The Present State of Marine Oil Spills and the Enhancement Plans of National Oil Spill Response Capability in Vietnam - Through the Comparison of Statistics and OSR System between Vietnam and Republic of Korea - (베트남의 해양기름유출 현황과 국가대응역량 증강 방안 - 통계자료와 유출유 방제시스템에 대한 베트남과 한국 간의 비교를 통하여 -)

  • Vietnam is a marine nation with more than 3,444 km of shorelines, thousands of islands, and 2,360 rivers and canals of over 42,000 km long. As the frequency and the volume of oil transportation by ships increase, the possibility of oil spill incidents becomes higher than ever. Fuel oil and cargo oil spills at sea have widespread impact and long-term consequences on marine ecosystems, coastal resources and human health as well as socio-economy. This study is to show not only the present state of marine oil spills in Vietnam such as the number and the volume of oil spills for two decades, and an overall about Vietnamese national response system like national framework for Oil Spill Response (OSR), etc. but also to present the recommendations for enhancing national capability in response to oil spill incidents in Vietnam, especially, with a comparison of national OSR systems between Vietnam and South Korea. As the result, the number and the volume of marine oil spills in Vietnam showed an upward trend as opposed to a downward trend in South Korea. This means that Vietnam has the possibility of oil spills in coastal waters. Therefore, three main recommendations for the enhancement of national OSR capability in Vietnam are proposed as follows: (1) the development of alternative plan for reenforcing national OSR system involving legal system for preparedness and response to oil spill pollution such as the acceptance and implementation of OPRC Convention as well as the establishment of national fund compensating for the damage and loss caused by oil pollution; (2) the enhancement of a consistent reporting, alerting and monitoring system; and (3) the development of training and exercise programs with standard contents of educational courses.

  • 태국을 비롯한 동남아 국가들은 90년대 후반 이후 경제성장 둔화, 경상수지 악화, 금융제도 불안 등으로 기초경제여건이 취약해진 가운데 통화의 고평가 심리가 팽배해지면서 지난 7월 통화가치가 급락하는 외환위기를 겪었음 이번의 외환위기는 금융규제완화 및 자본 자유화로 금융의 범세계화가 진전되면서 한 국가의 외환위기가 인접국으로 신속히 확산되는 동조화 현상 (Spill-over effect)이 보편화되고 있음을 보여주었음. 그러나 우리나라의 경우 기초경제여건, 시장개방도, 원화의 국제화 정도 등을 감안할 때 최근의 동남아 외환위기가 국내로 파급될 가능성은 없는 것으로 평가됨. 외환위기를 예방하기 위하여는 국제수지 등 기초경제여건의 개선과 함께 탄력적인 환율운용, 적정 외환보유액의 확보 및 중앙은행간 협력업체의 강화 등을 통해 급격한 외화유출입에 대한 대응능력을 높여 나가야 할 것임

  • The flexibility of the manipulator inevitably inducess the vibration at the end effector. For the increase in speed and accuracy at the end tip, in this work, position and vibration control of a flexible manipuator with a separate voice coil type actrator for vibration suppression, is studied. The flexible manipulator with a tip mass is modeled an Euler-Bernoulli beam. An H.inf. controller is designed in order to make the controlled system robust against unmodeled higher-order mode vibration of the manipulator, output sensor noise, and etc. Simulations and experiments show that the modeling of the system is valid and that robust vibration control of the flexible manipulator is efficiently achieved.

An Analysis of Interactive Activities of Foreign R&D Centers Operating in Korea (한국 진출 외국 R&D 센터의 상호작용 특성 분석)

  • This paper analyzes interactive activities of foreign R&D centers operating in Korea. Interactive activities refer to collaborative R&D activities, R&D outsourcing, and formation of communities between foreign R&D centers and Korean firms and institutions. Active interactions between foreign R&D centers and their Korean partners (Korean firms and universities, research institutes etc.) are essential in promoting spillover effects from foreign R&D centers. Using the survey of 76 foreign R&D centers operating in Korea, this paper found the intensity of interplay between foreign R&D centers and the Korean firms and institutions was not so high. And the partners of foreign R&D centers with the mission of finding new technologies in Korea are mainly customers rather than universities and research institutes. This result is markedly different from previous studies focused on the cases of western countries, where the partners of foreign R&D centers that have the mission of finding new technologies were mainly local universities and research institutes.

