A Study on the discriminating of the hospitals based on the efficient insurance conversion factor by AHP and DEA (효율적 건강보험수가에 기반을 둔 병원 그룹화에 관한 연구 -AHP와 DEA를 이용한 분석-)

  • This study is for the pursuit of the basic application of the efficient conversion factor in the fee contract. This aims to investigate the effects of DEA efficiency index and conversion factors to identify and group the 60 hospitals with intern and residents education. To achieve the aims, AHP was used to select the inuput and output variables for DEA. It was found that the more inefficient in the technical and scale side, the higher the conversion factors were. Conversion factor and DEA efficiency index can be used very effectively to group and discriminant hospitals into a specialized general hospital and a general hospital. Even if the variables used to calculate DEA efficiency are applied to discriminant analysis, The conversion factor and DEA efficiency index have a significant power to make a function modeling. So, if we can make a more conclusive proof based on the large number samples, We can imagine to introduce a efficiency concept in the insurance fee contracts about a conversion factor in Korea Health Insurance System.

Analysis of 'Sleep Disease' Medical Service Delivery system Through In-Depth Interview

  • As the world gradually advances to an aging society, the quality of human life is valued. Among them, 'quality of sleep' is very closely related to quality of life. Recently, Korea expanded health insurance coverage for "sleep disorders". Particularly, as the number of sleep multiple tests and prescriptions for sleep aids has increased rapidly, much attention has been focused on the related medical service environment. Therefore, this study looked at an in-depth interview of 11 hospitals to see what treatment delivery system is being established when the government applies health insurance for 'sleep disorders'. In conclusion, the organizations with the most average number of sleep polyp tests per day were found to have more sleep polyp labs (hardware) and more full-time specialists. Also, the polysomnography lab (hardware) and the specialist's full-time status (software) did not necessarily result in a "positive pressure regulator prescription" that can solve "sleep apnea" caused by "sleep ailments". Rather, it was found that the number of days of sleep multiple laboratories (hardware), the number of full-time specialists (software) or the specialty majors (software) had a greater impact. In particular, the higher the specialist's full-time personnel (software) index (=6.000), the higher the sleep-inducing agent prescription rate(=1.000), and the lower the specialist's full-time personnel (software) index (=1.000), the higher the sleep-inducer's prescription rate(= 0.010) Was low. In addition, even if the professional full-time personnel(software) index was the same (=1.000), the hospital type was lower as it was closer to the public hospital(=0.067) and higher at the specialized hospital (= 0.933). In the case of university hospitals, when the full-time specialists (software) are in the same condition (= 1.000), the frequency of use of the sleep laboratory (=1.000) and the sleep test rate (= 1.000) were all the same.

  • A fundamental issue to consider when searching Web information is the quality of information itself and of service. If a Quality Information System (QIS) of Digital Library is sought, new measurement criteria and evaluation index for Web information service are required. Reliance on the existing evaluation criteria is not acceptable if data retrieved are not information and the service is only noise to end-user. Applying existing evaluation criteria of online database to Environmental & Energy Engineering Web DB revealed the limitations and provided a practical and case-based information for improvement. No attempt was made to survey comprehensively all of the evaluation methods that could possibly be relevant. Instead, this discussion concentrates on the information service evaluation index being developed in the KDPC Project. The research found that domestic Web-DB service are still woefully insufficient to conduct comprehensive investigations on environmental topics. More qualified and specialized R&D Web information service and the development of new evaluation criteria based on this investigation(research I.) will be discussed in follow-up research II.

A Baltic Dry Index Prediction using Deep Learning Models

  • Purpose - This study provides useful information to stakeholders by forecasting the tramp shipping market, which is a completely competitive market and has a huge fluctuation in freight rates due to low barriers to entry. Moreover, this study provides the most effective parameters for Baltic Dry Index (BDI) prediction and an optimal model by analyzing and comparing deep learning models such as the artificial neural network (ANN), recurrent neural network (RNN), and long short-term memory (LSTM). Design/methodology - This study uses various data models based on big data. The deep learning models considered are specialized for time series models. This study includes three perspectives to verify useful models in time series data by comparing prediction accuracy according to the selection of external variables and comparison between models. Findings - The BDI research reflecting the latest trends since 2015, using weekly data from 1995 to 2019 (25 years), is employed in this study. Additionally, we tried finding the best combination of BDI forecasts through the input of external factors such as supply, demand, raw materials, and economic aspects. Moreover, the combination of various unpredictable external variables and the fundamentals of supply and demand have sought to increase BDI prediction accuracy. Originality/value - Unlike previous studies, BDI forecasts reflect the latest stabilizing trends since 2015. Additionally, we look at the variation of the model's predictive accuracy according to the input of statistically validated variables. Moreover, we want to find the optimal model that minimizes the error value according to the parameter adjustment in the ANN model. Thus, this study helps future shipping stakeholders make decisions through BDI forecasts.

