This paper presents a new motion control strategy for singularity avoidance in 6 DOF articulated robot manipulators, based on a speed limiting algorithm for joint positions and velocities. For a given task, the robot is controlled so that the joints move with acceptable velocities and positions within the reachable range of each joint by considering the velocity limit. This paper aims at the development of a new efficient method to control robot motion near and at singularities. The proposed method has focused on generating the optimal joint trajectory for a Cartesian end-effector path within the speed limit of each joint by using the speed limit avoidance as well as the acceleration/deceleration scheme. The proposed method was verified using MATLAB-based simulations.
Serious injuries and deaths due to multi-jointed robot occur when a man mispercepts. especially during robot teaching and maintenance work. Since industrial robots often operate with unpredictable motion patterns, establishment of safe speed limit of robot arm is indispensable. An experimental emergency conditions were simulated with a multi-jointed robot. and response characteristics of human operators were measured. The result showed that failure type, robot arm axis. and robot arm speed had significant effects on human reaction time. The reaction time was slightly increased with robot arm speed. though it showed somewhat different pattern owing to failure type. Furthermore the reaction time to the axis which could flex or extend. acting on a workpiece directly. was fastest and its standard deviation was small. The robot arm speed limit securing a‘possible contact zone’based on overrun distance was about 25cm/sec. and in this sense the validity of safe speed limits suggested by many precedent researchers were discussed.
This paper aims for proposed the deflection limit on vibration serviceability of high-speed railway bridges considering the exposed time duration when a train passes a railway bridge. For this purpose, bridge-train transfer function was derived and bridge-train interaction analysis was performed by using the derived function. The vertical acceleration signals of passenger cars obtained from bridge-train interaction analysis were compared with them from the bridge-train transfer function by moving constant force analysis. Therefore it was estimated possible to induce the comfort deflection limit of railway bridge by using bridge-train transfer function. The deflections by moving force of single span bridge and continuous bridge were assumed as sine and haversine wave. The deflection limit on vibration serviceability of high-speed railway bridges considering the exposed time duration can be expanded using bridge-train transfer function and bridge comfort limit considering serviceability due to bridge vibration. And it was compared to other allowable deflection limits of railway bridge design specifications.

The purpose of Speed limit at sea is to keep harbor calmness, to maintain efficient traffic flow and to prevent maritime accidents. The Korean Regional Maritime Affairs and Port Office(KRMAPO) specified and enforced the ship's speed limits at the 19 harbors around the Korean coasts. However, problems have been raised to the adequacy of speed limits. This paper made a research on the speed limit set standards, analyzed vessel traffic survey and the dilemma on the specified speed limits imposed by KRMAPO. The result of this study has shown an overall average of 48 % violation rate on speed limit with passenger ships and large vessels of more than 5,000 tons having higher violation rate. Average speed was higher than the limit speed in some harbors and deviation of 4.2 to 5.2 knots was investigated. Further, harbors having higher average speed also have higher deviation accident incidence. Therefore, this paper had confirmed that there is a need for institutional review and improvement of Korea's port and fairways speed traffic management.

This research is the first research on developing the speed limit select model and also it is the result of the research on the importance of each element and consideration factors when selecting the speed limit. For the consideration factor discrimination and calculation of the importance, the delphi method and AHP method was used. The delphi survey was processed through third round survey, 5 high consideration factor(Level 1) and 23 low consideration factor(Level 2) was discriminated. During the process of the third delphi survey, when the CVR cost was in the range between 0.4~1.0 it was treated as the consideration factor when selecting the speed limit and less than 0.4 cost was eliminated. In the process of the second delphi survey, 33 consideration factors were discriminated but was reordered into 23 categories through the third survey. Based on the 23 categories earned through the third delphi analysis, the AHP survey was processed. The result of the AHP survey was that out of the importance of the 5 high consideration factor(Level 1), the traffic condition was evaluated as the number one factor and the vessel condition, waterway condition, environment condition, supporting condition and etc. conditions were evaluated following the traffic condition. Out of the 23 low consideration factor(Level 2) consideration, the visibility was evaluated to be the first important and the performance of the vessel steering, objective factors within the harbor, amount of traffic and density, distance between the passing vessel, speed of the steering capacity and tidal current were the following evaluated factors.