  • A three-dimensional digital image processing technique is proposed to quantitatively predict the dispersion phenomena of oil droplet onto the surface of the water. This technique is able to get the dispersion rate of an oil droplet three-dimensionally just below the surface of the water over time. The obtained dispersion rate obtained through this technique is informative to the investigation into the relationship among the gravity, surface tensions between oil, water, and air. This technique is based upon the three-dimensional PIV(Particle Imaging Velocimetry) technique and its system mainly consists of a three CCD(Charge Coupled Device) cameras, an image grabber, and a host computer in which an image processing algorithm is adopted for the acquisition of dispersion rate oil an oil droplet.

유연한 로봇암의 강건진동제어

  • The flexibility of a manipulator inevitably yields vibration at the end effector. A flexible robot arm with a tip mass is modeled as an Euler-Bernoulli beam. An $H_$\infty$$ controller is adapted to get a robust control against unmodeled higher-order mode vibration, output sensor noise, and etc. Simulations and experiments show that the modeling of the system is acceptable and robust vibration control is also achieved.

  • It is well observed in the satellite telecommunication policy of several States that legal constraints imposed upon the service coverage of satellite telecommunication as well as broadcasting are to be relaxed in a progressive way. Major aspects of such policy change lie in the adoption of policy refusing traditional concept of national frontier. In the case of direct broadcasting satellite service, while a debate upon the legal issues regarding the spill-over effect of that service is no more major concern of the States, many multinational enterprises are looking for strategic alliance for regional or global DBS project. On the other hand, an implementation plan for connecting the world through global mobile personal communication satellite system is being pursued by several joint effort of multinational firms. Legal issues arise regarding the regulatory competence of each State, Especially, a controversial issue is concerning the sovereign right well recognized upon the regulation of telecommunication. This study is focusing upon the evolution of such policy change for the purpose of allowing us to expect future develpment of worldwide satellite telecommunication policy environment.

Measuring thermal conductivity and water suction for variably saturated bentonite

  • An engineered barrier system (EBS) for the disposal of high-level radioactive waste (HLW) is composed of a disposal canister with spent fuel, a buffer material, a gap-filling material, and a backfill material. As the buffer is located in the empty space between the disposal canisters and the surrounding rock mass, it prevents the inflow of groundwater and retards the spill of radionuclides from the disposal canister. Due to the fact that the buffer gradually becomes saturated over a long time period, it is especially important to investigate its thermal-hydro-mechanical-chemical (THMC) properties considering variations of saturated condition. Therefore, this paper suggests a new method of measuring thermal conductivity and water suction for single compacted bentonite at various levels of saturation. This paper also highlights a convenient method of saturating compacted bentonite. The proposed method was verified with a previous method by comparing thermal conductivity and water suction with respect to water content. The relative error between the thermal conductivity and water suction values obtained through the proposed method and the previous method was determined as within 5% for compacted bentonite with a given water content.

On the Characteristic of Wind over Pusan Coastal Area, Korea (부산 연안역의 바람 특성에 관한 고찰)

  • We have Studied the characteristics of wind over Pusan coastal area in order to precisely predict surface wind having an important effect on oil spill fate using the data on surface observation of Pusan, Kimhae and Gadeogdo island which are collected during the 3 years from 1988 to 1990. We also investigated the correlation of the surface wind between Pusan, Kimhae and Gadeogdo island. In both Pusan areas and Kimhae, the land and sea breeze occurs during. the whole season except for winter. The occurrence frequency of land and sea breeze is significantly high from April to August. The correlation of surface wind between Pusan, Kimhae and Gadeogdo island surface wind is high in the daytime. The occurrence frequency of sea breeze in the Kimhae areas is higher than that in Pusan on the basis of the present criteria. For monthly occurrence, Pusan has the highest occurrence frequency of the sea breeze in August and Kimhae has in May.