An Analysis of the Characteristics of Accredited Childcare Centers in Chungbuk Province (충청북도 어린이집의 평가인증에 영향을 미치는 특성 분석)

  • This study aims to analyze what factors are associated with child care accreditation in Chungbuk province. This study examined three questions about which factors influence the accreditation of childcare centers: 1) if they passed the accreditation criteria, 2) the total score on the accreditation criteria, and 3) the domain scores for the six domains of environment, management, process, interaction and teaching, health and nutrition, and safety. The characteristics of 1,212 childcare centers, the independent variables, were commit management, type, specialized service, maximum capacity of children, registration ratio, target age groups of children, duration, and city size. The formal expert committee evaluated objective scores for 952 childcare centers. I derived the data for this study from the i-sarang Childcare Information Portal site (http://info.childcare. go.kr/). Frequency, descriptive statistics, binary logit model, and OLS model analysis were used to examine the accreditation and scores by factors of childcare centers. The findings of the present study are as follows. First, about 80% of the 1,212 childcare centers in Chungbuk province were accredited. Second, the accreditation of the child care center was affected by the specialized service, registration ratio, and duration. Finally, the total score of accredited childcare centers was associated with the maximum capacity of children, registration ratio, and duration. The factors of childcare centers influencing sub-area scores were different by environment, interaction and teaching, health and nutrition, and safety. The present study is important because it offers preliminary data identifying accreditation characteristics that can judge problems related to the quality of service of childcare centers and suggest childcare policy implications.

Characteristics of the Flower Industry in Gyeongnam Province (경남지역 화훼산업의 현황과 특징)

  • The flower industry in Gyeongnam Province is the second largest flower producing area after Gyeonggi Province in Korea. Gyeongnam Province is also one of the provinces where flower industry was first introduced, which has started in the middle of 1960s. The share of Gyeongnam Province was 16.2% in area and 14.3% in sales in 2006. The most outstanding feature of Gyeongnam's flower industry is that it has been particularly specialized in cut-flower industry, the share of which was 77.6% of Gyeongnam Province in area. Another feature is that the industry continued to be shrunk in size due to the expansion of urban area. For Gyeongnam's floral industry to be competitive not only in domestic market but in international market, its competitiveness in quality and price is kept being promoted. In addition, the availability of land is essential to the growth of the flower industry of Gyeongnam Province.

VALIDATION AND UTILIZATION OF THE SKINTEXTM SYSTEM

  • The SKINTEX Method is based on a two-compartment physico-chemical model which includes a Biomembrane Barrier in compartment one and an organized macromolecular matrix in compartment two. Test samples absorb onto or permeate through the keratin/collagen Biomembrane Barrier and then can interact with the organized macromolecular matrix. Changes in the integrity of the barrier release a dye indicator: Changes in the matrix can alter its transparency. The sum of these two responses is read spectrophotometrically at 470nm. An early investigation of 950 chemicals and formulations in the SKINTEX System produced results which were 89% concordance to in vivo Draize dermal irritation results obtained with 24-hour occluded application of test samples with-out abrasion and standard scoring. Alkaline materials were analyzed in a specialized SKINTEX AMA Protocol. In this early study, the model did not distinguish nonirritant test materials and formulation with PDII(Primary Dermal Irritation Index)in the range from 0 to 1.2, A High Sensitivity Assay Protocol(HSA)was developed to amplify the changes in both compartments of this model and provide more accurate calibration of these changes. A study of 60 low irritation test samples including cosmetics, household products, chemicals and petro-chemicals distinguished nonirritants with PDII $\leq$ 0.7 for 26 of 30 nonirritants. A second protocol was developed to evaluate the SKINTEX model predictability with respect to human irritation. The Human Response Assay (HRA )has been optimized based on differences in penetration and irritation responses in humans and rabbits. An additional 32 test materials with different mechanisms and degrees of dermal toxicity were evaluated by the HRA. These in vitro results were 86% concordant to human patch test results. In order to further evaluate this model, a Standard Chemical Labelling (SCL) Protocol was developed to optimize this system to predict Draize dermal irritation results after a 4-hour application of the test material. In a study of 52 chemicals including acids, bases, solvents, salts, surfactants and preservatives, the SCL results demonstrated 85% concordance to Draize results for a 4-hour application of test samples on non-abraded rabbit skin. The SKINTEX System, including three specialized protocols, provided results which demonstrated good correlation to the endpoint of dermal irritation in man and rabbits at different application times.

