 위한 방안을 제시하였다. 본 연구결과를 정리하면 다음과 같다. 첫째, 중소기업청, 산업자원부, 정보통신부 등에서 행해지고 있는 정책자금 현황을 살펴보았다. 둘째, 국민체육진흥기금 융자사업 현황을 살펴보았으며, 이에 기초하여 융자 지원현황을 분석하였다. 또한 지원실태를 융자지원 절차, 기금융자 규모, 융자지원 범위, 융자지원 조건으로 나누어 살펴보았다. 마지막으로 타 정책자금 현황과 융자사업 분석결과를 토대로 융자사업 지원효과 극대화 방안을 제시하였다. 융자사업 지원효과 극대화 방안으로 국민체육진흥기금 융자규모 및 범위 확대, 국민체육진흥기금 융자 시 기술담보대출 병행, 국민체육진흥기금 융자자금의 편중현상 완화, 융자대상 별 금액의 탄력적 적용, 국민체육진흥기금 융자 대상업체 선정기준 및 사후평가시스템 구축이 필요하다.

Purpose: New sports is a modified physical activity which is developed for participants to easily learn and play. This study is to analyze distribution channels and related strategies of Korea new sports and to discuss strategies for promoting Korea new sports, especially for two-two ball. Research design, data, and methodology: The study reviewed literatures including documents of Dae-Han two-two-ball association and new sports related research articles. Results: First, Dae-Han two-two-ball association has introduced two two ball to consumers via educational organizations such as schools and youth education sectors. Second, Dae-Han two-two-ball association has introducted two two ball to school teachers by teacher training sessions. Third, Dae-Han two-two-ball association has educated future instructors and provided certificates to them. Fourth, Dae-Han two two ball association has applied governmental projects and sought to promote domestic new sports. Finally, Dae-Han two two ball association has hosted national events every year for facilitating Korea new sports across nation. Conclusions: In conclusion, Korea new sports shoud be spread out by school teachers and educational organizations. Two-two ball association needs to develop a systematic educational and managerial process for training instructors. Finally, Two-two ball association needs to make opportunities of teacher training sessions. Future directions were discussed.

이 연구는 해양레저스포츠 정책의 발전방향에 관한 것이다. 이러한 연구를 위하여 우리나라 해양레저스포츠에 관한 선행연구와 실태분석, 해양레저스포츠의 장애요인 및 발전요인을 분석하였다. 해양레저산업의 발전에 기초 자료를 제공하고자 한 결론은 다음과 같다. 첫째, 정책기반의 문제로 해양문화에 대한 홍보 미비로 인한 국민들의 인식개선, 해양레저 산업에 대한 국가정책 반영 강화, 해양산업 해양레저스포츠 복합단지의 국가자원화 개발 중복 투자 방지, 선진국과의 긴밀한 network 구축 강화이다. 둘째, 인적기반의 문제로 해양레저 산업분야의 전문부처 조직신설, 전문지도자 육성 및 기반조성 사업의 TF팀 육성 강화이다. 셋째, 시설기반의 문제로 해양레저 관련 SOC의 확충, 해양레저 시설개발을 위한 법 제도적 규제완화, 지방정부와의 긴밀한 협력체계로 인한 난개발의 방지이다. 넷째, 법 제도적 기반의 문제로 규제 중심의 관련법규 철폐, 정책의 혼선으로 인한 법 제도적 혼선 방지이다. 다섯째, 산업적 기반의 문제로 국내 수요공급 확충과 부품산업의 강화, 선박/엔진 등 정비사 자격제도의 육성이다.

여가문화의 급속한 발전은 스포츠에 대한 수요 증가와 함께 종목별로 수많은 스포츠 협회의 결성을 가져왔다. 스포츠협회가 스포츠 활동의 활성화를 위한 사회적인 기관으로서 주어진 기능을 다하고 계속 발전해 나가기 위해서는 비록 공익적 단체라고 하더라도 영리법인에 적용되는 회계보고 및 세부제도의 도입을 통하여 재무 및 사업 활동의 합리성과 투명성을 갖추어 나갈 수 있도록 해야 한다. 이런 의미에서 스포츠협회의 회계 및 조세의무에 대한 제반 규정 또한 명확하게 정비되어야 할 것이다. 이를 위하여 본 연구는 공익적 스포츠 협회의 회계 및 조세에 관한 독일의 법 모델, 즉 통상적으로 영리단체의 법적 형식을 갖추고 조세기본법상 규정된 공익성의 가정들을 충족시키는 모델에 기초를 두고, 우리나라 스포츠협회의 회계 및 조세의무에 대한 시사점을 도출하고자 하였다.

