A Study on the Contingency Planning Methods under the Analysis of Oil Spill Potential -Application to the Port of Busan- (유류오염 포텐셜 해석을 통한 방제대책 수립방법에 관한 연구 -부산항을 중심으로-)

  • This study was carried out to check the contingency planning methods under the analysis of oil spill potential and make a guide line to apply the results to the port of Busan. The expected spilled oil drift patterns are considered with the most probable scenarios under the base of the oil spill potential. The results obtained from this study are as follows: (1) Analysis method of oil spill potent was proposed and the applicability was proved by the application example to the port of Busan to make the contingency plan. (2) Responsible oil spill contingency planning methods / flow are suggested considered environmental factors and the oil spill potential. (3) The coastal waters of Busan was consist of rocky flat, man-made solid shore and beach shore. Marine traffic have high density of oil tanker and cargo ship. Also, oil tanker ship are examined in the small ships to be less than 3000t to supply oil to the ship moored / anchored as well as the large amount of oil tank / basin are located along the coast of Busan port. These systems are introduced to make in put data to the analysis of oil spill potential. (4) According to the analysis of historical records of oil spill accident in Busan, the frequency of accidents by cargo ship rank highest and 45% of accidents is caused by carelessness. about 65% of total accidents shows a small spill accident of less than $10k{\ell}$.

Analysis on the spread variance by the spill-over spot on the spark sonance

  • Spark variance technique is melded the jagged spill-over-sonance status of the glitter-differentiation knowledge level (GDKL) on the spark knowledge gestalt. The knowledge level condition by the spark knowledge gestalt system is comprised with the spill-over-sonance system. As to search a spot of the glitter situation, we are obtained of the spark value with black-red dot by the spill-over upper structure. Further presenting a jagged variance of the GDKL of the maximum in terms of the spill-over-sonance gestalt, and spark spot sonance that was the a spark value of the far variance of the Spa-kg-FA-${\rho}_{MAXN}$ with $17.68{\pm}2.22units$, that was the a spark value of the convenient variance of the Spa-kg-CO-${\rho}_{MAXN}$ with $7.55{\pm}0.59units$, that was the a spark value of the flank variance of the Spa-kg-FL-${\rho}_{MAX}$ with $2.70{\pm}0.48units$, that was the a spark value of the vicinage variance of the Spa-kg-VI-${\rho}_{MAX}$ with $0.48{\pm}0.05units$. The spill-over sonance will be to appraisal at the jagged ability of the spill-over-sonance gestalt with black-red dot by the spark knowledge level on the GDKL that is presented the glitter-differentiation gestalt by the knowledge level system. Spill-over knowledge system will be possible to restrain of a gestalt by the special signal and to employ a spark data of spill-over sonance level.

Conceptual Design of Oil Spill Protection Robot (원유유출 방재로봇의 컨셉디자인)

  • This study aims to propose the concept design of oil spill protection robot which can rapidly intervene to control the oil spillage situation at the sea. Taking into account the fact that a huge amount of oil is transported trans-continentally by oil tanker, none of industrialized countries are completely safe from the marine oil spill which results in social, economical and ecological damages to their communities. The employment of double hull-oil tanker, pipe line transporting can be most safe way. Yet complete prevention of oil spill is probably not realistic. Accordingly the alternative solution to control marine oil spill and minimize the damages caused by the incident using intelligent robot technology based on swarm control method is proposed. The main features of oil spill protection(OSP) robot is explained via following three perspectives. Firstly, from functional point of view, OSP robot system safely and efficiently replaces oil boom installation manually conducted by human workers with intelligent robot technology based on swarm control theory. For second, its modular architecture brings efficient storage of main components including oil boom and facilitates maintenance. For the last, its geometric form and shape enables whole system to be installed to helicopter, boat or oil tanker itself with ease and to rapidly deploy the units to the oil spill area.

  • A study was conducted to analyze the oil spill dynamic state using system dynamics method, and to developed regional risk program based on oil spill history for better judgement of the situation at the early stage of oil spill. Results were obtained as follows: Firstly, various variables were calculated by a score based on raw data of oil spill history in Korea. Regional oil spill risk was also calculated in a quantitative way. Secondly, calculated regional oil spill risk was analyzed and programmed with a help of smart-device for better use. Thirdly, comparison of oil spill risk between regions became possible and regional oil spill risk program proved to be useful in prompt decision under urgent situation in response to oil spill at sea. Convenient and quick oil spill risk without special restrictions have been able to determine. and it can help in anticipative preparation (strategy) for oil spills.

