Processing and equipment were tailored for engineering scale fabrication of $UO_2$ porous pellets, a feed material for the electrolytic reduction process in the PRIDE (PyRoprocessing Integrated DEmonstration) facility at KAERI (Korea Atomic Energy Research Institute). The starting materials, $UO_2$ powder and pre-milled surrogate oxide powders, were proportioned to simulate the chemical composition of spent fuel (so-called Simfuel). The Simfuel powders were homogenized by mixing, compacted into a pellet shape, and finally heat treated using a tumbling mixer, rotary press, and sintering furnace. After sintering at $1450^{\circ}C$ for 24 h in $4%\;H_2-Ar$, the average bulk density of the $UO_2$ Simfuel pellets was $6.89g{\cdot}cm^{-3}$, which meets the standard of the following electrolytic reduction process. In addition, the results of a microstructural analysis demonstrated that the sintered Simfuel $UO_2$ porous pellets accurately simulate the properties of spent fuel in terms of the formation of second phases. These results provide essential information for the massive fabrication of $UO_2$ porous pellets for engineering scale pyroprocessing research.

The influence of fission products' contents on the DUPIC fuel powder and pellet properties was experimentally evaluated using SIMFUEL as a surrogate for actual spent PWR fuel due to the high radioactivity of spent fuel. Pure $UO_2$ and SIMFUEL pellets with fission products equivalent to a burn-up of 35,000 MWd/tU and 60,000 MWd/tU were used as impurities in this study. The specific surface area of the powder milled after the OREOX treatment increased and resulted in sintered pellets with a theoretical density (TD) higher than 95%, regardless of the impurity contents. However, the grain size of the sintered pellets decreased with the increasing impurity contents. As a result of the dissolved oxides in $UO_2$ from the impurity groups, the specific surface area of the OREOX powder increased with an increase of the impurities. The grain size of the sintered pellets was significantly decreased by the metallic and oxide precipitates.

The dry pulverizing/Mixing device is used to deal with the spent fuels for the safe disposal. The separated pellets from hulls by a slitting device are put and oxidized from UO$_2$ solid pellet to U$_3$O$\_$8/ powder in the device. The device have been developed based on a voloxidation method which is one of several dry de-cladding methods. We have benchmarked dry de-cladding methods, analyzed applicability to the advanced spent fuel management process, integrated and compared several configuration, and finally derived detailed specifications proper to requirements for the device. Also, thermal characteristics of the device such as thermal stress and strain have been analyzed by the commercial software, 1-DEAS, and the reliability of the results have been verified by the KOLAS(Korea Laboratory Accreditation Scheme). The UO$_2$ solid pellets are put in the device which has a capacity of 20 kgHM per a batch, heated up about 600$^{\circ}C$ in the air environment. Then, the UO$_2$ solid pellets are oxidized into the U$_3$O$\_$8/ powder, and the powder is collected in a special vessel. The device has been designed and developed as fellows: the multi-staged fine hole meshes are used to reduce the size of the powder gradually, heat and air(oxygen) are supplied continuously to reduce the reaction time, and slight vibration effect are applied to collect powder cling to the device.

We are developing a vol-oxidizer which transforms the spent $UO_2$ pellets into the $U_3O_8$ power through oxidizing process. The vol-oxidizer consists of furnace, filter, heater and valve etc. When the filter is blocked by the powder, the internal pressure of the furnace is increased owing to the air flow restriction. Then, the furnace vessel is swelled and deformed by it. In this paper, we proposed a procedure of the thermal analysis for furnace vessel design of spent fuel vol-oxidizer. In this work, we determined the thickness of the furnace through analyzing the internal pressure and the thermal stress of the furnace with respect to various pressure and temperature. To analyze the thermal stress, we used ANSYS 8.0 for constructing a FEM model of the furnace, and then analyzed it based on the ASME code. We also surveyed the material property and yield stress of SUS304 with various temperature. Analysis results are compared with the yield stress of the material. We manufactured the furnace and conduct the verification experiments.
Oxygen to metal ratio has been measured by wet and dry chemical analysis to study the properties of sintered $UO_2$ pellets and $U_3O_8$ in the lithium reduction process of spent pressurized water reactor fuels. Uranium dioxide pellets simulated for the spent PWR fuels with burnup values of 20,000~60,000 MWd/MtU were prepared by mixing $UO_2$ powder and oxides of fission product elements, pelleting the powder mixture and sintering it at $1,700^{\circ}C$ under a hydrogen atmosphere. For wet chemical analysis, the simulated spent fuels were dissolved with mixed acid (10 M HCl : 8 M $HNO_3$, 2.5 : 1, v/v) using acid digestion bomb technique. The total amount of uranium and fission products added in the simulated spent fuels were measured using inductively coupled plasma atomic emission spectrometry. Weight change of the simulated fuel during its oxydation was measured by thermogravimetry and then the O/M ratio result was compared to that obtained by wet chemical analysis. Influence of $Mo_{0.4}-Ru_{0.4}-Rh_{0.1}-Pd_{0.1}$, quaternary alloy, on the determination of O/M ratio was investigated.

