Influence of review system using computerized program for Acute Respiratory Infection upon practicing doctors' behaviour (전산프로그램을 이용한 급성호흡기감염증 청구자료 심사 시행 후 개원의의 진료 및 청구 행태 변화)

  • The aim of this study was to explore the effects of a computerized review program which was introduced in August 1, 2003, using claims data for acute respiratory infection related diseases. National Health Insurance (NHI) claims data on respiratory infection related diseases before and after the introduction, with six month intervals respectively, were used for the analysis. Clinic was the unit of observation, and clinics with only one physician whose specialty was internal medicine, pediatrics, otorhinolaryngology and family medicine and clinics with a general practitioner were selected. The final sample had 7,637 clinics in total. Indices used to measure practice pattern was prescription rates of antibiotics, prescription rates of injection drug per visit, treatment costs per claim, and total costs per claim. Changes in the number of claims for major disease categories and upcoding index for disease categories were used to measure claiming behavior. Data were analysed using descriptive analysis, t-test for indices changes before and after the introduction, analysis of variance (ANOVA) for practice pattern change for major disease categories, and multiple regression analysis to identify whether new system influenced on provider' practice patterns or not. Prescription of antibiotics, prescription rates of injection drug, treatment costs per claim, and total costs per claim decreased significantly. Results from multiple regression analysis showed that a computerized review system had effects on all the indices measuring behavior. Introduction of the new system had the spillover effects on the provider's behavior in the related disease categories in addition to the effects in the target diseases, but the magnitude of the effects were bigger among the target diseases. Rates of claims for computerized review over total claims for respiratory diseases significantly decreased after the introduction of a computerized review system and rates of claims for non target diseases increased, which was also statistically significant. Distribution of the number of claims by disease categories after the introduction of a computerized review system changed so as to increase the costs per claims. Analysis of upcoding index showed index for 'other acute lower respiratory infection (J20-22)', which was included in the review target, decreased and 'otitis media (H65, H66)', which was not included in the review target, increase. Factors affecting provider's practice patterns should be taken into consideration when policies on claims review method and behavior changes. It is critical to include strategies to decrease the variations among providers.

  • The purpose of this paper is to quantify the regional economic effects of the development in Incheon New Port(Stage I) using a regional I/O table and to provide implications for making policies to support the development of the port logistics industry. According to the results of this study, production inducing effect 6,064.5 billion won on Incheon local economy from the development of port facilities at the Incheon New Port (Stage I) occupies 15.0% of 40,398.5 billion won the total production of the Incheon area in 2005, added value inducing effect 2,821.3 billion won occupies 7.7% of 36,508.0 billion won the total added value of the Incheon area in 2005, and induced new employment 72,424 workers occupies 9.0% of 808,248 workers the total number of employees in the Incheon area in 2005. As presented above, the development in the Incheon New Port(Stage I) was expected to have huge spillover effects on Incheon local economy. Accordingly, the development in Incheon New Port must be promoted in a timely manner on national.

  • The purpose of this study is to investigate the effects of CEO technological capability on management performance and mediating role of firm's technological capability. The empirical data for this study are taken not from subjective studies released by companies but from the Korea Technology Guarantee Fund's(KTGF) technology assessment data. The result are as follows. First, CEO technological capability has a very significant and important influence on firm's technological capabilities and on technological performance(intellectual property rights(-), technology spillover effect(+)) and on management performance. Second, mediating role of firm's technological capability is revealed negatively only between CEO technological capability and intellectual property rights. Because of CEO technological capability has a significant influence on firm's technological capability and management performance, start-up based on expertise show a higher probability of success than the founder.

