Busan Port which is the representative social overhead capital facilities for international trade of goods has need the driving force for economic development in Korea. Therefore, the central government should play the major role in building a rear road to Busan Port in order that it may function as a moor port of Northeastern Asia through the systemization of mutual assistance among connected facilities, completely equipped with port-related facilities befitting to the principal port of imports and exports. In this study, the validity of container tax is being examined, analyzing container tax which is considered as an obstacle to the development of Busan Port and its purpose, and grasping the present conditions by the realistic speculation on container tax issues and its abolition. First, the port rear road as a social overhead capital facilities, which connects port and expressway, should be considered as part of port, and port is social overhead capital invested by government. Second, the Busan City imposes taxes on container. As a result, a shipper and a shipping company are paying a double charge by paying container tax with port dues. Third, Empty container and Tranship container are the factor of Busan city traffic jam but their was excluded from container tax. This is deviate from equilibrium of the tax object. Forth, it has bad influence upon the competitiveness of Busan Port as Northeastern logistics base, as other ports who are competing with Busan Port like china, Taiwan, Japan's port make their competitiveness strong by decreasing the cost of port dues.
The political dynamics of Malaysia in 2016 should be seen as a process of losing an political opportunity mainly due to the split in opposition parties. The opportunity for political development was triggered by the ruling party in crisis. The ongoing 1Malaysia Development Berhad (1MDB) scandal involving the Prime Minister Najib Razak would have provided a favorable condition for the transfer of power. The opposition parties have however failed to utilize the chance that has arisen since the general elections in 2008 and 2013 due to the chronic problem of disunity. It can be seen as distortions of political development referring to a phenomenon in which a chance for regime change formed by the crisis in authoritarian regime is distorted by internal conflicts among opposition parties. Malaysia's political turmoil seemed to paralyze its economy while foreign policy was used as a tool for domestic politics. It was reported that the key economic indicator have worsen including exports and budget deficit. The ringgit had dropped to its lowest level since the economic crisis in 1997-98 which was mainly attributed to diminishing credibility on the Najib's administration. Najib's political struggle has also impeded Malaysia's foreign policy which has attempt to embrace China and the Rohingya issue. The chance to manage key risks would be diminished if oppositions' disunity continues as there is speculation that the general election could be held in 2017.
The word culture itself is very difficult to define. Therefore, in order to confine its meaning, many scholars prefer to attach different prefixes such as inter-, bi-, multi-, cross-, pluri-, trans-, in front of the adjective cultural instead of defining the word culture itself. These prefixes have been used along with about thirty various nouns, ranging from adaptability to training. In this paper, we focused on the adjective intercultural. In fact, this adjective has been widely used, not only in education but also in the communication and philosophy sectors among the world academia discourse. Intercultural Education appeared in America in the 1930s and also in the 1970s in Europe, in order to improve relations between immigrants and the people who received them. Intercultural communication arose in America as a cultural education program for American diplomats and professionals, while interculturalism appeared in the 1970s in Canada as a policy in opposition to multiculturalism. Intercultural philosophy started in 1990s Germany as philosophical speculation against Eurocentrism. As such, the adjective intercultural has been used with a combination of diverse nouns. In regards to this, one can ask the following questions: did the scholars have any kind of agreement during their discussions? Did they communicate and make a positive impact on each other? If not, how can we interpret their common use of the word intercultural? To answer these questions, we tried to compare fives types of intercultural waves of the 20th century, paying particular attention to their time periods, places and backgrounds of appearance, their emphases and shortcomings. Following our research, we found that intercultural waves in the 20th Century have developed independently despite their common use of the word intercultural. Therefore, we concluded that the use of same word intercultural was the result of humankind's effort to approach cultural differences in a positive way in the global village created by internationalization and globalization of the 20th century.
Magazines also contain the daily lives of contemporary ordinary people. These characteristics serve as the possibility of daily archives. This study aims to build daily archives by analyzing the contents of the magazine Farmers' Life published in Daejeon for those archival values. To do that, it classified the articles that were published in Farmers' Life for 14 years from 1954 to 1967, it analyzed personal and organizational information, and also it implemented the daily life of farmers and rural society. The conclusion of the analysis on Farmers' Life summarized into following five points. First, the value of Daejeon private archives proved. Second, the personal information of people who were active in various fields of the society identified, and It classified by professional occupations such as politician, professor, agricultural scholar, doctor, and cartoonist, etc. Third, information on the organizations in the agricultural sector was able to collect that of some government organizations, public-private organizations, U.S. aids and 4H organizations. Fourth, certain evidence presented that help to correct the records that recorded wrongly or omitted or in need of speculation in the Christian Magazines, Literature and Art Fields. Fifth, the daily life of rural society and farmers classified into the series and organized into daily archives. This paper presented as a basic database to perceive the rural society and farmers' daily life in the 1950s and 1960s.