In a low speed limit environment, the speed limit tolerance of automated traffic enforcement devices is very high, which is one of the main factors for the low compliance rate. Therefore, in this study, we aimed to the improve the speed limit tolerance and to present a new standard. The effects of the operator and user errors that can cause speeding by drivers were analyzed. Based on the results of the analysis, an improvement of the tolerance was proposed by applying an error in the enforcement device and GPS speed. In addition, long-term expected safety effects such as the accident rate and severity were estimated from the operator's perspective when improving the tolerance. As a result of the estimation, the speed limit compliance rate, accident rate, and change rate of a number of severe accidents due to speed change, and pedestrian traffic accident mortality rate were all improved in all speed limit environments. The introduction of the proposed improvement is expected to improve road safety significantly.

The safety speed 5030 policy, which is currently being implemented nationwide, tends to increase citizens' dissatisfaction due to reduced mobility and inconvenience. In order to successfully promote the Safety Speed 5030 policy, it is important to collect various opinions of citizens who use roads by deviating from quantitative policy evaluation criteria such as traffic accidents and traffic speed. Therefore, in this study, citizens who use roads were classified into a driver group and a non-driver group, and civic consciousness analysis such as adequacy evaluation of speed limit, satisfaction evaluation of road service quality (MDS), and importance-satisfaction analysis (IPA) was conducted. As a result of the analysis of civic consciousness, in particular, satisfaction with mobility, economy, and environment was low. Accordingly, it was intended to promote the successful implementation of the Safety Speed 5030 policy by presenting measures to improve the speed limit and quality of road service for roads with low satisfaction.

This paper deals with the formability of DP590 steel considering the strain rate. The strain hardening coefficient, elongation and r-value were obtained from the static and dynamic tensile test. As strain rate increases from static to 100/s, the strain hardening coefficient and the uniform elongation decrease and the elongation at fracture and r-value decrease to 0.1/s and increase again to 100/s. The high speed forming limit tests with hemi-spherical punch were carried out using the high speed crash testing machine and high speed forming jig. The high speed forming limit of DP590(order of $10^2$/s) decreases compared to the static forming limit(order of $10^{-3}$/s) and the forming limit band in high speed forming test is narrower than that in the static forming test. This tendency may be due to the development of brittleness with increase of stain rate.

The purpose of this study is to evaluate the effect of downward speed limit of urban arterial roads at 29 sites in Busan Metropolitan Police Agency to reduce road traffic accidents from '10 to '15. As a result of analyzing the traffic accidents occurred for 1~3 years after the decrease in the speed limit, the number of traffic accidents decreased by 3.09% and the number of injured persons decreased by 8.76%, but the number of deaths decreased by 36.73% The results of this study are as follows. The average speed reduction rate of 6.31km/h was decreased by investigating the change of the vehicle speed before and after the downward speed limit, and the change of average speed was statistically significant in most of the sections. The rate of compliance with the speed limit increased by 10.26% p, which is considered to have greatly improved overall traffic safety. A survey conducted by residents near the target area with a lower speed limit showed that 57.9% of the respondents felt the driving speed of the vehicle was lowered. However, this project was focused on vehicles with limited speed road signs and traffic safety signs, Only 25.8% of respondents said walking safety was improved. In the future, it is necessary to consider the safety of pedestrians by improving roads around roads such as road curvature and separation. In addition, there is a clear positive result in terms of decreasing the fatal accidents in the downward speed limit zone of Busan Metropolitan Subway. However, more detailed analysis is needed for the 29 accidents. Therefore, it is expected that traffic practitioners will be able to utilize it as a basis to increase the accident reduction effect by setting an appropriate speed limit based on the easy and objective grounds.
In this study, we investigated the operational limit of magnetic bearing-rotor system due to the maximum force limit and slew rjate limit of the electromagnetic actuator as a function of the time dependent control characteristics. The feedback gain of the controller varies the current of the electromagnet coil with the motion of the rotor. The distorsion of magnetic force due to the slew rate limit is not occurred jup to 30, 000 rpm in the magnetic bearing that we have a close relation with the rotational speed and vibration level of the rotor and the proportional gain of the controller. Therefore the maximum force limit determines the maximum allowable orbit radius of the magnetic bearing-rotor system. The maximum allowable vibration levels are exponentially decreased according to the increment of rotational speed and proportional gain of the controller.