Control of Metal-Oxide Nanostructures for $H_{2}-Alcohol$ Fuel Cells (수소-알코올연료전지를 위한 금속-산화물 나노구조제어)

  • Due to their excellent catalytic activity with respect to methanol oxidation on platinum at low temperature, platinum nanosized catalysts have been a topic of great interest for use in direct methanol fuel cells (DMFCs). Since pure platinum is readily poisoned by CO, a by-product of methanol electrooxidation, and is extremely expensive, a number of efforts to design and characterize Pt-based alloy nanosized catalysts or Pt nanophase-support composites have been attempted in order to reduce or relieve the CO poisoning effect. In this review paper, we summarize these efforts based upon our recent research results. The Pt-based nanocatalysts were designed by chemical synthesis and thin-film technology, and were characterized by a variety of analyses. According to bifunctional mechanism, it was concluded that good alloy formation with $2^{nd}$ metal (e.g., Ru) as well as the metallic state and optimum portion of Ru element in the anode catalyst contribute to an enhanced catalytic activity for methanol electrooxidation. In addition, we found that the modified electronic properties of platinum in Pt alloy electrodes as well as the surface and bulk structure of Pt alloys with a proper composition could be attributed to a higher catalytic activity for methanol electooxdation. Proton conducting contribution of nanosized electrocatalysts should also be considered to be excellent in methanol electrooxidation (Spillover effect). Finally, we confirmed the ensemble effect, which combined all above effects, in Pt-based nanocatalsyts especially, such as PtRuRhNi and $PtRuWO_{3}$, contribute to an enhanced catalytic activity.

DOB-based piezoelectric vibration control for stiffened plate considering accelerometer measurement noise

  • This paper presents a composite control strategy for the active suppression of vibration due to the unknown disturbances, such as external excitation, harmonic effects and control spillover, as well as high-frequency accelerometer measurement noise in the all-clamped stiffened plate. The proposed composite control action based on the modal approach, consists of two contributions including feedback part and feedforward part. The feedback part is the well-known PID controller, which is widely used to increase the structure damping and improve its dynamic performance close to the resonance frequencies. In order to get better performance for vibration suppression, the weight matrixes is optimized by chaos sequence. Then an improved disturbance observer (IDOB) as the feedforward compensation part is developed to enhance the vibration suppression performance of PID under various disturbances and uncertainties. The proposed IDOB can simultaneously estimate the various disturbances dynamically as well as measurement noise acting on the system and suppress them by feedforward compensation design. A rigorous analysis is also given to show why the IDOB can effectively suppress the unknown disturbances and measurement noise. In order to verify the proposed composite control algorithm (IDOB-PID), the dSPACE real-time simulation platform is used and an experimental platform for the all-clamped stiffened plate active vibration control system is set up. The experimental results demonstrate the effectiveness, practicality and strong anti-disturbances ability of the proposed control strategy.

On the Estimation of Regional Job-matching Functions of Korea (우리나라의 지역별 일자리결합함수의 추정)

  • This paper analyzes the interactions among regional labor markets in Korea. Specifically, we focus on the job market externality between neighboring regions. To estimate the job matching functions, we construct panel data on unemployment, vacancies and hires for the period of January 2004 through December 2007 for 15 cities and provinces in Korea. We employ various spatial econometric techniques to avoid the problem of spatial autocorrelation which frequently arises when dealing with regional data. Main findings are as follows. First, estimation results are consistent with conventional job matching theory. That is, as the number of job searchers and vacancies increase, the number of hires also rises. And it is relatively easier for firms to hire workers than for job seekers to find jobs. Second, it is found that, other things equal, the possibility of job matching is higher in large metropolitan areas than rural areas. Finally, the findings show that the number of job searchers in neighboring areas is negatively correlated with the number of hires in the area. Likewise, the number of vacancies in neighboring areas is positively correlated with number of hires in the area. These provide clear evidence on the existence of regional spillover effects.