The article examines the main problems of land market formation in Ukraine. The article is devoted to the study of problems and prospects of land market introduction after the abolition of the ban on alienation. The advantages and disadvantages of lifting the moratorium on the purchase and sale of agricultural land are highlighted. The experience of such European countries as France, Germany, Latvia, Romania and Poland in regulating the market of agricultural lands is analyzed. The historical stages of market formation, features of state policy in this area are considered. The authors found that in these countries the market for agricultural land is well developed and works effectively, which has positive consequences for the economy of these countries. After analyzing the experience, we identified common elements of an effective mechanism for regulating the land market in European countries, which can be implemented in Ukraine. It is emphasized that after the opening of the land market it is necessary to prevent the concentration of a large number of agricultural lands in the hands of one person or close persons and it is necessary to create an effective supervisory body, whose main functions will be supervising sales prevention of speculation in the land market. Emphasis is placed on the need to improve legislation in the field of land, organizational and informational conditions for land reform. The Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine Concerning the Circulation of Agricultural Land" was analyzed, the adoption of which put an end to the systematic extension of the moratorium on the sale of agricultural land. The positive aspects of such reservations are noted, such as the gradual introduction of the land market, quantitative restrictions, the lower limit of the value equivalent, which can not be less than the normative monetary value. At the same time, the problem is that the lack of an imperative norm on termination of the lease agreement in case of refusal of the lessee to purchase such land at a price not lower than expert assessment, will negatively affect its price formation and actually make the landlord hostage.
This paper introduces symbols from Ghana, the 'Adinkra', and expands upon the concepts associated with it. In other words, the world view, values and scalability that appear to form philosophical thoughts in everyday life. 'Adinkra' are symbols from Ghana in West Africa. Adinkra means 'goodbye' or 'farewell'. There are some 400 Adinkra symbols, but the meanings of the symbols have been lost. The first book on Adinkra is 'The Adinkra Dictionary' (1998) by W. Bruce Willis. Adinkra is related to the Ghanaian culture, and represents concepts such as philosophical ideology, history, historical figures, myths, legends, animals, plants, etc. In the old days, because of its meaning-'goodbye' or 'farewell'-Adinkra was generally used for funerals. But today, Adinkra is utilized in a full range of cultural events and activities. Each of the 'Adinkra' has various meanings. According to Willis, Adinkra is ever-evolving and constantly expanding. As a matter of fact, Adinkra continues to expand, evolve and develop. Nevertheless, no books have been published on Adinkra since Bruce Willis (5 May 2016 to the present). Adinkra provides insights into the rich philosophical, educational, and historical significance of Africa. Therefore, Adinkra requires evolution, expansion, and research. In this study, we will examine the Adinkra, divided into four categories. The first is related to God and the powers, the second is related to moral education. The third symbolizes 'love' and 'friendship'. and lastly, the fourth is 'life' and 'death'.
This study, under the title of Daeungbojeon Hall of Bulyeongsa Temple, Uljin and the architectural technique of the architect, aimed to make a comprehensive speculation on Daeungbojeon Hall of Bulyeongsa Temple whose accurate construction year was confirmed in 1725. While existing studies dealt with it separately between construction and Buddhist art history this study attempted to sort out it in one perspective by means of comparison with compatible objects in the area. The results are as follows. 1st, by means of comparison of wall painting of Daeungbojeon Hall of Bulyeongsa Temple and other wall paintings of Gyeongsang-do Province, it was estimated to be created before and after 1725, the founding year of the building. 2nd, the stylobate of Daeungbojeon Hall is the only and unique case that Guibu was supported by the bottom. Such stylobate was estimated to be built in the early period of Goryeo stylobate of PostLintel Construction which was more simplified than that of the traditional unified Silla period considering specific techniques. Lastly, by means of comparison of the architectural technique of Daeungbojeon Hall of Bulyeongsa Temple with other temples in Gyeongsang-do Province, the characteristics of the building were found. In particular, the same architectural technique was confirmed by direct comparison of style with Yeongsanjeon Hall of Tongdosa Temple in 1714 which was constructed by the same architect.

With apartment purchase prices rising, small and medium-sized cities have been highlighted as areas in which real estate speculation is overheated, and thus designated as target districts for adjustment. In addition, tax policy is constantly being adjusted in an attempt to stabilize real estate prices. The purpose of this study is to analyze the basic effect of tax policy on the purchase price of apartments in small and medium-sized cities. This study selected apartments in the Daejeon area that were constructed between 1990 and 2015. In addition, tax policy was divided into regulatory policy and easing policy based on tax increase and tax cut. This study analyzes the short-term difference of one year before and after the change in the purchase price of apartment houses. In addition, this study set the time when real estate policy was implemented and the actual transaction price of apartments in Daejeon as the analysis targets, and analyzed the correlation between tax policy and apartment sales prices through the NPV technique and T-test results. Through the study, it was found that most tax policies changed apartment purchase prices in the short term.

Although cryptocurrency which can promote innovation in the blockchain ecosystem is published for many useful purposes, in Korea, cryptocurrency is recognized only as a means of investment for the profit. The fact emphasizes only the speculative nature of the cryptocurrency, so investor negates the fundamental purpose of cryptocurrency and hinders innovation in the blockchain ecosystem. The purpose of this study is to investigate the cause of cryptocurrency perception and speculative behavior of domestic cryptocurrency investors from an academic perspective. We use a model that reflects the traditional considerations and cryptocurrency's characteristics in investment. Using the model, we can explain the cause of misperception of cryptocurrency through the theory of bounded rationality. In building the research model, we use variables of venture and angel investor's consideration used in investment decisions and collect the keywords from indexes of whitepaper to reflect the properties of cryptocurrency. This study mentions that, due to the imitations presented by Simon, individuals are forced to perceive cryptocurrency as a means of speculation and to make irrational decisions that impair ecosystem health. We analyze whether there is a significant difference in rationality in decision made by the sample under limited knowledge and imperfect information constraints. As a result, imperfect information constraints led investors to consider only irrational criteria in decision making. From this result, this study suggests that information asymmetry needs to be relaxed so that investment can be pursued together with rational investment and development of blockchain ecosystem. In addition, the industry can capture strategic insights for successful financing through ICO by enabling better understanding of investor decision-making.