  • From the lessons after the Nakhodka oil-spill in Jan. 1997, oil slick detection by using remote sensing data and assimilating the data to the simulation program is important for monitoring the oil-drift pattern. For this object, we are going to construct the oil-spill warning system for estimating the oil-drift pattern using remotesensing/numerical simulation Model. Additionally we plan to use this system for restorating oil-spill damage domestically, such as estimating the ecological damage and making the priority fur restorating the oil-spilled shoreline. This report is intended to summarize the role of geo-informatics in the oil spill accident by not only paying attention to the effect of information provision/information management via the map, but also reporting the interim result in part based on the details discussed in the processes of recovery support and environmental impact assessment during the Nakhodka's accident.

  • With data of historical spill from vessels occurred in korean coastal waters, the author analyze the causes of spill and evaluate response technique adopted during spill. It is found that the majority of spill caused by operational failure, bad weather, violation of navigation rule and hull defect. As a result of evaluation of response measures, it is suggested that responsible agency establishes criteria for various response options and standards of tier response time and capability according to the size of spill.

  • Time series changes in the chlorophyll $\alpha$ concentrations before and after the ship Prestige oil spill on 13 November 2002 were analyzed using NCEP wind data and ocean color data. Following the oil spill, southwesterly winds pushed the oil towards the Spanish coast. In addition, the daily chlorophyll $\alpha$ concentration decreased dramatically from the middle of November to the end of December 2002, with the minimum value being recorded in December. Additionally, the mean chlorophyll $\alpha$ concentration in November and December 2002 was lower than the average value recorded for the same months from 2000 to 2005; however, with the exception of 2000, the concentration was higher in October 2002 before the spill and in January-March 2003 after the spill during the same period from 2000 to 2005.

Scientific Basis of Environmental Health Contingency Planning for a Coastal Oil Spill (대규모 유류유출사고 대비 환경보건 대응계획 수립을 위한 기반연구)

  • Objectives : This study presents a scientific basis for the establishment of an environmental health contingency plan for dealing with accidental coastal oil spills and suggests some strategies for use in an environmental health emergency. Methods : We reviewed the existing literature, and analyzed the various fundamental factors involved in response strategies for oil spill. Our analysis included data derived from Hebei Spirit oil spill and used air dispersion modeling. Results : Spill amounts of more than 1,000 kl can affect the health of residents along the coast, especially those who belong to vulnerable groups. Almost 30% of South Korean population lives in the vicinity of the coast. The area that is at the highest risk for a spill and that has the greatest number of people at risk is the stretch of coastline from Busan to Tongyeong. The most prevalent types of oil spilt in Korean waters have been crude oil and bunker-C oil, both of which have relatively high specific gravity and contain volatile organic compounds, polycyclic aromatic hydrocarbons, and metals. In the case of a spill of more than 1,000 kl, it may be necessary to evacuate vulnerable and sensitive groups. Conclusions : The government should establish environmental health planning that considers the spill amount, the types of oil, and the distance between the spot of the accident and the coast, and should assemble a response team that includes environmental health specialists to prepare for the future oil spill.

  • Demand for organic analysis increase as industries are growing and many products are spreaded in the daily life. One of many products is oil spill dispersant. It was used for oil accident in the ocean. When oil spill dispersant spread at the ocean, the petroleum in the ocean is dispersed. The oil spill dispersant is made of non ionic surfactant and petroleum oil. The non ionic surfactant disperse petroleum from oil accident. The other part is petroleum oil which has aromatic hydrocarbon. Because the aromatic hydrocarbon is cancerogenic material, it directly injure animals in the ocean. This cause the second pollution in the human body. Many oil accidents still are controlled by oil spill dispersant. Therefore quality control of the oil spill dispersant become important and this also demand for the exact quantitative analysis of aromatic hydrocarbon. Hereupon the first we develop separate petroleum oil from surfactant. The second standardize analytical method of aromatic hydrocarbon in the separated petroleum oil.

  • This study is aimed to retain objectivity and generality against consumer perception about seafood of Hebei Spirit oil spill incident area, and analyze gap of consumer perception in according to confidence level of seafood using ordinal logit model. As results, This article have three implications. First, Consumer don't have high confidence level in comparison with previous research. Second, It is important to retain confidence of quality for purchasing seafood of oil spill incident area. Third, Consumer perception is improved positively against seafood of oil spill area. But This study has limits that don't take regional opinion and situation into account.