Social capital is regarded as the alternative plan and the index of healthy society for constructing social tie through solving social problems on the basis of causal relationship between sports, social capital, and healthy society, in order to accomplish sound society. The role of sports to construct healthy society and social capital is emphasized here. To accomplish healthy society amid various social deviations nowadays, the value of sports should be newly recognized and highlighted among the general public. To attain this purpose, organizing sports club as a voluntary association and facilitating its activities, securing confidence for the sports organization and policies, developing and popularizing sports program to form community and civil society should be embodied. The research field of sports sociology should inquire into the most suitable condition in constructing healthy society and social capital, and should make efforts to find out realistic solutions to satisfy this that purpose. To examine this aspect, cooperative research on micro scale and macro scale of trust as social capital interdisciplinary research into the field of psychology and sociology, research on the methodology of the social network, and critical research are required.

This study was to analyze the Physical Activity Therapy Programs (PATPs) in U rban-rural region before and after COVID-19 in order to suggest a way of activating program. The subjects were the 43 PATPs performed in 4 Community Health Centers of Gimcheon, Jeongeup, and Pyeongtaek. The basic data was collected by official documents, expenditure budget, the homepage of the centers, national information disclosure portal, telephone interview, and e-mail with the person in charge of the programs. All the data were classified to the administrative districts, the health-related fitness variables, and the life cycles. The American College Sports Medicine Guidelines were used to evaluate the PATPs. As a results, the number of the PATPs was too small compared to the population of the regions. Also, the PATPs were not considered to the characteristics of participants such as Life-Cycle and regional facilities so on. The organization and management of the PATPs were principally deficient in improving health-related fitness variables. In 2020 as the period of COVID-19 pandemic, the number of programs and participants with face-to-face PATPs was significantlry decreased compared to 2019, while that was increased with non-face-to-face PATPs. In conclusion, PATPs should be increased and operated in accordance with scientific exercise prescription guidelines. Also, the programs should be considered with the proportion and characteristics of Life-Cycle population. Further, the various with non-face-to-face PATPs should be developed and screened with based on scientific data for post-corona virus pandemic. Further, non-face-to-face PATPs programs should include a kind of practical way to promote the individual physical activity.

The purpose of this study is to present implications by analyzing the Swiss Federal Court's annulment of the arbitration Awards in Court of Arbitration for Sport(CAS). As international interest in the sports sector increases, related disputes are also increasing. Therefore, the role of CAS specializing in sports disputes is becoming very important. In particular, the Swiss federal court's annulment of the arbitral awards made by the CAS could contribute significantly to the development of sports arbitration in the future. Looking at the case analyzed in this study, first of all, it is about the partiality of the arbitrator. The court judged that the arbitrator posted and shared racist articles on SNS, which could be sufficiently biased. Next, it is about the uncertainty of the arbitration clause. The arbitral award was finally canceled due to the issue of whether the CAS could make an arbitral award with jurisdiction over a clause that includes both dispute resolution through a sports organization and dispute handling in a national court. As a result of the analysis of this study, in the case of unclear arbitration provisions, it will be necessary to prepare an arbitration agreement. In addition, in the case of unclear arbitration provisions, it will be necessary to prepare a post-arbitration agreement. Finally, in order to revitalize sports arbitration, it will be necessary to train professional arbitrators in Korea, support them to work internationally, and establish specialized arbitration institutions.