Industrial Path Changes in Shipbuilding Cities: Focusing on the Decline of the Shipbuilding Industry Since 2010s (조선업 특화 도시의 산업 경로 변화: 2010년대 이후 조선업 불황을 중심으로)

  • The purpose of this study is to analyze the industrial structural changes and types of specialized in the shipbuilding cities, which are representative sectors of industrial city decline, and explore regional responses. Most cities designated as special areas for industrial crisis response in 2018 are specialized in shipbuilding. While the shift from prosperity to recession since the 2010s is the main factor, each city has responded differently to the industrial crisis. The analysis, targeting seven shipbuilding cities, shows that regions where large shipyards of major corporations with high industrial competitiveness are located have relatively less decline during business fluctuations, and there is a tendency for a decrease in industrial structural diversity during prosperous periods and an increase during recessionary periods. Based on the resistance and recoverability to industrial crises, the industrial paths of shipbuilding cities are classified into four types. Considering regional industrial structure and competitiveness, it is necessary to develop customized support strategies such as maintaining and declining shipbuilding industries and fostering new alternative industries.

Evaluating Global Container Ports' Performance Considering the Port Calls' Attractiveness (기항 매력도를 고려한 세계 컨테이너 항만의 성과 평가)

  • Even after the improvement in 2019, UNCTAD's Liner Shipping Connectivity Index (LSCI), which evaluates the performance of the global container port market, has limited use. In particular, since the liner shipping connectivity index evaluates the performance based only on the distance of the relationship, the performance index combining the port attractiveness of calling would be more efficient. This study used the modified Huff model, the hub-authority algorithm and the eigenvector centrality of social network analysis, and correlation analysis for 2007, 2017, and 2019 data of Ocean-Commerce, Japan. The findings are as follows: Firstly, the port attractiveness of calling and the overall performance of the port did not always match. However, according to the analysis of the attractiveness of a port calling, Busan remained within the top 10. Still, the attractiveness among other Korean ports improved slowly from the low level during the study period. Secondly, Global container ports are generally specialized for long-term specialized inbound and outbound ports by the route and grow while maintaining professionalism throughout the entire period. The Korean ports continue to change roles from analysis period to period. Lastly, the volume of cargo by period and the extended port connectivity index (EPCI) presented in this study showed a correlation from 0.77 to 0.85. Even though the Atlantic data is excluded from the analysis and the ship's operable capacity is used instead of the port throughput volume, it shows a high correlation. The study result would help evaluate and analyze global ports. According to the study, Korean ports need a long-term strategy to improve performance while maintaining professionalism. In order to maintain and develop the port's desirable role, it is necessary to utilize cooperation and partnerships with the complimentary port and attract shipping companies' services calling to the complementary port. Although this study carried out a complex analysis using a lot of data and methodologies for an extended period, it is necessary to conduct a study covering ports around the world, a long-term panel analysis, and a scientific parameter estimation study of the attractiveness analysis.

Evaluation of Cavity Characterization Using Infrared Thermal Images (적외선 이미지를 이용한 지하공동 평가)

  • Cavity causes settlement and its remediation after an accident results in significant time and economic losses. This study aims to experimentally evaluate the prospect of using infrared camera to detect and measure underground subsidence. Emissivity is necessary to detect the energy emitted from an object and accurately assess temperature using an infrared camera. The emissivity in laboratory tests is fixed to evaluate a reasonable distance between the infrared camera and the object, and temperature values are assessed at various distances. In field experiments, the cavity of the field experiment is simulated using a PVC pipe with a diameter of 5 cm, artificially buried at depths of 5 and 25 cm from the surface. The infrared camera measurements are taken from 4 PM to 3 PM of the next day (a total of 23 h). The analysis included the time-series temperature distribution and the cooling rate index assessment, which represents the temperature change rate per unit of time. The results showed that various temperature trends are observed depending on the location of the subsidence. This study demonstrates that the infrared camera can be used to assess the condition of the subsurface.