Slitting device is equipment to separate spent fuel of 250 mm rod cut pellets and hull in order to supply required $UO_2$ pellets through the dry pulverizing/mixing device. For development of its device, We have analyzed slitting programs so that the existing device is modified an appropriate scale in the advanced spent fuel conditioning process. The results of the analysis, we added the automatic separation function of pellets and hull, After slitting. Also, we have concentrated on reducing the operation time so that the support and the body of a slitting blade could have been established in the single structure to be easily maintained. It is based on a design and manufacture of a testing device and we have performed an efficiency evaluation. We have analyzed the results of efficiency tests of the slitting device and get the specification of the slitting device. we complete the basic design of the slitting device by using of these data. Therefore, We apply to a basic data when manufacturing a slitting device.
The characteristics of dry and wet milled powder prepared by 1 cycle OREOX (oxidation and reduction of oxide fuels) treatment were investigated using the simulated spent fuel pellet. Sintered pellets simulating spent nuclear fuel burned in reactor were fabricated from $UO_2$ powder using as a starting material in fabrication of nuclear fuel. The 1 cycle OREOX-treated powder was prepared by only one path of oxidation md reduction of the simulated pellet. Powder having average particle size of less than 1 $\mu\textrm{m}$ could be easily obtained by dry milling, but not be achieved by wet milling. And, specific surface area of dry milled pow-der was higher than that of wet milled powder. Dry milled powder formed loose agglomerate, while wet milled powder showed the shape of irregular and angular particles. Dry milled powder provided higher green density, resulting in higher sintered density of higher than 95% TD and average grain size of larger than 8 $\mu\textrm{m}$ satisfying the standard specification of sintered pellets.

Air-oxidation experiments on unirradiated and irradiated UO$_2$ were performed at temperature from 150 to 375$^{\circ}C$ for investigating the long-term storage behavior of spent PWR fuel. The rate of oxidation was monitored by a thermogravimetric analyzer(TGA) and an X-ray diffraction(XRD). The correlation between the onset-time for U$_3$O$_{8}$ formation and temperature was given as follows, logt(hr) = -12.89+7650/T(K), 423$_2$ pellet, the oxidation rate of irradiated UO$_2$ increase more rapidly at the initial stage and shows a lower saturation point at the later Stage. The Oxidation rate of high bumup UO$_2$ and gadolinia-doped UO$_2$(Gd$_2$O$_3$-UO$_2$) were observed to be much slower than that of unirradiated UO$_2$ pellets.s.

Spent fuel decladding device and dry voloxidizer is to separate the spent pellet from spent fuel rod cut by 250mm and to convert the spent pellet into powder form for reuse and/or disposal of the spent fuel. There are two methods in decladding and voloxidation of spent fuel, that is, wet method with chemical material and dry method with mechanical device. In this study, to examine the fuel rod decladding process and the pellet voloxidation process, the devices for the spent fuel decladding and the pellet voloxidation with dry method are developed. The decladding machine is designed to separate pellets from fuel rod by slitting device. And, the voloxidizer is designed to convert the spent pellet which is ceramic form into powder form by oxidation using the multi step mesh, vibrator, and air in the high temperature environment. The result of this study, such as operation condition et., will be utilized in the design of the machine for demonstration.

Vol-oxidizer is a device to convert $UO_2$ pellets into $U_3O_8$ powder and to feed a homogeneous powder into a Metal Conversion Reactor in the ACP(Advanced Spent Fuel Conditioning Process). In this paper, we propose a design model of the vol-oxidizer, develop the new vol-oxidizer with a capacity of 20 kg HM/batch in $UO_2$ pellets, and conduct a verification for the device. Design considerations include the internal structure, the capacity, the heating position of the device, and the size. The dimensions of the new vol-oxidizer are decided by the design model. We determine a permeability test of the $U_3O_8$ measuring the temperature distribution, and the volume of $UO_2$ and $U_3O_8$. We manufactured the new vol-oxidizer for a 20 kg HM/batch in $UO_2$ pellets, and then analyzed the characteristics of the $U_3O_8$ powder for the verification. The experimental results show that the permeability of the $U_3O_8$ throughout mesh enhance more than old vol-oxidizer, the oxidation time takes only 8 hours when compared with the 13 hours of the old device, and the average distribution of particle size is $40{\mu}m$. The capacities of new vol-oxidizer for a 20 kg HM/batch in $UO_2$ pellets were agree well with the predictions of design model.