Educational reform in Ukraine encourages the use of multimedia technologies in the training of specialists in Physical Education and Sports, which is one of the promising directions of education development. Therefore, the article specifies the content of the terms "innovation" and "technology". For modern society, the introduction of multimedia technologies in education is not so much theoretical as pragmatic, since under condition of globalization it concerns its historical development and prospects associated with the so-called "high technologies".Our goal is to improve the training of Physical Education and Sports specialists by means of multimedia technologies. All of innovative technologies can be divided into four groups, depending on the appropriate form of educational activity for their use. The development of multimedia technologies in the training of specialists in Physical Education and Sport at the present stage of education development should be carried out in accordance with the criteria of manufacturability, which are presented in the article: scientism, to rely on the theoretical provisions of pedagogical science and methods of teaching the discipline, socially recognized educational goals, prospects for modernization of Education; consistency, which provides for the interaction of parts and the whole in the organization of the study environment, as a result of which the physical development of the young generation is an integral entity; guarantee, that is, the error between the planned and obtained results should be minimal; manageability, that is, full management of the stages of work of the teacher and students, which make up the completed cycle of actions; mass participation, for the purpose of applying the technology does not depend on the physical training of students, the pedagogical skill of the teacher and the type of educational institutions. The article presents the theory and method of organizing sports events and circuses in the training of specialists in Physical Education and Sports by means of multimedia technologies. In order to increase the level of physical development of a person, physical fitness and the state of health of students, which has a clear trend to constant deterioration, it is necessary to instill love for sports, carry out high-quality training and organize sports events using multimedia technologies. In the process of sports activities, the participants' mental education is carried out. There are two types of communication here: direct and indirect, which are described in the article.In games and sports competitions, there are many opportunities for forming rules of collective behavior. The main issues of the organization of sports activities by means of multimedia technologies have been clarified. During sports competitions, the tasks presented in Physical Education and sports classes are improved, which ensure the improvement of physical and theoretical training of the individual. The pleasure of sports, bright, emotional spectacles, confirmed by multimedia technologies, arises from the participation of the viewer in them.

본 논문은 스포츠 산업은 미국에서 지난 수 십년 동안 계속해서 발전해오고 있으며, 그것은 전문가들에게 있어서 후원자의 수를 증가시키는 주요한 원인이 되고 있다. 이 기회를 스포츠 관련 기관에게 있어서 최고의 이익으로 전환시키기 위하여, 전문가들이 당면한 과제는 스포츠 활동에의 적극적 참여를 유도하는 것과 재방문(지속적 참여) 요소를 홍보하는 것이다. 지금까지 많은 연구들은 스포츠 활동의 참여 정도에 영향을 미치는 변수들을 확인하려고 노력하였다. 하지만 변수들 중 많은 부분은 스포츠의 본질성과 불확실한 장소로부터 파생 되는 우연성으로 인하여 다소 통제하기가 힘든 특징을 가지고 있다. 그러므로 경쟁력 확보와 수익의 극대화를 위하여 관리자들이 통제 가능한 요소를 찾아내고 이해하기 위한 노력이 필수적이다. 이 연구는 스포츠 활동의 참여에 영향을 미치는 통제 가능한 많은 변수들이 1992년 이후 환대산업에 널리 쓰여진 '서비스 스케이프'요소와 일치한다는 것을 알아냈다. '서비스 스케이프'의 개념적 모형에 비추어 보았을 때, 이 연구는 스포츠 활동 참여를 증가시킬 수 있는 통제 가능한 변수들을 분리시키는 시도이기도 하다. 스포츠 산업의 개념으로서 '서비스 스케이프'의 적용을 증진시키는 점에서 뿐만 아니라 더 나아가 이 변수들을 증명하고 변수들간의 관계를 측정하고, 그리고 스포츠 참여의 영향력을 평가하는 미래에 있을 실증적 연구에 대한 의견을 제공하는 점에서 이 연구는 중요하다고 할 수 있다.

The purpose of this study is to investigate the relationship between the spectator experience and satisfaction with a focus on attachment and a sense of community. The survey was given to random spectators who watched KBO (The Korea Baseball Organization) games in 2018. With 189 surveyed participants, this study used exploratory factor analysis and reliability analysis to verify the reliability and validity of the measured variables. The hierarchical multiple regression correlation was employed as a statistical method for the hypotheses of this study. The findings showed that spectators' experiences have influences on satisfaction. Among the experience factors, education and entertainment affect attachment, and education has the only significant influence on a sense of community. In addition, spectators' attachment and a sense of community positively influence satisfaction. Attachment and a sense of community have a relatively mediated effect on spectators' experiences and satisfaction. This study confirmed the need for various spectator experiences at KBO games, and the importance of place attachment or a sense of community.