Analysis of the Economic Ripple Effect of New Financial Input in the National Assembly FM Radio (국회 FM 라디오의 신규 재정 투입에 따른 경제적 파급 효과 분석)

  • This study would analyze the economic impact of the new financial input to the National Assembly FM Radio. Recently, with the 4th industrial revolution and the change in the new media paradigm, there are changes into multi-media and multi-channels, such as mobile, Internet, and OTT, etc. Reflecting these changing internal and external conditions, National Assembly Television, too, should introduce FM radio broadcasting so that the viewers can use the public services without spatial and temporal constraints. Thus, this study would conduct an analysis, estimating the budget required for investing the new government funding in the National Assembly FM Radio. As for the main analysis results, the coefficient of production inducement was 1.661; that of added value, 1.141; and that of employment inducement, 7.1. In the capital district, the effect on production inducement was 6.928 billion won; that on added value inducement, 4.758 billion won; and that on employment inducement, 28.4 persons. In addition, in the whole country, the effect on production inducement was 13.257 billion won; that on added value inducement, 9.106 billion won; and that on employment inducement, 49.7 persons.

Information Spillover Effects among the Stock Markets of China, Taiwan and Hongkon (국제주식시장의 정보전이효과에 관한 연구 : 중국, 대만, 홍콩을 중심으로)

  • Accurate forecasting of volatility is of considerable interest in financial volatility research, particularly in regard to portfolio allocation, option pricing and risk management because volatility is equal to market risk. So, we attempted to delineate a model with good ability to forecast and identified stylized features of volatility, with a focus on volatility persistence or long memory in the Australian futures market. In this context, we assessed the long-memory property in the volatility of index futures contracts using three conditional volatility models, namely the GARCH, IGARCH and FIGARCH models. We found that the FIGARCH model better captures the long-memory property than do the GARCH and IGARCH models. Additionally, we found that the FIGARCH model provides superior performance in one-day-ahead volatility forecasts. As discussed in this paper, the FIGARCH model should prove a useful technique in forecasting the long-memory volatility in the Australian index futures market.

Union Effects on Nonunion Wages: A Regional Panel Data Analysis for Korea (노동조합이 비조합원 임금에 미치는 영향: 지역 수준 분석)

  • Using data sets from the Korean Labour and Income Panel Study (KLIPS) for the period 2003-2015, this study shows that wages of nonunion workers are positively related to the percentage of unionized workers in the same geographic region. A 10 percentage point increase in a region's union density is associated with a 4.9 percent increase in the region's average wage of nonunion workers. It is also shown that this positive spillover effect is observed for various subgroups of nonunion workers, including women, youth, low-educated workers, small firm employees, and those employed under nonstandard work arrangements. In contrast, the average wage of union workers is found to respond insignificantly to changes in a region's union density.

Causes and implications of increased export of frozen dumplings

  • Domestic processed food exports might increase due to the free trade agreement (FTA) and spread of the Korean Wave, Hallyu. However, the share of the domestic raw materials in the domestic processed food industry is very low at 31.4%, which limits the spillover effect on domestic agriculture. Therefore, we selected frozen dumplings as a representative processed food whose exports are growing rapidly and conducted a multiple regression analysis to examine the effects of Hallyu and FTA variables on the frozen dumpling exports. We tried to link them to an increase in agricultural income through the expansion of demand for the domestic raw materials. This study analyzed tariff indicator as the FTA variable, cosmetics export value indicator as the Hallyu Wave variable, and other variables expected to change the trade environment such as gross domestic product (GDP) and the relative exchange rate by country as the key explanatory variables that affect changes in the trade environment. The analysis showed that the core hypothesis, the Hallyu variable and the FTA variable, have a positive impact on frozen dumpling exports. Frozen dumpling exports are expected to increase as the FTAs and the spread of Hallyu are expected to continue for the foreseeable future. Therefore, we should seek ways to increase the proportion of domestically produced ingredients in the frozen dumplings to spread the economic impact to domestic agriculture. We reviewed previous studies and determined, the price-related factors play a major role in the use of imported ingredients, and that price stability and competitiveness are essential to increase the share of the domestically produced ingredients. Based on these conclusions, we reviewed the current status of food industry-related policies and determined measures needed to expand the use of domestically produced ingredients.
