최근 각국은 무선 광대역 서비스용 주파수 확보를 위하여 공공주파수와 방송용 주파수의 효율적 이용을 도모하고 있다. 본 연구는 해외의 공공주파수 및 방송용 주파수 관리 정책 동향을 살펴보고, 이를 참고하여 우리나라의 관련 현안에 대한 정책 방안을 제시하고자 한다. 공공주파수의 효율적 활용을 위한 정책 방안으로, 공공주파수에 대한 이용실태 조사, 공공주파수에 대한 기회비용 부과, 주파수 효율성 기금의 설치, 군주파수의 효율적 이용을 위한 유인 제공, 공공주파수에 대한 공유정책 도입 등을 제안하였다. 그리고 방송용 주파수의 효율적 활용을 위하여는 단기적으로는 방송통신발전기금의 부과기준 변경, 중장기적으로 상업용 방송주파수에 대한 할당방식 변경과 행정가격 부과를 제안하였다.

Historically, spectrum use has been increased through use of high frequencies, improved modulation, and between antenna techniques. However, these approaches are reaching practical limits. Cognitive radio allows new approaches to improve the intensity of use in spectrum which is licensed but under utilized. This paper addresses two such possible approaches. Real time spectrum markets permit users to exchange spectrum use. Interruptible spectrum would allow public sector spectrum users to recoup economic benefits for allowing others to share their low average, high peak use spectrum subject to preemption.

본 논문은 전파 빅데이터 활용을 위한 플랫폼 구축 방안을 제시하는 것으로 전파 분야의 빅데이터를 수집 및 분석하고 연계방안을 수립하고, 전파 및 공공분야 빅데이터를 연계 및 활용하는 지원체계 방안을 제시하여, 전파 공공분야 연계 빅데이터 플랫폼 구축 방안을 제시하였다. 전파 분야 빅데이터의 체계적 분석과 활용을 위한 지원체계가 부족한 상황에서 전파 관련 산업체의 빅데이터 활용을 위한 플랫폼 구축방안을 마련함으로써 4차 산업혁명 구현을 위한 선제적 대응과 국내 전파 분야의 위상과 국가의 혁신성장 동력을 확보하고 전파산업의 공정경쟁과 서비스 품질 증진에 기여하여 전파 및 공공분야 빅데이터 플랫폼 이용자의 편의 증진에 기여하고자 한다. 또한, 전파관리 데이터 활용가치에 대한 사회적 인식 제고 및 플랫폼 공동 활용을 통한 전파 빅데이터 활용 협업 체계 마련에 기여하고자 한다.

With the rapid development of wireless communication, the confliction between the scarce frequency resources and the low spectral efficiency caused by the stationary spectrum sharing strategies seriously restricts the evolution of the future mobile communication. For this purpose, cognitive radio (CR) emerges as one of the most promising inventions which can overcome the spectrum shortage. As the key technology and main objective of CR, spectrum sharing can make full use of the limited spectrum, alleviate the scarcity of frequency resources and improve the system utilities, playing thereby an important role in improving the system performance of cognitive radio networks (CRNs). In this survey, the spectrum sharing in CRNs is discussed in terms of the sharing process, mainstream sharing technologies and spectrum sharing models. In particular, comparisons of different spectrum sharing strategies are concluded, as well as that of different spectrum sensing schemes in sharing procedure. Moreover, some application examples of the spectrum sharing in CRNs, such as smart grid, public safety, cellular network and medical body area networks are also introduced. In addition, our previous related works are presented and the open research issues in the field of spectrum sharing are stated as well.

Inappropriate antibiotic use is the most important factor causing increased bacterial resistance to antibiotics, thus affecting patient outcomes. Multidrug-resistant bacteria have become a serious public health threat, causing significant morbidity and mortality worldwide. In Korea, the burden of antibiotic-resistant bacteria has become an important public health issue. There is increasing evidence of overuse and misuse of antibiotics in Korea, as observed in cohorts with large sample sizes. Antibiotic use among children should receive particular attention because of the frequency of community-associated infections among this population and the elevated risk of transmission. Recent studies from Korea have demonstrated that the use of broad-spectrum antibiotics, either for inpatient or outpatient treatment, has increased among many age groups, especially children. In this review, we aim to describe the patterns of antibiotic prescription and evaluate recent trends in antibiotic use among children. Coordinated efforts toward communication and education in order to address misunderstandings regarding antibiotic use, involving interprofessional antimicrobial stewardship programs, are required in the near future.

Over the past several years both licensed and unlicensed services and devices have enjoyed extensive growth in the wireless marketplace. In some urban areas in the Kazakhstan, the penetration rate of licensed cellular and PCS services is more than 60%. Similarly, the use of unlicensed wireless local area network technologies has grown significantly as these systems have been deployed in homes, offices, and 'hot spots' in restaurants, hotels, public meeting areas, etc. As more services are wirelessly enabled and as technologies continue to evolve, the demand for new spectrum for commercial services will also continue to increase. Thus, the appropriate regulatory models for future spectrum allocations will continue to be debated throughout the wireless industry.

We present the scanned digital images and their preliminary analysis results of objective-prism plates taken with the Michigan Curtis Schmidt telescope at Cerro Tololo Inter-American Observatory. In order to separate an individual spectrum of a star, it should be required to identify each field star in the plate. Using the PPM(Position and Proper Motion) catalog, we are verifying which star corresponds to the spectrum in a plate. In addition to this, we plan to devise the method for wavelength calibration in each spectrum. Finally we will make them for public use, not only for professional astronomers but also for high school and college students for encouraging them to be interested in the astronomy, especially astronomical spectroscopy and stellar astronomy.

A gear type lubrication pump is an essential component of the powertrain and has a major role for supplying oil to the gears and bearings in automatic transmission with a hydraulic clutch. Therefore, the durability test code design of lubrication pump is very important to ensure the reliability of the entire transmission and the vehicle. In this study, the design process for the life testing of lubrication pump has been generalized by four steps. The four design steps of the life testing of lubrication pump consist of the configuration of load spectrum, rain flow counting and analysis of load level, the equivalent damage assessment and test code generation. In fact, the load spectrum should be obtained from the field operating condition but that kind of data is the top secret of manufacturers. This is not open to the public in general. So we could use the artificially simulated load spectrum instead of field obtained one and focused on the development of the general process for designing the life test of a gear type lubrication pump. Reliability goals for lubrication pump, pressure, torque, temperature and load spectrum, if present, as appropriate for the given test conditions, accelerated life testing for the lubrication pump can be designed by the developed design steps.

우리나라 정부는 전파이용질서를 유지 보호하고 주파수를 제때 알맞은 곳에 공급할 수 있는 전파감시 사업으로 전파의 효율적 이용을 촉진하고자 한다. 이에 본 연구에서는 우리나라 유비쿼터스 전파감시 사업의 경제적 편익 분석을 통해 유비쿼터스 전파감시 사업의 발전을 위한 전략 및 정책 방향을 도출하고자 한다. 이에 본 연구는 CVM을 활용하여 엄밀한 경제이론에 근거하여 유비쿼터스 전파감시 사업의 편익을 정량적으로 규명하고자 하였다. 분석 결과 유비쿼터스 전파감시 사업을 위한 연간 가구당 평균 WTP가 1,268원으로 나타났다. 이를 7대 대도시 전체 가구로 환산한 유비쿼터스 전파감시 사업의 경제적 편익은 연간 79억원에 이르는 것으로 나타났다. 본 연구의 결과는 향후 유비쿼터스 전파감시 사업 정책 수립 및 투자정책 등에 정량적인 자료로 활용될 수 있다.

Objectives: This study was performed to examine the effects of the public attention to 'crime of schizophrenia' on the use of mental health services in patients with schizophrenia using big data analysis. Methods: Data on the frequency of internet searches for 'crime of schizophrenia' and the patterns of mental health service utilization by patients with schizophrenia spectrum disorders by month were collected from Naver big data and the Health Insurance Review and Assessment Services in Korea, respectively. Their correlations in the same and following month for lagged effect were examined. Results: The number of outpatients correlated negatively with public attention to 'crime of schizophrenia' in the same month. The lagged relationship between public attention and the number of admissions in psychiatric wards was also found. In terms of sex differences, the use of outpatient services among female patients correlated negatively with public attention in the same month while the number of male patients' admissions in both same and following month correlated positively with public attention. Conclusion: These findings suggested that public attention to 'crime of schizophrenia' could negatively affect illness behavior in patients with schizophrenia.
